unvouchered funds within the Government and for CIA specifically. Hr. Schaub informed them that only part of CIA funds
were unvouchered; only the Director could approve use of
unvouchered funds; CIA had a GAO representative working right
over here; f'urther, CIA was setting up an audit system of
covert activities. These questions are apparently instigated
by Senator Kenneth McKellar, Tenn. Mr. Schaub gave them no
figures since this is classified information and told them
he was sure Director would be glad to talk to them off-therecord. Mr. Schaub suggests Director wait to hear from them;
however, stated that Tom Graves would be leaving in a few
w~eks and it might be well for Director to call on the staff
prior to Graves' departure.

re temporary duty; he believes he can handle and assignment
is agreeable to AD/ORE. Director instructed him to inform
Adm Low that he could assume primary duty with Low for two
months, coming back to CIA at least once a week or as needed;
after the two months he should return to primary duty with
CIA, assisting Adm Low from time to time if necessary.

Mr. Earl Hart (tel) -Applicant; states that he is very close to the
White House even though he is a Republican--Mr. 14. Connelly
and l1r. Donald Dawson have suggested he contact Director;
he would like to call on Director of speak to him on the
telephone. Mr. Hart states that as assistant to Governor
Stassen he had some personal contact with Director. (Director
talked to him on 3 and 6 June 1947.)

Mr. George Bookman, Time Magazine (tel) - Re his inquiry. Informed him
that shortly before the Russians began their last advance
toward Berlin, Vlasov and his staff were transferred from
Karlsbad to Czechoslovakia, and later on 15 April 1945 to
Fuessen in Bavaria. Here V. surrendered to u.s. forces in
Nay 1945. After the German capitulation he was extradicted
to the Russians who transferred him to Moscow for execution
by hanging. On 2 August 1946, Hoscow radio reported that
V. and ten of his supporters had been executed. Hr. Bookman
stated this answered his question.
