1. Introduction to NRSP Microfinance Bank


National Rural Support Program (NRSP) is one of the largest providers of Micro finance
in Pakistan. NRSP’s microfinance operation is currently undergoing a transformation to
form the NRSP Microfinance Bank (the Bank) for which a license to operate as a
nationwide microfinance bank has been provided by the State Bank of Pakistan. NRSP’s
commitment to rural areas and its long experience of microfinance help it to maintain its
position of the market leader.

2. Purpose of the RFP


The purpose of the RFP is to invite applications from interested companies / firm /
individuals to partner with NRSP Microfinance Bank in developing and implementing
policies and procedures for Human Resource Management.
Please send your proposals to the contact person and address provided.
3. Application process

Interested parties may send the proposal by mail to the contact persons identified above
by COB on March 15, 2010. The receipt of the proposal shall be acknowledged to all
applicants. Short–listed parties may be required to further discuss the scope of activities
and the milestones for the progress of the project. The team shall be required to travel
extensively for the project implementation.

The applicants are requested to include the following information as a minimum in their
proposal:

1. Detailed methodology to be adapted


2. Profile of the key members to be involved in the project and their CVs
3. Experience of similar projects
4. Project cost
5. Project timeline
6. Deliverables

4. Selection Criteria

Only those candidates shall be short listed for further negotiation who meet the following
criteria
1. Prior experience of developing HR systems and procedures
2. Provide acceptance reference of at least two previous assignments of similar
nature
3. Availability of key persons to be engaged in the assignment

5. Scope of the project

The consultant shall develop a policy and procedure framework based on the
international best practices. The project shall at a minimum include the following areas

1. Study of Government of Pakistan Labor Laws in context of human resource


policies for NRSP bank
2. Study current salary structure and incentive schemes offered by peer institutions
3. Assess MIS compatibility to support HR-IS for the new bank.
4. Prepare a comprehensive HR policy manual including but not limited to the
following areas:
o Organization structure and job descriptions
o Salary structure and a grading system
o Benefits (Provident fund, medical, insurance, loans and advances etc)
o Performance management system with Key Performance Indicators and
scheme for incentives
o Staff training & development
o Staff appraisal procedures
o Staff promotion procedures
o Employee record and security of information
o Leave balance and time record
o Traveling and daily allowances
o Staff induction and orientation procedures
o Conduct and discipline (attendance, punctuality, dress code)
o Internal investigation, disciplinary and dismissal procedures
o Internal Complaints procedures
o Procedures for relocation
o Employment policies (like equal opportunity, non discrimination anti
harassment Gender Policy in accordance with Government Laws)
o Open Door Policy
o Conflict of Interest
o Resignation from service
5. Assist the management in transfer of staff from NRSP to NRSP Bank
6. Assist the management in the implementation of the new HR system in NRSP
Bank.

6. General terms and conditions

The bank reserves the right to (a) reject or accept any proposal from any party, (b) not
respond to a request made by any party. The proposal submitted shall not be construed as
or intended to be an offer.
