Re: Request to advertise a public hearing

Background:

The Planning Commission will hold a public hearing on the Capital Improvements Program on
Wednesday, February 17, 2010. At that time they should provide a recommendation to Council on
projects and project priorities.

Issue:

Staff hoped for Planning Commission to hold the CIP public hearing at their regularly scheduled
February 10, 2010 meeting. If that had occurred staff would discuss the draft and recommendations
with Council at the February 16, 2010 Council meeting, and then advertise for a March 2 or March 16
public hearing for Council. With the delay of the Planning Commission meeting to Wednesday,
February 17, 2010 the schedule has been compressed and staff would like Council permission to
advertise a public hearing on the Capital Improvement Program for Tuesday, March 16, 2010. At issue
is the fact that Council will not review the document publicly until the March 2, 2010 meeting. If Council
agrees to advertise the public hearing for March 16, 2010, the proposed schedule for adoption of the
CIP would be as follows:

February:
• Tuesday, February 16, 2010 – Council authorizes staff to advertise a public hearing for March
16, 2010

• Wednesday, February 17, 2010 – Planning Commission holds a public hearing on the CIP –
hopefully providing a recommendation to Council.

March:
• Tuesday, March 2, 2010 – Staff and Council review the draft CIP.

• Tuesday, March 16, 2010 – Council holds a public hearing on the CIP with possible
recommendation for adoption.

Recommendation:
Staff recommends Town Council make a motion to advertise a public hearing on the Capital
Improvements Program for Tuesday, March 16, 2010.

Motion:
Approve: I move to advertise a public hearing on the 2011-2015 Capital Improvements Program for
Tuesday, March 16, 2010.
