The International Council on Systems Engineering (INCOSE) International Symposium is the premier annual forum for Systems Engineering. Participants
network, share ideas, knowledge and practices, and learn more about the most recent innovations, trends, experiences and issues in Systems Engineering.
This year INCOSE is celebrating 20 years since the first meeting of its founders.
Welcome from the INCOSE President
The beautiful city of Chicago is the venue for the 20th Annual INCOSE International Symposium.
Famous for everything from art and architecture to jazz music and its sports teams, and
infamous for its devastating 19th century fire and 1920s gangsters, the third largest city in
the USA is the perfect venue to bring together the diverse and vibrant systems engineering
community from across the world.
The INCOSE International Symposium is always a venue for learning, but particularly so this
year. With a range of sponsored tutorials and contributions from both new and traditional
domains, there will be no excuse for leaving without having learnt something new, or taking
a new perspective on the familiar. As well as practical tutorials for those in the early stages of
their career and advanced technical papers to challenge the experienced, this year INCOSE is
taking a step further. Opening with a view to the future, our first keynote will inspire us to think about our role in the
engineering education of the next generation of systems engineers. Events throughout the week are planned to engage
the community in a strategy to prepare today’s young people for the systems challenges of tomorrow.
On our 20th Anniversary, as we look forward to growing the role of systems engineering in new domains, it seems
appropriate to celebrate the wisdom of our founders in recognising the need for INCOSE and the work of all our early
leaders in building the organisation we know today. I hope that many of those who have contributed to this success will
be able to join us for a very special celebration at the famous Navy Pier Ballroom on July 14th.
At twenty, INCOSE has travelled from its roots on the Pacific coast of the USA across the globe, but it remains
committed to supporting individuals and organizations in understanding, developing and sharing best practices in
systems engineering. I hope that you will join us in Chicago to continue our journey.

Welcome to the 20th Annual INCOSE International Symposium.
As the 2010 Symposium Project Leader, I invite everyone, from around the world, to join us to
celebrate INCOSE’s 20th anniversary in one of the world’s top international destinations – Chicago!
Chicago is home to many of the world’s best museums, architectural wonders, and cultural attractions.
For the family, there are a plethora of things to do: tours, parks, beaches, the zoo, the aquarium
and more! The famous Navy Pier and lakefront Boardwalk offer carnival rides, boat cruises, and
fireworks on two evenings every week.
When it comes to nightlife, Chicago is hard to beat. Although best known as the Home of the Blues, you
can also enjoy jazz, symphony, theatre, comedy, fine dining and more. Getting around is no problem.
Chicago offers a reliable and clean mass transit system consisting of trains, buses, plenty of cabs, and
even water taxis.
Our civilization is at a turning point toward ever more systems thinking and well-guided application of systems
engineering principles. Smart grids, alternative energy, medical device interoperability, healthcare, integrated systems
of systems for defense and homeland security, intelligent transportation systems, mass transit, aerotropolis cities, and,
just around the corner, colonization of space! These systems are complex; and they must be engineered for success.
This year the INCOSE International Symposium offers a great program designed to inspire, educate, and motivate you
and your organization. INCOSE and systems engineering stand at the gateway of the new millennium, ready to bring
the world into the Systems Age that is upon us. Please take this opportunity to celebrate our collective accomplishments
and prepare for a wonderful future.

Welcome from the INCOSE Technical Director
Welcome to the 20th Anniversary INCOSE International Symposium. It is great to welcome
all the new participants. We look forward to a productive, educational, and celebrative symposium.
Some of the features of the symposium include a theme on educating our next generation of
engineers, round-tables for bio-medical and advanced transit, a Model-based Systems Engineering
(MBSE) track, and many excellent tutorials. It is a tremendous opportunity to meet people,
including many experts in Systems Engineering from around the world. The program of
papers, panels, and tutorials was selected to accommodate both the new comer and the more
experienced Systems Engineer. The program also addresses various business domains as well as
many of the discipline areas in Systems Engineering. In short, we hope you will find enough
diversity in the program to accommodate your interests. Again welcome to our 20th Anniversary Symposium. Enjoy!

About INCOSE
The International Council on Systems Engineering (INCOSE) is a not-for-profit membership organization founded to develop and
disseminate the interdisciplinary principles and practices that enable the realization of successful systems. INCOSE’s mission is to
share, promote and advance the best of systems engineering from across the globe for the benefit of humanity and the planet.
INCOSE has grown in many dimensions since its formation in 1990. Today, there are over seven thousand members
representing a broad spectrum: from student to senior practitioner; from technical engineer to program and corporate
management; from roles in science and engineering to those in business development. Members of INCOSE hail from
industries in which complex systems are prevalent: originally in aerospace and defence, but increasingly in other sectors such
as transportation, energy and infrastructure, information technologies, telecommunications and the biomedical industry.
Our members are supported by over fifty chapters worldwide, providing local, regional and national information and events.
Opportunities exist for members to participate in the advancement of systems engineering across every aspect of the discipline
and at all levels. Sixty firms - ranging from small enterprises to major multinationals - are active members of the Corporate

