PREFACE
Janwani meaning Voice of the people is a social initiative of
MCCIA Pune. It was formed in 2006. The objective was to advocate
and promote equitable and sustainable development in the city.
Simply put, to address the issues of growth and make Pune a better
place to live and work. We channelize our efforts in various focus
areas namely, City Structure, Heritage, Traffic & Transportation,
Governance, Environment and Energy. We work towards the
comprehensive development of the city by identifying gaps and priority
areas in the development process and providing well researched and
implementable solutions.
To work towards this goal we work in tandem with Government,
Local Bodies, Organisations, Industries and Citizens in the city. The
community based approach has helped us achieve success in areas
like Waste management, traffic management, Pune bus Guide,
Accident report system, participatory budgeting and organising
heritage walks in the city.
The Draft Development Plan has been released for Pune, old city
limits. Janwani observed that the reports and the suggestions made
in the D.P. are in a very technical language which makes it difficult
for the citizens to comprehend. It is so observed that there is less
active participation from the citizens in this legal process and make
any suggestions in the DP as per their needs. According to the 74th
amendment of Indian Constitution, any release of Development Plan
on city level, the involvement of the citizens is expected. Hence, the
DP is made available in the corporation offices and their suggestions
in the Development Plan and its suggestions are accepted for a
specified period of time.
Hence, Janwani has taken up an initiative to make the DP
available in a simplified language for the citizens of Pune, easy
to understand and comprehensive in a book format Revised
Development Plan for Pune City 2007-2027. Under the able guidance
of Prof. R.N.Gohad (Town Planner, Architect) a simplified version
of the DP report has been created. The English translation of this
book is done by Mr. Shirish Kembhavi (M.Arch. Urban Design) This
book is the Enhanced Second version of the first Edition published
on March 2013.
With this initiative, Janwani hopes to facilitate the citizens make
them aware of their rights towards the DP, voicing their suggestions
and objections with during the legal process with the help of this book
as a base for knowledge and the provisions made in the DP. The book
also included a chapter on how to read the DP and its provisions, a
ward wise map of Pune and a list of new reservations made in the
revised DP, after the suggestions given by the Corporators.

A large number of the maps released along with the draft DP, it
wasnt advisable to print the maps along with this book, owing to the
handy size of the book. Hence, this book comes with all the maps
released as draft plans in a CD attached to the book. These plans
are also available online on the website of PMC and Janwani. Hoping
for a wider outreach to experts and citizens, this book is also made
available online for the citizens on www.janwani.org
Janwani wishes to facilitate the citizens and aims at their wider
participation in getting actively involved during this legal process of
the revision of the Draft Development Plan of the city.
This is an updated version of the original DP Booklet that was
commissioned by Janwani and authored by Prof R N Gohad . The
English version has been translated by Ar. Shirish Kembhavi. This
booklet is intended to serve as a citizen-friendly synopsis of the key
elements of the recently prepared Draft Development Plan for Pune.
This updated version of the DP booklet includes the following
additional content:
An English translation of the original Marathi version
A listing of reservations that were in the original Draft
Development Plan but have been eliminated in the new revised plan
A summary of the views expressed by experts, eminent
citizens and NGOs
The first deadline set to receive suggestions was set for one
month after the release of the draft DP and there is a news that the
deadline shall be postponed.
As the Draft Development Plan is open for citizens to give
their suggestions and objections in the provisions made in the plan,
Janwani has held consultations with various experts and NGOS to
understand their views on the Plan.

Historical Background
Pune is a city with a long history. Chhatrapati Shivaji Maharaj
laid the foundations of the Maratha Empire. Pune has historically been
the second capital of the Maratha regime. The British too recognized
the importance of Pune and declared the city as the second capital
of the erstwhile Bombay Province in the year 1818 AD. The head
quarters of the southern command situated in Pune is an important
army establishment.
It is said that Rajmata Jijabai laid the foundations of the city of
Pune in a grid iron pattern into various peths with north south and
east west road network. Hence the core city of Pune is even today
an important part of the City plan. The Old city is situated on the east
and south of the Mutha River while the Cantonment lies to the east
bounded by the Mutha canal to the south.
The administration of the city was entrusted by the Local self
government act of 1859 to 1) Pune city municipality and 2) Pune
suburban municipality (1920-25).
The first town planning act came into force in the Bombay
province in the year 1915. The act enabled the town/city development
to happen by preparing Town Planning Schemes. Accordingly 1) the
first Town planning scheme was taken up in the year 1930 for the
Shivajinagar area by the suburban municipality in which Shivajinagr
and Erandwane were included. 2) Also the area of Shivajinagar north
of the University road towards Wakadewadi also formed part of the
TP Scheme. 3) TP Scheme No.2 was undertaken for the growing
area of Somwar and Mangalwar peth areas of the City. 4) Area
falling along the Sinhagad, Parvati area, Walvekar nagar, Bibvewadi,
Mukundnagar, Maharshinagar, Salisbury park area adjacent to the
Cantonment area formed the TP Scheme No.3. 5) Once the city
started growing beyond the river towards Nagar road and Alandi
road, for the area around Aga Khan palace, Kalyaninagar etc, the
Yerawda TP scheme was prepared. 6) The City limit begins from
the Government milk scheme on the Bombay Pune road. The area
including the Government Engineering College, Sangam Bridge, Raja
Bahadur Motilal mill, railway quarters, Ladkat wadi, Narangi bag,
Bundgarden, the area south of the river in Koregaon Park extending
up to Ghorpadi village formed the Sangamwadi TP Scheme. 7) Since
Solapur road started getting developed, the Municipality formed the
Hadapsar industrial TP Scheme 1 on the left side of the road and 8)
Hadapsar industrial TP scheme 2 on the right side of Solapur road.
These 8 TP schemes has an area of 2078 Ha or 20.78 sqkm. These
TP schemes were undertaken in the period 1930 to 1975.
Establishment of Pune Municipal Corporation
The development of the city led to growth of the Citys population

from the year 1941. There was no act prevalent to enable Merging the
two municipalities of the City. The government approved the BPMC act
in the year 1949. Immediately thereafter on 15th February 1950, the
two erstwhile municipalities were merged to form the Pune Municipal
Corporation. As per the census of 1951 the population of Pune City
was 4.88 Lakhs. The first Commissioner of the PMC wanted to prepare
a development plan for the Greater Pune area. However as per the
act of 1915, there being no provision of preparing the development
plan, he assigned the task of preparing the master plan of the City to
the Government College of Engineering. They presented the master
plan of the City in the year 1952 after studying the City. However since
the act of 1915 did not permit the development plan, the relevant
sections of BPMC act 1949 was used to implement the master plan.
Preparation of the first Development Plan and its approval.
The government modified the act of 1915 in the year 1954.
Accordingly Draft Development plan for the entire City limit was
made possible and the PMC undertook the task immediately. The
draft development plan prepared by the PMC was sent to the state
government in the year 1958-60. The state government approved
the said development plan in the year 1966 and the plan came into
force on 15th August 1966. Pune City was devastated by the Panshet
floods in the year 1961.The peths along the river and a stretch 500m
along the river was submerged. This period was crucial in the planning
of Pune City. However the development could not happen during
this period in a proper manner. Also after the act of 1954 came into
force, the TP Schemes under the act of 1915 were not planned for
the peripheral areas of the Pune City. The development of the city
was happening as per the zoning done in the master plan of 1952.
Revision of First Development plan on completion of ten years.
Since the first development plan of 1966 needed to be revised
after a period of ten years as per the act, PMC started the legal
process accordingly. The revised plan was as per a resolution of the
municipal corporation in the year 1976 was assigned to the special
unit headed by a deputy director under the Director town planning
state of Maharashtra. At the time of the first development plan, there
was no map showing the entire municipal area. The special unit
prepared a comprehensive base map of the entire area. The map
included the layouts approved by the PMC, the buildings permitted,
the government/ semi government offices in the city, the educational,
health facilities, university and such other important buildings and their
surrounds, railway lines, national and state highways passing through
the city, various district roads etc were shown. The same base map
was used for preparing the Existing land use plan in the year 1987
and 100% survey of existing land use was made. The revised draft

