*

SLBFE was established in 1985 by the act no; 21 of 1985 to control,


supervise and monitor private sector recruitments.
* To look after welfare and protection of the migrant workers.
* To be vigilant and to take measures for the smooth functioning of this
sector.
* To register all migrant workers so that the government can supervise the
outflow and inflow of it's labor force.
This 1985 Act was amended in1994 and in 2009 October to introduce new
regulations to meet new developments.

Strategic objectives of SLBFE

Employment Promotion
Develop and implement programmes to acquire more employment opportunities in existing
markets while approaching new markets

Development of skills
Provide flexible, high-quality trainings and awareness programmes to migrant workers and
make licensed agents more professional for gaining competitive advantage in global market
through knowledge sharing

Protection & Welfare


Implement necessary measures to protect and also to enhance welfare of migrant workers
and their families.

Overseas support
Create conducive working environment for Sri Lankan migrant workers.

Regulation
Ensure best practices of licensed recruitment agencies as per the set regulations of the
government

Good Governance
Govern human & other resources to improve the quality of the service
Facilitate formulation of new policies that may occur due to frequent changes in the industry

assistance of commercial banks

use them optimally for the benefit of the
families
