Observing A Day Once Every Month
Dear Sir,
It's a very good idea mooted by Advocate H.C. Arora in a communication dated 11 October
2015 to Chandigarh Administration, Punjab & Haryana Governments (copy attached) and
RTIFED fully endorse the idea.
While talking recently to a Regional Manager (Sales) of A top oil company in Chandigarh, it
was revealed that in Chandigarh alone over one million liter of fuel (petrol, diesel, and other
domestic and industrial fuel together) is consumed (12 lac liter to be precise) every day.
Imagine the amount of fuel being consumed in whole of India?
People should be encouraged to use the cycle other non-conventional mode of transportation.
Cycle Rickshaw puller can make a great day on that day as they are free to charge whatever
they like and carry as much passenger as they can fit into. Electric Vehicle may also be
allowed to ply.
Charity begins at Home. To start with, this experiment may first be started with the Public
Servants e.g., Judges, Bureaucrats, Ministers, Corporates and Industrialists. They should be
made to use the public transport that day. Special paid air conditioned buses (keeping in view
their luxurious style of living, travelling and functioning) should be pressed into service and
the "pick-up and drop" facility (from home to office and vice-versa) should be provided to
them at Rs. 100.00 per pax.
Others those who travel by car must carry at least four passengers (including driver). Any
vehicle travelling with less than that, should be heavily fined, say Rs. 5000.00 at one go on
the spot.
The parking rates should also be jacked up that day to ten times the normal parking rate and
parking at unauthorized places should be dealt with heavy fine. All FREE parking lots should
be converted into PAID parking lots on that day to dissuade people from venturing out in
cars.
The public transport must be available on that day at half the fare (or even free) from 6.00
am to 12.00 mid-night to encourage its use.

The Taxis and the Autos, should also not ply on that day and if they do they shall ply point-topoint only, charging fixed fare of 30.00 per passenger for Cab and Rs. 10.00 per passenger
for Autos and they should go on the road with full seating capacity, otherwise they shall be
prone to the challaing of Rs. 5000 per event they are caught. Their emission rate/ratio must
be under control.
The Gensets should also be not allowed to operate on this day. Heavy penalty be imposed on
operating the gensets. They are the silent polluters and doing the maximum damage as they
are completely operating in an un-regulating manner.
The operation of all other such devices which run on conventional fuel should also be curbed
for that day.
However, the organization involved in the maintenance of essential services may be kept
beyond observation of this day.
RTIFED hopes that government shall take this opportunity to grab this proposition and
introduce it on every Third Monday of the month as:
"SAVE FUEL - SAVE ENVIRONMENT DAY".

SUBJECT: DEMAND FOR CELEBRATING CAR AND PETROL UTILIZATION DAY
ONCE EVERY MONTH IN UT CHANDIGARH.
Dear Sir,
It hardly needs be emphasized that saving of petrol saves not only valuable foreign
exchange, but it also reduces environmental pollution. That apart, in case petrol is saved
through some mode of reducing vehicular traffic, that obviously reduces traffic congestion on
the roads and also reduces the road accidents to a great extent. That is why there is a
healthy debate and demand for introducing Car Free Day. The idea of Car Free Day is a
novel idea, but somewhat difficult to implement for obvious reasons, although such
celebration of Car Free Day is bound to lead to considerable reduction in pollution level .
I am, however, mooting the idea of introducing Car and Petrol Utilisation Day on regular
basis in Chandigarh once every month. The Administration would persuade the citizens that
they would not drive empty cars on such Car and Petrol Utilisation Day. Every Car driven
on such Day must carry atleast two passengers in addition to the Driver. The number of cars
to be driven on such Car and Petrol Utilisation Day would thus, be reduced drastically,
without putting the car owners/drivers to any considerable hardship or inconvenience. It
would lead to inculcation of constructive habit of Car-Pooling amongst citizens, which is the
only long term solution for reducing traffic on the roads, as well as pollution. The bureaucrats,
Judges, Ministers, Police officers can be persuaded to participate in observing such Car and
Petrol Utilisation Day. They would inspire the citizens to observe such Car and Petrol
Utilisation Day.
I would humbly request you to consider this practical solution for reducing pollution level and
traffic level on the roads of City Beautiful, and thereby to give a lead to the entire Country in
this direction.
