• We, the movement for democracy and rights of ethnic nationalities, successfully held
our 15th strategic consultation meeting on 20th and 21st March on the Thai Burma
border. Participants from 10 major alliances discussed and debated the current
political situation of Burma at the meeting and came to a common position. We are
all in complete agreement in our position to reject the five electoral laws and the
technical regulations issued by the SPDC. In our opinion, these laws have been
developed for the sole purpose of institutionalizing the oppression of the people of
Burma.
• We also restate that we do not accept the process of the Nargis Constitution nor do
we accept the substances of the constitution. Moreover we reaffirm our position on
supporting NLD’s Shwegonedaing Declaration that seeks a peaceful solution through
national reconciliation process in order to solve the country’s problems.
• The electoral laws have been created In order to force the pro‐democracy political
parties and forces to give up their political stands including the Shwegonedaing
Declaration. According to these laws, political parties would be forced to expel Daw
Aung San Suu Kyi, U HKun Htun Oo, and all other colleagues who have been falsely
imprisoned by the regime. In addition, according to these laws, before registering,
the political parties have to pledge to uphold the Nargis Constitution. Therefore we
find it impossible to accept these laws and we strongly denounce them. Moreover,
we believe that political parties should not register at the commission according to
the unfair political party registration act.
• In addition, we state our strong objection to the regime’s plans to transform the
ethnic ceasefire groups into border guard forces. This plan’s ultimate aim is clearly to
abolish the movement for self‐determination and rights of ethnic nationalities. We
believe that the rejections of ceasefire groups to this plan are critical to the
development of the country’s political process. We fully support the current positions
of KIO, UWSP, NMSP, and some ceasefire groups which seek justice and fairness in
the transformation process in order to maintain their identities, their territories, and
their organizations. We also reaffirm our position that we will continue to work with
our fellow organizations of ceasefire groups for equality and self determination of the
ethnic nationalities and for the establishment of the federal union.
• We condemn the regime’s offensive against ethnic nationalities and their military
operations in the ethnic areas, actions pursuing the regime’s goal of systematically
dividing and ruling the ethnic nationalities of Burma.
• It is beyond doubt that the regime does not seek to solve the problems through
dialogue, with the NLD and political forces nor with the ethnic nationalities, including
the ceasefire groups. The electoral laws and the border guard force plans provide
clear supporting evidence of this.
• Therefore we, the movement for democracy and the rights of ethnic nationalities,
oppose all unjust laws and decrees and will boycott the 2010 elections by all means,
including mass movement.
1. We request all democratic forces inside and outside to join with us in order to
oppose the electoral laws
2. We request the International community, including the United Nations, to
denounce the 2010 elections, which have been set up by these laws to work
against the democratization of the country. We request the international
community not to recognize the result of the election.
3. And again and most importantly, we request all political forces and the entire
population to oppose the unjust laws and decrees of the regime and to
boycott the 2010 elections by all means.
