The government has allotted 13 districts to the Administrative Secretaries for supervising the
physical verification of paddy stocks of procurement agencies lying in rice mills. The
verification is to be completed within 20 days.An official spokesman said here today that in
deference to the demand of opposition leaders, Chief Minister Manohar Lal Khattar yesterday
informed the House that the physical verification of paddy stock would be carried out under the
supervision of Additional Chief Secretary-level officers..

He said Additional Chief Secretary (ACS) Roshan Lal has been allotted Karnal district,
Kurukshetra to SS Dhillon, Hisar to Ram Niwas, Sirsa to P. Raghavendra Rao and Panchkula to
Dr KK Khandelwal, Ambala to Vijai Vardhan, Palwal to VS Kundu and Kaithal to PK Das,
Sonepat toTC Gupta, Jind to Shashi Bala Gulati and Yamunanagar and Fatehabad to Anurag
Rastogi.As per a letter addressed to all Administrative Secretaries by Chief Secretary DS Dhesi,
the Deputy Commissioners concerned would depute at least one senior gazetted officer, one

stockKarnal: The district administration has constituted 17 teams to visit godowns of rice millers
to check their stock.The administration claimed it was a routine work, but sources said the step
had been taken after the allegation of a scam by the opposition.
The sources said the team members would match the stock of the rice millers with the paddy
given to them for milling by the government.The teams were constituted during a meeting by
Deputy Commissioner J Ganesan here at Mini Secretariat, in which DFSC Nishant Rathi,
HAFED MD Rajbir Singh and other officials of the Food and Supplies Department, FCI,
HAFED and rice millers were present.The DC directed the officials of the FCI to provide
sufficient labour to unload the rice at godowns after being processed by rice millers.Besides, he
also directed the rice millers to complete milling in 10 days or the work would be given to other
millers.

2015 rice harvest projected to be lower at 18.3m tons

The Agriculture Department said Wednesday rice harvest this year will likely decline from last
years production, because of the effects of several typhoons and the El Nio dry spell.Our
forecast for this year is 18.3 million metric tons. That is lower than last year as typhoon Lando
and the El Nio affected the crops, said Agriculture assistant secretary and national rice and
corn program coordinator Edilberto de Luna.Palay or unmilled rice production reached 18.97
million metric tons in 2014.We could have reached 19.5 million metric tons, if there was no El
Nio and typhoon Lando did not hit the rice producing areas, de Luna said.

The department said that based on field validation, typhoon Lando affected 317,063 hectares of
rice, including 15,822 hectares that had no chance of recovery.Production losses for the rice
sector reached 510,439 metric tons with a total value of P7.09 billion.The prolonged dry spell
also affected 30,665 hectares of rice nationwide valued at P1.09 billion, he said.Based on our

estimates, this years production was lower by almost 600,000 metric tons. However, we expect

PHLs 2015 palay output to decline by 600,000 MTDA

600,000 metric tons (MT) by the end of the year due to natural disasters, the Department of
Agriculture (DA) said on Wednesday.Agriculture Assistant Secretary Edilberto de Luna, who is
also coordinator of the DAs Rice and Corn Program, said rice farmers incurred losses due to the
drought caused by El Nio and Typhoon Lando (international code name Koppu).Lando and El
Nio would have a major impact on rice output this year, which could settle at 18.3 million
metric tons [MMT]. We would lose around 600,000 MT of palay due to these natural disasters,
de Luna told reporters at the sidelines of the 2015 Makina Saka in Pasay City.
The projected rice output of 18.3 MMT by the end of the year is 3.54 percent lower than the
18.97 MMT produced in 2014, and is also 3.68 percent lower than the target of the DA pegged at

19 MMT.The DA earlier set a palay production target of 20.08 MMT for this year. This was
lowered to 19 MMT due to the onslaught of Lando and El Nio in major rice-producing areas in
the country.If not for El Nio and Lando, de Luna said Philippine rice output for the whole year
could reach 19.5 MMT.Last month the Philippine Statistics Authority (PSA) projected that rice
output for 2015 would reach 18.3 MMT.For the second half of the year alone, the PSA said palay
output may decline by 5.81 percent to 9.97 MMT, from 10.59 MMT last year.
Meanwhile, de Luna said the increase in irrigation water due to rains brought by Lando would
allow rice output to recover in the first quarter of 2016. The PSA projected rice output in January
to March 2016 to inch up by 0.31 percent to 4.38 MMT, from 4.37 MMT recorded in the same
period last year.The expected increase in rice output prompted the government to review the
volume of rice it would import next year to beef up the countrys rice stock.Economic Planning
Secretary and National Economic and Development Authority Director General Arsenio M.
Balisacan said the projected production is more favorable than expected.The countrys El Nio
task force earlier recommended an additional 1.3 MMT of rice imports prior to the release of the
data from the PSA.

