Ballot loss complicates plans for Equality Act;

NFL rejects calls to move 2017 Super Bowl
By CHRIS JOHNSON

In an unsettling jolt after victories on same-sex marriage, Houston voters
rejected on Tuesday an LGBT-inclusive nondiscrimination ordinance by a wide
margin, raising questions about the eectiveness of the overall strategy to pursue
suchprotections at the federal level and elsewhere.
Major media outlets declared the Houston ordinance defeated after 7 p.m.,
arming the nations fourth largest city will continue to lack explicit prohibitionson
discrimination on the basis of several categories, including sexual orientation and

The D.C. Oce of Human Rights on
Tuesday released the ndings of a sixmonth study that showed 48 percent of
employers appeared to prefer at least
one less-qualied job applicant over a
better-qualied applicant perceived as
being transgender.
The study involved sending 200 test
cover letters and resumes prepared by
OHR to 38 employers that advertised

50 individual job openings, according

to an OHR statement.
The statement says OHR sent two
sets of cover letters and resumes to
each of the advertised job openings
from applicants who appeared to
be transgender and another two sets
from applicants who were portrayed
as non-transgender.
The study is the rst known
government-conducted

against transgender and gender nonconforming job applicants, OHR said
in its statement.
Details of the study along with its
ndings are described in a 28-page

Elections yield mixed bag in Maryland, Virginia

GOP retains control of
Senate in commonwealth;
Wojahn wins
By MICHAEL K. LAVERS
mlavers@washblade.com
Election Day proved a mixed bag of
sorts for LGBT rights advocates and their
supporters in Virginia and Maryland.
Republicans on Tuesday retained
control of the Virginia Senate with state
Sen. Dick Black (R-Loudoun County)
defeating Democrat Jill McCabe by a 5247 percent margin with 100 percent of
precincts reporting.
Glen Sturtevant, a member of the
Richmond School Board, defeated
Democratic Chestereld County Supervisor
Daniel Gecker by a 50-47 percent margin in
the race to succeed retiring state Sen. John
Watkins (R-Powhatan County). Democrat
Jeremy McPike defeated Hal Parrish by a
54-46 percent margin with 100 percent of
precincts reporting.
Gay
state
Sen.
Adam
Ebbin
(D-Alexandria) easily won re-election.
State Del. Mark Sickles (D-Fairfax
County), who came out as gay last year,
defeated Republican Anna Urman by a
63-33 percent margin with 100 percent of
precincts reporting.
Mark Levine, a gay rights attorney
and former congressional staer, will
succeed outgoing state Del. Rob Krupicka
(D-Alexandria) in the Virginia House of
Delegates. Anti-LGBT state Del. Bob Marshall
(R-Prince William County) defeated Democrat
Donald Shaw by a 56-44 percent margin with
100 percent of precincts reporting.
Political observers noted the election
was largely a referendum on Gov.
Terry McAulies legislative agenda
that included his support of expanded
Medicaid in the commonwealth. The
Democratic governor also intensied
his eorts in support of gun control
in the wake of the August murders of
WDBJ reporter Alison Parker and her
cameraman, Adam Ward, that took place
during a live television broadcast.
McCabe in a campaign ad that aired in
the D.C. media market ahead of the election
highlighted Blacks controversial comments
against gays and lesbians. Marriage rights
for same-sex couples and other LGBTspecic issues did not appear to garner
much traction ahead of Tuesdays vote.
State Del. Joseph Yost (R-Giles County)
the rst statewide Republican
lawmaker in Virginia to publicly back
nuptials for gays and lesbians defeated
Democrat Laurie Buchwald by a 58-42
percent margin with slightly more than
97 percent of precincts reporting.

turning point for Virginia Republicans,

said Republican Party of Virginia Chair
John Whitbeck in a statement. After years
of struggling with inghting, the party is
once again united behind the common
goal of electing Republicans at every level
of government.
Democrat Dalia Palchik defeated Patty
Reed, a Republican Fairfax County School
Board member who voted against a proLGBT measure earlier this year, by a 5841 percent margin with 100 percent of
precincts reporting. Anti-LGBT Loudoun
County Supervisor Eugene Delgaudio lost
to Koran Saines by a 48-51 percent margin.

Michael Estve, chapter leader of
Log Cabin Republicans of Maryland, on
Tuesday became the rst openly gay
Republican candidate elected to public
oce in the state with his victory in the
Bowie City Council race.
Estve told the Washington Blade
during a telephone interview that he
did not take any funds from Log Cabin
Republicans for his campaign.
Every individual who supported me
was for me, he said.
College Park City Council member
Patrick Wojahn will become the citys rst
openly gay mayor after defeating Denise
Mitchell by a 1,236-846 vote margin.
Out Council member P.J. Brennan and
Monroe Dennis were in a tight contest in
the District 2 race at Blade deadline.

defeated Republican Patty Reed by a 5841 percent margin with 100 percent of
precincts reporting.
Reed, who has represented the
Providence District on the Fairfax County
School Board that includes portions of
Falls Church since 2009, earlier this year
voted against a measure that added
LGBT-specic information to the Family
Life Education curriculum for middle and
high school students.
The Republican abstained from a vote

on a proposal that added gender identity

to Fairfax County School Districts antidiscrimination policy. Reed supported
the inclusion of sexual orientation in the
regulation that ultimately passed.
The Traditional Values Coalition
endorsed Reed along with Elizabeth
Schultz, a Republican who also voted
against the measures.
Schultz ran unopposed.
Ryan McElveen, the Democrat who
spearheaded the anti-trans discrimination
proposal, won re-election on Tuesday.

Leisure World expands LGBT efforts

The Leisure World (3701 Rossmoor Blvd., Silver Spring, Md.) active adult/
retirement community has announced an expansion of its LGBT inclusion and
outreach eorts.
The Leisure World franchise has created a new branch called Rainbow Over
the Globe. The concept is to build and support LGBT senior interaction under
the entire Leisure World/Rossmoor/Laguna Woods brand. Local Silver Spring
Leisure World resident Mitch Harvey was named national director of Rainbow
Over the Globe.
A September re at the Silver Spring Leisure World led 10 residents to be
displaced from their homes due to smoke and water damage. Some of the
residents will be homeless for up to a year. One was a member of the LGBT
community. Rainbow Over the Globe provided checks to each displaced housing
resident ranging from $500-$2,000. The money was gathered from donations in
the Leisure World community.
Weve received donations and commendations from residents stating they
have never seen such a mobilization and sense of community since they moved
to Leisure World 20 years ago, Harvey says.
The LGBT group in Silver Spring has also started to aim at safer sex education
for the LGBT community. At its last LGBT meeting, Phil Yaeger, executive director
of AIDS Services Foundation of Orange County, discussed how HIV/AIDS aects
the 50-and-over LGBT community.
Rainbow Over the Globe will be reaching out to help establish LGBT groups
in other Leisure World locations including New Jersey, Virginia, California and
Arizona. Harvey will be traveling to those locations to help launch the eorts.
A Dec. 4 gala for the local group is planned. For more information on Leisure
Worlds LGBT group expansion and Rainbow Over the Globe, visit leisureworld.com.

Mayor expects to back cultural competency bill

Health Dept. ocial
sought changes opposed
by LGBT activists
By LOU CHIBBARO JR.
lchibbaro@washblade.com
D.C. Mayor Muriel Bowser on Monday
said she expects to support the current
version of a bill pending before the City
Council that would require continuing
education programs for licensed healthcare
professionals that include LGBT-related
cultural competency training.
Bowsers comment follows testimony
on Oct. 29 by her director of the citys
Department of Health, Dr. LaQuandra
Nesbitt, calling for major changes to the
bill the LGBTQ Cultural Competency
Continuing Education Amendment Act
of 2015. LGBT advocates oppose her
suggested changes.
Nesbitt told the Councils Committee
on Health and Human Services during
a public hearing on the bill that she and
Bowser support the general intent of
the measure but believe it should be
expanded to include cultural competency
training for all populations and subgroups to whom healthcare professionals
provide services.
LGBT healthcare advocates joined
more than a dozen representatives
of healthcare organizations, including
doctors and clinical social workers, in
testifying at the hearing in favor of the
version of the bill introduced in April by
Council members David Grosso (I-AtLarge) and Yvette Alexander (D-Ward 7).
Alexander chairs the Health and Human
Services Committee.
I expect that well support the Council
bill, Bowser told the Washington Blade
following a news conference on Monday.
We will probably go with how they wrote
it and if there are ways to enhance it
down the line thats what we would do,
she said.
The mayors comment will likely
generate a collective sigh of relief from
LGBT activists who expressed concern
that Nesbitt had been pushing for a
broader bill that could decrease its
eectiveness in addressing the need
for cultural training on medical issues
impacting LGBT people.
Grosso told the Washington Blade he
has no objection to cultural competency
training pertaining to other population
groups. But he said adding other groups
to the bill would dilute its ability to address
what he and others have said is lack of
understanding and cultural sensitivity
by many doctors and other health care
providers toward LGBT patients.
The current version of the bill would

amend an existing health care licensing

law to require health care professionals,
including doctors and mental health
practitioners, to receive two credits of
instruction on LGBT subjects as part of
their continuing education programs.
Despite the Districts strong policies
against discrimination, our community,
which is more than 10 percent of the
Districts population, remains at risk, said
Rick Rosendall, president of the Gay and
Lesbian Activists Alliance, in his testimony
before the committee.
[R]egarding the scope of this bill:
Why is it limited to LGBTQ? Rosendall
asked. For one thing, only so much can
be covered meaningfully in two credits
worth of training time. More crucially,
our community faces the particular
challenge of invisibility, he continued.
If we are subsumed under a generic,
all-encompassing category, we are
eectively excluded.
Alison Gill, senior legislative counsel
for the Human Rights Campaign, told
the committee that a 2009 nationwide
survey found that more than half of
LGBT respondents reported being
refused needed care or being treated in a
discriminatory, disrespectful manner by
health care providers.
Culturally competent care is especially
important for LGBT people, as they
continue to face substantial disparities
in health, resulting from the stress of
pervasive stigma; substance abuse
and other health-endangering coping
strategies; a reluctance to seek medical
care due to fear of and actual healthcare
discrimination; and the disproportionate
impact of sexually transmitted disease,
Gill told the committee.
With the exception of Nesbitt, all of
the nearly 20 witnesses testifying at
the Council hearing expressed strong

support for the bill as introduced by

Alexander and Grosso. However, the
executive vice president of the Medical
Society of the District of Columbia, K.
Edward Shanbacker, submitted a letter to
the committee opposing the bill.
The Medical Society believes strongly
that the medical profession alone has
the responsibility for setting standards
and determining curricula in continuing
medical education, Shanbacker said in
his letter. In the District, the mechanism
for that is the Board of Medicine, which
has in the past opposed content-specic
requirements surrounding continuing
medical education, he said.
Grosso said he has an answer to
those, including the Medical Society,
who say only doctors organizations and
medical licensing boards should develop
continuing education training on cultural
competency matters.
My answer to them is well you havent
put this one in place and it would be
important for us to put it on the books
now, he said, referring to LGBT cultural
competence training.
He pointed to testimony by witnesses

at last weeks Council hearing who told

of LGBT patients who have been treated
in a disrespectful manor and sometimes
refused treatment by doctors unfamiliar
with the special health needs of LGBT
people, especially transgender people.
Dr. Raymond Martins, senior director
of clinical education and training at
D.C.s Whitman-Walker Health, told the
committee many of the mostly LGBT
patients he has seen at Whitman-Walker
have reported unpleasant experiences with
other physicians and healthcare providers.
Sadly, in this metropolitan area as well
as throughout the country, physicians
and other health providers do not receive
adequate LGBT clinical and cultural
competency training during medical
school and their post graduate years,
he said. This unfortunately leads to
discrimination and poor health outcome
for LGBT people, Martins testied.
Grosso said he is hopeful that the bill
will be nalized and brought up for a
vote by the full Council before the end
of the year. Eight other members of the
13-member Council signed on as cosponsors of the bill.

