Hope this information helps

1) Does the Corps of Engineers have jurisdiction over levees along Bayou Rapides?

Bayou Rapides Levee was not built by the USACE. It is owned and operated by the Red River,
Atchafalaya and Bayou Bouef Levee District (RRABB). Norman Bud is the President of that
District.

2) Did the Corps permit the removal of the levee for a parking lot at a church on 2817
Rapides Avenue?

FEMA does not oversee this levee. That question should be addressed to the RRABB and the
City of Alexandria.

3) Were the engineering documents offered by the City of Alexandria (letter of 12/30/09)
submitted by Alexandria Engineers or Owen & White Engineers of Baton Rouge?

The certification report titled: CERTIFICATION OF BAYOU RAPIDES AND PHILLIPS


BAYOU dated June 2009 was prepared by the City of Alexandria Engineering Department and
sealed by Eric S. Duck, P.E.

4) Does levee work on Bayou Rapides require a Corps permit and is there record of any
permits granted?

Again that question is for the RRABB, the City of Alexandria and the USACE. FEMA is not
involved in that process.

5) Has the city of Alexandria, La. filed an appeal over the de-creditation of the Rapides
Parish Levees?

FEMA has not received an appeal to the de-accreditations at this time.

6) Has FEMA told Alexandria the location of 4 deficencies on the Bayou Rapides levee?

FEMA does not inspect or certify levees. It is the responsibility for the levee owners and
operators. FEMA will review a certification report for completeness. Upon the review of the
Bayou Rapides certification report items in the report itself led FEMA to conclude that the
certification report as delivered was not complete. Our letter of December 2009 just highlighted
some of the areas of concerns from the report. Our review did not review the levee for
deficiencies. The certification report must be a complete document in order to be accredited by
FEMA. This would include the engineering certification as well as the operation and
maintenance portions of the certification.

I'm told that the Red River, Atchafalaya and Bayou Boeuf (RRAB) levee district owns the levee
you asked about. A point of contact there is Chris Brouillette in the levee office in Alexandria.