development plan following all the legal provisions and procedures


was published in the year 1982 for the benefit of the people and
their suggestions/objections sought by the Director town planning,
Maharashtra state.
Second Revision of the Development plan of 1987 process
initiated:
As per the provision of the MRTP Act, the development plan is to
be revised after every 20 years. Accordingly the Development plan of
1987 came up for revision in the year 2007. The PMC declared their
intent as per the provision of the act accordingly. The PMC engaged
an institution to prepare a digitized map using latest GIS technology
and incorporate the layouts and buildings approved post 1987 in the
said map to create and up to date base map of the City. Accordingly
the base map was used to prepare the ELU in the year 2007-08 by
the Government College of Engineering Pune. They undertook a
100% survey of the area and created format reference books. At the
time of preparing ELU plan in the year 1987, the surveys done in the
year 1978-79 were analyzed by using the computers to create five
output tables. However post 1979 saw major revolution the computer
technology and use of computer for preparing base map, analysis,
color imparting, showing road network etc were possible and the
PMC used the facility to update the plans prepared in 1987 to create
up to date land use plans. PMC prepared a report of the ELU and
also confirmed the correctness of the survey by sending the building
inspectors in all areas and a correct land use plan was ready.
Also importantly status of the implementation of the 1987
development plan was prepared to understand the percentage
implementation of the plan in form of a table. As per the table the
implementation of the Development plan though not satisfactory
yet was 45% is important to note. The policies to ensure a 100%
implementation were thought about. Of the 607 reservations, 134
reservations were implemented. Hence the implementation is only
22%.The report (page 29 to 37 4.8) gives details of these reservations.
Some of the proposals in the earlier development plan were not
practical. Also the rate of implementation improved after 1994 when
the concept of TDR came into force. The proposed development plan
has some practical concepts for implementation.
Details of the Second Revised Development plan for the Year
2007-2027:
The underdeveloped reservations from the 1987 development
plan have been considered in the revised Draft D.P.
The 1987 DP showed areas falling in Vanawadi , part of
Hadapasr, Mundhwa, Ghorpadi, Kondhwa, Sangamwadi, Hingne
etc. as agricultural zone as the use was such. However pressures of

the growing city led to a demand being made by the land owners to
convert these lands into residential zone to the PMC and the State
Government. The State of Government over a period from 2000 to
2006 converted these agriculture zones to residential. Hence the
survey done for the current draft DP shows a reduction in agriculture
land. Page Nos. 53 to 87 gives details of the lands reserved in the
1987 DP which is good for reference. The 1987 DP had divided
the city into 6 sectors. The current Draft DP to follows the same 6
sectors. The GIS based maps have been used to make the Draft DP
showing color Coded land uses. Page 92 to 103 of the report gives
a competitive statement of the two DP.
Census of 2001 & 2011 and study of Demographics for the
next 20 years:
Page No. 104 B gives the decadal growth of the citys population
from the year 1901 to 2011. Accordingly it shows that growth from
1941 to 1951 was 9%, 1971 to 1981 it was 41 %, 30% in 1991 and
62% in 2001. The main reason for the high rate of population growth
is the growth of IT industry, MIDC and other industries. The growth
seems to have stabilized in the period 2001-2011 to 22%. The citys
population growth also is due to the influx of people from other areas.
This migration will reduce from 12% in 2001-2006 to 8% in the period
2021-26 as predicted by Gokhale Institute. Page Nos. 108,109 &
110 shows the population projections made by Gokhale Institute.
Accordingly the population in the year 2001 being 20.38 lakhs of
predicated to grow to 57.15 lakhs in the year 2027. This may be lower
if overall economic development happens in other cities of the state.
Hence the growth rate in the period 1991 to 2001 which was 4.82%
is expected to reduce to 2.75% in the period 2022-2027.
In1997, 23 nearby villages got merged in the PMC limit; A
Separate Development plan has been made for this extended limit,
considering the entire municipal corporation limit, the projected
population is 57.17 lakhs in the year 2027.
Historically Pune has been a major seat of education. However,
increasing industrialization in the adjacent PCMC belt has changed
this image. However post 1983 the private educational institute giving
engineering, medical and technical education number around 33 and
they have a student population of about 5 lakh. These students are
only from Pune city but from other cities of the state and neighboring
states too. Hence the growth in the 17 to 27 age group is substantially
more in case of Pune city as compared to other cities, the growth of
such population per sector till the period 2027 has been shown on
page nos. 126 to 133.
Socio Economic Survey:
The growth in the population of Pune city is due to increasing

industrialization, educational institutes, cultural background and its


limited, peace, loving people. The PMC had engaged the services of
B.D. Karve Research Institute, Karve Institute of Social Science. The
survey finding have been elaborated in pages 134 to 141 of the DP
Financial status of Pune city:
Pune city is on the 8th rank in the country in financial terms.
Considering the rate of financial development the city ranks 6th the
per capita increase in the city ranks 2nd. Hence the gap between the
rich and the poor is less. Pune is a fast growing city and ranks 7th
amongst the 10th such cities of the country. Pune ranks 6th amongst
the 10 richest cities of India.
Standard of Living in Pune City:
The standard of living is dependent on the facilities, economic
opportunities. Considering these factors, it is found that the city offers
large scope of economic opportunities and hence the living standard
is not low but also average. The state Government had done a survey
of the economic status of the shown dwellers in the year 1976.
Accordingly the ratio of earning to non earning members of the family
was 1:6 which would have now increased / improved. This is due to
the fact that working women was a concept not acceptance earlier
but increasing living cost has compelled the entire family to take up
jobs. This would have led to increased financial status of these people.
As per the survey, population in the LIG category is 39.5%, while the
MIG is 46.9% and HIG 13.6%. As per the survey, the historical city of
Pune is now a major base for research and development. Pune follows
Bangalore in the IT industry in India. While Pune justifies its name
Oxford of the East. Pune is also the automobile hub. (Page 140)
and a major trading centre for agriculture produce (page 140 & 141)
Housing : A study was carried out on the Housing while doing
the Pune Regional Development plan in the year 1967-68.In the said
study the Housing in the peth areas were studied in the basis of :1)
dilapidated structures 2) Reconstructed buildings, 3) Newly construed
building. In this study the per person space occupied was studied.
This time, PMC had engaged the services of Marshal an Ngo
to study and prepare a report on housing in Pune city. MHADA is
a State Government enterprise to create housing stock. However
it is seen that in Pune the housing stock falls short of the demand.
As per the survey done by Marshal based on the census of 2001,
a total of 763,133 houses have been recorded of these 625,366
(82%) are occupied while 137,797 (18%) is vacant. The average
family size is 4.57. In the slums it is 5.4. 509,819 houses are purely

residential whereas 65,951 houses have commercial use (115)


.Housing Scenario and distribution in Pune city (as per 2001 census)
Houses as per census 761,133, for residences 625,366 Residential
use 509, 819, Residential + Commercial 8,810, Shops & Offices
65,951, Schools 1,695, Hotels/Lodge/Guesthouses 3,318, Hospital
3,603, Factory/Workshop 10,265, Workshop spaces 2,935, other
Non Residential 19,650.
The above include old wadas, chawls, apartments, terrace
houses , bungalows , temporary structure etc. As per the actual survey
and 2001 census the current scenario is as under:
Out of the total hosing stock, 351,569 are owned (67%) and
151,414 (27%) are rented. Since Pune city has a historical core
area, the buildings in these areas are as per the traditional methods
of construction using, stone, brick, lime mortar, GI sheets and wood
eg.Chimanbag, Hagavane chawl, Sonawane chawl etc. As the use
of RCC became popular over time, more and more structures started
to get constructed in RCC. Earlier building houses and giving on
rent was a popular economic activity however the rent control act
of 1948 killed this system. Post floods of 1961, the affected people
from the core city shifted to Shivajinagar,Erandwane,Parvati, Bhavani
peth, Rajendranagar, Navipeth in the cooperative societies set up by
them in these areas. Since Pune City has a host of Government and
Semi government Offices, NCL, Defense establishment etc, some
amount of housing was created by these organizations? However
a major section of salaried people did not benefit out of this which
is true even today. The way MHADA actively undertook housing in
Mumbai; it did not happen in Pune. MHADA has till date done 27
schemes in which 16,909 families stay. The area occupied by these
schemes is 167.49 Ha.
The state government permitted Township schemes on 100 acre
sites since 2005. Accordingly 25 such schemes have been approved
and the constructions are on. However these schemes have no
component for the LIG and EWS category of people.
Slums:
Since Pune has several dimensions from educational.industrial,
commercial in its activities, it offers employment opportunity to all
classes of people. However since no housing stock is being created
for the EWS category of people, there is a proliferation of slums which
are 564 in number. Approximately 40% population of the City resides
in Slums. These slums began since the year 1951.