Lee to head new nightlife association

Organizers of the newly launched D.C. Nightlife Hospitality Association
have named longtime gay nightlife advocate and Washington Blade business
columnist Mark Lee as its executive director.
An Oct. 26 statement announcing the formation of the new group says it was
founded by owners and operators of local bars, restaurants, nightclubs and
entertainment establishments as a non-prot trade association.
The statement says it will represent the interests of alcohol-licensed
businesses comprising the citys vibrant and growing nighttime economy.
Among those sitting on the groups 11-member board of directors, according
to the statement, is Jim Boyle, an ocial with the D.C. gay bars Number Nine and
Town Danceboutique.
On the day the statement announcing the nightlife associations formation
was released, Lee testied before a D.C. City Council hearing on the associations
behalf in opposition to a bill calling for stricter noise regulations for nightlife
businesses.
Lee and representatives of about a dozen individual nightlife businesses,
including the popular 9:30 Club, told the Committee on Business, Consumer
and Regulatory Aairs that the proposed restrictions would be harmful to
nightlife businesses and would force many to close outdoor spaces during
peak nighttime hours. Lee called on the Council to defeat the bill, the Nightlife
Regulation Amendment Act of 2015. The measure was introduced by Council
member Vincent Orange (D-At-Large.)
Among other things, the bill would prohibit amplied, recorded or other
music in outdoor spaces operated by nightlife businesses such as roof decks
and patios after midnight.
Enforcement of existing noise regulations in a fair and reasonable manner is
the smarter approach, not prohibiting activities that enliven our city and ll its
tax coers, Lee said.
Representatives of local civic associations and some Advisory Neighborhood
Commissions have said the bill is needed to curtail noise that they say spills into
residential areas, disturbing the peace and quiet in their neighborhoods and
homes during late night hours.

Will Ryan bring up LGBT rights legislation?

New Speaker faces
decisions on Equality Act,
religious freedom bill
By CHRIS JOHNSON
cjohnson@washblade.com
The election of Rep. Paul Ryan (R-Wis.)
as House Speaker represents a new day
in Congress, but whether itll change
thingsfor LGBT rights legislation remains
to be seen.
In his remarks upon accepting the gavel
last week, Ryan oered a forward-looking
vision to addressing the dysfunctional
state of Congress, saying early in his life
the U.S. House represented boundless
opportunity to do good.
But lets be frank: The House is broken,
Ryan said. We are not solving problems.
We are adding to them. And I am not
interested in laying blame. We are not
settling scores. We are wiping the slate
clean. Neither the members nor the people
are satised with how things are going. We
need to make some changes, starting with
how the House does business.
Among the changes Ryan proposed was
a return to regular order, which would
require committees to craft legislation
before it comes to the House oor.
The new speakers immediate tasks
will likely be addressing criticism from
Democrats over select committees on
Benghazi and Planned Parenthood
in addition to potential passage of
cybersecurity and criminal justice reform
legislation, but LGBT advocates will be
waiting to see how Ryan handles LGBT
rights as the push for comprehensive
federal non-discrimination protections
becomes a high priority.
One such bill is the Equality Act,
legislation introduced by Democrats in
July that would amend existing civil rights
law to include LGBT people. But the bill
could also be some kind of compromise
non-discrimination measure that would
win LGBT support.
Ryan stands out among Republicans
because in 2007 he voted for a version of
the Employment Non-Discrimination Act,
although he also voted for the motion to
recommit that would have killed the bill.
Just this year, Ryan also broke ranks to
vote in favor of an amendment to prohibit
federal spending on transportation,
housing
and
urban
development
contractors that engage in anti-LGBT
discrimination.
In a 2010 interview with the Fiscal
Times, Ryan defended his vote in favor of
ENDA by saying gay employees didnt roll
out of bed one morning and choose to be
gay. Thats who they are. Acknowledging
he took a lot of grief from other

Republicans because of the vote, Ryan

was quoted as saying his attitude toward
gay people is a generational thing.
Christian Berle, former legislative
director for the LGBT group Freedom to
Work, was optimistic about the chances
of Ryan bringing up pro-LGBT legislation
based on the speakers 2007 ENDA vote
and conversations with lawmaker in 2013.
Working closely with then-Chairman
Ryan and his sta, he was consistent with
providing full, legal protections for LGBT
workers as a matter of honoring human
dignity and a commonsense business
practice, Berle said. Like many, he did
have concerns about the statute being
used to impugn religiously aliated
institutions. This track record certainly
opens the door to many proposals [to]
get considered, as long as they are not
free-for-all Christmas tree eorts.
Asked why Ryan wasnt a co-sponsor of
ENDA if he were so consistent on it, Berle
said Ryan made tax policies his priority
and although he wasnt an ENDA cosponsor all indications I received were
that he would vote for it again.
Its because of that ENDA vote that the
right-wing leader Eugene Delgaudio of
Public Advocate of the U.S. ran an ad on
the conservative Drudge Report with a
picture of Ryan and the text, Stop Paul
Ryan, the Homosexual Lobbys Trojan
Horse for Speaker. Clicking on the ad
sent readers to a petition calling ENDA
a bill granting protected class status to
sexual deviants.
But Ryans vote for ENDA is a small part
of his 16-year record as a member of the
House. Hes also voted against hate crimes
protection legislation, against Dont Ask,
Dont Tell repeal and twice in favor of
a Federal Marriage Amendment. In the

Human Rights Campaigns most recent

congressional scorecard, the organization
gave him a score of 0 out of 100.
When Ryan was running mate in 2012
to Republican presidential nominee Mitt
Romney, the vice-presidential candidate
didnt make anti-LGBT positions a major
component of his proposed agenda,
but touted Romney as a defender of
marriage during an appearance at the
anti-LGBT Values Voters Summit.
Gregory Angelo, president of Log
Cabin Republicans, said despite Ryans
anti-gay votes, the speaker has had a
long-standing relationship with the LGBT
Republican group.
Log Cabin Republicans has long had a
working relationship with Congressman
Ryan and his sta and I dont see that
changing, Angelo said. We look forward
to continuing to work with Mr. Ryan in his
new role as speaker.
Ryans oce didnt respond to the
Washington Blades request for comment
on whether the speaker would be open to a
vote on LGBT non-discrimination legislation.
Any successful vote under Ryan on
ENDA or the Equality Act, or some
other kind of LGBT non-discrimination
bill would likely come sometime after
the current Congress and the Obama
administration. After all, for the time
being Republicans have their greatest
majority in the U.S. House since the
Truman administration and a majority in
the Senate. On the other hand, the proLGBT amendment to the HUD spending
bill passed in the House despite the vast
Republican majority in the chamber.
On Sunday during an interview on
ABCs This Week, Ryan categorically
ruled out the possibility of immigration
reform legislation coming to the oor

while Obama is president, saying the

White House cant be trusted on the issue.
I think hes proven untrustworthy on
this issue. He tried to go around Congress
with an executive order to rewrite laws
unilaterally, Ryan said. Presidents dont
write laws. Congress writes laws.
The same could be said about ENDA.
After Congress failed to act on the
legislation last year, Obama signed
an executive order barring federal
contractors from engaging in anti-LGBT
workplace discrimination.
One option available to LGBT rights
supporters is ling a discharge petition
to move a non-discrimination bill to the
House oor. Its a legislative procedure that
rarely works, but last week the Democrats
successfully used a discharge petition to
force a vote to reauthorize the ExportImport Bank. Over the objections of 177
GOP lawmakers, 62 Republicans joined
184 Democrats to exceed the 218 votes
necessary to force a vote on the issue.
Roddy Flynn, executive director of the
LGBT Equality Caucus, said there is not at
this time any consideration to employing
a discharge petition to bring the Equality
Act to the House oor.
As LGBT advocates seek to advance a
non-discrimination bill, Ryan will also
face pressure to move forward with the
First Amendment Defense Act, a religious
freedom measure seen to enable antiLGBT legislation. As chair of the Ways &
Means Committee, Ryan had signaled a
committee vote on the legislation would
take place, but that vote was later cancelled
amid media scrutiny. Ryan isnt among the
151 co-sponsors of the legislation.
Angelo said in the event the First
Amendment Defense Act sees movement
under Ryan, the speakers pledge to
return to regular order would eectively
gut the legislation.
If Speaker Ryan returns to Regular
Order in the House as he has promised,
any movement of the First Amendment
Defense Act would be met with an
amendment proposed by our Republican
allies in the House that would severely
narrow its scope, Angelo said.
David Stacy, government aairs director
for the Human Rights Campaign, said
Ryan should use his new position to
advancethe Equality Act to enshrine LGBT
non-discrimination protections into law.
The American people are ready to turn
away from the politics of discrimination,
and we certainly hope that Speaker Ryan
will lead the caucus in a new direction, Stacy
said. With a majority of Republican voters
in support of federal non-discrimination
protections for LGBT citizens, its past time
that Congress advanced the Equality Act,
which would nally protect LGBT Americans
from discrimination no matter which state
they call home.

Trump criticizes Rubio for support from pro-LGBT donor

Urges voters to look where
Paul Singer is coming from
By CHRIS JOHNSON
cjohnson@washblade.com
Donald
Trump
criticized
rising
Republican
presidential
candidate
Sen. Marco Rubio on Tuesday for his
newfound support from a prominent
GOP philanthropist who supports LGBT
rights, hinting those views would be oputting for conservatives.
Trump, who was recently knocked down
from his perch as GOP front-runner by Ben
Carson, made the remarks at New York
Citys Trump Tower at a news conference
promoting his book, Crippled America.
In response to a reporters question,
Trump said Rubio whos rising in
polls after a standout performance in
the most recent Republican debate is
overrated and took the Florida senator to
task for a no-show voting record in the U.S.
Senate during his campaign for president.
Marco is a sitting senator and he
doesnt show up for the people of Florida
and I dont think he should be doing that,
Trump said.

WASHINGTON BLADE FILE PHOTO BY LEE WHITMAN

Rubios voting record against him in the

Republican debate, also made a veiled
criticism of GOP donor Paul Singer, who
endorsed Rubio over the weekend.
If you look at Mr. Singer, you have to
see where hes coming from, Trump said.
When you see where hes coming from, I
think people are going to say, Whoa, we
didnt know that.
Singer is a prominent Republican

hedge-fund manager who supported

Mitt Romney in 2012. His support is
considered a major win for Rubio. But
the philanthropist, whose son is gay, also
supports LGBT rights.
In 2012, Singer founded the American
Unity Fund and American Unity PAC.
Both organizations seek to support
conservatives who back LGBT rights.
Singer has also contributed money to

the Human Rights Campaign to combat

homophobia and transphobia overseas
and the Americans for Workplace
Opportunity coalition to pass the
Employment Non-Discrimination Act.
In addition to his support for LGBT
rights, Singer has supported a version of
comprehensive immigration reform that
would lead to a path to citizenship for
undocumented immigrants. Opposition
to undocumented immigrants is the
most unifying issue in the Republican
presidential primary.
Never in his remarks didTrump explicitly
say why Republicans would be unhappy
with Singer. The Trump campaign didnt
immediately respond to the Washington
Blades request to clarify if where Singer is
coming from is a reference to his support
for LGBT rights. The American Unity
Fund also didnt respond to a request to
comment on Trumps remarks.
Trump has said he doesnt support samesex marriage, but hasnt made opposition
to LGBT rights a focus of his campaign
and said passage of a U.S. constitutional
amendment against same-sex marriage
would be unrealistic. In 2000, Trump gave
an interview to The Advocate in which he
indicated support for gay rights and said
hed back amending the Civil Rights Act to
include sexual orientation.

