Scope of Work

Desired Outcome
Developer/s selected have the expertise and
capacity to build high quality homes which
meet the Citys green building guidelines.
Ensure that the plans for the homes
incorporate green building materials/techniques
agreed upon in the Development and Use
agreement before final approvals by the
Architectural Board of Review. (So that
modifications can be made before they become
expensive and time consuming.)
1. Green building materials/techniques were
implemented properly during each phase of
construction.
2. Ensure that the project stays on track, and
to identify issues related to green building
early on so that they can be addressed.

Homebuyer is aware of the systems used


throughout his/her new home and how to
properly use/maintain these systems to
maximize comfort and savings.

Homes are performing as anticipated in terms


of energy efficiency and indoor air quality.

Activities

Written evaluations of each developers proposal to include:


1. Score based on Citys green building guidelines.
2. Evaluation of developers experience and capacity to carry out
proposed green building elements.
3. Ranking of proposals based on green building elements.
1. Written recommendations on material selection as it relates to green
building elements.
2. City and developer are provided with alternative material choices if
original plans do not meet the green building guidelines, and/or if
alternative would benefit developer/buyer e.g. forma-drain, new
types of insulation, etc.
3. Technical information is given to City.
1. Written report provided to City outlining progress, issues, testing
results (when applicable).
2. City is immediately notified if there are problems that should be
addressed before proceeding with construction.
3. Completed green building checklist of each home provided to City.
4. Notify City of trainings provided to contractors/development team
members, including time spent, what was taught, and results of
training (e-mails are acceptable).

1. Review and score green building elements in developers proposals based on the
Citys green building guidelines.
2. Provide City with written evaluation of each developers experience and capacity to
carry out their proposed green building elements based on examples of work,
reference information, and other information included in proposals.
1. Meet with City staff, developer, and architect to review and discuss plans for each
home to be constructed.
2. Identify if materials meet the Citys green building guidelines, which will be part of
the Development and Use Agreement with selected developer/s.
3. Suggest alternative materials if original plans do not meet guidelines and/or if
alternatives would benefit developer/owner. All recommendations to be in writing
(e-mails are acceptable).
1. Review construction at the following construction phases to ensure that green
building guidelines have been met for all 8 homes We estimate that it will take
approx. 30-45 minutes per phase, except Blower Door testing which we estimate
at 1-2 hours per home.

2. Provide up to 10 hours of technical assistance to development
team/contractors/subcontractors if they are not familiar with the installation of a
green building material/technique. Please specify hourly rate for this service in
proposal.
1. Customize the homeowners manual developed for the existing demonstration
homes for new homes (up to 8) to reflect individual mechanical systems, building
materials, etc., and teach new home buyers how to use the manual, and answer
questions they have about their homes systems, as needed.

1. Homeowners are provided with manual detailing their homes


systems, how to utilize systems for maximum comfort and savings,
and how to use their homeowners manual to find information in the
future.
2. City is provided with an electronic copy of each homeowners
manual, written notification that trainings with owners are scheduled,
and notified if any issues/problems are identified during the meetings
with new owners.
3. Electronic copies of photos taken during construction are provided to
City.
City is provided with written reports documenting the homes long term
performance, assessment of how the homes are performing visa vi
homes built using traditional methods, and assessment of value to
owners.

Conduct long-term testing and monitoring on each property as outlined in table on


page 2. Compare results with homes built with traditional methods, and assess
benefits to homeowners (savings and health).

*We are assuming that all homeowners will be willing to participate.


The Illuminating Company, The Cleveland Water Department, & Dominion East Ohio Gas will provide us with detailed billing information over the phone, if the homeowner signs a written request. The
requests need to include the homeowners name, address, and signature. (Request should say Authorization to release billing information to the City of Shaker Heights for billing periods in 2006-2008)
