PROMOTION POLICY

DOUBLE STAND OF BSNL MANAGEMENT


On the issue of Wage Revision and Perks, BSNL Management took a rigid stand that the
benefit of Non-Executive Staff shall only be on par with Executive Staff of BSNL. But it did
not stick to the same policy on the question of promotion policy. It was discriminatory in
nature and the worst sufferers are pensioners. Of course the serving employees are also
affected.
Order of New Promotion Policy for Executives was issued on 18.01.2007. After a gap of 3
years, 2 months and 5 days, order for Non-Executives was issued on 23.03.2010. Many
points in both the orders are similar except the following:1) The order for Non-Executive states that the new scheme is applicable only to those who
were in service as on 01.04.2008. Because of this condition, thousands of employees who
retired between 01.10.2004 and 31.03.2008 are deprived of the benefit. No such
condition was stated for the Executives and those Executives who retired between
01.10.2004 and 18.01.2007 (Date of issue of the order) also got arrears and their pension was
also modified (increased) accordingly. This discrimination affects Non-Executive Pensioners
who retired between October 2004 and March 2008. The loss is not only in the form of
arrears but reduces their pension for the entire life.
2) For Executives, under the New Policy, first upgradation is given w.e.f. 1.10.2004 and
arrears were also paid from that date. But for the Non-Executives, though first upgradation is
given w.e.f. 1.10.2004 the benefit is notional till 31.03.2008 and arrears is to be paid only
from 01.04.2008. Thus Non-Executive staff is denied arrears for 42 months.
3) Second and subsequent up gradations are given after 5 years for the Executives whereas
for the Non-Executives it is given only after 7 years.
4) Grading Criteria for Non-Executives scales NE-8 to NE-11 for OC No Adverse, not more
than one Average and for SC/ST No Adverse, not more than two Average. But the
Grading Criteria for Executives Senior SDE to STS for OC No adverse, not more than two
average. For SC/ST No adverse, not more than three average. The concept should have
been that more upgradation in career should have more responsibility, more devotion, and
more dedication and grading criteria should reflect this concept.
The stand of BSNL Management reflects a proverb in Tamil Butter in one eye and chunum

Our Note:
This has happened because we closed our eyes on the fact that alike 6th CPC though we
were not given right to represent and did not protest.
That is why the employees took 6th Month Basic as advance and we are deprived. When
we demanded Rs.50, 000 as Pension Relief, we were isolated?
More may follow, if we continue to be spectator. Are we so weak that we can not protest?
