Greetings,

We have seen with much regret your latest briefing to the Security Council and the ensuing
media stakeout. The magnitude of pressures exerted on you by the other parties was evident as
five months of continuous discussions in Muscat and the positive steps we took, to everyone's
testament, were ignored and your briefing was void of any mention of the seven points or even
a truthful description of the crisis and solutions.

From the first moment, we have dealt with you responsibly by the proposal of the ten points
despite the extremely negative responses from the other party. Following an exhaustive
discussion, the seven Muscat principles were developed and met the demands of the other
party in the clear commitment to the Security Council Resolutions including resolution 2216. At
that point, you know that you considered this an extraordinary and significant breakthrough as
it left no more demands by either party to end the war and prepare for a serious political
dialogue. However, the other party stalled and said that we didn't issue an official statement
indicating acceptance. Afterwards, we sent an official letter to the UN Secretary General and
distributed it to the Arab and international media with a clear and explicit stance; that there was
no longer a justification for the continuation of the aggression and the blockade on Yemen.
While we awaited a positive and fair stance on your part in your Security Council briefing by
highlighting the consultations in Muscat, the seven points and our letter to the SecretaryGeneral and underscoring our consent as you promised, the position taken was unfortunately
negative and utterly disagreeable as you ignored the seven points altogether.

While we appreciate your approach to the humanitarian aspects, it fell short from [showing] the
enormous suffering shouldered by the Yemeni people as a result of the eight-month long total
blockade that prevented the access of food stuff, oil derivatives and basic commodities with
only very few quantities entering and being sold in high prices. As you mentioned some

governorates, and while we don't want any suffering in any part of our country, you overlooked
the cause and the core of this suffering which is the total blockade, indiscriminate shelling, the
use of forbidden weapons, the flow of invaders to our country, the increasing presence of
AIQaeda and the Islamic State and turning entire governorates into military targets as is the case
with Sa'adah.

We have warned repeatedly in several meetings with you from the gravity of the situation and
that the alternative for the State, army and security will be the terrorist organizations AIQaeda
and ISIS. You listened to the other party downplaying the matter and saying that their actual
presence is exaggerated while AQAP and ISIS members amount barely to five people. Now, the
other party itself declared that Aden is under AQAP and ISIS control and even demanded and
negotiated with them the release of 53 armored military vehicles. The unfortunate bombings of
private and public institutions and hotels in Aden have been a manifestation of this miserable
situation that allowed AQAP and ISIS to spread, provided both with weapons and funds and
provided the political cover through the war. This is the case in the majority of the southern
areas as AQAP and ISIS are growing their presence day by day.

We re-establish that we will not accept that our country is turned into a playground for such
criminal elements to undertake horrendous crimes against the Yemeni people. We will not
accept invaders and occupiers no matter what.

Moreover, we reiterate our adherence to the seven points and our letter to the UN SecretaryGeneral and its content. We express our resentment regarding your complete disregard to the
seven points and your selectivity with them as the other party pleases.

We hereby demand an official clarification from you with respect to this position since we are a
fundamental party in the solution and our objective is to reach a comprehensive solution to the
political impasse instead of delaying it. Hence, we require you again to clarify your position
regarding the consultations in Muscat and the seven points in order for us to continue the
dialogue and negotiation efforts with you and in order to seriously feel that any agreement with
you will be a responsible and serious one and not just a useless chatter.