Indonesia: Govt claims surplus in rice production in 2015

27 November 2015 - The Ministry of Agriculture claimed that Indonesia had achieved a rice
production surplus in the October 2014 - October 2015 period because it did not import rice for
public consumption during the period."Rice production was surplus. This is the best achievement
over the past five years," Director General for Food Crops Plantation Hasil Sembiring said here
on Thursday evening.In October 2014, state logistics board Bulogs rice stock was 1.7 million
tons which was reached with imports of 800 thousand tons. But in October 2015, without
optimal absorption during grand harvest peak in the January - May 2015 period, Bulogs rice
stock remained at 1.7 million tons, he said.
He said that the achievement was made even with an increase in the number of population by 3.7
million which consumed 460 thousand tons of rice."Although Indonesia was hit by strong El
Nino, rice increased to 1.26 million tons from that in 2014," he said.In 1998, with strong El Nino
(1.9 percent intensity), Indonesia was forced to import 7.1 million tons of rice. At that time the
number of Indonesia population was only 202 million.But in 2015, the number of population
reached 252 million with an El Nino intensity of 2.4 percent. In such a condition, Indonesia
should have imported 9.0 million tons of rice but instead it had a stock of 1.3 million tons, the
director general said.

Rice prices seen gaining ground in Mekong region

A prolonged regional drought is expected to push Thai and Vietnamese rice prices up by 10 to 15
per cent, narrowing the price gap that has kept Cambodian rice exporters from securing major
international supply orders, one of the Kingdoms biggest rice exporters said yesterday.Song
Saran, CEO of Amru Rice, said while drought has afflicted all countries in the Lower Mekong
region, the impact on Cambodias rice crop would be smaller than on that of its chief rivals.If
Thailands price of white rice ends up increasing 10 to 15 per cent due to drought in early 2016,
the price of Cambodias white rice will only increase by about 2 or 3 per cent because it is
already more expensive than the product of its neighbours, he said.
Prices for Thai 5 per cent broken white rice are currently quoted at $365 per tonne, lower than
Vietnamese rice that is selling for $375-380 per tonne. By comparison, Cambodian 5 per cent
broken rice is selling for about $420-430 per tonne, according to traders.The honorary president
of the Thai Rice Exporters Association projected this week that Thailands rice prices would
increase by up to 15 per cent during the first quarter of 2016, and another 10 to 15 per cent in the
second quarter if drought continues there, according to the Bangkok Post.That could put the price
difference between Thai and Cambodian rice to within a fraction, according to Saran.Like its
neighbours, Cambodia has felt the impact of a severe drought that scientists attribute to the El
Nio weather phenomenon. However, Hean Vanhan, deputy director-general of the General
Department of Agriculture at the Ministry of Agriculture, said late-season rains mitigated the
impact of the dry spell.
The drought did not have much impact on our rice yield due to the rainfall received at the end
of the season, as well as water recovered [through irrigation,] he said. Its now the harvest

season, so its still too early to project the total paddy rice yield.Vanhan stressed that Cambodia
would not face any food supply shortages as a result of this years drought. Some 9 million
tonnes of paddy rice has been produced since the start of the year, of which 4 million tonnes was
surplus.Kim Savuth, vice president of the Cambodia Rice Federation, concurred.Even though
the drought impacted the rice yield, it still did not impact the food supply or exports, he said.
We have lots of surplus paddy rice in stock every year.However, Savuth disputed the notion
that the price gap between Cambodian rice prices and those of its chief competitors would
narrow, arguing that the much-larger scale of their rice exports drives world prices.Our rice
price is dependent on Thailand and Vietnams market, he said. If their rice price increases, our
rice price increases as well.