These figures are from the 2001 Census and ESR of 2004-2005.
There has been steady increase in the Slums and the slum
population. The people living in the slum lack basic infrastructure. The
population density in the slums varies from very high, to medium to
low. The State Government initiated the SRA schemes in Pune and
PCMC in the year 1995. 140 proposals for the slum redevelopment
were received by the government of which 11 proposals were
cancelled, 49 were approved of which 39 are in progress while 10
have been completed. 80 proposals are in various stages of scrutiny.
The Central Government schemes viz.1) Lok Awas Yojana, 2) Valmiki
Ambedkar Awas Yojana 3) Scheme for improving infrastructure etc
also exist.
Gunthewari Scheme: The Maharashtra government had come
up with a scheme for small plots purchased by the LIG and EWS
before 2001 which since were in the range of 1-2 gunthas and hence
were not able to get formal approvals. The Government brought
about the Gunthewari act in 2001 accordingly such structures could
be regularized on payment of a penalty. This was implemented at the
level of PMC and the District Collector.

The total land required is 4745.79 Ha.
The above area will reduce to a great extent due to certain
initiatives taken by the PMC in the Draft DC Rules. If affordable
housing is created then it would get additional Floor Space Index (FSI).
The area of such units would be 30 sqm. These would be available
for the LIG and EWS category and this can be taken up by MHADA.
Also reconstruction of buildings in the Peth areas would get additional
FSI. The existing agriculture/no development zone in Sangamwadi,
Pashan, Lohgaon, Mundhwa have to be converted to residential zone.
The BRT and Metro corridor have been proposed to have 4 FSI. Old
buildings can be reconstructed and also dilapidated structures will
benefit and a housing stock is likely to be created. These 6 detail
proposals have been mentioned on page 161.
Municipal Corporation limits divided into 6 Sectors.
The Details of this has been given earlier. These Sectors are
as per the 1987 DP. Current Survey and ELU show that the public
amenities like education, health; recreation, commercial etc fall short
of the requirement for the current and future population for lack
of space. The areas earlier reserved for various uses have been
considered while making the Draft DP.
Amenities: PMC states that it has tried to provide the amenities
as per the adopted norms. The norms adopted have been based on
the DP of 1987. Educational facilities are as mentioned above. The
Draft DP has included one new aspect with respect to amenities. The
City has several educational institutes. Students from all over come
to take degree and diploma in engineering, commerce, medicine etc
to the city. However the educational institutes have no provision of
hostels for these students. Hence the students are forced to share
a flat. Many societies discourage this due to the apprehension of

nuisance caused by the students. Hence it has been proposed that


the land owner taking up Hostel development nearby an educational
institution can avail extra FSI. This could help create Hostel facilities
for students.
Health Facility: Planning norms have also been adopted for
planning of Health facilities for the City. The effort has been made
to provide by way of reservations health facilities to the 50% of
population. If private institutes undertake to build hospitals, they can
avail of FSI up to 4 with a provision that 10% of the beds shall be used
to provide free medical aid to the poor and needy and another 10% at
a discounted price. Considering the dispersion of health facilities in the
City, Reservation for Trauma centers has been made in many places.
Recreational Facilities: PMC has 103 parks and gardens all
over the City to provide recreation to the people. 25 new parks and
Gardens have been proposed and playgrounds in close vicinity for
the small children.
Commercial Zone: There is Increasing Commercial and trading
activity in the City Currently 37% of the Population is involved in
commercial activity and it is likely to go up to 60%. The tertiary sector
too is growing at a quick pace.
Fire Fighting Stations: One Fire Fighting Station for every 2
Lakh populations and within a three Km radius has been planned.
The reservations in the 1987DP have been retained.
Civic and Cultural Centres: The 1987 development plan had
reservations for this use of which some have been implemented.
The City has private Cinema theatres, auditoriums etc provided by
the private enterprises besides two PMC Auditoriums (Balgandharva
and Yashwantrao Chavan Natyagriha).
Public Semi Public Use: The Drat DP shows existing
Government/semi Government, health and other public uses.
Other amenities: These show the other facilities / amenities
like Telephone exchange, Post, Police Chowky, Old age homes etc.
Parking: Lack of a robust public transport system has led to
increasing private ownership of vehicles. More and more people use
2 and 4 wheelers for their commute. This has outgrown the capacity
of roads in the city. As per the RTO, Pune City has 22 lakh vehicles
(15 lakh 2 wheelers, 4 lakh 4 wheelers and others).Parking therefore
is a major issue to be addressed by the DP. PMC has taken policy
decisions as per the Comprehensive mobility plan.
Currently PMPML provides bus service to Pune and PCMC
area. Daily 10 to 11 lakh people travel by PMPML however since this
is inadequate, a High capacity mass transit route, monorail, metro
proposals are being explored.
Public health: Reservations for Crematorium, burial grounds

have been provided for a population of 35 lakhs. These have been


provided for in Karvenagar, Hadapsar and Katraj.
Dhobi Ghat: Provision of Dhobi Ghat has been made in the
Draft DP.
Drainage and Sanitation: Details on page 171 to 176 enlist the
revision made by PMC for this important aspect.
Water Supply: This important aspect has been addressed in the
draft DP. The status of the Current water supply projects has been
elaborated. The lengths of such water lines in the city is 2400 km.
The future requirement has been detailed out in pages 178 to 180.
Currently the Water supply to the City is from the Khadakwasla dam
through closed pipeline. However this reached its limit and it has
been proposed to take the additional water requirement from Bhama
Askhed Dam. Emphasis has been laid on conservation of water and
recharging ground water levels by the PMC.
Solid Waste management: Currently PMC collects garbage in
two categories 1) Dry and 2) Wet. Accordingly Open land at Urali
Devachi has been identified to collect garbage and possibility to
convert it to Biogas is being explored. The electricity generated out of
this can be used to provide for the energy need of the city to an extent.
Page numbers 180 to 188 speak about the current energy scenario in
the City. Current demand is 700 MW while future demand projected
is 2500 MW. The provision for this is being discussed by PMC with
MSEDCL. The reservations in the DP of 1987 have been retained.
Heritage Structures, Architecturally significant buildings,
Archaeological sites, monuments etc Conservation and restoration
Pune being a City with a long History has a large number of
sites, buildings, temples, masjids, churches, wadas etc. PMC has
prepared a comprehensive list which has been divided into three
categories. Rules have been framed for each of these categories in
the Draft DP. The various norms / guidelines specified for Historical
Buildings have been incorporated. Some of these buildings are in a
dilapidated state. Norms for restoration and Conservation of such
buildings for the benefit of posterity are also included.
Tourism is a major economic activity abroad. India too is working
to capitalize on this. Bhaktipur in Nepal has a pedestrian precinct
demarcated for the benefit of the tourists. Pune too has planned a
Heritage Walk which includes Shaniwarwada, Tambat ali, Kasba
Peth, Kasba Ganapati mandir, Lal Mahal, Nanawada, Nagar Vachan
mandir,Bhidewada, Mahatma Phule mandai, Vishrambag wada, Tulshi
bag, Belbag, Amruteshwar mandir etc. PMPML provides bus service
to take the tourists on a guided tour of Pune. Efforts are on to take
advantage of the tourist activity in Pune.

