PREFACE
The Pakistan Public Administration Research Centre (PPARC) has been conducting periodical census of
Federal Government Civil Servants in terms of various characteristics on triennial basis since 1963. Since 1997, the Centre
has also been maintaining statistics on annual basis in respect of all categories of Federal Government employees by
sanctioned and actual strength to meet the growing requirements of the Federal Government organizations and the donor
agencies. Eight annual statistical bulletins for the years 1997-98 to 2004-2005 have so far been published.

The present ninth annual statistical bulletin (2005-2006) covers Division/office wise sanctioned as well as
Domicile-wise actual strength of all categories of Federal Government employees according to basic pay scales. The
significance of this bulletin is that it also reflects domicile wise position of Federal Government employees. The bulletin has
been prepared on the basis of information collected from Ministries/ Divisions/Departments/Offices.

The analysis of data revealed that the sanctioned strength for the year 2005-2006 in respect of all categories of
Federal Government employees was 4,09,711 while the filled in posts were 3,58,130 as on 01 July, 2005 which were 87.41%
of the sanctioned strength. The number of posts sanctioned for the Federal Secretariat and Attached
Departments/Subordinate Offices were 21,378 (5.2%) and 3,88,333 (94.8%) respectively. The working strength of Federal
Secretariat and Attached Departments /Subordinate Offices were 17,998 (5%) and 3,40,132 (95%) respectively and the
Domicile wise position of employees working in Federal Government was in Punjab 1,77,828 (49.65%), Sindh 58,089
(16.22%), NWFP 83,261 (23.25%), Balochistan 11,091 (3.1%), AJ&K 4,398 (1.23%), NA 21,565 (6.02%), FATA 1,898
(0.53%) respectively.

It is hoped that this bulletin would serve as a useful and handy reference booklet. The data can be used by
various government functionaries, administrators, scholars, researchers, planners of administrative policies and training
programmes for the welfare of employees.

INTRODUCTION
The compilation and maintenance of statistics by conducting censuses regarding the
civil servants of the Federal Government is one of the functions of the Pakistan Public
Administration Research Centre, Management Services Wing, Establishment Division. For
the purpose, the PPARC periodically carries out census of Federal Civil Servants in terms of
their various characteristics. Such censuses were conducted in 1963, 1966, 1970, 1973, 1977,
1980, 1983, 1986, 1989, 1993,1996, 2000 and 2003 on triennial basis. In 1997, it was realized
to keep the data updated on annual basis in respect of all categories of Federal Government
employees about Sanctioned/Actual Strength to meet the day to day requirements of the
Federal

Government

particularly

Finance

and

Establishment

Divisions,

various

Commissions set up by the Government, Pay Commission and Donor Agencies etc.
Accordingly, eight annual statistical bulletins for the years 1997-98, 1998-99, 1999-2000,
2000-2001, 2001-2002, 2002-2003, 2003-2004 and 2004-2005 have so far been published.
The ninth annual census which reflects division/office-wise sanctioned and Domicile-wise
actual strength of all categories of Federal Government employees according to basic pay

scales in the form of six tables. The compilation have been prepared on the basis of
information received from Ministries/Divisions/Departments/Offices and are presented in
the form of a statistical bulletin (2005-2006).
SCOPE AND COVERAGE

The filled in posts in respect of all categories of Federal Government employees as on

July,

2005

and

sanctioned

posts

for

the

year

2005-2006

of

Ministries/Divisions/Departments/Offices were included in the bulletin except the vacancies

position of the civilian employees paid out of defence estimates.
COLLECTION AND TABULATION OF DATA
3.

The data have been gathered from Ministries/Divisions/Departments/Offices and

tabulated. A master file on floppy diskette has been created for automatic updating and composing
of requisite statistical tables.

PUBLICATION OF BULLETIN
4.