SYMPOSIUM SPEAKERS
Linda Katehi became the sixth chancellor of the University of California, Davis, on August 17, 2009. As
chief executive officer, she oversees all aspects of the university’s teaching, research and public service
mission.
Chancellor Katehi (kah-TAY-hee) also holds UC Davis faculty appointments in electrical and computer
engineering and in women and gender studies. A member of the National Academy of Engineering, she
chairs the President’s Committee for the National Medal of Science and is chair of the Secretary of
Commerce’s committee for the National Medal of Technology and Innovation. She is a fellow and board
member of the American Association for the Advancement of Science and a member of many other
national boards and committees.
Previously, Chancellor Katehi served as provost and vice chancellor for academic affairs at the University of Illinois at
Urbana-Champaign; the John A. Edwardson Dean of Engineering and professor of electrical and computer engineering at Purdue
University; and associate dean for academic affairs and graduate education in the College of Engineering and professor of electrical
engineering and computer science at the University of Michigan.
Tom Arseneault is president of the Electronic Solutions business within BAE Systems’ Electronics,
Intelligence & Support (EI&S) operating group.
Tom Arseneault previously served as president of BAE Systems’ former Sensor Systems business and as an
engineering vice president and director. He managed various organizations and programs within the Mission
and Space Electronics and Infrared Countermeasures business areas of Sanders, a Lockheed Martin
Company, which BAE Systems acquired in 2000. He also held a variety of engineering and program
management positions with General Electric Aerospace and The Analytic Sciences Corporation.
Julian M. Goldman, is Medical Director of Biomedical Engineering for Partners HealthCare System,
Founding Director of the Program on Medical Device Interoperability at CIMIT (Center for Integration
of Medicine and Innovative Technology), and a principal anesthesiologist in the Massachusetts General
Hospital “Operating Room of the Future”. Dr. Goldman founded the Medical Device “Plug-and-Play” (MD
PnP) Interoperability Program in 2004 to promote innovation in patient safety and clinical care by leading
the adoption of patient-centric medical device integration. The MD PnP program team was the recipient
of the 2007 CIMIT Edward M Kennedy award for Healthcare Innovation. Dr. Goldman performed
anesthesiology residency and fellowship training at the University of Colorado. His research fellowship
was in medical device informatics, focusing on simulation and artificial intelligence applications for
monitoring and real-time decision support. He departed Colorado in 1998 as a tenured associate professor to work as an executive
of a medical device company. Dr. Goldman joined Harvard Medical School and the Department of Anesthesia, Critical Care,
and Pain Medicine at the Massachusetts General Hospital in 2002, where he continues to practice clinical anesthesia.
Patrick Wood B Eng, C Eng, FIET, FRAeS is Astrium Satellites UK Managing Director, Fellow of the
Institute of Engineering and Technology, Fellow of the Royal Aeronautical Society and Vice President of the
Royal Aeronautical Society Stevenage Branch.
Patrick earned an Honours Degree in Electrical Engineering from Sheffield University. He joined MEL
(a division of Philips) in 1986, where he worked on a number of systems including Land and Naval EW
systems. He served as Programme Manager for the Royal Navy Electronic Warfare systems for the Type 23
frigates. In 1994 he joined Vickers Medical as a Project, Engineering Manager in Electro-encephalography.
After joining Matra Marconi Space (now Astrium) in 1996, he worked on Skynet 4 Stage 2 telecommunications
spacecraft payloads and Skynet 4F satellite platform, and held positions as Product Group Manager for RF
& Electronics designing and building active microwave, filter, mechanisms and electronic payload products.
Patrick was appointed Head of IT for Astrium UK then Head of Information Systems for the Telecommunications & Navigation
Business Division, after which he worked in Munich as Head of Programmes for Navigation Business Division, working on EGNOS
and Galileo. He was Programme Director for Skynet 5 (Prime System Integration) for 6 years, and responsible for the complete
ground and space infrastructure delivery. The Skynet 5 Programme was the largest UK MoD PFI at that time, valued at £3.4bn of
which the infrastructure was £1.6bn. Skynet 5A, 5B & 5C spacecraft successfully launched. Patrick was subsequently appointed
Chief Technical Officer, Astrium Satellites in July 2008.

PAPER PRESENTATIONS
From Monday morning until Thursday lunch, 96 papers will be presented within a diverse range of systems engineering
application areas, including:

• Systems Engineering applied in Defence, Government, Commercial and Educational arenas
There are also papers addressing systems engineering areas including: requirements, processes, information and
knowledge, decision making, security, and complex systems.
Forty minutes have been allocated to each presentation slot. Papers are allocated in sessions and tracks that encourage
discussions and learning. In addition many poster papers will be presented, allowing each author to discuss the most
captivating aspects of her/his paper, or any other subject of mutual interest, face-to-face.

ACADEMIC FORUM
The Academic Forum is a regular feature at the INCOSE International Symposia. This is the forum for discussion and
debate on questions pertaining to systems engineering education and research, involving SE managers, academic staff,
researchers, students, grant-funding agencies and industry practitioners. The Academic Forum is an excellent opportunity to
engage in a dialogue on the issues of primary importance to INCOSE and the ongoing relevance of systems engineering as
a discipline and a practice. This year, it will assume a debate-discussion format through a series of panels to be run Tuesday
and Wednesday July 13-14, 2010.
Implications of science, technology, engineering, mathematics, and the youth outreach initiative in systems engineering
will be discussed in one panel each day. The Systems engineering education and research debate-discussion will occur in the
second panel held each day. The Academic Forum will conclude with a summary of all panels and suggestions for the way
forward in the future.
