INTRODUCTION
SCOPE OF THIS DOCUMENT
Scope of this document is to present predicted performance of Eras Multi-Sensor Surveillance System (MSS) based
on given conditions (selected sites, antenna heights, site configuration).
This document contains preliminary system parameters assessment based on data gathered during the detailed
Site Survey in Romania performed in October 2010.
Minimum value of transponder Mode S sensitivity -69 dB and nominal 75 W output power of transponders (accordance ICAO Annex-1) has been used for simulations.
The simulations of the system performance (coverage and system RMS accuracy) were predicted for:

All RX/TX shall be equipped by two LAN connection (four in case of 2 independent LANs) based on
Ethernet 10/100Base-T and terminated with two RJ-45 sockets (or four - two sockets for each independent LAN) available in connection box close to GS electronic cabinet.
All LAN connection shall fulfill the following constraints:
minimal transfer rate 512 (1024) Kbit/s (both direction),
peak delay < 200 ms,
average delay < 100 ms,

Remark
Antenna AL2W (TX) and Antenna AL1W (RX) will be
installed on the top of the control tower. Both antennas
will be fixed by a support installed on the existing red and
white obstruction light mast. GS Enclosures (3) will be

All sites will be equipped with antennas AL1W (with or without reflector), and AL2W in the instance of TX.
Earthing system TN-S or TT is expected. In the case that different Earthing System would be used, customer needs to inform Era immediately to ensure required changes in design; 230VAC/50Hz; Overvoltage protection Class B,C; Fuse/Breaker 13A/C is requested for all RX, RXTX, and *SiMo sites. For combined
sites with RXTX two circuit breakers are requested one for each station.
Note 3:
Earthing system TN-S or TT is expected. In the case that different Earthing System would be used, customer needs to inform Era immediately to ensure required changes in design; 230VAC/50Hz; Overvoltage protection Class D; Circuit Breaker 16A/C is requested for CPS station. For the reason of redundancy two
circuit breakers are requested.
Note 4:
For a single LAN connection on site, there shall be at least two (2) LAN ports (RJ-45 female) available. They shall be within a radius of <1m from ground station.
For Receiving/Transmitting unit (RXTXS) the minimum three (3) RJ-45 sockets are required. One of the required LAN RJ-45 ports is intended to be used as service and maintenance port. This port should be configured to the same LAN segment as local site D03 unit to allow access to CPS and local ground station. For
*SiMo LAN connectivity is not required.
Note 5:
The system is comprised of 8 sites (RX,UPS), 2 Sites (RX,*SiMo, UPS), 1 Site (RX), 3 Sites (RX,RMTR,UPS), 2 Sites (RX,TX,UPS), 1 Site (RX,TX,RMTR,UPS), 1 Site
(RX,TX). The total number of sites is 17 including all Site Monitors, RX, TX and RMTRs.
Note 6:
The Central Processing Station will be situated at the Romatsa Headquarters in Bucharest, Romania the Capital of Romania.
Note 7:
The addition of a Site Monitor Station at Sarmasel has been implemented to improve referencing at this station. This was agreed upon during the SSR review

The Peak Amperage of ERA equipment requires the use of a 13A type C fuse.

All vertical cables are coaxial and subsequently self-protected; as well they are secured using Rubber Strain Reliefs and mounting blocks.

Connections to the existing grounding system will be done using 25mm x 4mm zinc covered plat band material and 50 Sq. mm Cu Cable.

Connections to newly installed equipment grounding will be done using 16 Sq. mm Cu Cable, green and yellow.

All fixing metallic items shall be covered by zinc, prepared utilizing the thermo-procedure industry standard.

All Horizontal and Vertical Power cabling will be protected by Metallic Hoses or Cable Tray. Where Cable Tray is required and not present it will be installed
with the dimensions of 100mm width.

Benefits:
The MSS has the following benefits and advantages:
Improved accuracy
MSS provides improved accuracy by eliminating the major sources of error for traditional Secondary Surveillance
Radar (SSR) systems namely azimuth resolution and accuracy limitations of the finite antenna aperture and transponder reply response time variations. Since MSS calculates position solely on the time difference of the arrival of
the transponder signal at each RXS, the accuracy is limited in principle by the accuracy of the time stamping of the
system and the geometry of the system configuration. Active MSS can also be used to calculate the range to the
target in similar way that MSSR and ACAS systems do.
An important feature of MSS is that it works with any aircraft already equipped with either Mode A/C or Mode S
transponders without additional avionics. Additionally, MSS supports simultaneous reception of Automatic Dependent Surveillance Broadcast (ADS-B) long squitter messages with no equipment modifications. It provides DGPS
accuracy on non-GPS equipped aircraft while providing an ADS-B capable ground station.
Increased capacity
MSS key features supporting the above benefits and applications are the following:
Traditional sensors such as SSR systems require special towers, platforms, or buildings to support the antenna and
house the necessary equipment. MSS is based on small equipment enclosures and non-rotating antennas that can
be installed on existing communications towers, terminals, and other well suited structures. Additionally, MSS RXS
can communicate with the Central Processing Station via various communication links allowing quick and straight
forward installation at existing facilities. The number of sensors deployed in a particular application depends on the
surveillance volume of interest, the accuracy required, the geography and physical obstructions (i.e. buildings)
within the surveillance volume. The flexibility in configuring the system allows coverage over the entire airport
area, including the gate areas, or just the movement area depending upon customer requirements. MSS can work
independently or in conjunction with airport surveillance radar, surface vehicle tracking, or other airport surveillance systems.

CONCLUSION
The proposed system deployment was created based on assumption that main areas of interest are Wide Area. To
fulfill the requirements of Wide Area Multi Lateration throughout the Airport areas the sites were chosen as mentioned in this document. During site selection process we preferred to use the existing Vodafone Mast locations as
they are in proven areas of RX and TX for the WAM System.
Available sites in the area of Romania are located in areas proven optimal for MLAT systems, and sensor location
was done with the aim of using existing infrastructure (Vodafone Masts, Buildings, Electric Power, etc.) to the maximum extent.
As Romanian Airports were identified as the major area of interest we introduced four Interrogators to create TX
coverage redundancy within the WAM System.
*SiMo Reference and Monitoring Transponder is expected to be installed at two sites located throughout the
MLAT System - inside the area of interest. *SiMo is used for system Integrity check.
The system is fully modular and can be extended based on additional ATC operational requirements like extension
of coverage, N-1 redundancy, Test, CPS system and others.
ADS-B tracking of Mode S ES equipped targets is provided within coverage area with multiple redundancies.
The Central Processing Cabinet will be centrally located at the ROMATSA Headquarters in Bucharest.
