Towards a

strong and
credible
navy
With more than four-fifths of the countrys
territory being maritime, we need a Navy
that is truly capable of defending our people
and securing our sovereignty and territorial
integrity. This is why a strong and credible
organization is the Philippine Navys vision
and is the essence of its IGG 2015
Commitment. But achieving this vision
requires more than modernization of
assets. It calls for a strong foundation of
good governance anchored on the
Performance Governance System (PGS),
sustainment of transformation, and
strong stakeholder support.

PGS INSTITUTIONALIZATION
Last April 11, 2014, the Philippine Navy has
finally reached the fourth & last stage of the
Performance Governance System (PGS)
Pathway the Institutionalized Stage
making it the first in the entire Defense
Department & second among all National
Government Agencies to successfully
complete the PGS. It is also one of the first
two to received the Gold Trailblazer Award
for Good Governance. These
accomplishments serve as testimonies that
the Navy has been able to achieve
performance & organizational
breakthroughs through its Sail Plan.

SUSTAINING THE TRANSFORMATION


After it successfully completed the PGS,
the Navy now takes on the crucial phase of
sustaining its transformation. Last
September 3, 2014, it launched two very
important tools for this phase: the PN
Strategic Sail Plan 2020 Book 2 & the
Electronic Performance Governance
Reporting System (e-PGRS). These two
milestones are the first of its kind in all PGS
Practitioners. The Sail Plan Book 2 serves
as a technical guide for the implementation
of the Sail Plan. This is complemented by
the e-PGRS which automates the reporting
and monitoring system of the Balanced
Scorecard of the Navy.

STRONG stakeholder support

Our way ahead

As the Navy always believes, it cannot sail


alone in its transformation journey. It needs
the hearts and minds of its people& its
stakeholders. Every man and woman who
forms part of Team Navy is fully committed
to the thrusts & ideals espoused by the Sail
Plan. The Navys stakeholders are also
onboard this journey. Locally, it has the PN
Board of Advisers and PGS partners. And
as a result of its transformation, the Navy is
now able to extend further its engagements
with its counterparts. This is a breakthrough
in itself which, in turn, gains the admiration
& support of its partners in Southeast Asia
& in the world.

To sustain and even exceed these initial


gains in the Sail Plan, the Navy shall
continue to synchronize the objectives and
initiatives of its developmental strategy the
PN Sail Plan, with the current and future
capability requirements of the Navy outlined
in its operational strategy the Active
Archipelagic Defense Strategy (AADS).
Moreover, the Navy will unceasingly ensure
that the Sail Plan is aligned with the thrusts
of the AFP and DND Transformation
Roadmap 2028. Lastly, the Navy shall
pursue to achieve the Palladium Hall of
Fame.

As of 3rd Quarter 2014, the Navy has already


achieved its commitment of ten (10) ISOCertified units and offices. Currently, four (4)
additional units and offices are undergoing the
certification process namely: Cavite Naval
Hospital (CNH), Naval Research and
Development Center (NRDC), Naval Combat
Engineering Brigade (NCEBde) and Naval
Base Cavite (NBC)

Maintenance and continuous upgrade in


capabilities of existing MSAs and completion of
additional ten (10) MSA Platforms by 1st
Quarter of 2015.

Center (FMWC), the Naval Research and
Development Center (NRDC) and the Office of
Naval
Strategic
Studies

operational and are able to provide
technological advancements and strategic
assessments for the Navy's current and future
defense requirements.

By the end of this year, the four (4) additional


PN units and offices will be completing their
certification process. Existing ISO-certified PN
units and offices are also ensuring the
sustainment of their certified processes.
