Fatima Groups United Family Resource Centre


On behalf of Fatima Groups United Family Resourca Centre, I would like to submit a
Statement of Support to An Bord Pleanala regarding the NCH Planning Application.
Fatima Groups United is the representative body of residents and community groups that
operate and deliver services in Fatima and the surrounding areas. As part of our work we
operate a Children's Day-Care Centre, a Community Employment Project, a Health &
Educational Project, Cultural Arts Program and a Community Development Team that has
been the driving force behind the community's participation in its regeneration.
As part of our education/employment strategy we provide placement training experience
through our Community Employment scheme. It is widely acknowledged that educational
attainment is fundamental in breaking the dependence culture within communities such as
ours. It is for these reasons that we and other community based projects in Fatima have
been putting time and energy into providing informal and format education supports and
projects.

Fatima Regeneration; Targeted Employment Group- A Reflection


Creating new opportunities for training/employment and job creation from the Fatima
Regeneration Project was a key component of the Fatima Social Agenda programme.
Targeting early school teavers and young people at risk of becoming involved with the
criminal justice system was a key element of our approach. A number of natural groupings in
terms of age, peer/friendships and need emerged. We were quite successful in securing
direct employment on a wide range of jobs on the construction site and apprenticeships/
general operative posts with Dublin City Council.
One such group included eight young men aged between 17 and 20 who were taken on by
an engineering company as apprentice welders. The impact on them having a job in their
community gave them a focus, stability and critically a sense of pride in building their homes
and facilities for their families and neighbors. Young people who were still in school at that
time were talking about their hopes for work- 'just like the lads'.
Following the economic crash, particularly in the construction sector, these eight lads
became the now long-term unemployed, drifted into addiction and for some the criminal
justice system.
There is a strongly held view that had these lads stayed in employment and completed their
apprenticeships their pathways would have been very different for them, their families and
their community. For many of the young people who aspired to get jobs at that time, the

opportunity to break the cycle of long-term unemployment, poverty and disadvantage was
lost.

NCH - St. James Campus


When the Government announced that the NCH was to be located on the campus of St.
James Hospital, we immediately felt that this could be an incredible opportunity for Rialto and
Dublin 8, particularly those young me referenced above. This investment will result in the
creation of thousands of jobs in Dublin 8 and its surrounds, and will be a catalyst for further
commercial investment in the area
It was in this context that we established a forum to create the right structures to ensure
maximum community benefit for Rialto and Dublin 8. This involved a number of seminars and
a study visit to Glasgow's NCH were they have led the way in ensuring community benefit for
communities surrounding their project.
A community benefit steering group has been established and is working to ensure that all
potential opportunities for the local community are maximized. Chaired by Gordon Jeyes of
Tusla, it includes representatives from Dublin City Council, Educational Training Boards,
local Regeneration Boards, St. James's Hospital, and the Children's Hospital Group. A
number of key commitments have already been agreed including;

Social clauses in the construction contracts for the build phase of the project
mean that local people will be employed in the development of the hospital.
Resources were secured to employ a community benefit coordinator whose
role will be to drive the community benefit agenda.
The Earnest and Young Research on community benefit is an excellent indicator of the
potential benefits of the NCH for the community. This again shows the support from all the
key stakeholders in getting this research done.

Conclusion
There is no doubt that the hospital can have a transformative effect on the Dublin 8
community. St James's Campus is the right location for the new hospital - it is centrally
located and has more public transport linkages than any other hospital.
Finally and most importantly, having the new children's hospital located on the same campus
as the largest teaching hospital in Ireland, and in time with the new maternity hospital, will
ensure that Ireland's children will finally have the hospital that they deserve.
It is for the above reasons that our community is fully behind the NCH.