Traffic and Transport Plan:


The DP of 1987 had incorporated the Traffic and Transport
plan of 1975. However lack of implementation and growth of Private
vehicle use has resulted in over burden on City roads and Traffic jams
at peak Hours are a common sight. Till date PMC has got Traffic and
Transport plans from various organizations no less than 17 times.
Different opinions in each of those reports have resulted in none of
the reports being implemented. Besides this the massive Capital costs
are out of the PMCs financial capacity. As per the Urban Transport
Policy of the Central Government, such projects get funding under the
JNNURM. Considering, three reports have been obtained. 1) ILF&S 2)
Wilbur Smith associates, and 3) IIT Mumbai. A comprehensive mobility
plan has been prepared which is available on the PMC Website. The
plan proposes maximum mobility through public transport by way of
BRT, Metro, increasing buses etc. to create a network of routes from
residential areas to work places. This if implemented can change the
scenario. Details from the CMP proposal have been elaborated on
page numbers 195 to 227 of the Draft DP
Proposals for Traffic and Transport:
Considering all the above, the detail proposals have been
given on pages 228 to 276. Of these, the Metro proposal is under
consideration at the State Government level. However the general
opinion of the people is that the Metro should be underground as in
Kolkata and Delhi rather than being over ground as proposed.
Environmental Planning:
This includes several important aspects. Hills, Hill slopes,
water bodies and rivers, Forest lands, afforestation all are important
aspects covered under this. The well being and healthy life of the
Citizen of Pune has been thought about in this. Air Pollution, Water
Pollution, Sound Pollution are all being evaluated in the ESR which
is a mandatory document under the 74th amendment. Since it has
implications affecting the draft DP, the same has been extensively
used in the study for preparing the Draft DP.
Environmental Engineering aspects:
This parts looks at the Public health engineering aspects and
amenities viz. water supply, drainage, educational, health, recreation
etc. it also elaborates the initiatives taken by way of road widening
for better movement. The improvement of the river and other water
channels has been studied for their improvement and possibilities of
obtaining funds from the Central Government for such schemes has
been explored.
Preparation of Draft DP and planning for the future.
This section looks at the issues in the current city with reference
to increasing population, requirement of amenities, water supply,

Drainage, roads, Public transport etc accordingly the requirement


for the projected population for the year 2027 which is 57 lakhs has
been listed in two parts.
The increasing population in the last three decades due to
various reasons has been a point of concern. In 1997, the Government
23 adjacent villages were merged in the City limits. A separate DP
for this area has been prepared and awaiting final approval. The
BDP reservation in the said DP has been approved by the State
Government recently. The important proposals approved by the
state are to acquire the reservations for various civic amenities.
However the Central Government has made major changes in the
Land acquisition act of 1894 which have major repercussions. As per
this changes, the compensation to be paid for acquiring land would
be 4 times the market value. Hence acquisition under the provision
of this act would become difficult. Hence it would be easy to make
Town planning schemes as per the MRTP Act of 1966 Chapter 5. The
provisions of the TP Scheme automatically account for the land and
hence no separate mechanism needs to be initiated. Hence in future,
more efforts need to be put to have more Town Planning Schemes.
Important Policies in the Draft DP:
1) Education: Provision of additional 1.5 FSI to educational
institutes providing primary and secondary education to provide for
more number of students. 10% seats reserved for poor.
2) Hostels: Provision of additional 1 FSI for creation of Hostel
within a distance of 500m from an educational institute and with a
quota reserved for LIG and MIG students. This should take care of
the housing needs of students coming to the city for education.
3) Health: FSI for Hospitals could be availed up to 4 and 1.5
for maternity homes provided beds reserved for poor people.
4) Parking; PMC has provide paid parking in place of Aaryan
and Minerva Theatre near mandai. It is proposed that within 200m of a
metro station, HCMTR, Railway Station, ST Bus Depot, Government/
Semi Government , PMC Offices , if parking is provided and handed
over free to the PMC then 4 FSI will be granted in the Congested
area and 3 in non congested area. If any site is not reserved but if it
is likely to be used as parking then the approach road should be 12m
wide. Such road shall be compensated by TDR.
5) PMPML Buses: The lands under the possession of PMPML
for its Bus Stands, Depot, parking and the reservations for such uses
proposed in the draft DP should be acquired by PMC or PMPML. This
will get an FSI of 2.5. Of this 40% area of land should be used for
Bus Stand, Bus Terminus, Parking , workshop etc and balance FSI
should be put to Commercial use and make it a source of revenue.
6) Social Responsibility: It has been proposed to allow additional

FSI for creation of Old age homes in residential / Commercial zones.


25% of land should be used for this purpose. Balance 75% land can
be used for any other purpose. The TDR potential can be availed on
the balance 75%.
7) Night shelters have been proposed for people coming
from outstation by various modes to Pune. Sites for this have been
reserved.
8) The City has a large number of people working as hawkers
selling small items. They currently occupy roads and footpaths causing
obstruction to traffic. Hence it has been proposed that 1% of every
layout shall be kept to make 5qm units to be used for such activity
for which additional FSI shall be available.
9) Affordable housing: Incentive for creating affordable hosing
for EWS and LIG category has been proposed.
10)
EWS/LIG Housing: Since land is a scarcity in the
City, and the demand for housing is more, the draft DP has on page
332 has made 4 recommendations. Accordingly sites reserved for
EWS shall be acquired by PMC and developed. For development in
private sector, EWS/LIG/MIG housing has been made compulsory
for project more than 2000 sqm. Also norms for housing for the poor
and project affected too have been incorporated.
11) MHADA Colony development:
a) 2.5 FSI has been proposed for MHADA Colonies undertaking
redevelopment. The restriction of 25 sqm has been done away to
enable LIG, MIG and HIG housing.
b) Where plot area is .2 Ha 2.5 FSI will be allowed where
MHADA and the owner would have a 50% share each. In this .75
FSI is to be used for EWS/LIG and handed over to MHADA and .75
to be used for LIG and MIG to be sold in open market and for which
50% extra FSI shall be given.
c) Colonies for Flood affected people shall be allowed to avail
2 FSI for their reconstruction. By this the additional unauthorized
extensions too can get regularized.
12) Rental Housing: FSI of 4 is proposed if affordable rental
housing is created in the PMC limits.
13) Slum redevelopment project: For this norms of 1971
Slum redevelopment act and MHADA act of 1976 will be used as
per the SRA act.
14) Housing for Conservancy Staff: Construction of Housing
for this sector under the Ambedkar Awas Yojana to provide free
housing has been included. 4 FSI shall be available. The Developer
will get TDR for undertaking such project. Units from the EWS, SRA
and BSUP scheme shall be made available to this segment.
15) The redevelopment in Congested area can avail 100%

extra FSI to re accommodate existing units.


16) Densification of Metro Corridor to increase ridership
and generate revenue by way of additional FSI has been proposed
to augment the existing infrastructure. Up to 4 FSI can be consumed
if the plot size meets certain size and accessibility criteria.
17) Premium FSI: It is proposed to give additional 0.4
FSI on payment of premium. This will add to the housing stock in the
City and also help mobilize funds.
18) Improving the Environment:
1) Conserving energy and using renewable energy.
2) Rain water harvesting
3) For this 5% reduction in property tax for residential buildings
and 2% for non residential buildings for a period of 5 years has been
proposed.
4) Use of Solar energy for heating and Lighting.
19) Recreational Spaces: Proposals to increase open spaces
for recreational uses.
20) Stadium: Lands reserved for Stadium to be acquired and
developed for field games. To include Civic and Cultural Centre if the
land area is exceeding 4 Ha.
21) Heritage:
1) Area around Shaniwar Wada which is a National Monument
to be developed and open space to be secured.
2) This will facilitate movement of visitors and increase the
importance of the monument.
3) To set up a Heritage Committee to inspect all monuments
and identify development of the area.
4) To restore old dilapidated structures for the benefit of posterity
using experts and artisans.
5) To reconstruct old heritage buildings as per original
construction techniques.
6) To disallow erection of Hoardings etc in the Vicinity of such
structures.
7) To disallow erection of pandals arches etc.in the vicinity
8)Not to allow any parking areas in the vicinity.
9) To pedestrianise the area.
10) To conserve the structure as per the guidelines given by
the heritage Committee. There are certain incentives spelt out for
this effort which have been elaborated on page numbers 336 & 337.
Proposed Land use:
The proposed land use has been shown in the maps and its
information has been given in the report page numbers 350-356.
Implementation of the Development Plan:
Background: The Development plan prepared under the MRTP

