Greetings fellow Lions, friends, and guests of the Baltimore Metro Chapter Alumni Association of Lincoln
University. I would like to thank you for being a part of our Second Annual Thurgood Marshall Scholarship
Gala and Awards Banquet. Tonight we pay tribute and honor those who have exemplified superior service
in the areas of leadership, professional achievement, education, the arts, and humanities. Our honorees have
dedicated their lives to their respective disciplines and have exemplified the qualities of our esteemed alumus
the Late Justice Thurgood Marshall.
As we enjoy the fellowship of this event let us be reminded of our duty as alumni of Lincoln University. Our
scholarship galas purpose is to raise funds to support thousands of Lincoln University students who will
become our future leaders of the world. A portion of the proceeds from this event will enable those who
may not have the means for college to obtain a quality college education. Therefore, we truly appreciate your
patronage and encourage you to join us for our annual event.
On behalf of Interim President Ms. Miriam Stokes and the members of the Baltimore Metro Chapter of

Honorees
Honorees
Debra L. Long-Doyle
Debra Long-Doyle recently retired after 30 years as an Assistant United States Attorney in the
District of Columbia. After graduating with honors from Lincoln University in 1976, she attended American University Washington College of Law. As a trial attorney in the U.S. Attorneys
Office, she successfully tried over 100 jury cases, including several high profile homicide cases
in the early 1990s when the city was dubbed the Murder Capital of America. In recognition of
her talent as a litigator, she was appointed to several managerial positions, including the Chief
of the Felony Trial Section. She also served in the front office of two U.S. Attorneys, including
former U.S. Attorney Eric H. Holder, Jr., as the Executive Assistant U.S. Attorney for Community
Relations.
Ms. Long-Doyles successful federal prosecutions included the Department of Education employees for defrauding the Department of over $1.2 million; a multi-defendant Phencylidine
conspiracy involving the distribution of over 14 kilograms of PCP in the D.C. area; local and
foreign nationals for bank fraud of over $1.6 million; a former U.S. Airman who, along with 9
other members of the military stationed in Germany, murdered an Army soldier during a gang
initiation and one of the largest cocaine conspiracies in the D.C. area involving the distribution
of over 90 kilograms of cocaine.
Ms. Long-Doyle lives in Washington, D.C. She and her late husband, Robert W Doyle, Jr., Esquire, had two daughters. Her oldest daughter is studying for an M.A. in Digital Humanities at
Kings College London, and her youngest daughter is a junior at Wesleyan University in Connecticut.
Honorees
Dot Smallwood was named Acting Assistant Deputy Commissioner for Human Resources of
the Social Security Administration (SSA) effective September 23, 2013. As the alter ego to the
Deputy Commissioner for Human Resources, she shares responsibility for executive leadership
of the agencys human resources programs in support of approximately 60,000 employees.
This responsibility includes management of the Office of Civil Rights and Equal Opportunity,
Office of Labor Management and Employee Relations, Office of Learning, Office of Personnel,
Executive Services Support Staff, Diversity & Inclusion and Strategic Planning Staff and
Office of Strategic Human Capital Management.
Mrs. Smallwood began her career as a Cooperative Education Program (also known as COOP)
student, service representative, in the New York Region and worked in the Philadelphia Region
as a claims representative, supervisor, office manager, program analyst, and executive assistant
to the Assistant Regional Commissioner before transferring to the Office of Operations in
Baltimore SSA Headquarters.
Throughout her career, Mrs. Smallwood has received numerous awards including Commissioner,
and Regional Commissioner Honor Citations. She served on numerous committees and
participatedin nonprofit organizations over the years; Girl Scouts of Central Maryland, Parents
Anonymous (Family Tree) speaker at Woodstock Job Corp Center, Maryland Special Olympics
Volunteer and member of the Alumni Association of Lincoln University, Baltimore Metro
Chapter.
