POSITIONS WILL BE PLACED IN MANILA
PROGRAM MANAGER - DISASTER RISK REDUCTION (MANILA)
Manage DRR program integrating DRR & emergency preparedness in local government planning processes in vulnerable
areas of Metro Manila. He/She will supervise DRR field staff and accompany NGO partners to ensure program objectives
are met in coordination with partner organizations in compliance of donor policies. Travel required 20-30% of time.
Bachelors degree in Social Sciences, Community Development, Disaster Management or other related degree;
Masters desired.
5-10 years experience working with NGOs, the Church, or government agencies in planning or implementation of
emergency response, emergency response, disaster risk reduction; at least two years experience on managerial level
Ability to work with stakeholders on multiple levels including non-government organizations, donors, media groups,
religious groups, and government units.
Proven ability to provide technical assistance to partners in DRR and emergency-related fields, including assessing
technical capacities in order to determine training and support needs.
Strong experience in designing appropriate communication tools and training for LGU officials and NGOs.
Demonstrated experience writing professional reports and papers, with skills in proposal development and strong
interpersonal communication.
Strong analytical skills, both in qualitative/quantitative approaches.

DEPUTY PROGRAM MANAGER - DISASTER RISK REDUCTION (MANILA)


The position will provide operational support to an urban DRR program which aims to integrate DRR and emergency
preparedness in local government planning processes in vulnerable areas of Metro Manila. Close collaboration with
implementing partners and 20-30% travel required.
Minimum of four-five (4-5) years experience working with NGOs or government agencies in planning and implementing
emergency response activities.
Minimum Bachelors degree, Masters preferred.
Implementation of emergency response, disaster risk reduction; training experience desired.
Ability to work with stakeholders on multiple levels including non-government organizations, donors, media groups,
religious groups (Catholic, Muslim, etc.), and government units.
Strong skills in developing organizational capacity including institutional strengthening, mentoring and coaching.

PROGRAM OFFICER DISASTER RISK REDUCTION (MANILA)


The Program Officer will work closely w/ implementing partners to ensure an urban DRR & emergency preparedness projects
objectives are met in compliance of donor policies. Travel w/in Metro Manila & surrounding areas required 30-50% of the time.
Bachelors Degree in Social Work, Community Development, or Social Sciences.
Minimum of three (3) years experience as Community Development Specialist working with NGOs or government agencies
in planning & implementation of emergency response, disaster risk reduction; training facilitation experience desired.
Ability to build relationship and work with stakeholders on multiple levels including non-government organizations, donors,
media groups, religious groups (Catholic, Muslim, etc.), and government units.
Strong skills in developing organizational capacity including institutional strengthening, mentoring and coaching.
Experience in project planning, reporting, and participatory approaches.
Experience in participatory training and community based capacity building.
Ability to identify project successes and solutions for factors affecting project implementation.

MONITORING & EVALUATION OFFICER (MANILA)


The M&E Officer will develop and operationalize the M&E plans for disaster risk reduction programs in Metro Manila and
emergency response. He/She will work closely with CRS staff and partner staff to collect project information, analyze and
report. Candidates should possess strong knowledge and skills in the field of M&E, project documentation and
development of IEC materials. The position requires up to 30% travel.
Bachelors degree in social sciences or related field, Masters desired.
Minimum of five (5) years experience working with NGOs, the Church, or government agencies in planning or
implementation of rural development or emergency related projects.
Experience in qualitative and quantitative research methods
Experience in data analysis, presentation and report writing
Experience developing and refining data collection tools and IEC materials.
Ability to document and communicate critical M &E information for improved program delivery and decision making.
Ability to work with stakeholders on multiple levels including non-government organizations, business or private sector,
donors, media groups, religious groups (Catholic, Muslim, etc.), indigenous /tribal communities, other grassroots

