MAJOR GOAL
The people are able to meet and sustain their minimum basic needs of
adequate food, good health, education, shelter and human dignity when
their productive capacity is adequately harnessed to the national and
international level of competitiveness.

HOUSING
A.
EXISTING SITUATION
Shelter is one of mans basic needs. Demand for new housing units
in Tarlac City is quite high, largely due to its increasing population.
Increase in housing demand is expected especially in the citys
growth areas and resettlement areas like Sapang Maragul and San
Rafael.
In 2000, Tarlac Citys population is 262, 481, composed by a total
of 51,703 households occupying about 50,200 dwelling units. The
ratio indicates the existence of double-up HHs and a shortage of
1,503 units. With the present number of dwelling units, it is
assumed that 20% of these need improvement.
There are 85 subdivisions in Tarlac City.
The effect of Mt. Pinatubos eruption in 1991 is still a major concern
for the City. The need for a resettlement area for affected
households remains one of the administrations priority tasks.
Major issues affecting the housing sub-sector include urban poor
families residing in danger zones (e.g. riparian community built-up
along Tarlac River) or squatting in properties whose owners are not
open to selling the same.

GOAL
Adequate, affordable and decent low-cost housing, livelihood and
suitable relocation sites provided to squatters and low-income
families

OBJECTIVES
1. To provide credit assistance for housing with low amortization
rate and longer repayment period
2. To encourage private and government sector partnership and
collaboration in responding to the housing demand/needs of the
City.
3. To promote the use of indigenous materials in the construction
of houses.

1. Encourage families to avail of the lending windows of GSIS,
SSS, PAG-IBIG for housing loans.
2. Improvement of housing delivery system of the government.
3. Effective documentation of the housing needs of the populace.
4. Coordination with the National Housing Authority (NHA) to avail
of its funding assistance for development of the Citys
resettlement area.
5. Strengthening existing cooperatives to enable them to have
alliance with the private sector NGOs and POs anchored on the
principle of active partnership.
6. Reduce the cost of housing loan acquisition by reducing too
much bureaucracy.

EDUCATION
A.
EXISTING SITUATION
A well-educated citizenry is a prerequisite to the development of the
City. Poor access to education in terms of distance to schools and
financial capability of families to send their children to school are
the major educational problems. Corollary to this citizenry depends
highly on the kind of education being injected to them for their
development by the different educational institutions existing in the
city.
Formal education in Tarlac City is being undertaken by both public
and private schools. As of school year 20012002, the city has 102
elementary schools, out of this 86 are public and 16 are privately
owned.
Likewise, there are 22 secondary schools, where 8 are public and
14 are private schools.
During the school year 2001-2002, the total enrollment in the
elementary level was 46,133, 85% of which accounts for public
school enrollees while 15% accounts for private school enrollees.

EXISTING SITUATION
Health and nutrition is considered an integral part of the overall
socio-economic development because a healthy citizenry leads to
more productivity and increased income. When income increases,
access to other socio-economic needs improve which eventually
leads to overall development.
Inadequate health services and facilities are among the major
concerns of this sub-sector. Available data reveal inadequate
number of physicians, nurses, and other health personnel.
Inadequate health services also have social justice implications.
Due to poverty, the poor and the disadvantaged families could not
afford private hospitals or medical services. A number of them die
without receiving any medical attention.
The Tarlac Provincial Hospital is a 200-bed government hospital
located in Barangay San Vicente with a service area covering the
City of Tarlac and other of towns of Tarlac province. It has a staff
complement of sixty-seven (67) physicians, five
(5) dentists,

GOAL
1. Improve and safeguard the general health condition of the
citys population.
C.
OBJECTIVES
1. To construct health infrastructure and upgrade medical facilities
to adequately respond to the population needs and to acquire
additional medical equipment to meet the needs of the Rural
Health Units and the hospital.
2. To beef up the medical staff complement of the RHUs to ensure
a more efficient and effective delivery of health services.
3. To intensify efforts on environmental sanitation particularly
those related to the water supply and water disposal systems.
4. To implement more nutrition programs to address the alarming
level of malnutrition among children.
5. To limit population growth to an acceptable level.

TARGETS
1. Reduce malnutrition incidence from 31.75% to 0% by year 2010.
2. Equip the existing Provincial Hospital with upgraded, well
functioning facilities by year 2005.
3. Construct six (6) Rural Health Units for the period 2002-2010.
4. Construction of City Medical Hospital with laboratory facilities to
augment the services being provided by the Provincial Hospital.
5. Purchase of complete medical equipment for the RHUs for the
period 2001-2010.

STRATEGIES
1. Encourage people participation in health care services.
2. Encourage parents and barangay officials to participate in the
Citys Nutrition Program.
3. Encourage and strengthen partnership arrangement with other
local government agencies, the private sector, and NGOs in the
delivery of basic health services.
4. Provide access to sanitary toilets, sewerage and safe drinking
water.

A.
EXISTING SITUATION
The promotion of sports and recreation is also a primary concern of
Tarlac City. The government has to provide facilities and
opportunities for the youth, disabled, senior citizens and adults to
spend their leisure hours through wholesome activities.
Existing sports facilities in the City consist of three (3) gymnasiums,
76 basketball courts, one (1) baseball/softball field, one (1) pelota
court, one (1) golf course, three (3) tennis courts, four (4) swimming
pool/resorts and one (1) football field.
In terms of recreational facilities, the City has six (6) parks and
playgrounds, eleven (11) movie houses, one (1) public library, one
(1) bowling center and one (1) cockpit. The parks are located at the
Poblacion, San Miguel, San Nicolas and San Vicente while the
playground is in San Sebastian.
The City lacks varied sports and recreation facilities that cater to
both the adult and the young populations. The gymnasiums are
mostly within school premises, preventing residents to have access
during weekends. There is a need for a public gymnasium or a
public hall where physical fitness activities or other productive
social gatherings could be initiated for and by the residents.

aspect of community life.

citizenry in terms of competitive recreational and physical fitness

PROTECTIVE SERVICES
A.
EXISTING SITUATION
Police and Fire Department Services play vital roles in the
promotion of safety and prevention of crimes and man-made
calamities within any locality. The peace and order situation is
critical to all aspects of development.

respectively.
Theft and robbery are commonly committed by offenders belonging
to the very poor sector although there are recorded incidents of
robberies committed by members of the Akyat-Bahay Gang who
are even residents of the City. It has also been observed that there
are violators who are non-residents but have contacts residing
within the City
The number of policemen is definitely inadequate for the Citys
population. The ratio of 1: 1902 is very much below the ideal police
to population ratio of 1:500 and minimum ratio of 1: 1000 (HLURB
Guidelines). Police visibility is inadequate in rural barangays but the
actual demand is lesser compared to urban areas where population
is more dense and peace and order is more difficult to ensure.

GOAL
1. Safety, peace and order adequately maintained by a network of
qualified, disciplined and dedicated law enforcers and protective
services staff

OBJECTIVES
1. To maintain peace and order in the city and safeguard the
people against disorder and social ills.
2. To improve law enforcement system and capability in
maintaining peace and order in the City.
3. To protect the people from potential damage to properties and
lives brought about by fire and other man-triggered calamities.
4. To increase protective personnel and facilities to meet the
current and projected needs of the City.

TARGETS
1. Reduce crime incidence by at least 5 % each succeeding year.

4. Acquisition of land for the site and construction of the Tarlac