Casey seeks action for gay couples that used adoption to wed
Some seeking annulments
now that same-sex
marriage legal
By CHRIS JOHNSON
cjohnson@washblade.com
Sen. Robert Casey (D-Pa.) is seeking
action from the Obama administration
on behalf of gay couples that once used
adoption for legal protections and are
now seeking marriage.
Following the U.S. Supreme Courts ruling
in favor of same-sex marriage, Casey calls
on U.S. Attorney General Loretta Lynch to
issue guidance so gay couples who have
previously entered into adoptions can
annul them to receive marriage licenses.
The Pennsylvania Democrat made the
request in a Nov. 2, 2015 letter to U.S.
Attorney General Loretta Lynch obtained
by the Washington Blade.
Specically because, as recently as
just a few years ago, many LGBT couples
did not believe they would receive equal
marriage rights in their lifetime, some
chose to go through an adoption process
where one partner adopted the other
in order to establish legal protections

Sen. BOB CASEY (D-Pa.) is seeking assistance for gay couples who used adoption laws in lieu of
marriage to obtain legal benets.

such as hospital visiting privileges and

inheritance rights, Casey writes. Now
that same-sex marriage is legal, some
of these couples nd themselves in
legal limbo, made more complicated by
diering state judicial rulings, unable to
dissolve an adoption and thus, unable to
enjoy the right to marriage equality.
According to the letter, in at least 25
states, including Pennsylvania, marriage
between a parent and an adopted child

is considered incest and is punishable

by up to 10 years in prison. Gay couples
in the states whove used adoption for
legal protections are forced to annul that
relationship before entering into marriage.
Casey cites the case of Bucks County
couple Bill Novak and Norman McArthur,
who used adoption for relationship
recognition in 2000, but successfully
submitted a petition to vacate the
adoption decree to a local judge after

same-sex marriage became legal in their

state in 2014. The couple obtained a
marriage license a week later.
On the other hand, Nino Esposito
and Roland Drew Bosee, an Allegheny
County couple whose story has received
media attention, havent been as
successful. According to the letter, the
judge in that case said courts have
generally only reversed adoptions for
fraud and revoking an adoption in
another circumstance would place in
jeopardy and imperil adoption decrees
generally. The couple have appealed to
the State Superior Court and look to have
a ruling early next year.
Casey makes the case the Justice
Department should intercede even
though diering court opinions are a
state issue and he hopes they can be
resolved in the state legal system.
In adoption cases such as these, the
law has changed dramatically since the
adoptions were rst carried out, Casey
writes. To ensure the dignity of all LGBT
couples is armed no matter their current
adoption status, we must ensure that all
parties know their options under the law.
Dena Iversion, a Justice Department
spokesperson, said the department is
reviewing the letter.

Chinas response to HIV/AIDS epidemic questioned

Report: 296,000 lived with
virus in country in 2014
By PW MARCHANT
BEIJING Under clear blue skies, the
setting for the fourth China AIDS Walk may
indeed have been spectacular. Given the
choice, however, organizers of this event
held every fall at the Great Wall would
much rather have marched somewhere
near downtown Beijing instead.
The purpose of the walk is to help raise
public awareness about HIV/AIDS and
to end discrimination against those with
the virus here in China. But such is the
sorry state of grassroots activism up and
down the country nowadays that visible
gatherings of any sort by a sizeable number
of people are considered a security threat
by the Communist government.
Even mini-marches with the support
of U.N.-backed agencies are quickly
disbanded by the authorities here. Can
you then imagine 160 people in three
coaches the maximum capacity
allowed without being what organizers
say disruptive doing that near
Tiananmen Square brandishing HIV/AIDS
banners, accompanied by a bright-red
dancing condom to highlight safe sex?

The China AIDS Walk took place last month on the Great Wall outside of Beijing.

According to the latest gures released

by UNAIDS in its 2015 China AIDS
Response Progress Report, 296,000
people had HIV in China at the end of
2014 and 205,000 of those had AIDS.
Theres also an estimated 280,000 people
who do not know their status.
In a country of 1.35 billion people, these
are low gures. Yet, the amount spent by
the central government in treating and
combating the virus is disproportionately
astronomical.
This seemingly contradictory and
heavy-handed attitude does sadly
detract from what many Beijing-based
international ocials describe to the
Washington Blade as Chinas unrivalled

devotion and nancial contribution to

nding a cure for HIV/AIDS.
CN6 billion ($940 million) alone was
spent last year by Beijing on everything
from blood testing to research and
medicine. International ocials all agree
that unlike other developed western
countries, China actually puts its money
where its mouth is when it comes to
tackling HIV/AIDS which is always free
for those with the virus.
They have all the data on all new cases
every year in every province a particular
obsession of the Communist Party be
it in the sex industry or through drug use
or unsafe sex.
But what holds China back is how

conservative government ocials are in

dealing with anything vaguely squeamish.
Their resistance in promoting safe sex
nationwide, for example, at schools and
colleges is a major hurdle in educating
the masses about HIV/AIDS.
Even more damning are individual
hospitals and local authorities, which
systematically discriminate against HIV/
AIDS patients by refusing to admit them
in deance of central government policy.
This lack of reinforcement is mostly
due to prejudice and irrational fear
among trained medical workers and
blood testers coming in contact with
anyone with these viruses. Consequently,
many patients go untreated unless they
can nd the social services and NGOs that
will tend to them.
Furthermore,
the
stigma
and
widespread discrimination in education
and employment are also reasons why
the China AIDS Walk has become a rm
xture among activists and supporters
in the calendar. Its also spread to other
Chinese cities such as Taiyuan and, in
Guangzhou late last year, 300 activists
climbed the Canton Tower the fthtallest freestanding structure in the world
just before World AIDS Day.

Kerry ignores anti-gay bill during Kyrgyzstan trip

Final vote expected in
wake of last months

Secretary of State John Kerry last week
did not publicly discuss Kyrgyzstans
proposed
ban
on
so-called
gay
propaganda during his trip to the former
Soviet republic.
Kerry met with Kyrgyz President
Almazbek Atambayev in the countrys
capital of Bishkek.
Kyrgyz Foreign Minister Erlan Abdyldaev
told reporters during a joint press
conference with Kerry that the meeting was
devoted to important issues of bilateral
cooperation and multilateral cooperation
in between Kyrgyzstan and the U.S.
Abdyldaev during the press conference
said his country has been strengthening
a strong civil society since it declared
independence from the Soviet Union
in 1991. Abdyldaev did not mention the
propaganda bill.

during the press conference asked about

the State Departments decision to award
Azimjon Askarov, a Kyrgyz journalist who
is serving a life sentence for allegedly
inciting ethnic violence, its Human Rights
Defender Award in July.
Askarov claims authorities beat and
tortured him after his 2010 arrest. The
Kyrgyz government ended a decadeslong agreement with the U.S. in response
to the State Departments decision to
honor Askarov.
Our country certainly is founded on

our fundamental commitment to and

values regarding individual rights the
right of speech of assembly, of protest, of
human rights, basically, said Kerry. And
were always going to speak to them. But
we want to do so in a way that obviously
encourages peoples understanding of
exactly what were saying and meaning in
a particular award.
Kerry and Abdyldaev earlier in the day
took part in a ceremony that marked the
ocial opening of the new U.S. Embassy
in Kyrgyzstan.
U.S. Ambassador to Kyrgyzstan Sheila
Gwaltney was among the ocials who
attended the event.
Kerry arrived in Uzbekistan on Sunday
where he met with Uzbek President Islam
Karimov. Kerry on Monday met with Kazakh
President Nursultan Nazarbayev before cochairing a meeting with his counterpart
from the former Soviet republic.
The State Department in its 2014 human
rights report describes Uzbekistan as an
authoritarian state that has a policy of
government-organized forced labor, among
other things. The same document concludes
Turkmenistan
has
an
authoritarian
government controlled by President
Gurbanguly Berdimuhamedov and his party.

Human Rights First last week called

upon Kerry to speak forcefully and
directly with Kyrgyz ocials about the
propaganda bill.
Secretary Kerrys trip comes at a time
when Kyrgyzstans extremely harsh
homophobic bill is on the precipice
of becoming law, and presents a key
opportunity to demonstrate U.S. leadership
in advancing human rights protections in
Central Asia, said Shawn Gaylord of the
Washington-based advocacy group.
Kerry and Abdyldaev did not discuss
the propaganda bill during their meeting
at the U.N. General Assembly in New York
in September. The State Department
on Saturday referred the Blade to the
transcript of the two mens remarks in the
Kyrgyz capital.
The propaganda bill, which is similar
to a 2013 Russian statute that bans the
promotion of so-called gay propaganda to
minors, would face either a ne of up to
$100 or a year in jail. Anyone found guilty
of committing what Labrys, a Kyrgyz LGBT
advocacy group, told the Blade earlier
this year as committing actions aimed at
creating a positive attitude towards nontraditional sexual relations among minors
would face a $115 ne or up to a year in jail.

Houston ordinance defeat jolts LGBT movement

gender identity.
According to unocial results from
Harris County, the numbers for the
Houston Equal Rights Ordinance, which
came to voters as Proposition 1, were 39
percent yes and 61 percent no with
100 percent of precincts reporting a low
turnout election.
Houston Mayor Annise Paker, an
out lesbian who backed the ordinance,
sought to rally supporters of the measure
after the defeat.
I have stood here in Houston four
times when people were given the
opportunity to vote on my rights, Parker
said. No ones rights should be subject
to a popular vote. It is insulting, it is
demeaning and it is just wrong.
Parker added anti-LGBT forces ran a
campaign of deliberate lies intended to
demonize a little-understood minority,
likely referring to the attacks on
transgender people using the restroom.
They just kept spewing an ugly wad of
lies from our TV screen and from pulpits,
Parker said. This was a calculated
campaign by a very small, but determined
group of right-wing ideologues and the
religionist-right, and they know only how
to destroy, not how to build up.
The
campaign
of
Democratic
presidential front-runner Hillary Clinton,
who endorsed the ordinance last week,
tweeted out a message the results
indicate more work is necessary to
advance LGBT rights.
Everyone deserves full and equal
protection under the law. This is a
reminder of the work still left to do.

LGBT advocates who worked on
the Houston Unites campaign aimed
at passing the ordinance blamed the
defeat on TV ads stoking fears about
transgender people using the public
restroom consistent with their gender
identity. Kathy Miller, president of the
pro-LGBT Texas Freedom Network,
chided Texas Gov. Greg Abbott and Lt.
Gov. Dan Patrick for endorsing the idea
the measure was about allowing men to
use womens restrooms.
It was disturbing to see our states
two highest elected leaders shamefully
peddling lies and scare tactics, Miller said.
Their political pandering has branded
Texas as hostile to basic human rights
and inclusiveness. In lending the prestige
of their oces to such a shockingly
deceitful campaign, Gov. Abbott and Lt.
Gov. Patrick aligned themselves with
some of this states most extreme and
intolerant voices. That can only hurt the
states reputation among anyone or any

Anti-trans TV ads depicting a young girl being accosted by a male gure in a restroom aired in
Houston in the weeks leading up to the vote.

business that might want to move here.

Ahead of the vote, LGBT advocates
behind the ordinance insisted individuals
who engage in inappropriate behavior or
sexual assault in public restrooms would
still face penalties even if the ordinance
became law, but that message didnt
seem to take hold based on the results.
According to the progressive media
watchdog group Media Matters, local
media outlets in Houston perpetuated
the idea the Houston Equal Rights
Ordinance was a bathroom bill instead
of debunking those attacks.
In a blog post Wednesday, Rachel
Percelay, a Media Matters research
associate, said the media depicted the
measure as a pro-LGBT measure and
shied away from saying it would prohibit
discrimination against a total of 15
characteristics of people.
Instead of giving Houstonians the
information they needed to make an
informed decision about whether to
keep or repeal HERO, media outlets
contributed to the gross misinformation
campaign surrounding Houstons nondiscrimination law, Perclay wrote. On
Tuesday night, Houstonians voted to
strip their LGBT neighbors of basic legal
protections out of fear of the imaginary
bathroom bogeymen they had heard so
much about in the news.
But outside observers say the problem was
the lack of eective communication from the
pro-LGBT campaign. After all, LGBT advocates
raised $3 million for the campaign, more than
double the $1.26 million reportedly raised by
the anti-LGBT side.
Monica Roberts, a Houston-based
transgender advocate, wrote in a blog post
Wednesday this debacle didnt have to
happen and was the result of insucient
outreach to the black community in
Houston, which comprises25 percent of
the citys population.
The Black LGBT community and our

allies have been warning for months that

action was needed in our community
IMMEDIATELY or else HERO was going down
to defeat, Roberts wrote. We pleaded for
canvassing in our neighborhoods, proHERO ads on Houston Black radio stations
and hard hitting attacks to destroy the
only card our haters had to play in the
bathroom meme.
Michelangelo Signorile, a New Yorkbased gay advocate and radio host, said
on Twitter the defeat of HERO was the
result of lack of outreach to racial minority
communities and demonstrates the need
for new leadership in the LGBT movement.
We make same mistakes, Prop 8 redux.
City is 43% Latino, 24% black. LGBT had
no big ad buy in black, Latino media, but
haters did outreach. Mike Signorile (@
MSignorile) November 4, 2015
The Human Rights Campaign didnt
respond to repeated requests for an
interview after the defeat of the Houston
ordinance. In a joint statement, HRC
along with ACLU of Texas, Equality Texas,
NAACP Houston Branch, Texas Freedom
Network, Freedom for All Americans said
the ght isnt over.
We have to continue sharing our
stories so that more Houstonians know
what HERO is really about and arent
susceptible to the ugliest of smear
campaigns run by the opposition, the
statement says. And we must remember
that all of us are stronger when we stand
together, speaking up with one voice for
protections like those in HERO, rather
than allowing those who oppose fairness
and equality to divide us.
It remains to be seen whether the
Houston City Council will take another
shot at passing an LGBT-inclusive nondiscrimination measure perhaps
again with explicit language the measure
doesnt allow inappropriate behavior in
restrooms. The oce of Parker, whose
term as mayor expires at the end of this

year, declined to comment.

