The Islamic Republic of Afghanistan, Ministry of Energy & Water has applied
for a grant from the International Development Association toward the cost
of Irrigation Restoration and Development Project , and it intends to apply part
of the proceeds of this grant to payments for hiring the services of following
qualified national individual consultants.

Job Description/Duties and


responsibilities

-Preparation of monthly, quarterly and annual


work plan and the progress reports for the transboundary section of PCU (Project Coordination
Unit)
-Collection of articles and research studies about
trans-boundary water subject from media,
websites and other sources.
-Analysis of above mentioned material and
creating awareness in Ministry of Energy and
Water (MEW)
Conduct studies/research gathering relevant data and information on the matters related to transboundary issues and prepare reports incorporating
issues and constraints as well as conclusions and
.recommendations
-Prepare plan for the development and
administration of trans-boundary water sources
-Assist to establish coordination with the
concerned the central and river basins of Ministry
of Energy and Water and the relevant ministries
in the issues related to trans-boundary issues.
-Performing tasks as per the instructions of the
Director, PCU and other supervising officials in
accordance with laws, regulations, management
objectives of the organization

The Tran boundary Water Unit will advise the


Government of Afghanistan on issues regarding
the development and management of shared
water resources in transboundary river basins,
including issues such as:

Hydrological matters such as dams,


reservoirs and diversions which may
have impacts on downstream flows,
impacts of reservoir management on
downstream flows, drought and flood
issues, the potential effects of climate
change on hydrology, hydrologic data
and monitoring and information
exchange, sediment and erosion,
interpretation of modelling, etc;
Collection of data and information
(hydro-meteorological
information)
from relevant departments;
Exploring opportunities for joint
development and benefit sharing with
co-riparians;
Impact assessment to help determine
potential environmental and socio
economic impacts of hydrologic
development;
Technical and legal issues related to the
development of legal instruments,
agreements and treaties with co-riparian
countries, international water law,
international law;
Diplomatic issues such as strategic
advice on structuring and facilitating
dialogue and negotiations;
Socio-economic issues such as economic
assessment,
including
potential
benefits/costs with respect energy,
agriculture, flood/drought risks and
trade; and
Security issues which may impact
national security.

The committee may bring on specialists as


needed on an ad hoc basis to address specific
issues at hand, for example pollution from mining
were a pollution specialist is not a regular
member of the committee, energy trading or
medium- and long-term climate change impacts.

Job Requirements

Master degree in water


Engineering and Managementor
Water diplomacy with minimum of
10 years of practical involvement in
watershed management, and having
experience at the field of design of
hydraulic structure (earth dams,
concrete dams and Irrigation canals,
etc.)
Working knowledge of watershed
management in Afghanistan river
basins.
At least 10 years of experience
water related structures including
design, assessment supervision of
infrastructure construction and/or
management of major infrastructure
projects;
Having knowledge/ experience of
integrated water resources
management (IWRM).
Having leadership and management
experience, while defining the
institutions strategic vision,
implementation of the missions, and
the analysis of the results achieved
in organization level.
Being Capable to maintain strong
relationships with a diverse range of
clients.
Being capable to design, Contract
documentation of most water
engineering infrastructure such as
dams Projects, Irrigation projects,
etc.
Having knowledge and experience
in skillful use of computer and its
relevant soft-wares, such as Mike
11, Mike she, HEC-HMS, HEC
ResSim, HEC-RAS, GIS, ModflowGropWat, Auto CAD, Auto Desk
Civil 3d, MS Project/Primavera,
office.
Capability of Infrastructure
Planning and control the plan by
using MS Project/ Primavera.
Having knowledge and experience
to reviewand comment
infrastructure standard drawings and
design; such as plans, section,
details;
Having knowledge and experience

of the necessary internal and


external meetings and presentation
at local and international
conference.
Having knowledge of developing
training materials, and offer
trainings related to infrastructure
and transboundry issues to other
staff of Ministry of Energy and
Water and give presentation and
seminars internally and other
stakeholders.
Having experience of working with
World Bank, ADB or other
international organization.
Fluency in Dari, Pashto and English

The Project Coordination Unit (PCU) of Emergency Irrigation Rehabilitation Project (EIRP)
under Ministry of Energy and water now invites National eligible consultants to indicate their

assignments carried out, experience in similar conditions, availability of
appropriate skills etc.

demonstrate this.
A consultant will be selected in accordance with Section V Selection of Individual Consultants
procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by
World Bank Borrowers (January 2011).