The Bulletin comprises 6 statistical tables (table-1 shows sanctioned and Domicile-wise

actual strength of all categories of Federal Government employees by BPS, table-2 represents
sanctioned and Domicile-wise actual strength of all categories of Federal Government employees
working in Federal Secretariat by BPS, table-3 shows the data of sanctioned and Domicile-wise
actual strength of all categories of Federal Government employees working in the Attached
Departments/Sub-ordinate Offices by BPS,
table-4 reflects the division and Attached Department/Sub-ordinate Office-wise position of
sanctioned strength of all categories of Federal Government employees by BPS, table-5 shows
Division and Domicile-wise position of Attached Department/Sub-ordinate Office in respect of all
categories of Federal Government employees by BPS and table-6 represents the comparative
picture of sanctioned strength for the years 1997-98, 1998-99, 1999-2000, 2000-2001, 2001-2002,
2002-2003, 2003-2004, 2004-2005 and 2005-2006, 8 relevant diagrams and analysis of the
statistical data covering Sanctioned/Domicile-wise actual strength, overall manpower distribution
in Divisions, overall basic pay scale-wise distribution of employees, distribution of employees by

basic pay scale in Federal Secretariat/Attached Departments/Sub-ordinate Offices and offices

status-wise distribution of employees and comparative picture of sanctioned posts.

ANALYSIS OF DATA
SANCTIONED AND ACTUAL STRENGTH

The sanctioned strength for the year 2005-2006 in respect of all categories of Federal

Government Employees was 4,09,711 while the filled in posts were 3,58,130 as on 01 July, 2005
which were 87.41% of the sanctioned strength.

Of the total sanctioned posts, 4.91%, 3.46%, 12.89%, 57.51% and 21.22% were

sanctioned for BPS 17 to 22, 16, 11 to 15, 3 to 10 and 1 to 2 respectively.

76.49% and 82.47% of sanctioned posts for BPS 17 to 22 and BPS-16 were filled in

respectively. Out of the sanctioned posts of BPS 11 to 15, 84.22% were filled in whereas out of
sanctioned posts of BPS 3 to 10 and BPS 1 to 2, 88.68% and 89.23% were filled in respectively.

21378 (5.22%) and 3,88,333 (94.78%) posts were sanctioned for Federal Secretariat and

Attached Departments/Sub-ordinate Offices respectively.

Out of sanctioned posts for Federal Secretariat, 84.19% were filled in. Out of the

sanctioned posts for Attached Departments/Sub-ordinate Offices, 87.59% were filled in.
OVERALL MANPOWER DISTRIBUTION IN DIVISIONS
10.

Amongst the Divisions of the Federal Government the Interior Division was the largest

administrative unit in terms of manpower, which worked out 30.25% of the total actual strength
under the Federal Government. The second largest unit was the Railways Division with 22.88% of
the actual strength. Whereas Communications Division with 8.70% got the third position. The
fourth, fifth, sixth, seventh and eighth positions went to Revenue; Defence; Kashmir Affairs and

Northern Areas; Finance and Education Divisions which accounted for 6.96%, 6.42%, 5.17%, 4.18%
and 3.01% of the total actual strength respectively.
OVERALL BASIC PAY SCALE-WISE DISTRIBUTION OF EMPLOYEES

Basic Pay Scale wise analysis shows that BPS-5 occupied the first position with 23.02%

among BPS 1-22 total actual strength of the Federal Government, the second position went to BPS1, which was 14.13%. The third, fourth, fifth and sixth positions went to BPS 7, 3, 2 and 6 with
9.85%, 8.27%, 7.53% and 6.17% respectively and followed by the percentages of employees in BPS11 (5.58%), BPS-4 (5.34%), BPS 17-22 (4.30%), BPS-9 (3.99%), BPS-16 (3.27%), BPS-14 (3%), BPS12 (2.25%), BPS-8 (1.08%),

BPS-15 (0.95%), BPS-13 (0.64%) and BPS-10 (0.62%).

Out of BPS 1-16 actual strength, BPS-5 occupied first position with 24.05%. The second

and third positions went to BPS-1 and BPS-7 with 14.77% and 10.29% of such categories of
employees respectively.

Among BPS 17-22 actual strength, BPS-17 and BPS-18 holding first and second

positions with 48.91% and 30.43% of gazetted employees.