Already there are calls for retaliation
against Houston or a boycott much
like what happened earlier this year in
Indiana after Gov. Mike Pence signed into
law a religious freedom measure seen to
enable anti-LGBT discrimination.
Joe Jervis, a San Francisco-based gay
blogger, said on Twitter as the early
returns didnt look good for the ordinance
that a boycott of Houston should begin
the next day.
If #HERO goes down tonight, the
national boycott of #Houston begins
TOMORROW. #SuperBowl2017
JoeMyGod (@JoeMyGod) November
4, 2015
Brynn Tannehill, a transgender
advocate and former member of the U.S.
Navy, wrote in a blog post Wednesday
for OutSports the has time come for the
National Football League to move Super
Bowl LI, which is set to take place in
Houston in 2017.
The only way to remain ethically
consistent, and show that respect, is to
move the 2017 Super Bowl to a location
where people like me are not put in
mortal danger every time we need to use
the bathroom, Tannehill said.
Brian McCathy, an NFL spokesperson,
said in a statement to the Blade the
defeat of the LGBT ordinance wont
impact the Super Bowl.
This will not aect our plans for Super
Bowl LI in 2017, McCarthy said. We will
work closely with the Houston Super Bowl
Host Committee to make sure all fans
feel welcomed at our events. Our policies
emphasize tolerance and inclusiveness,
and prohibit discrimination based on age,
gender, race, religion, sexual orientation,
or any other improper standard.
Questions also persist over whether
the defeat of the Houston ordinance will
negatively impact eorts to pass LGBT
non-discrimination protections at the
federal level, which is considered the next
major goal of the LGBT rights movement.
Although
movement
on
such
legislation is challenging with the current
Republican majorities in Congress, a
victory in Houston might have helped
set the stage for passage of federal
legislation like the Equality Act.
Roddy Flynn, executive director of
the LGBT Equality Caucus, said in a
statement the loss in Houston highlights
the need for a prohibition on anti-LGBT
discrimination at the federal law.
The
ever-changing
patchwork
of protections across the country
destabilizes LGBT families, Flynn said.
Whether an individual enjoys basic
human rights should not depend on
what city they live in. Congress must pass
the Equality Act to bring LGBT Americans
the protections they need and deserve.

D.C. sting reveals anti-trans job discrimination

perceived as transgender.
An applicant portrayed by OHR as a

experienced the highest individual
rate of discrimination by employers
responding to the test applications.
The restaurant industry had the highest
percentage of responses perceived as
discriminatory among the employment
sectors tested, although the sample numbers
are low and therefore not conclusive.
The OHR spokesperson Elliot Imse
said OHR will initiate enforcement

as a result of the ndings of the study.
But he said that because there are no
real individuals who were victims of
discrimination in the test cases the

enforcement action will be limited to an

Imse said OHR cannot release the
names of the employers being investigated
because they must remain condential
during the investigation process.
OHR Director Monica Palacio said in the
OHR statement that the oce initiated the

related discrimination faced by transgender
people in D.C. and across the country.
Statistical and anecdotal evidence
tells us transgender and gender nonconforming people are experiencing
employment discrimination at very high

that unfortunate truth, Palacio said.
It is vital that government, the business

to end this chronic injustice aecting the

the trans applicants as tester applicants
and the non-trans applicants as being
part of a control group.
The tester applicants were constructed
to be more qualied than the control
applicants by having higher GPAs (grade
point average in college), more work
experience, and having attended colleges
that were ranked higher than or equal
to the colleges the control applicants
attended, the report says.
Therefore, when a control applicant
received a callback but a tester applicant
did not, it could be inferred that
discrimination based on gender identity
was likely, the report says.
It says that although the test applicants

didnt explicitly identify themselves

as transgender they included in their
resumes listings of past jobs or past
volunteer positions with transgender
advocacy
organizations,
including
the D.C.-based National Center for
Transgender Equality. Some of the test
applicants also conveyed the message
that they were transgender by listing
their former name of the opposite
gender in their list of previous jobs prior
to transitioning, the report says.
The categories of employers tested
in the study were listed as universities,
grocery, hotels, retail, restaurants, and
administrative jobs listed in the online
job listing site DCjobs.com.
The report says that of the 50 job
positions targeted in the study, responses
were received from employers for 21
of the positions (42 percent). Of the 21
responses, 10 (48 percent) appeared to
favor a less-qualied cisgender applicant
over at least one trans applicant.

Emails reveal Clinton alerted to news on marriage

In 2012, she was solicited
for help in passing Md. law
By CHRIS JOHNSON
cjohnson@washblade.com
At a time when Hillary Clinton had yet
to support same-sex marriage publicly,
her sta and supporters were alerting
her to news developments on the issue
and in at least one instance sought her
help to advancethe legalization of samesex marriage in Maryland.
The latest Clinton emails made public
by the State Department on Friday
more than 7,000 messages largely sent
or received in 2011 and 2012 reveal
the exchanges.
Perhaps the most striking email to Clinton
on marriage was from Peter Edelman, a law
professor at Georgetown University who
sought the former secretary of states help
in convincing former Maryland Assembly
member Sam Arora to vote for same-sex
marriage in Maryland.
In a Feb. 16, 2012 email, Edelman
forwards to Clinton condante Cheryl Mills
a complaint that Arora seemed poised
to renege on his campaign promise to
support same-sex marriage in the state.
Mills had sent the message to Clinton.
This is a little o the wall, but I am told
that Sam Arora worked for Hillary at some
point, Edelman writes. I may be writing
too late anyway Ive been in meetings
all day but the people who are working
the gay marriage bill in the Maryland
legislature think it would be helpful if

HILLARY CLINTON was informed about developments in marriage at the State Department.
WASHINGTON BLADE FILE PHOTO BY MICHAEL KEY

someone could nd an appropriate way to

say to Mr. Arora on Hillarys behalf that it
would be great if he could vote for the bill.
Thanks for whatever is possible. I realize it
may be too much of a reach. All best.
Arora, who has since resigned from
the legislature, would end up voting
against same-sex marriage in Maryland.
Its unknown whether Clinton made any
contact with Arora on the issue. According
to reporting at the time from the Hungton
Post, former President Bill Clinton was
among those who reached out to Arora.
Two other emails on marriage from
Winnie Stachelberg, vice president of

external aairs for the Center for American

Progress, were forwarded to Clinton.
In one Dec. 19, 2011 email, Stachelberg
sends an op-ed from Sen. Robert
Menendez (D-N.J.) in which he announces
his support for legislation to repeal the
Defense of Marriage Act. Stachelberg
makes a reference to a comment from
Agriculture Secretary Tom Vilsack, who
at the time said he supported marriage
equality, but just in his home state of Iowa.
I wanted you to see this, Stachelberg
writes. And also Secty Vilsack gave a
somewhat tortured answer re marriage
and the Iowa law and repeal ght the

other day. I will send you the link when

I can nd it.
Less than a month later in a Jan. 4, 2012
email, Stachelberg forwards a notice
from ThinkProgress Zack Ford that New
York Gov. Andrew Cuomo had intended
to celebrate marriage equality in New
York in his State of the State address.
Marriage isnt the only issue on which
Stachelberg emailed the State Department.
Following a speech byClinton on her goal
of an AIDS-free generation, Stachelberg
writes in a Nov. 8, 2011 email, That was
amazing - huge speech and powerful
energy for more progress on AIDS free
generation. Thank you!!
Articles in the New Yorker on President
Obamas
evolution
on
same-sex
marriage, written by Clinton supporter
and New York-based gay advocate
Richard Socarides, were forwarded to
the secretary by her sta. One article
was titled, Obama, the Courts and Gay
Marriage, the other was titled, Gay
Marriage: Why Obama Couldnt Wait.
Also forwarded to Clinton was a Nov.
11, 2011, Associated Press news alert of
Brazil granting permanent residency to a
Spanish man as a result of his same-sex
marriage to a Brazilian.
At no time in the latest email batch,
nor in any of the earlier releases, does
Clinton respond to these alerts on samesex marriage or explicitly state her views,
which may have happened oine.
Clinton didnt come out publicly for
same-sex marriage until 2013 when she
made the announcement in a Human
Rights Campaign video.

Keep your promise to protect each other.

Chase Brexton to host town hall on trans health

Chase Brexton Health Care will hold a town hall on Nov. 17 at 6:30 p.m. to
provide the latest information on transgender health care, including details
regarding policy, coverage and open enrollment. The event, which will bring
together Chase Brexton providers, members of the organizations LGBT Health
Resource Center, and representatives from FreeState Legal Project, will take
place in the sixth oor employee lounge of the Chase Brexton Mt. Vernon
Center, 1111 N. Charles St. in Baltimore.
Attendees will learn about new developments in trans health coverage and
medical services. But the town hall will also provide organizers with an important
opportunity to hear from members of the community attempting to access care.
Law, policy and insurance coverage are changing rapidly and access to
transition-related care is increasing, said Beth Brolund, a sta therapist and
case manager at Chase Brexton. Weve been working to help trans individuals
navigate a complicated system and the problems that we know about. We need
to hear from the community to get a better picture of what experiences people
are having, what the needs are and how we can be of the most help.
Among those joining the town hall will be Dr. Rachel Bluebond-Langner, an
assistant professor of plastic and reconstructive surgery at the University of
Maryland School of Medicine, who will discuss her transgender surgery services
recent experiences with health insurance issues.
Trans individuals often feel lost when trying to complete their transition
safely in the medical world, explained Chase Brexton provider Jill Crank, CRNP.
We would like to provide a forum to discuss what Chase Brexton oers in terms
of primary and trans-related care, as well as highlight the promising changes
(and challenges) in working with insurance companies to cover these services.

Database for trans health providers growing

CHICAGO A database for queer- and trans-friendly health care providers
called RAD Remedy (referral aggregator database) is growing and being
increasingly utilized, the Windy City Times reports. Its based in Chicago but
oers providers elsewhere as well.
Riley Johnson, a transgender person with a background in public health,
started the database based on personal frustrations. Several lists of supposedly
trans-friendly providers were littered with dead ends, he told the Times.
There were people I knew who were deceased, people who had retired. Thus
was born the idea, he told the Windy City Times.
RAD is a searchable database funded with seed money from an entity known
as Trans*H4ck. Johnson now serves as its director. He says there have been no
major technical issues so far and RAD is growing all the time. About 2,000 entries
are in it, the Times reports.
Databases before RAD often relied on providers self-identifying as LGBTfriendly, Johnson said.
There are multiple options for review.
There is a review for the provider, theres a review for intake sta, theres
a review for other sta, and then theres an overall review. Weve had some
situations where maybe the intake sta is not so good, but then the provider
behind it is ne, Johnson told the Times.

