Substances controlled under RA 9165 or the Comprehensive Dangerous Drugs
Act of 2002.
DANGEROUS DRUGS (DD) - include those listed in the schedules annexed to
the 1961 Single Convention on Narcotic Drugs, as amended by the 1972 Protocol,
and in the schedules annexed to the 1971 Single Convention on Psychotropic
Substances and include those classified as such by the Dangerous Drugs Board
pursuant to Section 93 Article XI of RA 9165 for domestic control.
- Narcotic Drugs mainly natural products such as cannabis, opium and its
derivatives, morphine, codeine and heroin, but also synthetic drugs such as
methadone and pethidine.

- Locally classified DD such as ketamine, ephedrine, pseudoephedrine, Toluene
based contact cements without 5% mustard oil, nalbuphine, methylephedrine,
benzylpiperazine (BZP), among others.
CONTROLLED PRECURSORS AND ESSENTIAL CHEMICALS (CPECs) - ,
include those listed in the tables annexed to the 1988 UN Convention against Illicit
Traffic in Narcotic Drugs and Psychotropic Substances and those classified as
such by the Dangerous Drugs Board pursuant to Section 93 Article XI of RA 9165
for domestic control.

Import Permit/Clearance/Certificate
Types of permits:
IMPORT PERMIT for importation of DD (Special
Permit is used for importation of Ephedrine,
Pseudoephedrine or its preparations)
Validity: 6 months from date of issuance
1 set of permit contain 6 copies. Copy 2 is the
importers copy for presentation to BOC. Copy 5 is
the BOC copy to be transmitted by PDEA
Physical feature of permit: Light Green-colored
security paper
SPECIAL PERMIT for importation of CPECs
Validity: 6 months from date of issuance
1 set of permit contain 6 copies. Copy 2 is the
importers copy for presentation to BOC. Copy 5 is
the BOC copy to be transmitted by PDEA
Physical feature of permit: Pink-colored security
paper
EXPORT PERMIT for exportation of DD and
CPECs
Validity: 3 months from date of issuance
1 set of permit contain 6 copies. Copy 1 is the
exporters copy for presentation to BOC. Copy 5 is
the BOC copy to be transmitted by PDEA.

Import Procedures

PROCEDURE:

-CLIENT PAYS AT DANGEROUS DRUGS BOARD (DDB)
6. RELEASE APPROVED PERMIT
7. TRANSMITTAL OF COPIES TO CORRESPONDING
OFFICES
No permit issuance once shipment has arrived.
In such cases, importer to secure appropriate license, if not yet
registered with PDEA.
Once registered, shall be imposed fine of Php 10,000.00 on first
offense for importing without permit. For Succeeding violations,
sanction provided in DDB Regulation.
Process flow as follows:
1. RECEIVE LETTER RE. ARRIVAL WITHOUT LICENSE
AND/OR PERMIT.
2. ADVISE CLIENT TO SECURE APPROPRIATE PDEA
LICENSE.
3. RECEIVE APPLICATION AND REQUIREMENTS FOR PDEA
LICENSE
4. SCHEDULE INSPECTION
-CLIENT TO PAY INSPECTION FEE AT DDB (Php 500.00)
5. PRE-REGISTRATION INSPECTION AT SITE
6. APPROVAL OF INSPECTION REPORT
7. PROCESS LICENSE APPLICATION
-CLIENT TO PAY LICENSE FEE AT DDB (Php 5000.00*)
8. PREPARE LETTER RE IMPOSITION OF FINE.
10. APPROVAL BY DG, PDEA
-CLIENT TO PAY FINE (Php 10,000.00)* AT DDB
11. SEND LETTER TO BOC ON FINE IMPOSITION TO