Basic pay scale wise analysis shows that BPS-1 attained the first position with 23.86%
BPS 1-22 of total actual strength of the Federal Secretariat, the second position went to

BPS 17-22 with 16.68% of such category of employees and the third, fourth, fifth and sixth
positions went to BPS 11, 5, 12 and 15 with 12.31%, 9.18%, 8.45% and 8.42% respectively and
followed by the percentages of employees in BPS-4 (7.92%), BPS-7 (5.44%), BPS-2 (3.15%), BPS-16
(2.62%), BPS-10 (0.43%), BPS-14 (0.35%), BPS-3 (0.33%), BPS-6 (0.28%), BPS-9 (0.27%), BPS-8
(0.26%) and BPS-13 (0.03%).

Out of BPS 1-16 actual strength of the Federal Secretariat, BPS-1 occupied first

position with 28.64%. The second and third positions went to BPS-11 and BPS-5 with 14.78% and
11.02% of such category of employees.

Among BPS 17-22 actual strength of the Federal Secretariat, BPS-18 and BPS-17

holding first and second positions with 35.68% and 28.71% of such class of employees.

DISTRIBUTION OF EMPLOYEES BY BPS IN ATTACHED

DEPARTMENTS/SUBORDINATE OFFICES

Basic Pay Scale wise analysis shows that BPS-5 stood first position with 23.75% among

BPS 1-22 total actual strength in respect of Attached Departments/Sub-ordinate Offices. The
second position goes to BPS-1 with 13.62% and third and fourth positions to BPS-7 and BPS-3 with
10.08% and 8.69% respectively and followed by the percentages of employees in BPS-2 (7.76%),
BPS-11 (5.23%), BPS-6 (6.48%), BPS-4 (5.21%), BPS-9 (4.19%), BPS 17-22 (3.64%), BPS-16 (3.30%),
BPS-14 (3.14%), BPS-12 (1.92%), BPS-8 (1.12%), BPS-13 (0.67%), BPS-10 (0.63%) and BPS-15
(0.56%).

Out of BPS 1-16 actual strength of Attached Departments/Sub-ordinate offices BPS-5

attained the first position with 24.65%. The second and third positions went to the BPS-1 and BPS7 with 14.13% and 10.46% respectively of such category of employees.

Out of actual strength of BPS 17-22 relating to Attached Departments/Sub-ordinate

offices BPS-17 and BPS-18 with 53.80% and 29.16% respectively got first and second positions.

OFFICE STATUS WISE DISTRIBUTION OF

EMPLOYEES BY BPS 17-22 AND BPS 1-16

OVERALL POSITION IN DIVISIONS

Out of BPS 17-22 actual strength of all categories of Federal Government employees,

the first position was attained by Education Division with 12.70%. The second, third, fourth, fifth,
sixth and seventh positions went to Finance; Revenue; Kashmir Affairs and Northern Areas;
Health; Defence and Interior Division with 9.09%, 8.40%, 8.31%, 7.89%, 7.35% and 6.32%
respectively of such category of employees.

Among BPS 1-16 actual strength of the Divisions, the first and second positions were

secured by Interior and Railways Divisions with 31.32% and 23.74% respectively, whereas third,
fourth, fifth, sixth and seventh positions were got by Communications; Revenue; Defence; Kashmir
Affairs and Northern Areas and Finance Divisions with 9.01%, 6.90%, 6.37%, 5.03% and 3.96%
respectively.

MAIN SECRETARIAT
Out of BPS 17-22 actual strength of Main Secretariat, the first and second positions

were attained by Finance Division and Foreign Affairs Division + Pakistan Mission Abroad with
7.06% and 6.76% respectively. The third position was attained by National Assembly Secretariat
with 5.66%, Planning and Development Division and Senate Secretariat with 5.63% and 3.16% got
the fourth and fifth positions respectively.

Among BPS 1-16 actual strength of the Federal Secretariat the first, second and third

positions were secured by Foreign Affairs Division + Pakistan Mission Abroad; Finance Division
and National Accountability Bureau with 10.12%, 6.48% and 6.02% respectively. The National
Assembly Secretariat and Planning & Development Division with 4.62% and 3.45% got the fourth
and fifth positions respectively.

