Census Advisory Committee of
Professional Associations is composed
of 36 members, appointed by the
Presidents of the American Economic
Association, the American Statistical
Association, and the Population
Association of America, and the
chairperson of the Board of the
American Marketing Association. The
Committee addresses issues regarding
Census Bureau programs and activities
related to their respective areas of
expertise. The Committee has been
established in accordance with the
Federal Advisory Committee Act (Title
5, United States Code, Appendix 2,
Section10(a)(b)).
The meeting is open to the public,
and a brief period is set aside for public
comment and questions. Those persons
with extensive questions or statements
must submit them in writing, at least

SUPPLEMENTARY INFORMATION:
I. Abstract
Title III of the Export Trading
Company Act of 1982 (Pub. L. No. 97–
290, 96 Stat. 1233–1247), requires the
Department of Commerce to establish a
program to evaluate applications for
Export Trade Certificates of Review, and
with the concurrence of the Department
of Justice, issue such certificates where
the requirements of the Act are satisfied.
The Act requires that Commerce, with
Justice concurrence, issue regulations
governing the evaluation and issuance
of certificates before Commerce can
accept applications for certification. The
collection of information is necessary
for the antitrust analysis which is a
prerequisite to issuance of a certificate.
Without the information there would be
no basis upon which a certificate could
be issued. In the Department of
Commerce, this economic and legal
analysis will be performed by the Office
of Export Trading Company Affairs and
the Office of the General Counsel. The
Department of Justice analysis will be
conducted by the Antitrust Division.
The purpose of such analysis is to make

a determination as to whether or not to
approve an application and issue an
Export Trade Certificate of Review. If
this information is not collected, the
antitrust analysis cannot be performed
and without that analysis no certificate
can be issued. A certificate provides its
holder and members named in the
certificate (a) immunity from
government actions under state and
Federal antitrust laws for the export
conduct specified in the certificate; (b)
some protection from frivolous private
suits by limiting their liability in private
actions to actual damages when the
challenged activities are covered by an
Export Certificate of Review. Title III
was enacted to reduce uncertainty
regarding application of U.S. antitrust
laws to export activities—especially
those involving actions by domestic
competitors.

Background
On September 17, 2004, the
Department of Commerce (the
Department) published a notice of
initiation of administrative review of the
antidumping duty order on persulfates
from the People’s Republic of China,
covering the period July 1, 2003,
through June 30, 2004 (69 FR 56745).
The preliminary results for this review
are currently due no later than April 2,
2005.
Extension of Time Limit for Preliminary
Results
Section 751(a)(3)(A) of the Tariff Act
of 1930, as amended (the Act) requires
the Department to complete the
preliminary results within 245 days
after the last day of the anniversary
month of an order/finding for which a
review is requested and the final results
within 120 days after the date on which
the preliminary results are published.
However, if it is not practicable to
complete the review within these time
periods, section 751(a)(3)(A) of the Act
allows the Department to extend the
time limit for the preliminary results to
a maximum of 365 days after the last
day of the anniversary month of an
order/finding for which a review is
requested and for the final results to 180
days (or 300 days if the Department
does not extend the time limit for the

preliminary results) from the date of
publication of the preliminary results.
We have determined that it is not
practicable to complete the preliminary
results of this review within the time
limit mandated by the Act due to a
complex issue regarding affiliation, the
resolution of which will determine the
sales subject to review. Therefore, in
accordance with section 751(a)(3)(A) of
the Act, the Department is fully
extending the time period for issuing
the preliminary results of review from
April 2, 2005, until not later than
August 1, 2005, which is the next
business day after 365 days from the last
day of the anniversary month. The final
results continue to be due 120 days after
publication of the preliminary results.

Background
On September 22, 2004, the
Department published a notice of

countervailing duty order on dynamic
random access memory semiconductors
from the Republic of Korea, covering the
period April 7, 2003, through December
31, 204. See Initiation of Antidumping

Reviews and Request for Revocation in

2004, the petitioners alleged new
subsidies. On November 30, 2004, the
Department initiated an investigation of
the alleged new subsidies. The
preliminary results for this review are
currently due no later than May 3, 2005.

Extension of Time Limits for

respectively.
We are currently analyzing
information provided by the respondent
in this review. This administrative
review is extraordinarily complicated
due to the complexity of the
countervailable subsidy practices found
in the investigation and the new subsidy
allegations. Because the Department
requires additional time to review,
analyze, and possibly verify the
information, and to issue supplemental
questionnaires, if necessary, it is not
practicable to complete this review
within the originally anticipated time
limit (i.e., by May 3, 2004). Therefore,
the Department is extending the time
limit for completion of the preliminary
results to not later than August 31, 2005,
in accordance with section 751(a)(3)(A)
of the Act.
We are issuing and publishing this
notice in accordance with sections
751(a)(1) and 777(i)(1) of the Act.
