The sole objective of all operations in such disasters MUST be to help immediate

relief and rehabilitation reach the victims. Ifa quake were to hit, then in my
opinion a Distict Collector (DC) must prioritise relief work over all other
bureaucratic occupations.
1. Being head of the District Disaster Relief Force, DC must, after himself/herself
being unhurted, rush to the spot with the disaster repsonse force and lead by
example the clearing of debris and pulling out trapped people. Then informing
state capital about overall situation.
2. Order police and ask Army to coordinate with the efforts and clear rubble.
Request state governemnt for sending equipments reuqired and also the Central
government to fly in NDRF depending upon the magnitude of the calamity.
Constitute a fund for voluntary donations.
3. Daily targets of areas for selective clearing of fallen enclaves and their
prioritization as per population trapped or dead. Priority to be fiven to those
aread where more live perosns are expected to be found.
4. Demanding able bodied and young men and women to come forward and
volunteer for assisting corps in clearing rubble, pulling out bodies, medical first
aid to those who require it and transporting serously imjured to hospitals or
makeshift medical care facilities. But at the same time, volunteer overcrowding
will create more problems than solution so they must be kept disciplined and
regulated.
5. Provisioning of clothes, packed food items, tents, medicines, safe drinking
water and bio toilets. Start of identification of vicitms and crearing a database of
thise who died and tjise are under treatment. Loudspeaker announcment for
those who could not find relatives.
6. Keeping motivation of volunteers and corps high like slogans of Service to
mankind is service to God.
7. Keeping all religious bodies and communal organizations from propagating any
conversion and communal prppaganda but remain restricted to genuine relief
work.
8. Constitute a committee to assist those who escaped in their insurance claims.
Diverting of recieved funds towards rehabilitation efforts like construction of new
shelters but this time baded on quake codes, subsidised foodgrains for time being,
medicines availability and hospital treatments.
9. Prevent any kind of politicization and vote bank politics after rehabilitation.
10. Sensitization and awareness campaigns in schools and communities to
prepare and ready them as first line of responders in case of such tragedy.
Conducting mock drills periodically.
These steps will ensure that victims are compensated to the maximum extent
possible and are ready to face such unpredictable events with better preparedness

Natural disaster not only brings loss of lives and infrastructure but also economic
losses which is shared for long time by government and affected people which

leads to further weak infrastructure and poverty among victims. To come out of
this vicious cycle of loss and disaster we need to come up with Natural
Catastrophe Pool.
Structure:
(1.) It should be reporting to PM and NDMA authorities.
(2.)A part of fund allocated to NDMA should be pooled every year in this.
(3.) National and International Insurance companies should be roped in.
(4.) Investment on govt bonds and stable securities only allowed.
Objectives:
(1.) It should cover the infrastructure reconstruction, debris cleaning and Govt
properties loss. Also on small insurance amount it should cover BPL family house
reconstruction.
(2.) Other citizens can also insure their houses and property with payment of
nominal amount because destruction ratio for the damage of property will be very
less. It will also led to investment by Insurance companies in advertisement for
Quake compliance building and Dos Dont while Quake to save life.
Management
(1.) Govt Bonds and stable securities.
(2.) NDRF and Volunteer organisation should be well utilized for rehabilitation
and evacuation process.
(3.)Fair and transparent assessment of loss of property to ensure fast issuance of
money to needy.