ATTACHED DEPARTMENTS/
SUB-ORDINATE OFFICES
Out of BPS 17-22 actual strength of Attached Departments/Sub-ordinate Offices, the

first position was attained by Federal Directorate of Education with 14.42%. The second and third
positions were attained by Central Board of Revenue and Office of the Chief Secretary of Northern
Areas with 10.44% and 10.03% respectively. The Office of the Auditor General of Pakistan with
6.32% got fourth position.

Among BPS 1-16 actual strength of the Attached Departments/Sub-ordinate Offices

the first and second positions were secured by Pakistan Railways and Pakistan Post Office
Department with 24.77% and 8.18% respectively, whereas the third, fourth, fifth and sixth
positions were attained by Central Board of Revenue, Office of the Chief Secretary Northern Areas,
Islamabad Capital Territory Administration and Federal Directorate of Education with 7.22%,
5.22%, 3.19% and 2.49% respectively.

COMPARATIVE PICTURE OF SANCTIONED

STRENGTH SINCE 1997-98 TO 2005-2006

The sanctioned posts in respect of all categories of Federal Government employees were

3,97,219; 4,31,365; 4,08,704; 4,13,577; 4,16,795; 3,98,307; 3,93,290; 3,89,163 and 4,09,711 for the years 199798, 1998-99, 1999-2000, 2000-2001, 2001-2002, 2002-2003, 2003-2004, 2004-2005 and 2005-2006 respectively.
These statistics show that the sanctioned strength of all categories of Federal Government employees has
been increased by 8.6% in 1998-99 on the basis of previous year (1997-98) data. Thereafter the sanctioned
strength has been declined in 1999-2000, 2000-2001, 2001-2002, 2002-2003, 2003-2004, 2004-2005 and 20052006 by 5%, 4%, 3%, 7.7%, 8.8%, 9.8% and 5% respectively than that of 1998-99. In 2005-2006, the
strength has been declined to the almost level of 1999-2000 which is a good indicator showing a significant
effect on the control of manpower by adopting Government policy for downsizing and rightsizing in
Ministries/Divisions/Departments/Offices.

I.

OVERALL DOMICILE-WISE POSITION OF FEDERAL GOVT. EMPLOYEES

Of the total Federal Government Employees about 49.65%, 16.22%, 23.25% and 3.1% were domiciled

in the Provinces of the Punjab, Sindh, NWFP and Balochistan respectively. 1.23 % were domiciled in Azad
Jammu and Kashmir, whereas 6.02% employees were domiciled in the Northern Areas and 0.53% employees
were in FATA respectively.

II.

DOMICILE-WISE DISTRIBUTION BY BASIC PAY SCALE IN ALL

CATEGORIES OF FEDERAL GOVERNMENT EMPLOYEES

1.

PUNJAB DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (4.88%), BPS-16 (3.92%), BPS 11-15 (14%),

BPS 3-10 (52.90%) and BPS 1-2 (24.30%) among BPS 1-22 of total Actual Strength of Punjab Domicile.

2.

SINDH DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (4.12%), BPS-16 (2.92%), BPS 11-15 (15.10%),

BPS 3-10 (51.68%) and BPS 1-2 (26.18%) among BPS 1-22 of total Actual Strength of Sindh Domicile.

3.

NWFP DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (2.46%), BPS-16 (1.72%), BPS 11-15 (8.62%),

BPS 3-10 (77%) and BPS 1-2 (10.19%) among BPS 1-22 of total Actual Strength of NWFP Domicile.

4.

BALOCHISTAN DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (4.28%), BPS-16 (2.50%), BPS 11-15 (12.59%),

BPS 3-10 (46.13%) and BPS 1-2 (34.50%) among BPS 1-22 of total Actual Strength of Balochistan Domicile.

5.

AJ&K DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (4.43%), BPS-16 (5.59%), BPS 11-15 (11.78%),

BPS 3-10 (50.73%) and BPS 1-2 (27.47%) among BPS 1-22 of total Actual Strength of AJ&K Domicile.

6.