Act of 1966 is a document showing the physical and the financial


plan for the population which include amenities like water supply,
sanitation, recreation, roads etc. This ensures the well being of all
the citizens of Pune. The land uses proposed are in tune with the
current trend of use.
Land is an important component of this planning exercise.
Urbanization has increased the land rates. Hence acquiring lands
reserved for civic amenities is a challenge. The amount PMC can
deploy for land acquisition after meeting its budgetary expenses is
a major aspect.
However considering the current and projected population in all
age groups, making adequate provision for amenities like roads, water
supply, drainage, recreation spaces etc are important objectives of
the DP. Hence the DP has to be revised/reviewed every 20 years. If
in the 20 year period, 70-80% of proposals are not implemented, the
existing facilities get over burdened and the plan fails.
The 1987 DP had 597 reservations of which only 134 were
developed. That means only 16% of the DP was implemented. Of
these, 342 reservations were to be acquired and developed by PMC.
Only 100 of these have been actually developed. The main reason for
this lack of implementation was lack of funds with the PMC. PMC gets
funds under the JNNURM for development, public transport etc. Also
after the year 1994 when the concept of TDR came into force, this
implementation improved from 16% to 40-45%. Hence it is learning
that TP Schemes on the lines of the act of 1915 should be initiated.
Post 1990 boom of IT industry, there were major employment
opportunities created in all stratas of the society and the young
generation of the City and the outsiders benefitted out of it. Hence
if the development plan implementation has to keep pace with the
time, following five principles have to be followed:
1) The Plan has to be implemented in 20 years.
2) The changing social and economic trends have to be fulfilled.
3) Make efforts to control increasing population.
4) To set up mechanisms to ensure that plan is effectively
implemented in its plan period.
5) To make proposals realistic.
The Draft DP has been made keeping the population in the year
2027 in mind. The current 31 lakh population will increase by 33.56
lakh to 64.56 lakh. The traffic and transport plans are made with a 50
year period in mind hence they will not get entirely implemented in
the next 20 years. Hence the proposals have to be distributed over
the 20 year period and monitored accordingly.
Expenditure for Implementation of DP:
Since this draft DP is for a period of 20 years, a financial plan too

has been made for the proposals involved. The following measures
can be adopted to make the implementation of the plan possible:
a) The current revenue of the PMC is 2,032 crores and the
expenditure is 2,200 cr. Octroi has been the major source of revenue
(Octroi collection in the year 2009-10 was 647 Cr and it has risen to
912 Cr by 2011-2012) but this has been abolished hence alternative
means of revenue like LBT will have to be implemented..
b) The revenue generated from the developmental projects
from the owners has yielded about 335cr. Share of the stamp duty
collection for the transactions done in the PMC limit should also come
to the city from the State Government.
c) Funds from JNNURM for water supply, drainage and public
transport projects should be obtained to the maximum possible.
d) Allowing the development of reserved lands by the owners for
the specified use and allowing balance to be used as per his choice
should be allowed.
e) TDR: This enables the PMC to acquire lands at no monetary
cost. The PMC has proposed to incentivize the land acquisition by
giving additional TDR from 10% to 50% if the lands are handed
over within one to 5 years of the notification. This can hasten up the
acquisition pace.
f) To charge premium where the Owner stands to benefit.
g) Give premium FSI
h) To divide the city into six TP Schemes for implementation for
which 50% of the cost can be received from the owner by the PMC.
i) Develop reservation through private partnership (BOT).
j) Roads also can be developed in the same manner.
k) To involve registered institutions to carry out development
of certain reservations.
The Cost outlay at todays price is estimated to be Rs 25,873 Cr.
The cost will go up as the time passes. Hence early implementation
of the plan is the key.
The State receives from the City of Pune various taxes. Even
if 50-75% of this amount is made available to the city, the above
amount can be collected.
1) NA Tax 2) Stamp Duty 3) Profession Tax, 4) Entertainment
Tax, 5) Road Tax, 6) Petrol and Diesel Cess, 7) Cess on use of Roads
in Pune, 8)JNNURM.
Page numbers 376 to 379 of the report give tables showing the
financial planning.
Summary:
The PMC resolved to revise the development plan for Pune in
2007. Since the entire plan for the area was available, the approved
layout and building plans in the last 20 years were incorporated

and the updated base map was prepared. The task of surveying
and preparing the Existing Land Use (ELU) was entrusted to the
Government Engineering College. As per the survey done in technical
formats, the existing land use was plotted and future developable land
was identified. Thus the ELU was prepared.
The task of assessing the demographic projections in the next
20 years was assigned to the Gokhale Institute. They have considered
the decadal growth over the past 5 decades, the employment
opportunities in various sectors and made a prediction on the possible
population by the year 2031. A full projection broken into five year
increments has been included in the report.
The socio economic survey was made by the Karve Institute
based on the growth triggered by the IT revolution, increase in
industrial and commercial establishments, and student population
right from Pre School to various institutes currently and in the future.
A Comprehensive report was made by the institute.
Wilbur Smith and associates and IIT Mumbai were engaged
to make study and proposals for Comprehensive Mobility Plan for
traffic and transport for the City. This report was prepared earlier
and key parts of it were incorporated in the Draft Development Plan
prepared by the PMC.
An analysis of the proposals made in 1987 DP till the period
2007-11 was made to understand the status of its implementation in
all aspects including roads, water supply, drainage, environment etc
was made and the projected need for the year 2031 was assessed.
MASHAL was engaged to study the existing 563 slums. They
submitted a comprehensive report to the Municipal Commissioner.
Discussions were held with all senior officers, all political party leaders,
and the draft development plan prepared.
The Draft DP was submitted to the City Improvement Committee.
The CIC submitted the Draft DP to the General Body on 18.10.2012.
As per the provision of the act, the planning authority needs to endorse
the plan before its publication. The suggestions made by the general
body were sent to the administration for incorporation and prepare
for publication.
Since the suggestions made by the GB were not very clear to
the administration, the administration put before the GB once again
seeking guidance. Accordingly the GB resolved vide their resolution
no. 757 dated 4.3.2013 that of the 294 suggestions made earlier,
94 were deleted and the administration was asked to incorporate
the remaining 200. The published draft DP incorporates these 200
suggestions made by the Corporators. The people have to study the
same and give their suggestions/objections in 30 days. The copy of
Report, Draft DP Sheets, details of individual properties etc can be

availed from PMC on payment of necessary charges.


HOW TO READ THE DRAFT DP
Everybody has the right to know how is the City going to
develop? How has the planning been done? What all amenities have
been planned? Hence it is essential to know what the Draft DP has
to offer.
The people who would study the Draft DP would fall in 5
categories. 1) Academicians 2) Technical people 3) Professionals in
the field 4) Property owners and 5) Common people.
The academician would look at the plan from an overall
perspective. How is the city planned to grow, how has the water supply
drainage, parks, grounds, health facilities, road , transport has been
planned would be of his interest.
People staying in Pune will look at how their place of stay and
place of work are getting connected. What are the transport plans?
Where is the Metro route planned? How far is it from the place of
work/stay? What reservations are planned near his house etc?
Professionals associated with Town planning and city
development would look at whether proper planning norms have been
followed and whether the plan adheres to the planning principles.
Property owners would primarily be interested in knowing
whether the plan affects their property.
PMC has prepared the Draft Development Plan. This can be
seen in the Municipal Corporation. Officers will also be present to give
necessary information. The Draft DP is also available on the Website
of Pune Municipal Corporation.
The Draft DP consists of 6 sectors: 1.Old City 2.Southern
suburbs- Parvati, Dhankavadi, Katraj, and Munjeri. 3. South West
areas-Erandwane, Kothrud, Hingne, Bhamburda. 4. North West
areas-Shivajinagar, Aundh, Pashan, Bopodi, 5) North East areasLohagaon, Yerawada, Vadgaon Sheri, Dhanori, Kalas Sangamwadi.
6) Eastern areas- Hadapsar, Ghorpadi, Mundhwa, Wanavdi, and
Kondhwa.
List of all reservations has been published. The list gives details
of the serial no., sheet no., and the nature of reservation, survey no.,
area, the acquiring authority and remark. If there is a change in the

proposed land use. Everybody should see these sheets. The various

Cultural Centers Pink, Public and Semi Public- Pink, Roads and
Transport related Grey, Civic amenities Brown, EWS,Housing for
the dishoused, Slum redevelopment projects- Yellow Ochre, Forests-