INFORMATION COMMUNICATION TECHNOLOGY FOR


DEVELOPMENT (ICT4D) SPECIALIST (MANILA)
The ICT4D Specialist will oversee the development and implementation of a digital monitoring and evaluation (M&E)
system for an urban disaster risk reduction (DRR) project, in and around Metro Manila. The Specialist will collaborate
closely with the projects M&E Officer and implementing partners to ensure all hardware and software aspects of the
system are in place and maintained.
Graduate of bachelors degree in Computer Science or related field
Minimum of two (2) years experience in giving training in software applications.
Experience in the use of mobile devices for data collection and cloud-based data storage strongly preferred.
Excellent computer skills (Microsoft Word, Excel, Outlook, Access, SharePoint, ARC GIS Desktop 10, ARC GIS
Online, Web Matrix)
Working familiarity with languages such as Java, UML, JavaScript and PHP
Strong analytical and organizational skills

Typhoon Yolanda Emergency Response

CIVIL ENGINEERS, ARCHITECT, URBAN PLANNER
Catholic Relief Services (CRS) is recruiting highly motivated and dynamic individuals
who can work within teams and with local partners to provide high quality emergency
programs to serve 100,000 families as part of the Typhoon Yolanda Emergency
Response in emergency shelter, shelter recovery, water/sanitation, cash for work,
and agricultural livelihoods.
POSITIONS WILL BE PLACED IN PALO, LEYTE OR SALCEDO, SAMAR.
CIVIL ENGINEER EMERGENCY WATER & SANITATION (LEYTE)
The position will provide engineering for emergency water and sanitation for communities affected by Typhoon Yolanda. Field
works will include design and design of low-cost latrines, installation of water tanks, and repair of water supply systems. Position
requires up to 50% travel in the field.
Bachelor of Science Degree and licensed Civil Engineer; preference for Masters degree.
3-5 years of field experience in designing water supply and sanitary engineering works.
Experience working with NGOs, community level organizations or government agencies in planning and construction
monitoring.
Experience monitoring field work and skilled labor.

CIVIL ENGINEERS - SHELTER (LEYTE & SAMAR)


The position will supervise the earthquake shelter recovery program for homeowner repair and reconstruction using
disaster resilient building techniques. The Shelter Engineer will lead the construction scheduling, site planning, training of
homeowners and skilled labor, and quality assurance.
Bachelors Degree in Engineering, masters preferred.
Minimum four years experience working in planning and implementation of housing construction or infrastructure
projects. Prior disaster recovery experience preferred.
Proven strong ability to provide technical assistance and expert advice to partners in infrastructure and related fields.
Strong skills in assessing and developing partner and local government capacity.
Experience in project management, planning, supervision and reporting

URBAN PLANNER (PALO, LEYTE)


The position will support the typhoon shelter recovery program for homeowner repair and reconstruction using disaster
resilient building techniques. The Urban Planner will provide technical assistance for Tacloban reconstruction programs
and other urban shelter and settlement reconstruction.
Bachelors Degree in Urban Planning, masters preferred.
Minimum three years experience working in urban planning; prior experience in post-disaster environments preferred.
Proven strong ability to provide technical assistance and expert advice to partners in urban planning.
Strong skills in assessing and developing partner and local government capacity.
Create, prepare, or requisition graphic and narrative reports on land use data, including land area maps overlaid with
geographic variables such as water and sanitation, population density, livelihoods.
Conduct and review field investigations, surveys, impact studies or other research to compile and analyze data on
economic, social, regulatory and physical factors affecting land use
Assess urban risks as well as risk communication and gap analysis
Advocate for the integration of urban hazard risk reduction information
Produce medium and long-term urban recovery plans, including economic development plans and strategic land-use
plans for each of the participating municipalities.
Ability to use GIS and 3-D computer modeling software is a plus

ARCHITECT (PALO, LEYTE)


The position will provide technical assistance to shelter reconstruction teams for homeowner repair and reconstruction
using disaster resilient building techniques. The Architect will provide technical assistance, technical drawings, and site
planning for Tacloban reconstruction programs and rural shelter programs.
Bachelors Degree in Architecture, masters preferred. Must be licensed Architect.
Minimum three years experience working in architecture; prior experience in construction required; prior experience
in post-disaster environments preferred.
Experience using Auto CAD required.
Proven strong ability to work independently and provide high quality technical drawings
Team player, and take responsibility for work assigned; Ability to work on short timeframes and meet deadlines is a
must.