NORTHERN AREAS DOMICILE

Basic Pay Scale-wise analysis shows that BPS 17-22 has (6.19%), BPS-16 (4.67%), BPS 11-15 (6.35%),

BPS 3-10 (58.15%) and BPS 1-2 (24.63%) among BPS 1-22 of total Actual Strength of Northern Areas
Domicile.

7.

FATA DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (13.80%), BPS-16 (4.43%), BPS 11-15 (18.33%),

BPS 3-10 (45.63%) and BPS 1-2 (17.81%) among BPS 1-22 of total Actual Strength of FATA Domicile.

III.

DOMICILE-WISE DISTRIBUTION OF EMPLOYEES

BY BPS IN FEDERAL SECRETARIAT

1.

PUNJAB DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (16.40%), BPS-16 (2.77%), BPS 11-15 (29.32%),

BPS 3-10 (22.51%) and BPS 1-2 (29%) among BPS 1-22 of total Actual Strength of Punjab Domicile.

2.

SINDH DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (21.10%), BPS-16 (3.01%), BPS 11-15 (38.32%),

BPS 3-10 (27.54%) and BPS 1-2 (10.03%) among BPS 1-22 of total Actual Strength of Sindh Domicile.

3.

NWFP DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (16.67%), BPS-16 (2.47%), BPS 11-15 (28.56%),

BPS 3-10 (26.88%) and BPS 1-2 (25.42%) among BPS 1-22 of total Actual Strength of NWFP Domicile.

4.

BALOCHISTAN DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (21.70%), BPS-16 (0.88%), BPS 11-15 (31.96%),

BPS 3-10 (27.27%) and BPS 1-2 (18.18%) among BPS 1-22 of total Actual Strength of Balochistan Domicile.

5.

AJ&K DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (5.63%), BPS-16 (1.53%), BPS 11-15 (15.35%),

BPS 3-10 (28.77%) and BPS 1-2 (48.72%) among BPS 1-22 of total Actual Strength of AJ&K Domicile.

6.

NORTHERN AREAS DOMICILE

Basic Pay Scale-wise analysis shows that BPS 17-22 has (15.83%), BPS-16 (1.44%), BPS 11-15 (20.14%),

BPS 3-10 (35.97%) and BPS 1-2 (26.62%) among BPS 1-22 of total Actual Strength of Northern Areas
Domicile.

FATA DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (29.49%), BPS-16 (0.46%), BPS 11-15 (39.17%),

BPS 3-10 (23.96%) and BPS 1-2 (6.91%) among BPS 1-22 of total Actual Strength of FATA Domicile.

DOMICILE-WISE DISTRIBUTION OF EMPLOYEES BY

PUNJAB DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (4.03%), BPS-16 (4%), BPS 11-15 (12.88%),

BPS 3-10 (55.12%) and BPS 1-2 (23.96%) among BPS 1-22 of total Actual Strength of Punjab Domicile.

2.

SINDH DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (3.60%), BPS-16 (2.92%), BPS 11-15 (14.39%),

BPS 3-10 (52.42%) and BPS 1-2 (26.67%) among BPS 1-22 of total Actual Strength of Sindh Domicile.

3.

NWFP DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (1.99%), BPS-16 (1.69%), BPS 11-15 (7.96%),

BPS 3-10 (78.67%) and BPS 1-2 (9.68%) among BPS 1-22 of total Actual Strength of NWFP Domicile.

4.

BALOCHISTAN DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (3.73%), BPS 16 (2.55%), BPS 11-15 (11.98%),

BPS 3-10 (46.73%) and BPS 1-2 (35.01%) among BPS 1-22 of total Actual Strength of Balochistan Domicile.

5.

AJ&K DOMICILE
Basic Pay Scale-wise analysis shows that BPS 17-22 has (4.18%), BPS-16 (6.47%), BPS 11-15 (11%),

BPS 3-10 (55.48%) and BPS 1-2 (22.87%) among BPS 1-22 of total Actual Strength of AJ&K Domicile.

NORTHERN AREAS DOMICILE

Basic Pay Scale-wise analysis shows that BPS 17-22 has (6.13%), BPS-16 (4.70%), BPS 11-15 (6.26%),
