Building structure is required to comply with the safety
requirement including safe from fire hazards.
Government is responsible to control the water damage
potential risk including floods, erosion, sedimentation,
landslide and cold lava flood.
Government is required to consider the environmental
degradation issuesincluding the potential disaster riskin
formulating the development plan at national, provincial and
regency/city level.
Development plan for settlement regions need to include: (1)
improvement in urban and rural resources; (2) disaster
mitigation; and (3) public services provision. Reconstruction of
settlements is prohibited in disaster-prone areas in order to
reduce the disaster risk.
The building function is classified based on the level of
complexity, permanence, fire risk, earthquake zoning, height
and/or ownership status. Every building is required to have
evacuation facilities including warning system for tenants,
emergency exit, evacuation route and emergency plan.