Global glut, falling demand: double whammy for Vietnam rice exports
Vietnams rice exports between January and November saw a year-on-year increase of 3.6 percent in
volume, but a 4.9 percent annual decrease in value, the Ministry of Agriculture and Rural Development
reported.Rice exports in the first nine months reached 6.24 million tons, fetching US$2.65 billion in total.
The average export price was $426 per metric ton, down 7.4 percent from the same period last year.
Shipments in October and November saw sharp increases compared to previous months, the ministry
said, citing new contracts signed with the Philippines and Indonesia in October as the main reason.
Under the contracts that will expire in March next year, Vietnam is set to export 450,000 tons of rice to
the Philippines and one million tons to Indonesia.The contracts may bring the total rice exports in 2015 to
6.8 million tons, while the estimated figure released in September was only 6.02 million tons, according
to the ministry.The Vietnam Food Association cut the minimum price of exported rice twice, in May and
September.

Thailand, China to sign deal today for 1m tonnes of rice

THAILAND and China will this evening ink an agreement for the sale of 1 million tonnes
of rice. The signing ceremony will be held at the Oriental Hotel in Bangkok.
The rice contract will be signed between the Foreign Trade Department and China National
Cereals, Oils and Foodstuffs Corporation, a state agency for oil, rice and foodstuff
imports.Commerce Minister Apiradi Tantraporn said yesterday that the details for the export of

government deal, private exporters will take charge of delivery and price, as China wants only
rice from the new crop, not old rice.
For the new rice contract, Thailand is to start the first shipment next year, after the completion of
the existing order for 1 million tonnes, she said.Thailand has shipped 900,000 tonnes under the
existing contract, and is scheduled to deliver the rest by the end of this year.China is one of the
largest overseas markets for Thai rice. According to the Commerce Ministry, the current
military-led regime has sold 2.45 million tonnes of rice worth Bt33.4 billion under G2G
contracts during the past one and a half years. Thailand has also proposed to sell rice to other
countries on a G2G basis. cently, it offered about a million tonnes of rice to Iran. The Iranian
government will soon send its officials to inspect paddy fields and rice quality for further
negotiations in Thailand.The ministry will propose its export strategy for next year to the
meeting tomorrow of the International Trade Development Committee. The strategy will focus
on promoting the service sector and supporting trade in automobiles and parts, electronics, and
jewellery and ornaments.

Haryana orders physical verification of paddy stocks

Chandigarh, Dec 2 : With the opposition alleging gross irregularities in paddy


procurement, the Haryana government on Wednesday ordered physical verification of
paddy stocks by senior officers of the level of additional chief secretaries.
Chief Minister Manohar Lal Khattar on Wednesday told the state assembly that his government
will get paddy stocks verified in 13 districts by administrative secretaries."Senior officers have
been assigned for supervising the physical verification of paddy stocks of state procurement
agencies lying in rice mills. The verification is to be completed in 20 days. The physical
verification of paddy stock would be carried out under the supervision of additional chief
secretary level officers," Khattar said.The assurance was given after the opposition Indian
National Lok Dal (INLD) and the Congress demanded a probe into paddy procurement.
Both parties alleged that paddy was being hoarded by people with vested interests in the state
and sold in the market when the prices of rice internationally went high.They alleged that
farmers in the state had been cheated by buying paddy at lower cost from them.Haryana saw an
unprecedented rise in paddy arrival in the state this season.Against the target of only 36 lakh
tonnes arrival of paddy announced by the state government earlier, the state has seen arrival of
over 56 lakh tonnes paddy this time.
Khattar said Chief Secretary D.S. Dhesi has, in a letter to administrative secretaries, directed that
the deputy commissioners in districts concerned would depute at least one senior gazetted

officer, one police officer and one or two officers of the procurement agency concerned in the
team constituted for conducting physical verification.Haryana's Agriculture Minister O.P.
Dhankar said the chief minister has given approval for physical verification of paddy
stock.Dhankar said inspection would be done of the rice millers, who have not supplied 20
percent of the rice till November 30, within the next 15 days. He said 41 millers were blacklisted
last year for not supplying rice."No complaints pertaining to irregularities in procurement
process have been received so far. Paddy is procured through rice mill owners on the behalf of
government agencies every year, for which necessary quota is prescribed," the minister said.

Gov't to Import Rice from Pakistan

TEMPO.CO, Jakarta - The government is planning to import rice from Pakistan. "I'm finalizing the
memorandum of understanding with Pakistan," said Trade Minister Thomas Trikasih Lembong on
Wednesday, December 2, 2015.