One should see ones survey number to find out if any reservation
has been marked on it. If so one can find out what the reservation is
for. You can object to the reservation if you are affected .Also if any
reservation seems to be uncalled for, it can be objected too. The letter
of objection has to be given within 30 days of publication.
Objection to be given within one month of Publication.
The Draft DP will be published once the General Body approves
it. Suggestions/Objections will have to be submitted within 30 days
once it is published in the gazette and the news paper.
Note: Schools in rented premises in Congested area
Sector 1- Wherever the PMC School is in rented premises,
private property; the owner can avail additional FSI equivalent to
the space occupied by the school or 40% of the Net plot area up to
a maximum of FSI 3 and develop the property. The provisions of N
2.1.3 will become applicable.
2. In the congested area where the PMC School is in a rented
premises and the area of the property is .015 ha or less, as per current
provision, the owner can develop the land. Also if the school building
is constructed by PMC, the owner can develop the land retaining the
School area.
Primary School Sector 1 to 6
3. Those lands which are reserved for primary schools may be
permitted by the Municipal commissioner for development into school
run by renowned institutes, institutes registered with charitable trusts
etc. The provision of N.2.13 and N 2.2.2 will be applicable.
Secondary Schools:
4. Those lands which are reserved for Secondary schools may
be permitted by the Municipal commissioner for development into
school run by renowned institutes, institutes registered with charitable
trusts etc. The provision of N.2.13 and N 2.2.2 will be applicable.
5. Those households which are affected by the reservations and
hence become discoursed will be accommodated in the housing for
discoursed for which reservations have been proposed. These sites
can be developed by the owner as per the DC Rules.
6. In sector 1, sites which are reserved for dispensaries/hospitals
which affect the existing buildings, the land can be developed by the
owner. The developed building shall have dispensary and residential
use together. A 100 sqm area shall have to be handed over to PMC
free of cost on ground or first floor. The owner can get an additional FSI
of 40% of Net plot area. The FSI shall however in no case exceed 3.
7. In Sector 1, sites reserved for Hospitals and Maternity homes
may be developed by the owner. However the owner will have to
submit an undertaking that the intended use will be achieved. The

norms under N 2.1.3 and N 2.2.3 will be applicable. 10% of the FSI
shall be available for the use of the resident doctors in the building.
8. Maternity Homes: PMC will acquire such sites and develop
and maintain it or will allow the owner to develop it under the norms
N 2.1.3 and N2.2.3.
9. Shopping Centre: PMC will acquire such sites and develop
them or allow the owner to develop it as per DC Rules.
10. Playgrounds, parks, nala garden, water sport facilities and
gardens: PMC will acquire such sites and allow registered public
institutions to develop and maintain. Or the Municipal Commissioner
may allow the developed sites for maintenance and upkeep to eligible
public institutions.
11. Parking; PMC to acquire and develop. Owner will be
permitted to develop the same into open parking or multistoried
parking including its maintenance and upkeep as per the DC Rules.
12. Civic and Cultural Centre: PMC will acquire such sites and
develop or allow the owner or private enterprise or institute or public
institution to develop as per the rules.
13. Fire Fighting Station: PMC will acquire such sites and
develop or allow the owner to develop as per the rules.
14. Commercial Centre (C2 Zone): PMC will acquire such sites
and develop or allow the owner to develop as per the rules.
15. PMPML: The sites reserved for Depot, Parking, and
Substation etc shall be acquired or allow to be developed under
PPP model.
16. Senior Citizen housing: PMC will acquire such sites and
develop or allow the owner, public institutions, and social organizations
working in the field to develop for the intended use.
17.Dhobi Ghat: PMC will acquire such site and develop itself
or allow with the permission of the owner a social organization to
develop. The entire site shall be developed for the purpose.
18. Night Shelters: PMC will acquire such site and develop
itself or allow a social organization working in this field to on certain
conditions.
19. Timber Market: The said reservation is in form of a Zone.
The PMC will acquire such sites or may allow the Timber or steel
association to develop on payment of the acquisition cost.
20. Rehabilitation Centre for Deaf and Dumb: PMC to acquire the
land and develop or allow social organizations, institutions working in
the field, educational institutes to develop ensuring the intended use.

LIST OF OBJECTIONS AND SUGGESTIONS TO DRAFT DP


RECEIVED FROM VARIOUS EXPERTS AND NGOs
As the Draft Development Plan is open for citizens to give
their suggestions and objections in the provisions made in the plan,
Janwani held consultations with various experts and NGOS to
understand their views on the Plan. The following is the compilation
of overall observations for understanding of the citizens.
A: GENERAL:
A.1
There is a vast difference between Draft prepared
by Town Planning Officer and draft approved by general body. In
addition, it has further reduced the standard norms; hence, all the
changes made according to suggestions in general body must be
cancelled.
A.2
While the draft DP gives the vision formulated by a
foreign consultant, it is not followed up with quantifiable objectives
for the draft DP. The stated objectives are vague. As such, there is
no way to measure the percentage achievement by 2027.the draft
DP does not assign responsibilities and targets to officials. As such,
this DP will meet the same fate as the previous DP.
A.3
There are no measurable indicators to measure,
monitor or improve the quality of life, liveability, cost of living or
development of the city.
A.4
The report reads like a compilation of information
obtained from various departments without any effort to analyse the
information and add value to it. Raft DP reflects a distinctive proclivity
towards ignoring standards, norms and government directives to
spend public funds on less important projects like flyovers.
A.5
There are no abbreviations mentioned in either the
draft D or reservation list. As well as while publishing this DP, the
reports and maps on which this DP is prepared have not published as
mandated in MRTP act. So please publish those reports and maps.
A.6
Accordingly request for extension for time for submit
suggestion and objections.
A.7
There is no proposal to track the information to
ensure that the plans being implemented on schedule.
B: RESERVATIONS:
B.1
The norms for the reservations made are incorrect
and reduced , hence keep the norms that were in the 1987 DP
B.2
Henceforth all the reservations will be developed
by either R-& of DC rules or under PPP. In this case PMC gets only
15% to 25 % land reserved for public purpose, that will reduce the
reservation by 75% to 85% .Already the reservation kept in DP are

below norms .And reducing reservation this way will hamper intention
of DP, hence all the reservation kept must be used for that purpose
only.
B.3
Almost 1000 Ha of vacant land has been identified
and now reserved for other uses. The details of all these vacant lands
must be provided and the proposed reservation should be made
available for citizens.
B.4
Recreational/open spaces have been given less
than 7% area in the plan. Hence the recreational space will be only
be 3 sq m per person (1000 hectares for the estimated 33.5 lakh
population projected in2027), far less than the 8-10 sq m as per
UDPFI norms. Hence recreational spaces should be increased to at
least 15%.
B.5
Both Hill Top and Hill Slope area and Water Bodies
have been reduced. The extent of the river has been reduced to the
channelized portion, and the Dhanori Lake has been converted into
a residential zone. Further, provisions have been made for allowing
SEZs and IT Parks in the no-development/green zones. This is
completely unacceptable. The plan must ensure that the natural
features of the city are protected. All existing Hill Top and Hill Slope
areas and Water Bodies must be preserved completely and no
development of any kind should be permitted in them.
B.6
We find no connection whatsoever between the
stated vision in the report and the provisions that have been made
in the planned land use and the DC rules.
C: DEVELOPMETN CONTROL RULES
C.1
All changes made to the rules should be separately
listed, providing comparison with the existing rule and with a note
justifying the change in the rule. Without this all changes in rules are
essentially piecemeal, arbitrary and ad hoc.
C.2
We find no connection whatsoever between the
stated vision in the report and the provisions that have been made
in the planned land use and the DC rules.
C.3
SEZ (Page 260,291-292)
Areas permissible on hill tops, whereas there is no mention of
this in the DP of list of reservations. This development project is said
to be allocated to SEZ Company. The DCR should clearly mention
which government allocated this project to whom. Also, the need for
developing hills as SEZ does not have a detail report .In the absence
of these details, this provision in the DCR should be deleted.
C.4
There are numerous provisions for increased FSI.
Yet the total cumulative effect of this increased FSI on the city the
density of population, the impact on traffic, adequate provision of
water, processing of garbage, open spaces per person have nowhere

been worked out. We therefore oppose all these ad hoc proposals


for increasing FSI unless a comprehensive study of the same is
conducted.

