THE NATIONAL SERVICE TRAINING PROGRAM (NSTP)

The government, with a purpose of embodying the philosophies of the


Philippine Constitution, made a legislation through the passage of Republic Act
9163, otherwise known as the National Service Training Program (NSTP) Act of 2001
which focuses on the youths pivotal role as a potent force in bringing about
development in the country.
In this Act, the State recognizes the vital role of the youth in nation-building;
thus, it shall promote and protect their physical, moral, spiritual, intellectual, and
social well-being. It shall inculcate in the youth patriotism and nationalism, and
shall encourage their involvement in public and civic affairs.
The primary objective of NSTP is to highlight the role of the youth in building
a strong republic, invoking gender equality and development through the inclusion
of female students in national service training. As such, it aims to develop the
youth to become civic or military leaders and volunteers through a modified, restructured and reinforced training package which includes leaders and volunteers
who could be called upon by the nation in instances that will warrant their services,
especially in the event of disasters or emergencies.
NSTP as a form of citizenship training, provides the students the opportunity
to demonstrate practical and functional knowledge as well as life skills, particularly
problem-solving and decision-making.
BASIC FACTS ABOUT NSTP:
1. NSTP stands for National Service Training Program
2. NSTP is divided into three components:
Reserved Officers Training Corps (ROTC) which aims at motivating,
training, organizing, and mobilizing students for national defense
preparedness;
Civic Welfare Training Service (CWTS) aims at contributing to the general
welfare and betterment of life, enhancement of facilities especially those
connected to the eight (8) areas of development:
o Health;
o Education;
o Environment;
o Entrepreneurship;
o Safety;
o Recreation;
o Morals of Citizenry; and
o Other social welfare services including drug education and poverty
alleviation

Literacy Training Service (LTS) which aims at training students to teach


literacy and numeracy skills to school children, out-of-school youth, and other
underprivileged segments of society.
3. ROTC graduates shall form part of the Citizen Armed Forces (CAF) while
CWTS and LTSshall belong to the National Service Reserve Corps (NSRC).
NSRC may be tapped by the State for literacy and civic welfare activities.

CIVIC EDUCATION
Civic Education is defined as citizen education or democratic education which
provides information and learning experiences to equip and empower citizens to
participate in democratic processes such as election, debate on public issues, and
the like.
3 Elements of Civic Education:
Civic Knowledge is about citizens understanding on varied political issues and
concerns, political system, and their political and civic rights and obligations.
Civic Skills refer to the citizens ability to analyze, evaluate, oppose, and defend
positions on public issues and utilize their civic knowledge in participating to
different political and social or civic processes.
Civic Dispositions pertain to citizen traits necessary for democracy. This
includes tolerance, public spiritedness, civility, critical mindedness and
willingness to listen, negotiate and compromise.

The Preamble of the Philippine Constitution
We, the sovereign Filipino people,imploring the aid of the Almighty God,
in order to build a just and humane societyand establish a government
that shall embody our ideals and aspirations,
promote the common good, conserve and develop our patrimony,
and secure to ourselves our posterity the blessing of independence
and democracy under the rule of law and a regime of truth,
justice, freedom, love, equality, and peacedo ordain and promulgate this
Constitution.
1. Maka-Diyos There are five basic Filipino values under Maka-Diyos that are
embodied in the constitution:
Faith in the Almighty God a good Filipino obeys God and lives according
to His teachings.
Respect for Life a good Filipino recognizes the absolute value of human
life and the human dignity of every person including himself.
Order a good Filipino values orderliness. Valuing order means respecting
laws and procedures. Setting things in order could range from maintaining

cleanliness at home, to coming to school on time, to falling in line, to


following traffic rules and regulations.
Work a good Filipino values diligence and excellence in everything he/she
does. He/She earns an honest living and does not engage in crime and
corruption. He/She comes to school on time, does his/her homework and
participates in school activities. He/She does his/her best in everything and is
not contented with the mediocre.
As a worker, Filipinos as versatile,
hardworking, and creative.
Concern for the Family and the Future Generations a good Filipino
looks after the welfare of his/her family and that of the future generation.
He/She helps in household chores, has a loving relationship with all the
members of his/her family, is kind and considerate to them, and shows a
good example to the younger members.

2. Maka-Tao There are five basic Filipino values under Maka-Tao that are
embodied in the constitution:
Love a good Filipino looks after the good and welfare of his/her fellow
human being.
Freedom a good Filipino asserts his/her right especially if it means being
able to do the right thing.
Peace a good Filipino lives and works in harmony with his/her fellow human
being. He/She avoids violence and confrontations as a way of settling
disputes and looks for ways to resolve conflicts in a peaceful way.
Truth a good Filipino stands up for the truth and avoids intrigue and
mudslinging; and values integrity in his/her life, family, work, and country.
Justice a good Filipino gives everyone what is rightfully theirs. He/She does
not oppress of take advantage of anyone. He/She is fair in all his/her dealings
especially with the poor and powerless; not getting more than what is
rightfully his/hers.
3. Maka-Bayan There are five basic Filipino values under Maka-Bayan that are
embodied in the constitution:
Unity a good Filipino works and cooperates with others.
Unity is
synergizing the different talents and skills for the success of an endeavor. A
good team player does not promote intrigue, dissension, and mistrust.
Equality a good Filipino treats others as brothers and sisters being children
of one God and one nation. He/She does not give preferential treatment to
the rich and powerful and treats everyone with respect regardless of their
status or position. He/She does not take advantage of anyone because they
are poor, ignorant, or powerless.
Respect for the Law and Government a good Filipino obeys the laws of
the land and supports government programs.
Patriotism a Good Filipino places high regard for his/her country. He/She
considers what is good for the country in his/her words and actions. This
includes patronage of native products and promotion of his/her country

through strengthening local tourism which will eventually advance to boost


the number of foreign tourists.
Promotion of the Common Good a good Filipino puts the welfare of the
greater number of people over his/her own. A good Filipino is not greedy and
selfish.He/She helps the less fortunate and goes out of his/her way to engage
in activities that will benefit his/her fellow human beings especially in the
area of poverty alleviation.

4. Maka-Kalikasan There is only one basic Filipino value under MakaKalikasanthat is embodied in the constitution:
Concern for the Environment a good Filipino conserves natural
resources. He/She gets involved in efforts contributory to the welfare of the
environment such as planting trees and implementing proper waste
segregation. He/She keeps his/her surroundings clean and does not throw
garbage in canals and waterways.
