Dr. Bartlett recommended the insertion of the statement, The promotion of a student from grade three (3) shall be conditioned on the satisfaction of the applicable competency requirements prescribed by A.R.S. 15-701 and depicted in Regulation IKE-RB.
Super Volunteer Recognition
The governing board recognized Marty Getraer as a super volunteer. Board President Carole Siegler reviewed the volunteer efforts of Mr. Getraer at Esperero Canyon Middle School. Mr. Getraers support of the library through his donation of time and material to repair books, restoring them to like new condition, exemplifies the part of the CFSD mission of a caring, collaborative learning community. Approval of the Nomination of Carole Siegler for the ASBA All-Arizona School Board Award Board Vice President Eileen Jackson presented information about a proposal to nominate CFSD Governing Board President Carole Siegler for the AllArizona School Board Award sponsored by the Arizona School Boards Association (ASBA). This honor is awarded for proven records of active service on the governing board, demonstrated concern for the districts children, rapport with fellow board members, commitment to boardsmanship training, and support of the ASBA and its activities. Board President Carole Siegler is highly qualified to receive this honor, with over 19 years of service on the CFSD Governing Board and other volunteer work in the community. The board approved the nomination as presented. JFAB Tuition/Admission of Nonresident Students (first reading) Dr. Bartlett presented the first reading of a proposed revision to the policy about admitting nonresident students without payment of tuition. House Bill 2479 added language to the eligibility of children who are residents of the United States, but non-residents of Arizona, for enrollment in a year round residential boarding academy located in this state specializing in intensive instruction and skill development in sports, music, or acting. Consideration of Proposed Revisions to Policy JLIA Supervision of Students (first reading) Dr. Bartlett presented the first reading of proposed policy language changes intended to provide greater clarity concerning the supervision of students, based upon the input of the Arizona School Risk Retention Trust Inc. Specific revisions include additional language regarding the districts responsibility to provide reasonable supervision, replacing language about line of vision with reasonable proximity of students, and conditions when a teacher is not in the physical presence of a student. Consideration of Revisions to 2015-2016 Performance Award Plan Dr. Bartlett presented the revisions to the 2015-2016 Performance Award Plan. The district is required to have a plan for a teacher performance-based compensation system. In June 2015 the board approved minor changes to the policy for school year 2015-2016. Dr. Bartlett reported that after further review the administration concluded that a more comprehensive database was the appropriate, fairer measure of a schools performance. Therefore, the administration proposed the use of the most current Arizona A-F accountability system as the basis for determining 2015-2016s performance award. The board approved the revisions as presented.

2015-2016 Comparative Enrollment Report
Dr. Bartlett presented the comparative enrollment report that covered the school years 2005-2006 through 2015-2016. On September 28, 2015, schools reported an enrollment of 4,901 students, a decrease of 42 students compared to last year. Grade level enrollments are K-5 = 2,002; 6-8 = 1,204; and 9-12 = 1,695. The non-resident enrollment is 1,914 (39% of total enrollment). The CARE before and after school program is up about 19% over last year. Valley View Early Learning Center is at capacity with an enrollment of 151. These enrollments are based on the 40-day average daily membership (ADM), The 100day ADM will be the official count that determines state funding.