Puberty blockers for trans youth explored

NEW YORK Puberty can be one of the worst times in a transgender or
gender-nonconforming childs life, but for these children, access to drugs that
prevent puberty may be getting easier, researchers say in a new paper reported
on by Reuters.
You can just imagine what it must be like for a child who believes at the core
of their being that theyre a boy and theyre having a period every month, said
Dr. Aron Janssen, director of the NYU Langone Medical Centers Gender and
Sexuality Service in New York City, according to the Reuters article.
How does that feel? Its horrible, Janssen told Reuters Health.
That feeling known as gender dysphoria may increase the risks of suicidal
thoughts, suicide attempts, depression and anxiety for some transgender and
gender-nonconforming children, said Janssen, who wasnt involved with the new
paper.
Writing in Pediatrics, Dr. Elyse Pine and colleagues report on 36 patients,
ages 7-17, who were treated at two health clinics between 2010 and 2015. On
average, the youths were at an early stage of puberty known as Tanner stage 3,
when the penis or breasts begin to enlarge.
The irreversible changes that come with puberty can be detrimental to the
psychological and general well-being of people whose bodies dont match their
gender identities, Pine and colleagues wrote.
Puberty blockers allow those changes to be put on hold and gives kids and
families time to think through the consequences, benets and alternatives of
their choices and options, Janssen told Reuters.
In their essay, Pine and colleagues say 89 percent of their patients eventually
received puberty blockers and insurance ultimately covered the cost in 72
percent of cases. In some cases, insurance carriers approved puberty blockers
right away, some cases were approved after an appeal and another patient
coverage after a state discrimination appeal, the Reuters article said.
Two of the most popular puberty-blocking treatments involve either injections
or a small device implanted under the skin. Depending on the patients age and
the brand of treatment, the costs can range from approximately $3,500 to more
than $20,000, Pines team reports.
The U.S. Department of Health and Human Services and several states now
say a gender non-discrimination clause in the 2010 Aordable Care Act covers
transgender and gender-nonconforming people. Health care providers, the
authors say, should know that appealing insurance denials can succeed, the
Reuters article notes.

Scary scrum of candidates

A Republican roster ready
for the Exorcist Steps

RICHARD J. ROSENDALL is a writer and activist.

Reach him at rrosendall@starpower.net.

D.C. ocials dedicated the famed Exorcist Steps in Georgetown with a plaque
the day before Halloween, and director
William Friedkin and author William Peter
Blatty were on hand.
With all the real scares at home and
abroad, it is strange that we take such
pleasure in imaginary ones. Several Republican presidential candidates, for example, appear to suer from demonic
possession. Ted Cruz looks like an evil
doll in a horror movie. I only have a laugh
button for Hillary Clinton, but I admit it
gets a bit scary if you press it enough.
Since there is no trick-or-treating in
my building, I ate the candy myself as I
followed the hashtag #NewGOPDebateQuestions mocking Republican candidates for blaming the RNC and CNBC over
the questions they were asked last week.
Secretary Clinton faced hostile questions
solo for 11 hours at the Benghazi hearing,
whereas the Republicans split what they
dubbed gotcha questions among the 10
of them for just two hours.
Clinton got in hot water last week for
saying she is not entirely opposed to the
death penalty. I sympathize, though my
praying for God to call home various obnoxious pols is not exactly the presidents
kill list. Chris Christie claims that the Black
Lives Matter folks want to kill cops, which
is not what they say. They want to end police violence (though their decentralized
structure would make it easy to inltrate
them with agents provocateurs). There
is ferocious resistance to the notion that
police should be subject to the laws they
enforce. I think we can honor ocers
killed in the line of duty while holding accountable their colleagues who behave
like racist thugs.
If you think you are crazy, check out this
actual Raw Story headline: Ben Carson
blames reporters as his story about trying
to stab a friend falls apart. We are truly
hell-bound if a presidential candidate has

Sen. Marco Rubio is now backed by an inuential and wealthy gay Republican donor.
WASHINGTON BLADE FILE PHOTO BY LEE WHITMAN

to portray himself as a knife-wielding maniac to get elected. Then there is nancier

Paul Singer, who is pro-gay yet supports
the anti-gay Marco Rubio.
Overseas, ISIL claimed credit on Halloween for downing a Russian airliner
over the Sinai, which authorities disputed. Meanwhile, President Obama has ordered Special Ops forces into Syria. If you
oppose this, as do people from Bernie
Sanders to the Cato Institute, it is worth
noting that Hillary is more hawkish than
Obama. Unless Sanders beats Nate Silvers odds and wins the nomination, the
choice will not be between war and peace
but dierent degrees of hawkishness. It is
like the Vox headline, Hillary Clinton gets
less Wall Street money than you think. As
Barney Frank once observed, It could be
worse may be true, but it is not a winning
campaign slogan.
I keep getting ominous Democratic fundraising messages labeled Catastrophe
and Failure to Respond. If we dont all die
from a gay asteroid (it is simpler these days
just to assume everything is your fault), I
might be arrested for not donating to the
Democratic Senatorial Campaign Committee so they can help Chuck Schumer.
Mike Huckabee and Martin OMalley

are spamming me despite my not having given to either of them. Cory Booker
wants my help for his Senate campaign,
despite his having supported private
school vouchers for D.C., which I dont
like and on which he (my close correspondent) did not consult me.
Hillary Clinton thanked me for a birthday greeting I never sent. My failure to
sign her card was not from hostility but
impatience with the pretense that these
hotshots who wouldnt know me from a
TSA agent are sending me personal notes.
(I dont need to know what they are hiding
in their body cavities.)
Granted, I am always happy to get my
annual White House Christmas card, paid
for by the DNC. I doubt I will get one from
President Cruz, though I have a complete
collection from Presidents Romney, McCain, Kerry, and Gore. Speaking of alternate history, Bibi Netanyahu has retracted his claim that a Palestinian cleric gave
Adolf Hitler the idea for the Holocaust. He
seems to be in competition with the GOP
presidential eld to see who can say the
most outrageous thing and still get elected. I am making no bets.

Why is my life still worth living?

Gays in Lebanon face threats
from family, colleagues
By ANONYMOUS
(Editors note: The Washington Blade
granted anonymity to the author due to
personal safety concerns.)
Living in fear, in fear of being outed, in
fear of being kicked out of your house, in
fear of being red from your job, in fear
of being jailed, in fear of being denied
by your parents, in fear of being killed
killed by your own family. This is what life
is for a gay man in Lebanon. And despite
all of that, I decided to hang on, I went to
school, handled all the bullying from my
colleagues, crying every night before going to sleep.
Those were the rst 17 years of my life
until I graduated from school and went to
the university. Seventeen years that most
of the people my age wish they could
bring back, while I wish to erase them
from my memory.
At university, the situation was a little
bit dierent and more acceptable since it
was an American-system institution. After
four years of study at college, I graduated
and the road to real life began. It was at

the time that I accepted my sexuality and

understood that it is part of me, something to be grateful for, my identity, the
source of love and attraction in my life.
But unfortunately I was unable to share
this truth with almost anyone else. I understood and loved myself but was never
able to extend this feeling to someone
else.
You could say that the most important
thing is to rst love and understand yourself, and this could be enough. But it is
not the case where I live. Imagine hearing
your father say: If I had a gay son, I would
kill him with my own hands. Or hearing
your mother say: I would shoot my kids if
I knew someone is gay.
Imagine going everyday to work and
hearing conversations about how your
colleagues are unable to understand how
two men or two women can love each
other or how do they fuck each other
and how disgusting such an act could
be and how we can never have friends
that are sick like that. Imagine hearing
the only friend that you have and the
only person that you came out to say,
I dont support killing gays but I think
those people should be put on an island
by themselves and separated from other
humans. Imagine that you came out to a
person that you trusted and it turned out
hes not a real friend, and now you are

obliged to cater to his needs continuously, with no objection, just to protect yourself from being outed to your colleagues,
and most importantly, to your family, and
consequently being killed.
How does it feel?
Sometimes I think that Im unworthy
of living, that it would be better for me
to die, to kill myself with my own hands.
When I look around me, and see that the
priests and religious people who preach
about love and tolerance are the ones
that incite hatred against us, when I see
that the whole government is standing
against us, when I see that our teachers
are our enemies, when I see that my colleagues at work reject us, when I see that
my own family, from esh and blood, is
ready to kill me if they knew about my
feelings, about my heart, I ask myself
why is my life still worth living?
But I go back and think again. I watch
the world. I see that in the most powerful
country in the world, people like me are
able to get married. I see that in almost
all the developed countries of the world,
people like me are successful, are able
to love and be loved, are amazing and
unique. I watch the CEOs of the biggest
companies, the brave and courageous
journalists of the biggest media chains
they have the same feelings and the same
heart as I and they are amazing.

Its when I see those people that I feel

that I have a small hope of breaking out of
the jail where Im living and nd freedom
and happiness in my life. Although I keep
it all for myself, but this is the way that
I learned that I am normal, I am lovable,
and I CAN be FREE.
It makes me sad that I am writing in an
anonymous identity just to protect myself from harm because of my dangerous
environment. But trust me, if I was safe,
and if I was living in any country where
my rights would be protected, I would
scream out loud that I am extremely
proud of my feelings with which I was
born. To all the LGBT people who are living in fear in countries where they may
get killed or harmed, or bullied, maybe
you are unable to come out to anyone
just like me, but please do not hate yourself as they want you to do. You have to
know and understand that you should
be proud of yourselves. Those who are
standing against you are the corrupted,
the evil, and the unmerciful. Do not slide
down to their level.
And lets hope together that someday it
will get better and we will be able to live
our lives freely, to contribute to our society, be rewarded and treated fairly from
our governments, and above all, nd
the love of our life and live it fully as we
dream.

ing. Our conversations on FB have been

all political and many of you who read
my columns know of my obsession with
politics and Hillary. So it was great over
dinner at a wonderful restaurant near the
Colosseum, Le Naumachie, we found out
more about each others lives.
He suggested I let the waiter pick an
entre and the pasta he chose was great.
We had a dessert of cream and strawberries in a pastry shell that was incredible.
I found out he has been to the United
States and spent a little time in New York
and Chicago, where his ex is from. Turns
out he has met mostly Republicans so I
spent part of dinner explaining why some
of them are the problem.
His passion is also politics and government and he works for a major company
keeping them informed about Italian politics, not an easy task he explained, helping them make decisions as they invest in
the country. We talked about our families
and it turns out he was born in the south

of Italy, and what life in general is like for

both of us. Meeting him renewed my faith
in Facebook.
Friday morning I met some fellow travelers from England and a couple from
the United States. Turned out the U.S.
couple were booked on the same transatlantic cruise as I am. It was scheduled
to depart from Civitavecchia on Saturday. Friday was a day of sightseeing and
meeting a friend who will share a cabin
with me. It was another great evening
wandering the Eternal City and eating at
a Roman pizzeria. Then back to the hotel and my two-week transatlantic voyage on the Celebrity Silhouette began.
We boarded in the late afternoon and
found there was an 8 p.m. LGBT social
at the martini bar. We are well represented and made a host of new friends.
Sunday morning it was up at 7:30 a.m.
as we stopped at Livorno and spent the
day touring Pisa and Florence. I am reminded how much I love to travel.

European vacation renews

My vacation has begun, arriving in

Rome Thursday around noon, unfortunately without my luggage, which nally
made it 15 hours later.
Over the past year, I chatted with a
nice Italian guy on Facebook. He rst
said hello after reading a political column of mine from the Blade. He was
interested in the elections and my
thoughts on Hillary and the Republican

eld. We have kept up a running conversation for the past year and when I told
him I was coming to Rome he invited me
to dinner and we arranged to meet my
rst evening.
He came to my hotel on top of the
Spanish Steps, which you cant walk up
these days as they are being repaired.
I found out everything in Rome is being
repaired. Good thing I have been here
before as you cant throw a coin in the
Trevi Fountain, sit on the Spanish Steps
or wander into some of the other tourist attractions as they all have scaolding
around them. Despite this, he gave me a
great walking tour of Rome as we went
from my hotel to the Coloseum area, providing a running travelogue on the sites
we passed. It was a warm evening and we
walked for nearly an hour to the restaurant he chose.
Rome is lit up at night and even some
of the sites with scaolding had pictures
being shown on panels over the scaold-

In the beginning there was only Frank Kameny

LGBT veterans
By MICHAEL BEDWELL
One-time 9th Army PFC Frank Kameny
forever resented having to lie about his
homosexuality in order to ght for his
country during WWII, if not as much as
being later red from his civilian job as an
astronomer for the Army Map Service for
being gay, and the Supreme Courts refusal to grant review of his brief challenging
his dismissal in which he cited his service.
As many know, that led to his politicization and rebirth in 1961 as the expectant
father of the modern militant gay rights
movement.
Less remembered today than his ensuing many victories including convincing the American Psychiatric Association
to declassify homosexuality as a mental
illness, ending the federal governments
ban on gay civilian employees, and overturning D.C.s sodomy law is Franks pioneering war against the ban on gays in
the military. In May 1961, even before
co-founding the Mattachine Society of
Washington (MSW) that August (whose
goals included ending the ban), he addressed such discrimination in a letter to
President John F. Kennedy. You yourself
[recently said], that [people] desire to
develop their own personalities and their
own potentials, that democracy permits
them to do so. I do not feel that it is expecting too much to ask that governmental practice be in accord with administration verbiage.
But meetings at the Pentagon in 1962
and with Selective Service in 1963 saw no
change. So, in April 1965, MSWs rst picket of the White House included signs protesting the ban HOMOSEXUALS DIED
FOR THEIR COUNTRY TOO and later
that summer Frank led a picket at the