Ms. Smallwood earned her Bachelors degree from Lincoln University, Pennsylvania and holds
her Masters degree in Management from University Maryland, University College. She lives
with her husband, Stanley, also a Lincoln University graduate and they have one daughter,
Victoria in her third year of law school.
Honorees
Calvin G. Butler
Calvin G. Butler Jr. became chief executive officer of Baltimore Gas and Electric Company (BGE)
on March 1, 2014. Butler previously served as BGEs senior vice president, regulatory and external affairs. Butler also served as Exelons senior vice president of corporate affairs and held other
leadership positions within Exelon and BGEs sister company, ComEd (Chicago). Butler played
a critical role in helping to successfully navigate company and stakeholder relations during the
merger between Exelon and Constellation Energy.
Before joining Exelon in 2008, Butler held leadership positions for eight years with the print,
digital and supply chain solutions company RR Donnelley. Butler spent his early career with
CILCORP (CentralIllinois Light Co.), where he worked in government affairs, legal and operations.
Butler is very active in civic and community relations and has received several honors for his
contributions. He serves on the board of several Maryland organizations including the University of Maryland Medical Center, the Maryland Zoological Society (Maryland Zoo in Baltimore)
and the Enoch Pratt Free Library. He is a Governor appointee to the Maryland Private Sector
Economic Development Commission. In 2014, Butler served as the chair of the American Heart
Associations Greater Baltimore Heart Walk. Butler also serves in multiple leadership capacities
at his alma mater, Bradley University. He is currently vice chairman, member of the executive
committee and chairman of the Presidential Search Committee. In 2014, Butler was awarded an
honorary doctorate of Humane Letters from Morgan State University.
Butler earned a bachelors degree from Bradley University in Peoria, Ill., and a Juris Doctor degree from Washington University School of Law in St. Louis, Mo.
Honorees
Edward H. Wilson
Edward H. Wilson has 29 years of experience in the field of Criminal Justice. As a proud
member of the Baltimore Police Department, Edward began his career as a Forensic Scientist
in the Mobil Crime Lab. Seeking a little more excitement, he became a sworn police officer
and has served in Neighborhood Patrol, Criminal Intelligence, Narcotics, and Homicide. It
was in the Homicide unit where Edward was able to combine his science background with
his law enforcement experience to effectively investigate death scenes leading to an arrest and
successful conviction of 90 percent of cases he was assigned. Edward is extremely passionate
about death investigation and believes that it is important to speak for those who can not speak
for themselves, giving some sort of closure to those they have left behind.
Edward currently serves as the Baltimore Police Departments Liaison to the Office of the Chief
Medical Examiner for the State of Maryland. As a Detective Sergeant assigned to the Criminal
Investigation Bureaus Homicide Unit, he oversees the coordination of investigations between
Homicide Detectives, the states Medical Examiners, and the Investigators for the Office of the
Chief Medical Examiner. More importantly, Edward in this position has become the regions
leading Postmortem Fingerprint Technician, fingerprinting well over 1000 homicide, suicide,
and questionable death victims per year.
After joining the Baltimore Police Department, Edward became a member of the Vanguard
Justice Society, Incorporated. As a member of the Executive Board, Edward has served as the
organizations Treasurer for the past 12 years. Edward has also served as an Administrative Officer
(Major) for the Maryland Department of Public Safety and Correctional Services, Division of
Pretrial Detention and Services Baltimore Central Booking and Intake Center.
Edward graduated from Baltimore Polytechnic Institute in 1982, and has returned to his
highschool, where he has served for over 8 years as assistant coach for hurdling and sprints.
Edward earned his Bachelor of Science Degree in Biology from Lincoln University in 1986,
and has had the pleasure of seeing his two children Harlynn Wilson, class of 2014, and Gerod
Wilson, his Goddaughter Aprile Greene class of 2011, and several of his track athletes walk
those same hallowed grounds.
Edward is married to the love of his life Cynthia A. Wilson (honorary Lincolnite) who has
always supported, motivated and inspired him to be his best. Edward is a member of Alpha Phi
Alpha Fraternity, Incorporated.