The minister said that the MoU will be made by both ministers to be followed up later by
companies from both countries. "This is needed so that Bulog can send an inspection team to
Pakistan to see the needed quality and volume," Thomas said.Indonesia is importing rice from
Pakistan because imports from Vietnam and Thailand are not optimal. "We are late in importing
rice," said Thomas.Thoman said that the El Nino threat has caused many countries to fight over
rice. For example, rice from Vietnam has been ordered by China, Taiwan and the
Philippines.President Director of the National Logistis Agency (Bulog) Djarot Kusumayakti, said
that since the import tap was opened last November, Bulog had only imported 227,000 tons of
rice out of the total one million tons import quota from Vietnam and 500,000 tons from Thailand.

The Rice Farmers Association of Nigeria (RIFAN) has commended the Central Bank of Nigeria
(CBN's) recently launched Anchor Borrower Programme aimed at driving the nation's
agricultural sector.The National President of RIFAN, Aminu Goronyo, explained that the
initiative is apt and coming at a time when the country is seeking alternative means to diversify
the economy.The Anchor Borrowers Programme is designed to assist small scale farmers to
increase the production and supply of feedstock to agro-processors. Goronyo during the launch
of the scheme launched by the President, Federal Republic of Nigeria, Muhammadu Buhari in

Thai authorities say they expect to settle details
and sign rice, rubber and railway deals with
China within the next two days as

Jatusripitak on Wednesday denied a report that he
had postponed the signing of a Sino-Thai
memorandum of cooperation on the construction
of railways from the Thai-Lao border in the
Northeast to Bangkok and eastern Thailand. He
said it was just a rumour.The signing of three
agreements on trade in Para rubber and rice and
the railway construction should happen on Dec 34 as planned. Obstacles were the details and
concerned officials were instructed to settle those of the rubber and railway deals in time, Mr
Somkid said.
He ordered Transport Minister Arkhom Termpittayapaisith to settle a loan interest rate for the
railway project at a level of common benefit.Mr Somkid also said that the symbolic foundation
stone-laying ceremony for the Sino-Thai railway project at the Chiang Rak Noi train station in
Pathum Thani province would happen on Dec 19 as scheduled but when the real construction
could start had yet to be set.Transport Minister Arkhom said rice, rubber and train deals would
be signed at the same time. He expected details of the rubber and train deals to be settled by
Wednesday and Thursday respectively.Commerce Minister Apiradi Tantraporn said her ministry
was ready to sign a government-to-government agreement on Dec 3 or 4 to sell 1 million tonnes
of new rice to COFCO Group which was China's state enterprise overseeing rice imports. The
sale would be based on global prices and delivery was expected to finish within 2016.The rubber
deal would cover the export of 200,000 tonnes of Thai Para rubber, she said.

Fresh Iran contracts for rice a very welcome news for Indian
exporters: Anil Mittal, KRBL

In a chat with ET Now, Anil Mittal, CMD, KRBL, shares his business outlook. Excerpts:

ET Now: How will Iran's contract for rice imports from India impact the industry, and
your
company
in
particular?
Anil Mittal: Look, the Iran news was always a
very welcome news. The entire industry has
taken this news very positively. This year, the
main confusion has been the price behaviour at
the farm level. Prices opened at Rs 18,000,
then went up to Rs 30,000. Today, it is being
sold at Rs 25,000. This roller-coaster
behaviour within a month and 20 days has
confused everybody. Whoever had covered
their stocks are happy. Those who were unable
to cover their stocks of raw material might run
into a problems now. KRBL never sells goods

at the beginning of the sale season. We always sell our goods around December 30 or January
first week. By that time, we are able to take out a weighted average of the entire season.
Therefore, all current KRBL shipments are happening under old contracts, at old prices.
ET Now: What kind of exports will we see from India to Iran? How do they compare with
exporting
to
some
of
the
other
regions?
Anil Mittal: Iran has announced that it will be buying around 600,000 tonnes of rice up to
March 31. Out of this, the majority will be definitely Basmati. But Iran has already concluded
purchase of about 100,000-150,000 tonnes of Thai rice. So, I believe up to March it will be
buying around 350,000 to 400,000 tonnes of rice. Out of that, they have already concluded about
250,000 tonnes. Another 100,000 tonnes remain to be concluded. Now, this rice is going to be
shipped up to March. There will be a stoppage in March because of the Newruz festival. It's four
months till then. So, 250,000 tonnes can easily be exported to Iran by then.
ET Now: What does this additional export means in terms of your revenues and
profitability?
Anil Mittal: We have not done business with Iran because the prices there used to be quite low.
So we adopted a wait-and-watch approach. KRBL has been a very small player in Iran, because
Iran buys on credit and our company does not sell anything to anybody on credit.
That is a big danger in doing business with Iran. Our Iran business may account for 5% of our
total revenues. But any which way, we are never eager to sell to Iran because of two reasons:
their
payment
terms
and
and
their
buying
on
credit.
ET Now: Basmati prices have crashed big time. How will this news impact the prices?