WASHINGTON BLADE FILE PHOTO BY DOUG HINCKLE

Pentagon itself. That year the Navy alone

kicked out at least 1,365 gays some 100
more than all the branches kicked out in
the worst year under Dont Ask, Dont
Tell. He led another Pentagon protest in
1966 as part of the rst nationally coordinated gay rights protests before boarding
a plane to lead a protest in New York City.
By that time, he was the leading source
of help for gay service members trying
to avoid being kicked out or at least be
granted an Honorable Discharge characterization. Back then, gay military cases
were one area the ACLU still wouldnt
touch, having declared that homosexuality was a genuine cause of concern for the
military.
Frank represented multiple individuals as a paralegal or expert witness, advised hundreds more by telephone, and
publicly exposed witch hunts such as

those for lesbians in 1968 at Fort Meyer,

Va. (today Joint Base Myer-Henderson
Hall), and former Fort Ritchie, Md., saving some from the vicious, degrading,
humiliating interrogations by perverted
men getting their kicks out of prying
into the sex lives of Army women. But
his biggest coup wouldnt come for a decade after announcing in 1964 that he
was looking for a perfect test case to
challenge the ban. On April 8, 1974, he
got a telephone call from TSgt. Leonard Matlovich, a veteran of three tours
of Vietnam and recipient of the Bronze
Star and Purple Heart, whod read a recent interview with Frank in the Air Force
Times. After months of further calls and
in-person strategy meetings with Frank
and attorney David Addlestone (working
for the now-enlightened ACLU) Leonard
purposely outed himself in March 1975,

resulting in shocking the public through

unprecedented international media attention, most famously on the cover of
Time magazine.
Outside his discharge hearing, Leonard told reporters, Maybe not in my
lifetime, but we are going to win in the
end. While the ban remained intact, his
courage helped many gays in and out of
the military accept themselves, and resulted in a new policy mandating Honorable Discharge characterizations in most
instances20 years after Frank rst
wrote President Kennedy. Leonard died
in 1988, and was buried in Congressional Cemetery after services featuring an
Air Force Honor Guard. Frank, who had
led the unprecedented red, white, blue,
and rainbow-agged cortege through
Washingtons streets and the horsedrawn caisson bearing his body to the
cemetery, told reporters: The Air Force
nally did it right and on Leonards terms
today. Its a pity that they didnt do it 13
years ago.
Frank got his last wish, expressed at a
2009 Dont Ask, Dont Tell protest that
he live long enough to see the ght hed
started nearly half a century before won.
He died in October 2011, a month after
repeal implementation. Heres how far
weve come: Closeted PFC Frank Kameny
received his basic training at Fort Benning, Ga., in the fall of 1943. At 11 a.m. on
Sunday, Nov. 8, out gay Brigadier General
Tammy Smith will become the commanding general of Fort Bennings 98th Training Division.
At 11 a.m. on Veterans Day, Wednesday, Nov. 11, please join us in Congressional Cemetery to honor all LGBT
veterans, particularly those on whose
shoulders we stand: Frank Kameny and

Opera conductor says he enjoys a good musical challenge

By JOEY DiGUGLIELMO
joeyd@washblade.com
Adam Turner, principal conductor and artistic adviser of Virginia Opera, moved to Norfolk,
Va., four-and-a-half years ago after attending college at D.C.s Catholic University.
Next weekend, hell return to the Washington area to give two performances of
Puccinis La Boheme at George Mason University in a production the company is also
doing this weekend (Nov. 6, 8 and 10) in Norfolk and in Richmond on Nov. 20 and 22.
Turner will be in the pit directing a 50-piece orchestra (the Virginia Symphony) with
seven leads, a chorus of 24 and a 12-voice childrens choir.
Its like a huge old circus up there, the 33-year-old Louisville, Ky., native says. Its a
lot of people to manage and keep on the same track.
We spoke with him during a break in rehearsals last week.

BRANT MILLER
How long have you been out and who
was the hardest person to tell?
I came out in 2000 at age 13 just before I
started high school. The hardest person
to tell was my father, but only because
I didnt have the opportunity to tell him
as I was outed by a very impolite young
woman I had dated before I came out.
Whos your LGBT hero?
My LGBT hero is Bayard Rustin, because
I think that he is far too often forgotten
even though he worked for so many
important issues that touch all of our
lives, including civil rights.

WASHINGTON BLADE PHOTO BY JOEY DIGUGLIELMO

By JOEY DiGULIELMO
joeyd@washblade.com
After growing up in Alexandria, Va., Brant Miller returned to the area in
2010 to join the D.C. Center where he started as a volunteer intern and came
on board in 2011. Hes now program manager, one of two full-time sta
members there.
He facilitates programming, helps apply for grants and, as Executive
Director David Mariner says, a little bit of everything.
Miller is working on a masters degree in public policy at George Washington
University and dabbles in acting on the side. In December, hell appear in a
10th anniversary staged reading of The Infection Monologues, a Center
partnership event with the Human Rights Campaign.
I felt the mission of the center aligned with my values and that the center
really works hard for everyone in the community, Miller, 29, says. We strive
to be inclusive and thats important to me.
Miller lives in Eckington and enjoys reading, comic books, video games,
movies, national parks and visiting historic sites in his free time.

Whats Washingtons best

nightspot, past or present?
Green Lantern, though Im a little biased
as I worked there for several years and
adore the sta.

Describe your dream wedding.

My dream wedding is one where the
people I care about most can join me in
celebrating an important day for me and
my partner. Ideally outdoors and with
more dancing than sitting.
What non-LGBT issue are
you most passionate about?
I am very passionate about reforming the
criminal justice system and addressing
domestic food security for everyone,
though both of those issues do
disproportionately impact LGBT people.
What historical outcome
would you change?
If given the chance, I would stop the
British government from doing the
terrible things it did to Alan Turing, a gay
computing scientist, after he helped the
Allies win World War II.
Whats been the most memorable pop
culture moment of your lifetime?
Any number of performances by Britney
Spears or Madonna on the MTV Video
Music Awards, back when they were
an actual event that people actually
watched live and actually talked about
on the Monday morning after.
On what do you insist?
I insist that everyone be treated with
respect and kindness and be given the
benet of the doubt.

202.747.2077

What was your last

Facebook post or Tweet?
My last Tweet was a quote from an
interaction I had with someone: Person
I Just Met: Your name is Brant? Like,
Raisin Brant?

Me: Yeah! Wait. No?

If your life were a book,
what would the title be?
Laughing Loudly and Often Falling
If science discovered a way
to change sexual orientation,
what would you do?
I would scrutinize that science and make
sure the ndings werent being reported
in an ill-cited listicle on an unreliable
news website.
What do you believe in
beyond the physical world?
The determination of the human spirit.
Whats your advice for LGBT
movement leaders?
Remember what the word equality is
inclusive of, and that our movement is
not monolithic and involves the needs of
many very dierent people.
What would you walk
across hot coals for?
My family and friends. Without a
moments hesitation.
What LGBT stereotype
annoys you most?
That we should live our lives trying not to
live up to stereotypes.
Whats your favorite LGBT movie?
Philadelphia, because my high school
gym teacher showed it in class when I
told him I didnt learn anything from the
abstinence-only videos we were required
to watch and were narrated by a
preacher. I still wish I could tell him how
much that meant to me and still does.

Whats the most overrated

social custom?
Being mysterious and aloof to keep
people interested in you. I nd I
work best when Im being goofy and
oversharing.
What trophy or prize
do you most covet?
I most covet my friendships, which is
corny but is the most valuable thing in
my life.
What do you wish youd known at 18?
That I was capable of more than I
thought.
Why Washington?
Because it is home and our residents
should never be taken for granted or
underestimated.

50TH ANNIVERSARY TOUR

Ambitious production
explores life of
Carmen Miranda
By PATRICK FOLLIARD
In 1945, Carmen Miranda was the highest
paid woman in Hollywood. A talented
entertainer with a comic air, the Brazilian
bombshell famous for her tutti-frutti hats
was a wartime favorite who rose to stardom
singing, dancing and malaproppng her way
through a half dozen Technicolor feel-good
lms. But behind the laughing faade, things
were sometimes grim.
With Gimme a Band! Gimme a
Banana!, Pointless Theatre distills
Mirandas extraordinary bio to an
engaging 60 minutes. Written by Mel
Beiler and Patti Kalil and co-directed by
Roberta Alves and Matt Reckeweg, the
companys latest oering unfolds lucidly
and imaginatively through the sounds
of samba and experimental multidisciplinary theatre puppetry, dance,
music, mime and minimal dialogue.
Though it has the feel of a young
production sometimes lacking nish,
Gimme a Band! is not without strengths:
foremost of which is an onstage and on
point Brazilian band supplying the music
of Mirandas professional life spanning
from Rio nightclubs to Hollywood studios
including Tico Tico No Fub, South
American Way and I, Yi, Yi, Yi, Yi, Yi (I
Like You Very Much). Theres also Bieler
and Kalils charming toy-like proscenium
stage set framed in outsized banana
leaves and owers and delightful tropical
bird puppets. And an keen young cast led
by Sharalys Silva as Miranda
Of course, assaying a movie star is a tall
order. Incredibly kinetic with ashing eyes
and an enormous grin, Miranda was a
singular presence. While Silva never reaches
the manic madness captured in Mirandas
movies, she delivers an appealing, though
decidedly milder, interpretation.
The show opens with Mirandas heavily

attended funeral in her native Rio, and

then looks back. As a young shop girl
Miranda is singled out for her vivacity and
musical talent. She becomes Brazils top
female recording artist at just 21.Theater
great Lee Shubert (here played by Scott
Whelan) launches her on Broadway, and
soon after she conquers Hollywood.
But a stressed Miranda grapples with
addiction. She relies on Benzedrine to meet
her overwhelming work commitments and
maintain her trademark gaiety. We watch
as she marries an abusive opportunist,
suers a painful miscarriage and goes
through a course of brutal electroshock
therapy all backed by a mournful
instrumental solo. She dies at 46.
Miranda was a specialty star and not a
leading lady. Typically she was brought in
to add some spice to a uy boy-meetsgirl story set in an indeterminate South
American locale with one of her exotic,
upbeat numbers. Gimme a Band! oers
a spare take on Mirandas iconic Busby
Berkeley-choreographed number The
Lady in the Tutti-Frutti Hat from the
mindless but fun The Gangs All Here. But
instead of Miranda backed by a hundred
chorines toting huge bright yellow, papiermch bananas, here there are only
three. Its fun, but projections might have
helped convey the magnitude of Mirandas
persona. Also, theres an unmemorable
version of The Enchilada Man featuring
Miranda with Dean Martin (Daniel
Smeriglio) and Jerry Lewis (Whalen again).
In one of the shows highlights, Rebecca
Ballinger steps out of the chorus to perform
Cole Porters Something for the Boys as a
knowing Hollywood nightclub singer.

