For more than two decades, only one family and party governed and controlled the political,
socio-economic and fiscal structure of Makati City—our country’s undisputed financial and
commercial capital.

Makati has engendered the development of an urban warlord over the years, one who employs
the abundant revenues of the city in order to ensure a bottomless barrel for patronage. This
ruling family has fortified its uninterrupted 24 years in power by applying a simple yet effective
solution of exploiting Makati’s enormous funds to cultivate a culture of mendicancy,
dependency and fear among the city’s poor but voting communities.

There is an estimated 1.7 million people during daytime in Makati and only around 700,000 are
residents. Most of the people who work here do not actually reside and vote in the city. The
actual constituents or voters are mostly residents in poor communities including those
bordering Taguig in Makati’s second district. Most of these residents depend on dole-outs or
contractual jobs created by the city government.

Apart from having the most expensive real estate in our country, several offices of giant
multinational and local corporations and the wealthiest individual taxpayers are found in
Makati. The city has enormous revenues but a relatively small voting base. The distinctive
ratio between the size of its revenues and the number of actual constituents accounts for the
highest per capita municipal budget in our country.

This unusual ratio is being methodically used as a political tool to strengthen a grassroots-
based patronage machinery. This manipulation is dispensed to ensure the ruling family’s
political control and survival even if the people are deprived of any significant social or
economic improvement and are perennially on the losing end.

For the hundreds of thousands of residents in Makati City, Erwin “Win” Genuino is a leader
whose time has come.

Win Genuino’s advocacy is empowerment of families, communities and institutions.

His philosophy in the domain of governance is to be proactive rather than reactive and
preventive instead of curative; to practice judicious spending and transparency in all
transactions. He believes that resources available should be maximized for the greater good
and not manipulated for selfish political ends.

To become Makati’s next Mayor after more than two decades, his weapons are charisma,
youthful idealism and strength in character, exceptional work ethics, aptitude and fresh
insights in governance.

Under his vigorous leadership, he intends to fulfill the Bagong Makati

Program: Kalusugan, Karunungan, Kapayapaan, Kabuhayan at Kinabukasan.

Win Genuino’s Program of Governance intends to dismantle the endemic patronage politics
that breeds dependency and powerlessness among the poor of Makati’s second district. His
vision of a dynamic and vibrant district takes into paramount interest the empowerment of
families, communities and institutions.

I. Health Care, Women, Elderly and Children

Free medicines, ambulance and hospice service to senior citizens

Employment or livelihood opportunities for the elderly

Increased support, including additional budget and manpower, for the improvement and
maintenance of a 24-hour Barangay Health Center in all barangays equipped with one
ambulance per barangay

Support the “Breastfeeding Act” which promotes the health benefits and makes breastfeeding
compulsory in all government hospitals and barangay health centers

Budget allocation to construct a permanent building of a Women’s Crisis Center that will
address the concerns pertaining to violence against women and children and provide
preventive measures to ensure their safety and well being

Support the “Patient Detention Ban” which prohibits any medical institution to hold the
discharge of a patient because of unpaid hospital bills

Ensure maternity benefits such as free post-natal care, infant formula and medical treatment
to women whose family’s monthly income is below Php 5,000.00.

Support the proposed “Anti-Rabies Act” which will hopefully decrease, if not eliminate, cases of
rabies infection and casualties

Ensure health insurance and burial assistance to senior citizens whose family’s monthly
income is below Php 5,000.00.

Regular feeding and monitoring programs to combat malnutrition among children.

II. Livelihood and Socio-Economic Development

Provide mass housing projects where labor requirements will be supplied by residents of the
second district

Construct a Barangay Livelihood Training Center in all barangays that will provide training and
micro-financing assistance to small entrepreneurs and instill economic self-reliance among the
poor

Institutionalize the One Barangay, One Product Project, through budget allocation, that will
encourage entrepreneurship and enhance a vibrant business environment in communities

Implement a comprehensive labor intensive program and maximize employment opportunities

by requiring large multinational corporations headquartered in the city to acquire 10 percent of
their respective workforce from residents of Makati

For infrastructure projects, a strict and transparent policy to employ only workforce from
Makati.

Eradication of “ghost employees” and provision of additional benefits to current Makati City
employees. (MAPSA, City Hall, etc)

Require a periodic rezoning of all converted military camps, especially the former Fort
Bonifacio, as basis to expedite awarding of rightful ownership
Support the enactment of a Magna Carta on the Rights and Welfare of Jeepney, Taxi and
Tricycle Drivers

Support the proposed Magna Carta for Small Enterprises and House Helpers

Support the proposed “Billion Trees Act” and the “Renewable Energy Resources Act” which
promote environmental awareness and community involvement in mitigating the ominous
trend of global warming

III. Education and Youth Welfare and Development

Automatic appropriation for high school and college scholarship plans to poor students who
excel academically

Budget allocation for the Win Extra-Curricular Computer Literacy Program (Win Ex-P) that aims
to increase knowledge in Information Technology, augment PC penetration in all barangays
and provide free Internet access to all public schools

Establish a Student Entrance Examination Review Center in all barangays that will provide free
tutorial to incoming primary and tertiary students

Increased support, including complementary budget allocation, to the University of Makati for
additional scholars especially of technical/vocational courses that supply the manpower needs
of large corporations in Makati

Budget allocation as support for the improvement and maintenance of existing sports facilities
including the crafting of a comprehensive professional training program for athletes in the
barangay level

Support to projects of the Barangay Kagawad Cultural Council that aim to enhance awareness
of the rich culture and heritage of Makati

Enhance the skills of public school teachers in all levels by providing training and post-
graduate scholarships aimed at updating and enhancing the knowledge and teaching skills of
the teachers.

Institutionalize a “Trabaho Sigurado” (Sure jobs) program for college students to try to ensure
and maximize their employment potential.

Institutionalize a “Senior Workforce Program” that will allow senior citizens, those with
disabilities, and out of school youth to work under certain conditions in certain industries and
enterprises within the city, specially within the local government system

IV. Barangay Empowerment

Automatic additional allocation of Php10M per barangay per year for their community
development projects

V. Peace and Order

Strengthen inter-agency cooperation, headed by Local Government Units (LGUs), to sustain
the battle against drug trafficking and other criminal syndicates

Budget allocation as support to augment police visibility in all barangays and improve
barangay police per shift to population ratio

Authorize barangay councils to employ—depending on geographical size—more than twenty

(20) barangay police force as amendment of an existing provision in the Local Government
Code

No non-sense drive against the proliferation and use of illegal substances/ drugs in the city

VI. Business Community

Comprehensive study on the feasibility of lowering business and other related fees and taxes

No rally policy in Central Business District

Automation and cut down on the bureaucratic red-tape, that delays local permits and exposes
entrepreneurs, businessmen, local and multinational companies to extortion and the “lagay”
system, which will encourage the influx of business into the city.

Study on the integration of the city policy on number coding with that of the greater Metro
Manila area