Anil Mittal: There has been a big crash in prices. From Rs 40,000/tonne the year before the last,
it is now down to Rs 16,000-18,000. The farmers have been the biggest sufferers.
Most of the farmers in Punjab and Haryana are dependent on leased land. They have now run
into big problems. They have not even been able to meet the production cost. But some traders
and millers had covered their stock at Rs 18,000 to Rs 20,000. Those people are reaping a big
bonanza now. With current prices at around Rs 25,000-26,000, they are already up by Rs
7,000/tonne. However, hardly 50% crop has come so far. More than 40% has yet to come.
ET Now: You had a lacklustre last quarter. Do you see an improvement going forward?

Anil Mittal: There will definitely be an improvement in our numbers. But there is a big pressure on pricing coming this quarter.
Over the full year, we will certainly come up with a better number.

Nyle Brady, a longtime professor and leader in soil science at Cornell
University, died Nov. 24 in Colorado at age 95.He joined Cornell as a
professor of soil science in 1947 and served in leadership roles in the College
of Agriculture and Life Sciences (CALS). In 1953, he was named a professor
of merit by CALS students, an award recognizing his excellence in
undergraduate teaching.Brady was one of the giants of our field, and yet
known for his personable approach to students and colleagues, according to
Pedro Sanchez 62, M.S. 64, Ph.D. 68, director of the Agriculture and Food
Security Center and senior research scholar at Columbia Universitys Earth
Institute, whom Brady mentored.Brady chaired the Department of Agronomy from 1955 to 1963,
followed by a role as assistant dean at CALS until 1973. After retiring from Cornell in 1976, he
worked in the Philippines as director of the International Rice Research Institute to combat
poverty and hunger through the improvement of rice cultivation.
He received his bachelors degree from Brigham Young University and his Ph.D. from the
University of North Carolina.He was a giant in soil science and agriculture, and left an
important legacy in many ways, said Ray Weil, professor of environmental science and
technology at the University of Maryland. The two co-authored several books still used as
seminal texts in soil science.

Biologists know that climate change is causing southern species' ranges to move northward in
the Northern Hemisphere. But little research has been done on the indirect ways climate change
is influencing biodiversity, such as the poleward migration's impact on the ranges of species
already residing in the north. What will the distribution of species look like across North
America in the year 2050?

New research on northern (black-capped) and southern (Carolina) species of chickadees offers
some answers. Amber Rice, assistant professor of biological science at Lehigh and her co-author
Michael A. McQuillan, a graduate student studying integrative and evolutionary biology, looked
at the predicted effects of climate change on both species of chickadee with an eye toward
examining how rising temperatures are influencing their location. They also looked at how other
matters are factoring in to the species' range limits - such as interactions between the species, like
hybridization, which is when individuals from different species mate and produce
offspring.Findings from the study, published in a paper called "Differential effects of climate and
species interactions on range limits at a hybrid zone: potential direct and indirect impacts of
climate change" in the November 2015 edition of Ecology and Evolution, have implications
beyond chickadees.
"We found that climate change can both directly and indirectly affect species distributions and
hybrid zone location," says McQuillan. "Additionally, our results lend support to the hypothesis
that physical factors regulate species' poleward range limits, while biological factors shape range
limits near the equator."To begin the study, Rice and McQuillan collected information about
where each of the chickadee species occurs and recorded climate information from each location
where the birds have been observed. Then they projected the data onto a map and identified areas
where the climate is most suitable for each species. When they compared the suitable areas to the
areas where the birds are actually located, they found that the northern species was often absent
from large areas with suitable climate.
"We speculated that the lack of the northern chickadee species in areas you would expect them to
be could be attributed to competition or hybridization," said Professor Rice. "We discovered that
the two types of chickadees are being affected differently: the southern species--the Carolina