Classic gay-friendly soap

celebrates milestone
By JOEY DiGUGLIELMO
joeyd@washblade.com
A lot of sands have passed through
the hourglass since Days of Our Lives
debuted on NBC on Nov. 8, 1965.
Sunday, Nov. 8 marks the shows 50th
anniversary and a spate of events are
planned. A new book, Days of Our Lives:
50 Years by Greg Meng is out now. Several
cast members appeared at the Barnes &
Noble in Bethesda on Tuesday to promote
the publication. And on Wednesday,
cast from the show including Deidre Hall
(Marlena) and Susan Seaforth Hayes (Julie)
were on hand to present scripts and props
to the Smithsonians National Museum of
American History. Actress Tippi Hedren
presided over the proceedings.
Set in the ctional midwestern town of
Salem (its state has never been specied),
the serial focuses on two core families,
the Hortons and the Bradys. Late actors
MacDonald Carey and Frances Reid
played Tom and Alice Horton until their
deaths in 1994 and 2010 respectively.
As Maggie, Suzanne Rogers has been in
the cast almost continually since 1973.
Hayes is the only cast member to play her
character, o and on, in all ve decades
the show has been on the air. As part of a
70s soap power couple, she and real-life
husband (Bill Hayes as Doug) were on the
cover of a 1976 Time Magazine issue.
Ratings have uctuated over the years.
Days placed 10th out of 17 soaps when
it debuted in 1965 but had moved into the

top slot by 1973 but by the late 70s it was

one of the lowest-rated soaps on the air.
It returned to prominence in the 90s and
from 1995-1998 was the second highestrated soap on the air. Its currently the
third-ranked soap of only four left. Its
been renewed through September, 2016.
For its rst 10 years, Days ran a half
hour. It was expanded to its current
length in 1975. Its Oct. 20 episode was the
shows 12,708th installment.
Last year, the show made history
when Sonny Kiriakis (son of Justin and
Adrienne) and Will Horton (son of Lucas
and Sami) were married thus becoming
the rst male soap power couple and
rst same-sex male wedding (the nowdefunct All My Children had a 2009
lesbian wedding).
Actor Guy Wilson who played Will and
is straight in real life, told the Blade last
year, the milestone was an honor.
I had to pinch myself, he said. Part of
my interest in going into entertainment at
a very young age was to hopefully make a
dierence.
Actor Chandler Massey (Wilsons
predecessor) won three Daytime Emmys
for playing Will. As Sonny, Freddie Smith
won a Daytime Emmy this year. Days
has won 43 Daytime Emmys total. The
show also won four consecutive GLAAD
Media Awards for Outstanding Daily
Drama from 2012-2015.
Of course, being a soap opera, trouble
loomed for the couple. Will had an aair,
the two separated and Will was strangled
to death by a serial killer.
Days was created by the late husbandwife team of Ted and Betty Corday. Their son,
Ken Corday, is the shows executive producer.

Jagged Little Pill has been re-released in a

deluxe edition.

PHOTOS COURTESY OF RHINO

Classic Alanis album

gets deluxe treatment
By CHRIS GERARD
It seems impossible to imagine that
two decades have passed since Alanis
Morissette made massive waves with one
of the 90s most pivotal albums, Jagged
Little Pill.
Potent and intensely emotional but
also highly polished and commercial,
Jagged Little Pill is one of the decades
cultural landmarks. In celebration of the
albums 20th anniversary, Morissette
has teamed with Rhino Records for
a new four-CD Collectors Edition. It
includes a newly remastered version of
the original album, a disc of demos and
outtakes of songs that did not make
the record, an entirely acoustic version
of the album (which Morissette had
previously released in 2005 to mark its
10th anniversary), and a CD capturing
Morissettes rst live performance in the
U.K. at the Subterranea in London in
September 1995, just as Jagged Little Pill
was really taking o.
Is it worth it to pay the $40 or so to pick
up the collectors edition if you already

have your original CD from 1995? For

most casual fans, the answer is going to
be no. Yeah its a nice enough set and
the packaging is lovely, but the most
essential part of it is the album itself.
While the remaster sounds nice, its not
such a revelation that the original CD
pressing should be considered obsolete.
Of course, it is indeed a classic album.
Morissette took to her blog recently to
reect on Jagged Little Pill, and she
describes its meteoric impact as only she
can: There was a cultural wave swelling
a readiness, perhaps, for people to
hear about the underbelly, the true
experience of being a young, sensitive,
and brave person in a patriarchal world
This wave was moving through culture
with or without me, and I happened to
grab my glittery surfboard and rode that
wave like a feisty androgyne on the back
of a megalodon.
The rst big hit was You Oughta
Know, an obsessive, confrontational,
angst-ridden rocker that took alternative
radio by storm and then crossed over
to MTV and the Top 40. It remains one
of the decades most iconic singles, an
anthem for those not content to fade
away meekly after being wronged. Right
Through You exists in the same stylistic

territory, and the trippy rocker All I Really

Want opens the album with a bang.
Most of Jagged Little Pill, though, is
engaging, well-polished pop/rock. Singles
like Ironic, Hand in My Pocket, You
Learn and Head Over Heels all became
substantial hits, leading Jagged Little Pill
to 13 weeks at no. 1 on the U.S. album
chart and to worldwide sales in excess
of 30 million copies. The album holds up
very well two decades later, and its an
enjoyable blast from the past to listen to
these great songs again at full volume.
Unfortunately the three discs of bonus
material are largely inessential. The
collection of demos is at least somewhat
interesting, but its clear from the beginning
there is a reason why these songs did not
make the album. Tracks like Superstar
Wonderful Weirdos and Death of
Cinderella are really just unnished
sketches, although some of them sound
like they might have been quite good had
they been fully eshed out. In their current
state, unfortunately, they arent compelling
enough to inspire repeated listens.
The acoustic disc which many fans
probably already own is rather sedate
and bloodless. One of the things that
makes the original Jagged Little Pill so
great is the manic energy, and thats

missing here. Some songs work better

than others. Perfect and Mary Jane
are lovely, but the edgy rockers like You
Oughta Know and Right Through You
just sound limp. The live disc, again, will
mostly appeal to hard core fans. Despite
its status as a historic show Morissettes
rst performance in the U.K. it doesnt
really jump out as the erce live document
that one might expect. The sound quality
isnt particularly great, and Morissettes
vocals are a bit rough at times.
Those who prefer the middle ground
can get the two-CD deluxe edition which
includes only the remastered main album
and the CD of demos. That may be the
way to go if you really feel the urge to
upgrade your well-worn 20 year-old
original. Jagged Little Pill is undoubtedly
a cornerstone album that is worthy
of exploration for a 20th anniversary
edition. However, if you have the original
CD, you can celebrate its anniversary just
ne by revisiting it, preferably at as loud
a volume as possible. The new 4-disc
collection is a nice collectors item for the
die-hards, but casual fans will probably
skip through the bonus material once
and then never revisit it again, preferring
instead to focus on the stellar original
album, and understandably so.

MANIL SURI has enjoyed a diverse career in math and writing.

Math prof, author enjoys

By KATHI WOLFE
If you think that your math prof would never
do a striptease on You Tube, you havent met
Manil Suri, the gay Indian-American author,
University of Maryland, Baltimore County
mathematics professor and New York Times
contributing opinion writer.
Being a tenured prof or a Times
contributor would be more than enough
on anyones plate, yet Suri, 56 has written
three acclaimed novels loosely based on
the Hindu trinity: The Death of Vishnu
(2001), The Age of Shiva (2008) and The
City of Devi (2013). Vishnu was a Pen/
Faulkner Award nalist and Devi was a
Lambda Literary Award nalist. He lives
with his partner in Silver Spring.
Suri was born in Bombay, now known
as Mumbai where accommodations are
expensive, he says. Middle-class families
often rent part of a larger apartment.
In Mumbai, Suri, an only child and his
parents shared one room in an apartment
with three Muslim families.
There was one kitchen, he says. We
shared the toilet. There wasnt any privacy.
The ghts were about space, not religion.
There was a common entrance to the
apartment. It was a cause of great friction.
His father was a Bollywood music
director and his mother was a
schoolteacher with a masters degree in
psychology. His parents, now deceased,
scrimped and saved so they could sent
him to private school.
Public schools in India arent good, Suri
says. You only go to them if youre very poor.
When Suri was young, he wouldnt have
predicted that he would go into math or
writing. He was interested in science and
also used to paint. His main hobby was
collecting Bollywood posters.
Movies had a big impact on him. Years
later, he performed a sexy Bollywood dance
at the Brooklyn Book Festival in 2008.

When he was growing up, movies were
the main form of entertainment.
We only started getting TV when I was in
fth or sixth grade, he says. It was awful.
Suri got a poster of Star Wars when it
came out and says Hollywood movies just
started becoming popular in India toward
the end of his time there.
When he was about 12, Suri had his
rst conversation about what it means to
be queer with his mother. He was told
that, everyone is supposed to go through
a homosexual phase and then go into a
heterosexual phase, he says. I went
through this phase. I didnt feel any guilt. I
just felt it was natural. I felt Id grow out of
it, but Im still waiting, he says.
It was a key factor in his decision to come to
the U.S. at age 20 to study math. He eventually
earned a Ph.D. in applied mathematics from
Carnegie-Melon University.
In Bombay, there was a lack of privacy,
he says. I didnt have anyone I could to
talk to who was gay.
He felt no culture shock.

he says. I loved Hollywood movies. I read

The Team D.C. College Scholarship

program has begun to feel the eects
of the changes in sports culture as they
relate to LGBT athletes.
As the younger generation is aging
into their high school years, the fear of
competing as an openly gay athlete is
beginning to subside. There are certainly
still challenges, but in their eighth year of
awarding scholarships to openly gay local
student-athletes, Team D.C. granted a
record nine awards this year.
Scholarship chair Bud Rorison also
points to the groundwork laid over the
years by the scholarship committee for
the increase in this years recipients.
People nally know about the
scholarship and are nding it on websites
and in scholarship searches, Rorison says.
We have had great pipeline high schools
over the years such as Montgomery Blair
and Wilson, but this year we had a nice
presence from the Virginia high schools.
He is quick to point out that one of
the reasons Team D.C. gave out so
many awards this year is because the
nine recipients all had strong reasons to
warrant the scholarship.
It was tough this time as all the kids
were amazing, Rorison says. They
touched on all the relevant factors such
as grades, sports, nancial needs and
compelling backgrounds.
In another rst for the scholarship
program, Team D.C. arranged a picnic at
Meridian Hill Park where all the recipients
met for the rst time.
It was denitely a bonding experience
for them, Rorison says. We fully expect
them to become the role models for the
next wave of kids.
John Ramsey was born in Missouri and
grew up in Silver Spring, Md. During his rst
two years at Montgomery Blair High School,
he played basketball and baseball, but chose

to concentrate on baseball for his nal two

years where he played rst base.
He came out to his teammates in the fall of
his junior year. He would go on to be named
captain of the baseball team in his senior year.
It was much more enjoyable and
comfortable for me after I came out. I
felt freed, Ramsey says. When it came
to talk of girls and me giving false output,
the two years before it were awkward.
Ramsay just wrapped up fall ball at Oberlin
College where he nds himself at the bottom
of the pile looking to build his way up to being
a starter for the baseball team. Their season
will begin again in the spring.
My freshman year is going to be a
developmental year, Ramsay says. I am
going to focus on academics rst and the
baseball stu will be secondary. I will still
be the best I can be athletically.
Lisa Chen began her sports career at
West Springeld High School in cross
country and basketball. She grew up in
Bowie, Md., and moved with her family to
Springeld, Va., before high school.
She was out to her teammates but
struggled with the process at home.
It was kind of a dont ask, dont tell situation
and it almost felt like the wrong time for me
to be out, Chen says. I wasnt ready for the
conversations with my mother.
Finding support for gay athletes from
Team D.C. was just awesome, Chen says.
Chen has a signature look of wearing
bowties and she has taken that look with
her to the University of Virginia. Now
in her rst semester, she has already
joined the fencing club and says that her
independence is going to be important
during her college years.
UVA is known for being preppy and
I am going to embrace that with all my
bowties. I am not going to worry about
getting my hair cut too short or hiding my
bowties, Chen says. I am here to learn
and I am looking forward to it.
The scholarship winners will be
honored along with members of the
LGBT sports community at Team D.C.s
A Night of Champions at the Washington
Hilton Hotel on Saturday, Nov. 7.

DEAR MICHAEL,
As a lawyer, I work very long hours
and am generously compensated. I like
to make the most of the little free time I
have, traveling when I can get away, going
to theater, enjoying dinners out, and yes,
hiring a cleaning person so that I dont
have to dust, vacuum and scrub the toilet.
Elissa, my girlfriend of two years,
works in non-prot and earns a much
smaller salary and we frequently argue
about money. She cannot pay half
of everything we do together and is
extremely uncomfortable with my paying
for her, which she says is too much like a
traditional heterosexual relationship.
I dont want to skip doing things she
cant aord, because then we wouldnt do
much. And I certainly dont want to go on
vacation alone. Its in no way a nancial
imposition for me to pay her share. The
way I see it, whats mine is hers.
Despite my attitude, Elissa feels like we
have a power imbalance and this makes
it hard for me to propose doing anything
fun that costs money. Even having a
cleaning person has become a bone of
contention. She doesnt want to pay, says
she can do the cleaning herself, but then I
feel she is like the maid.
Weve talked about splitting expenses
based on income but to me, this feels
like nickel-and-diming everything and she
says she feels inadequate contributing
only 20 percent.
Whats the best way to deal with income
inequality in a relationship?