Statement no. 20-7, page 356 : Proposed Land Use
for roads ( Sectors I to VI) is 13.66% whereas as per table no. 7-9,
the existing land use for roads is 15.99%
The following possibilities exist:
a. The ELU figures are incorrect
b. The PLU figures are incorrect
c. The DP proposed that some roads are removed.
The DP should be amended accordingly. In case of possibility
no.3, the DP must state which roads are to be removed.

projections are made by GIPE taking into account the numbers of
census of India 2001 and the decadal growth rate. However, referring

In 2001, the population was 25, 38,473 with a decadal growth
rate of 50.08. Hence, in 2011, the population would be 38,07,709.5 .
We recommend PMC to recheck the figures given by GIPE because
of a likely error.
G.2
Amenities to be provided for the 10-year population.
During the next 4 years up to 2017, the population will go
beyond 26.50 lakhs after the allotment of TDR and increase in FSI as
recommended in the draft DP. The draft DP should, therefore, have
included an estimate of the increased population figure and planned
to provide for proportionate increase in amenities.
H: HOUSING
H.1
Slums only occupy 3% of the city as per the ELU,
yet provision for EWS housing and Slum Improvement has hardly
increased in the plan. Only 490 hectares is allocated for EWS/SI,
yet the housing plan itself (Table 10-10) states the need for 560
hectares for EWS and 450 hectares for Low Income Group (LIG)
housing, for which no provision has been made. The Housing study
estimates only 2500 hectares are needed for MIG and HIG housing
(even with an overestimated population), the existing residential
area is already 3000 hectares, yet this has been increased to 4700
hectares. Increase in FSI in the old parts of the city and 4 FSI in the
Metro zone is therefore entirely unjustified. Instead more space should
be allocated for EWS (at least 600 ha) and LIG housing.
i: HERITAGE
i.1 In the list of Heritage sites and buildings, the grede of heritage
should be notified.
i.2 The list should also include NATURAL HERITAGE which is
hills and rivers of Pune. A No development Zone within 100 to 300
meters, as per the GoM rules, must be declared.
J: TRANSPORTATION
J.1 Chapter 13 Traffic and Transportation plan for Pune city
and Chapter 14 Traffic and transportation Planning Proposals,
there does not appear any convincing analysis and reasonability. The
tabulation in Table 13.4 Page 206-207 on Critical Peak Hr volume
to be considered as reliable, does not reflect realities in framing of
reasonability of planning proposals linked to facilities and availability
of diversion (temporary), inconvenience, environmental and social

costs. General reading gives an impression of hurried conclusions.


J.2 Table 13.8 Page 215-216 on Summary of comparisons of
different types of Transit Systems appear more as an attempt to draw
pre conceived decision with figures far from reality as of now. The
technical review and assessment of modern state of art technology
with comparative techno economic and other considerations not dealt
with in arriving at conclusions in compact hard strata like basaltic rock
of Deccan Trap. The underground tunnel, in hard rock in all directions
for economic and effective connectivity, is an accepted universal
alternative.
J.3 The lessons learnt from previous experience on BRT in terms
of planning, execution and implantation have not been seriously
considered even in the Chapter 16 on Strategic Environment
Assessment
J.4 Adherence to Comprehensive Mobility Plan (CMP)
0.1. Standing of the CMP
Please refer to chapter 13.5, page no 202 and chapter 13.5.10,
pages 212 and 213. The DP refers to the Comprehensive Mobility
Plan (CMP) for Pune as a "study". It should be noted that the General
Body of PMC has approved the CMP, so it should not be noted as
a mere "study".
The DP should explicitly say that the CMP would be followed.
The DP should also explicitly say that
Only the projects in the CMP would be implemented and
Projects that are not in the CMP would not be implemented
0.2. Achieving desired modal share as per the CMP
The study and report by IIT Bombay and the CMP provide the
status and objectives of the modal split of transportation as follows:
Modal split in 2008 as per Study and report by IIT Bombay
Objective as per Comprehensive Mobility Plan (CMP)
Public transport (including rickshaw) 13% 40%
NMT (cycling and walking) 34% 50%
Personal vehicles 45% 10%
It is evident that Pune needs the following plans:
1. A plan to increase share of public transport,
2. A plan to increase modal share of cycling,
3. A plan to decrease modal share of personal vehicles.
The DP should include these 3 plans, which are totally missing
from the DP. Further, several proposals in the DP will in fact increase

the modal share of personal vehicles and thus go against the CMP.
J.5 Contradictions with the Comprehensive Mobility Plan (CMP)
The following specific proposals in the DP contradict the
approved CMP as well as are against the line of thought of the National
Urban Transport Policy; hence they should be deleted from the DP:
0.1
Delete Statement 14-5 (30 flyovers)
Statement no 14-5, page 271 suggests 30 flyovers in the city.
The CMP suggests only 10 flyovers and that too as a temporary
measure. In fact, the CMP categorically states that flyovers encourage
more use of personal vehicles and increase traffic congestion in the
long run.
These 30 flyovers therefore contradict the CMP and will not
fit in any plan to reduce modal share of personal vehicles. Further,
no quantified justification or study has been provided as to why
these flyovers are needed. As such, this proposal of 30 flyovers is
completely ad-hoc and should be removed.
0.2
Delete Statement 14-6 (11 foot over-bridges)
No quantified justification or study has been provided as to
why these over bridges are needed. Foot over bridges already built
in the city are hardly used. Most of them are also not handicapped
friendly and therefore discriminate against persons with disabilities
as per the Persons with Disabilities Act, 1995, Chapter VIII. As such,
this proposal of 11 foot over-bridges is completely ad-hoc and should
be removed.
0.3
Delete Statement 14-7 (30 subways)
No quantified justification or study has been provided as to
why these subways are needed. Subways already built in the city
are hardly used. Most of them are also not handicapped friendly
and therefore discriminate against persons with disabilities as per
the Persons with Disabilities Act, 1995, Chapter VIII. As such, this
proposal of 30 subways is completely ad-hoc and should be removed.

Delete tunnels and roads through/ on hills
The file Sec26_DP_SEC_II_TO_VI_26march2013_5.jpg (Map
no/ Sheet no 5) shows a proposed tunnel through the Vetal Tekdi.
Likewise, file Sec26_DP_SEC_II_TO_VI_26march2013_8.jpg
(Map no/ sheet no 5) shows a proposed tunnel through the Waghjai/
Parvati hill.
These 2 files together also show a proposed road behind
Balbharti that connects Senapati Bapat Road to Paud Road.

achieve the transportation objectives stated in the CMP. These
tunnels and roads are not mentioned in the CMP. They will adversely

completely ad hoc and should be removed.