chickadee--is being pushed north due to climate change and the northern species--the blackcapped chickadees--are being displaced by the southern species of chickadees as a result."Their
2050 climate models forecast a drastic northward shift in suitable habitat for the southern species
in eastern North America, which is predicted to cause a significant displacement of the northern
chickadee species. In contrast, they predict there will be less overlap between the two species in
the Midwest, where the two species' ranges are affected more by precipitation than by
temperature.
Because of these different predictions for how climate will affect chickadee ranges in eastern
North America versus the Midwest, Rice and McQuillan plan to use genetic approaches to
determine if selection in these two regions acts differently on hybridization. If it does, one
possible outcome is that the two species might end up merging into one.

Should We Eat Golden Rice?

Looking at how science has affected humanity, one of the strongest indicators is the dramatic
increase in average life expectancy.During the Late Middle Ages, the average life expectancy in
Western Europe was 38 years; in Victorian England, 40. By the early 1900s, with improvements
in sanitation, vaccines and treatment of various infectious diseases, the average life expectancy
jumped to 70 in men and 75 in women. Today, in Canada, it is at 82 for men and 85 for women,
respectively.A revealing correlation shows that this growth in life expectancy is directly related
to three other growths: population, GDP per capita and CO2 emissions all showing
anaccelerated increase after 1960.Given the trend, it's natural to wonder for how long this
correlated growth will be sustainable. Clearly, as science and industrialization advance, there is
an improvement in the overall quality of life. (This is an average improvement; rampant famine
and disease affects more than one billion people in many parts of the globe.) However, this
improvement comes with a high environmental cost. Furthermore, it depends, in ways that are
hard if not impossible to quantify, on the creation of novel technological developments that have
allowed for such unprecedented growth.
As world leaders meet in Paris to ponder how to curb global carbon emissions, it is clear that for
the current level of growth to be sustained, radically new models will be necessary. Apart from
renewable energy sources, and possibly the large-scale implementation of nuclear power as a
short- to mid-term solution (see Peter Thiel's excellent opinion piece in The New York Times),
one of the most dramatic advances is in the food industry, in particular the development of
genetically-modified plants capable of delivering essential nutrients at low cost.At first, this
should be no-brainer: Use cutting-edge science to improve the nutrition power of foods we eat.

After all, we've been using science to improve the output of crops for centuries, if not millennia
(depends on how science is defined), from plows to fertilizers. Yet, there is a strong popular
resistance to such kinds of technologies, based on a deep suspicion of the true motives of labs
and corporations. Are they only interested in making a profit to their investors or do they really
care about the consumers which they serve?
An interesting case is that of the "golden rice," a genetically-modified rice that incorporates betacarotene, a precursor to Vitamin A. Given the importance of rice in the diets of many of the
world's countries, especially in Southeast Asia, and the high incidence of Vitamin A deficiency
there, getting both rice and Vitamin A would be a powerful ally in the fight against blindness and
a host of other immune-system ailments: You eat and take your vitamins at the same time. In
2012, the World Health Organization reported that about 250 million preschool children are
affected by Vitamin A deficiency and that providing these children with enough Vitamin A could
prevent about a third of all under-five deaths, amounting to about 2.7 million children. The

numbers are hair-raising.Golden rice is controlled by the Humanitarian Board, an organization
which includes the scientists who developed the technology, demonstrating its viability as a
supplier of Vitamin A and as being environmentally safe. Apparently, Syngenta Seeds AG goes
through the Humanitarian Board to provide seeds free of charge to qualifying farmers in poor
countries.
To have an idea of the resistance to the new technology, in Aug. 2013 an experimental plantation
of golden rice was destroyed by environmentalist groups. Greenpeace has mounted a strong
campaign against it, arguing that such technologies are the wrong way to go about battling
vitamin deficiency. The group argues that they introduce new forms of life to the environment,
threatening the ecological balance; they irreversibly compromise normal rice through crossbreeding; they pose health risks; they make small farmers dependent on corporations for their
seed supply. Much better to strengthen the local organic farming communities, develop home
gardening abilities in the local population, teach the benefits of a well-balanced diet.It is very
hard to navigate these waters. Categorically denying the use of new technologies that have the
promise of impacting, in positive ways, the lives of millions sounds like a retrograde way to
proceed, as humanity faces growing pressures. On the other hand, countless corporations have
proven to be abusive to the environment and to poor populations over and over again. The
overall suspicion of corporations as the good guys does not emerge from a vacuum.
Fortunately, such issues are, or should be, more scientific than ideological. Careful analysis and
monitoring of GMO crops is a must before products are released to costumers. Anything less
would be majorly irresponsible, not to say unethical. Can we combine both approaches, local
strengthening of organic farming and the safe implementation of GMO crops, or are they
fundamentally incompatible? Is it possible for corporations to work together with environmental
groups in order to clear up this mess? Being an optimist, I believe it is. But for this to happen, a
major change in mindset is needed from both ends. To pitch one against the other is fruitless.The
burden of proof rests entirely with the labs and corporations that develop such new products.
They need to be more transparent, demonstrating quantitatively and conclusively to the extent
that it's scientifically possible the long-term safety of their practices. Science can only be
useful if it is applied within morally justified practices. This is the compact that corporations
should build with society, a first step toward a new age of corporate responsibility.