All over the country there are gay men running opera companies
CONTINUED FROM PAGE 23

BLADE: How long have you been out?

TURNER: Since I was 20. Basically in
college in D.C., I blossomed, so to speak.

ADAM TURNER: The short answer

is yes. It was a pretty big adjustment
because its just a dierent pace of life, I
think, down here. But I enjoy it, being this
close to the water. The Hampton Roads
community when you put it all together
is over a million people spread out over
Virginia Beach, Hampton and Newport
News yet it still feels kind of like a small
town where everybody knows everybody.
But theres a good restaurant scene and
the arts are extremely valued here so
thats what drew me.
BLADE: Tell us about La Boheme.
TURNER: Its very romantic and super
relevant and a familiar story to anyone
who has ever been in love or who has
an artistic side to them. Its just one of
those pieces that really resonates with
just about anyone. Theres an episode
of The Simpsons where Homer wakes
up from a coma and suddenly hes an
opera singer and he sings La Boheme.
I remember thinking, Wow, opera is
everywhere even The Simpsons. Its
one of the classics.
BLADE: Was there opera in Louisville
when you were growing up?
TURNER: My grandmother took me
to The Nutcracker every year and later
I saw Broadway musicals like Phantom
of the Opera and Starlight Express.
Then when I was a little older, I saw my
rst opera in Louisville, which was The
Magic Flute. I think just basically the
vocal acrobatics of it and the stamina and
the talent you need to sing those roles
was just overwhelming. It really left an
imprint on me.
BLADE: Is there overlap between
the worlds of opera conducting and
symphonic
conducting?
Do
some
conductors do both?
TURNER: I think the old-school
conductors trained in Europe did both
and always started in the opera house
and then went to symphony conducting
or ballet conducting or whatever. It
was something that was just included
and considered part of your job, but
opera conducting is probably the most
challenging work there is in classical
music performance and I think thats
why I probably am drawn to it because
it is such a challenge. Theres a lot more
to manage and not only are you leading
the orchestra and inuencing the music
and all of that, but youre also keeping all
these forces together, you know, uniting
them with the same vision and the same
precision. Anytime Ive done anything
orchestral or with soloists, I love it, but I
always kind of am wondering, OK, where
are the singers?

ADAM TURNER in action. Turner discovered opera growing up in Kentucky.

PHOTO COURTESY OF THE VIRGINIA OPERA

BLADE: Why?
TURNER: I think singers give so much
more drama to the process and they
need attention and a lot of care and
tenderness, care and attention. I just
work really well with them. Its a real
challenge but a fun challenge.
BLADE: Is opera your rst love or
conducting or did you sort of discover
them simultaneously?
TURNER: I think I discovered them
simultaneously. The rst time I ever saw
conducting was when I was 5 or 6 and I
was immediately taken by the conductor
and all he was doing and thinking, Oh,
I want to do that someday. I grew up
listening to Elton John and Ben Folds
and Billy Joel, you know, piano men, and
then somewhere along the way I found
out about Pavarotti and Domingo and
all these famous opera singers and I was
really attracted to that sound and just the
romanticism of the music and I kind of
oat both sides. I really like pop music and
old-school rock but then Im just as happy
working in opera which I think is just one
of the more challenging things because it
pulls all these great art forms together.
BLADE: Theres lots of handwringing in
classical music. How are things overall at
Virginia Opera?
TURNER: When I rst came here there
had been some major upheavals with the
artistic director. He had been red so there
was a lot of instability and uncertainty
about what the future direction was going
to be. So I was hired to provide artistic
stability and also some new fresh energy to
the company and along with that, my goal
was really for us to nd new audiences,
people my age. I would love to see more
20- and 30-somethings in the opera house
and how do we do that? So for me the
main goal was just getting people into the
theater to experience it for themselves and
let them know its not this scary, sacred

institution. Once they do that, theyre

just overcome with the emotion and
raw passion of live performance and live
playing. We try to nd repertoire that
will appeal to our seasoned opera goers
and also nd a way to get new folks in.
Last year we did Sweeney Todd and it
was thrilling to see so many young and new
faces. And then they come back and now
theyre giving Puccini a run or maybe even
Verdi or Mozart.
BLADE: Theres so much worry and
prognosticating on this topic. Do you
think when millennials get a little older,
they will do a better job of picking up
these batons or will our traditional arts
companies continue facing challenges?
TURNER: I think they will face challenges
if they dont adapt and try new things and
thats the thing I keep harping on. We
have to keep trying dierent approaches
to nd out what works best. People are
all craving this kind of live experience.
Its not something you can get on Netix
sitting at home by yourself. Live acoustic
performance is unlike any other form of
entertainment and companies all over
the world are trying new approaches.
We started an initiative where for the
past ve years, weve been doing one new
production each season weve never done
before in our 40-year history. You have
to do new things that will entice people to
come to the theater and try a new piece
theyve never heard before.
BLADE: Youre running a marathon
next Saturday the same day youll conduct
in Fairfax. Why?
TURNER: Im just crazy, thats why. I
run all the time, sometimes up to 50 miles
a week. It gives me so much more energy
and really kind of sets the tone for my day
and gives me a lot of focus and drive. I
just wanted to nd a marathon that t my
schedule and this was the one that t and
that I thought I could handle.

BLADE: Has opera been as gay as we

typically think of it in your experience?
TURNER: People who like prissy things
are attracted to opera and I think a lot
of gay men appreciate beautiful singing
and beautiful sets and costumes and
the grandiosity of all that. I can certainly
see why it would attract the gay culture.
All over the country there are gay men
running opera companies because
theyre so passionate about the art form.
I have no explanation for it or anecdote,
but its refreshing to know we have all
found our niche.
BLADE: Is there much gay life in Norfolk?
TURNER: Oh yeah, I have a great circle of
friends here but its dierent than the gay
community in D.C. or even in Richmond. Its
more laid back. I just found out last week
that Norfolk has the highest gay marriage
rate in the state. Im not getting married
anytime soon, but I certainly enjoy dating
and going out with my friends.
BLADE: Youre working on a production
with the Washington National Opera next
year. Does that have any connection to
your work with Virginia Opera is that a
separate thing altogether?
TURNER: Thats completely separate
and Ill be on sta for one of their
productions as part of a fellowship I was
awarded earlier this year. We strive to do
dierent repertoire, like last year they did
La Boheme and this year were doing
it. Even though theyre totally separate
productions and a completely dierent
market we strive to do our own thing.
BLADE: Whos your favorite classic
opera diva?
TURNER: Im a huge fan of Marilyn
Horne, a great mezzo-soprano. I tend to
like the lower-voiced women.
BLADE: You were awarded a $10,000
stipend with the Julius Rudel/Kurt Weill
Conducting Fellowship this year. What did
you do with the money?
TURNER: Its in savings, I havent done
anything with it yet. Ill probably use it
for career-development stu. Travel and
networking stu.

When its time to reduce the price

First impressions
are critically important
when selling
By SAMMY DWECK
Sellers in the District have enjoyed an
extremely strong sellers market for the
last three years. When a property is priced
well and presented properly, it usually sells
rapidly. The denition of rapidly varies by
how robust the market conditions are, but
the classic equation of supply versus demand holds water in any market. After a
strong run up in the last few years, some
sellers are starting to overplay their hands
and much of the inventory sitting on the
market in excess of 30 days is lingering because it is priced too high.
Sellers should always list with an agent
based on his/her marketing plan, connections in the brokerage community and
wider community, and how trustworthy,
hardworking and ethical that agent is. It is
not wise to select the agent who promises
you the highest price for your property unless that agent has a check in hand with his
signature for the promised gure.
Many home sellers as consumers, even
those who watch HGTV religiously, understandably have only an anecdotal understanding of how the real estate market
works based on their experiences and
stories theyve heard at cocktail parties.
They are prone to rely on old maxims and
platitudes like, We just havent gotten the

right people yet, If we wait, well get a

better oer, We just need someone who
appreciates it, Im not in a rush, I need
to leave room to negotiate. Someone will
make an oer, etc. These sorts of phrases
lead sellers down a path that results in either no sale or a sale at a much lower price
than they otherwise would likely have
achieved doing things the right way. The
reason that real estate agents still exist, as
my broker always reminds us, is because
we have one thing that our client cannot
ever have objectivity. It is our job to provide counsel to our clients to dispel these
old myths. Even armed with facts and evidence, we as agents do encounter sellers
who refuse to reduce the price or refuse
to reduce it enough for the proposed reduction to make a dierence.
Sellers have one chance to make an
impression on buyers when the property
rst hits the market. If you do not position
your property in such a way that buyers
connect with it in the rst two weeks, you
will have to make a big change for them
to come back and look again. Look, by
the way, does not necessarily mean an
in-person showing. With the vast majority
of buyers starting their searches online,
many buyers will pass your house over
without ever coming to see it. If you do
not get it right the rst time and yes,
that does mean price you will have to
make a sizeable adjustment to get buyers
attention again.
When a house is sitting on the market,
it is usually due to the price. Sometimes
it is an issue of presentation a property

isnt going to get shown enough for someone to appreciate it. A cluttered property
with shots that fail to take advantage of
the available natural light or supplement
it with lamps wont get people in the door.
But when the staging is beautiful, the light
is beaming in through the windows, the
backsplash is gleaming and the stainless
steel appliances are sparkling if youre
not getting an oer, its your price. The

amount of time you should wait to reduce

varies based on market conditions but it
is usually fair to say that a reduction of
much less than 5 percent generally wont
make much of an impression.

Coldwell Banker to open new Logan Circle office

Flagship location at
14th & Corcoran oers
greater visibility
By KEVIN McDUFFIE
In the coming days, Coldwell Banker
Residential Brokerage will open its doors
to our new agship oce, located at the
corner of 14th and Corcoran. Previously
located three blocks to the east, this new
location was selected for the greater
visibility and connectivity it provides between the oce and the community.
Coldwell Banker Residential Brokerage has been a long-standing, contributing member of the Dupont/Logan area.
Thirteen years ago, we were pioneers on
17thStreet, and were once again on the
leading edge with our new location on
14thStreet. We saw the enormous potential of the area back when we rst made
the commitment to move more than a
year ago. Now, just as we knew it would,
the 14thStreet corridor is booming.
Shops, restaurants and other service
providers have ocked to 14th Street.
Our new location is in the heart of it all
between Le Diplomate and Shinola providing ideal convenience for our aliated
agents and their clients. Its an exciting
and thriving place to be, attracting all demographics and creating a wonderfully
diverse area in which to live and work.
The location is not the only notable advantage, though. The oce space itself
has been designed by award-winning ar-

chitecture rm Clark Nexsen to maximize

both aesthetics and functionality. With
just over 4,100 square feet, the new space
features an Agent Studio with communal workspaces, hoteling desks and stateof-the-art technology. This is not an oldschool real estate oce, but more like
what youd expect for the headquarters
of a tech start-up.
This modern, open design is possible in
large part because Coldwell Banker Residential Brokerage is paperless. Theres
no need for le cabinets and locked ofces, because all transaction documents
are stored securely online via our HomeBase transaction management system.
Were a tech-driven company, and this
new oce clearly reects that.
Perhaps the most important feature
of the new space, however, is that it better enables us to give back to this vibrant
community. Coldwell Banker Residential
Brokerage has always been a committed
supporter of local arts and charitable organizations, and the Dupont/Logan oce
has been specically designed to enhance
that commitment. Three conjoined conference rooms are separated by continuous glass accordion wall partitions that
can open completely, creating one dynamic education/event space that ows
to a large outdoor patio. With monthly
events already on the calendar, Coldwell
Banker Residential Brokerage wont just
be present in the neighborhood well be
part of it.
Additional highlights of the new oce
include polished concrete oors, 14-foot
ceilings, a custom marble reception desk

lighting and furnishings by Steelcase.
The DuPont/Logan oce currently has
approximately 65 associates, 6 of which
were named in The Washingtonians Top
Realtors for 2015. The oce is located at
1617 14th Street NW, and can be reached