Delete proposal to subsidize parking
Chapter 19.3.1, page 330 of DP says that FSI or TDR will be
given to builders who build parking facilities. This, in effect, subsidizes
parking for personal vehicles and promotes their use. This proposal
is also in contradiction with the objective of treating parking as a
commodity, mentioned in the DP (Table 16-2, page 303). The said
proposal also contradicts NUTP & CMP.
Therefore chapter 19.3.1 should be deleted OR amended to
categorically say that the users (personal vehicles) will have to bear
the cost of parking.
J.6 Issues with FSI of 4 proposed on Metro corridor
0.1
How to support the FSI, and from when?
Chapter 14.3.2 proposes an FSI of 4 for an area within 500m
of the Metro corridor. This FSI will lead to a huge increase in the
population of the corridor. However, the DP does not mention how
facilities and amenities like sewerage, open spaces, schools, hospitals
etc will be provided to this population.
Further, since the increased FSI assumes that the Metro will
be built, sanctioning the increased FSI must be tied with the Metro's
construction. What if the Metro proposal does not get approved for
some reason? Therefore the DP must include the following:
1. A plan to provide facilities and amenities to the increased
population.
2. A categorical mention that the increased FSI will be available
only after the construction of the Metro begins.
0.2
Why 4 FSI and why within 500m of the corridor?
There is no justification provided about the number 4. Why not
3 or 2.5 or any other number? As such the proposal to provide FSI
of 4 is completely ad hoc and should be removed/ justified.
The distance of 500m presumably comes from the notion that it
is a walk able distance to reach the Metro station. This notion should
be explicitly mentioned, else the distance of 500m is perceived as
arbitrary.
Even in that case, people are going to walk up to the Metro
station and not the corridor/ track. Therefore the increased FSI

should be granted to an area within 500m of the Metro station and


not the corridor.
J.7 Land reserved for PMPML is insufficient
The list of reservation shows only 20 Ha area reserved for
PMPML. All PMPML depots in PMC area add up to 12 Ha today
(and only 2 Ha in PCMC). Considering that:
PMPML has about 1500-1600 buses today and needs about
4,000
About 10% of PMPML buses have to be parked on roads
today and not in the depots
It is evident that PMPML needs about 20 Ha additional space
right now (total about 30-35 Ha. By 2027, PMPML's requirement
would need about 60-70 Ha space. But he DP provides only 20 Ha
space.
The DP should reserve about 50 Ha space for PMPML, over
and above the reservations listed as of today.
J.8 Existing and proposed land use does not match
It has been stated that the area under roads has been reduced
from 15.99% (as Per ELU) to 13.66% (as per PLU), or a total reduction
of 344 hectares.
However (as per Statement 14-1and 14-2) 380 hectares of
roads have been added. This is a contradictory statement and is a
serious flaw in the plan.
The following 3 possibilities exist:
1. The ELU figures are incorrect,
2. The PLU figures are incorrect,
3. The DP proposes that some roads be removed.
The DP should be amended accordingly. In case of possibility
no 3, the DP should state which roads are to be removed.
J.9 Proposals in DP are not NMT friendly
0.1
Insufficient width of footpaths and cycle tracks
Please refer to the cross sections of various types of roads,
provided at the end of the DP. They typically show a "pedestrian +
cycle track" of 3.75m to 5.75m to be shared between pedestrians
and cyclists. The issues are:
1. If the area is shared with pedestrians, it significantly slows
down the cyclists and hence does not promote cycling. Pedestrians
and cyclists must be granted dedicated ROW.
2. A width of 3.75m to 5.75m, even if there were no cyclists,
cannot accommodate heavy flow of pedestrians, typically envisaged
near Metro and BRT stations, especially considering that some of the
width is lost in stairways and such structures that provide access to
the public transportation.

It should also be noted that the PMC is getting street design


guidelines developed from consultants.

Wide roads are difficult to cross
The DP proposes some very wide roads as well as widening of
existing roads. Pedestrians find it very difficult to cross wide roads.
What provisions are proposed so that pedestrians can cross these
wide roads?
Therefore it should be explicitly mentioned that these "typical"
cross sections are only indicative and the micro design of the roads,
including widths of footpaths, should be governed by IRC: 103-2012
(Pedestrian Facilities) and other applicable IRC guidelines, the street
design guidelines as well as the local situation.
J.10
Land reserved for HCMTR
The draft DP should have taken into account the changes
since 1987 DP. Section 14.4.5 dealing with High Capacity Mass
Transportation Route is a repeat of the 1987 DP. Parts of the HCMTR
areas have since been merged in reservations in sector III, TPS I
fully developed in C2 zone (Page 84 of the report) Additionally, PMC
has shifted the 80 feet wide HCMTR on the existing 90 feet DP
road (Senapati Bapat Marg) under old DC Rule 14.4.1.G and area
under HCMTR in final plot numbers 403 and 403 A of International
Convention Centre of MCCIA and merged in C2 zone. These actions
have virtually killed the HCMTR because large parts of HCMTR will
now have to be elevated, for which PMC has no funds. On page
200 of the Draft DP, PMC says It is evident that a persistent funding
gap exists for city transportation needs Even then, the PMC has
kept the same alignment in the draft DP.On the other hand, PMC
is very keen to construct parts of the HCMTR, especially in areas
that are eco-sensitive and converting the adjoining areas into C2
zone in anticipation of construction of these road stretches. Hence,
PMC should not be permitted to acquire land piecemeal for HCMTR
until a DPR is made to study the feasibility of the project. Otherwise
HCMTR will meet the same fate as the BRTS of PMC and there will
be another scam
K: ENVIRONMENT PLANNING
K.1
Reservation on forest land must be cancelled.
K.2
The tunnels proposed on Taljai Hill and Vetal Tekdi
does not provide any quantified justification or study as to why these
tunnels and roads are needed and how they will help Pune achieve the
transportation objectives stated in the CMP. These tunnels and roads
are not mentioned in the CMP. They will adversely impact Pune's
already fragile ecology. Therefore these proposals are completely

ad hoc and should be removed.


K.3
Recommendations made by Ministry of Environment
and Forests (MoEF) which are approved by the Bombay High Court
on 26th April 2012 in PIL 41 of 2011,must be incorporated in the DP

Rivers and other natural water resources are handed
over to PMC for supervision purpose only, PMC cannot make any
temporary or permanent construction on it, as well as 7 to 9 meter
area around those is always a green belt, this has been overlooked.
K.5
The use of amusement parks, art and craft villages
is proposed on hill top and hill slopes but it is not mentioned in entire
DP that by which rules such use has been allowed. So such use
should not be allowed.
L: RESOURCE MOBILIZATION
L.1
The accountability for implementation has not
been fixed. As such, there is no way to measure the percentage
achievement by 2027. The draft DP does not assign responsibilities
and targets to any official. This DP too will meet the same fate as the
previous one. Hence, such responsibility should be fixed.
L.2
Total cost of the DP is shown as Rs. 25806 Cr.
However, how these resources would be mobilised is not known to the
PMC. Draft DP has not shown the present day cost of acquiring land
for reservation, which is a mandatory requirement is the preparation

mobilise funds for implementation of DP. Unless it is clear, DP will
not be implemented. Hence,, the only projects as per availability of
funds must be mentioned in the DP
M: AMENITIES
M.1
Page 3 of Annexure E states that the planning
norms for DP 87 and extended villages based on Government circular
(reference not given) are similar.
Ex. PG/CPG 0.4 Ha & 0.2/100 population for parks /gardens
in the draft DP.However,as per Standards applicable for these
public amenities and recreational facilities in DP 87 are 0.6 Ha/1000
population for childrens playgrounds (PG/CPG) and 0.4 for parks and
gardens. The standards for DP 07 must be on par with those of DP
87. The standards for DP for extended villages also are lower than
DP 87 and the same as in the draft DP.
N: WATER SUPPLY
N.1
PMC has not complied with conditions imposed by
irrigation department regarding recycling of used water and water
supply. Hence, projects for recycling of used water, storage of it,
provision for canals to use the same and metres to measure to actual
supply of water to PMC should be made in DP itself

O: SOLID WASTE MANAGEMENT


Section 11.12.5 misses out on important points
O.1
Provision for the management of solid waste should
be made according to the law. Rochem project near Hadpasar is near
the residential area. Either to relocate the residential complexes near
the project or the project itself should be made in DP itself.
O.2
Garbage not being segregated at source contrary
to existing instructions and laws.
O.3
Hanjer plant at Urali is polluting ground water and
water from wells in the vicinity is not potable. Draft DP should have
catered for machinery for monitoring the atmosphere and ground
water in the vicinity of all PMCs plants.