After an absence of almost 10 years, U.S. parboiled long grain rice is back on UK retail shelves
at the country's second largest retailer.Aunt Caroline Long Grain Rice is now available at ASDA
supermarkets (owned by Walmart) in 5kg bags following presentations from leading UK rice
importer S&B Herba Foods. The product is currently in 60 of the largest ASDA stores, with
options to roll out to all 525 locations during 2016."We are delighted to be selling U.S. parboiled
long grain rice after such a long absence," said Peter Walker of S&B Herba Foods. "It has taken
a lot of time and effort to persuade retailers to see the opportunities that high quality, consistent
U.S. long grain rice offers," he added.S&B Herba worked with ASDA to develop a specific size
pack that would appeal to those consumers who eat large quantities of rice as part of their daily
diet and, so far, demand has been strong.
"We began the promotion during October," said Walker, "so it is early days, but the signs have
been good that we are on trend for what was needed in the marketplace. With so many choices, it
can be overwhelming for consumers, but U.S. long grain has always delivered on consistency
and quality. This will hopefully open up further opportunities with other retailers."Aunt Caroline
is the second identified U.S. long grain rice brand available in the UK retail segment. The first
identified milled long grain rice brand appeared on retail shelves in March this year.USA Rice
Vice President for International Promotion Jim Guinn said, "In spite of tough competition, U.S.
long grain rice sales have more than doubled compared to last year, reaching over 18,000 MT in
the period January-September 2015. The all-important run up to Christmas should see U.S. long
grain sales increase even more as we continue to promote the U.S reputation for quality,
consistency, food safety, and sustainability."

Prevailing World Market Prices


WASHINGTON, DC -- The Department of Agriculture's Commodity Credit Corporationtoday announced
the following prevailing world market prices of milled and rough rice, adjusted for U.S. milling yields
and location, and the resulting marketing loan gain (MLG) and loan deficiency payment (LDP) rates
applicable to the 2015 crop, which will become effective today at 7:00 a.m., Eastern Time (ET). Prices
are unchanged from the previous announcement.

2015 USA Rice Outlook Conference One Week Away


NEW ORLEANS, LA -- The largest annual meeting of the U.S.
rice industry, the USA Rice Outlook Conference, is set to take
over the New Orleans Sheraton here next week. Conference
registration is closing in on breaking the all-time attendance
record set in 2000.
As always, the conference features a rice-specific trade show
with new expanded exhibit hours and networking
opportunities. The recipients of theRice Farmer of the Year,
Rice Industry Award and Rice Lifetime Achievement Award
honors will be announced at the annual Rice Awards Luncheon,
which also will feature presentations of the USA Rice
Distinguished Conservation Achievement Award and the 2015
National Rice Month Scholarship grand prize. Members of the
Rice Leadership Development Program's new class will be
announced as well.
Other conference highlights include a keynote session with married political strategists Mary
Matalin and James Carville, a conversation with Congressman Ralph Abraham (R-LA), and an
exciting session on the Future of Food.
Rice state outlook and research reports, and detailed political, economic, and weather analysis
are also on the program.
The members of the new Rice Leadership Development class will also be announced during the
conference.
"The USA Rice Outlook Conference is an important educational forum for the industry, and this
year we have a particularly exciting program lined up," said USA Rice President & CEO Betsy
Ward. "We look forward to seeing farmers from all rice-growing states and representatives
