EN10204Type3.2Certification|Lloyd'sRegister

Anincreasingrequirementintheenergyindustryistoprovideproofthatmaterialsmeetdefinedchemicalandmechanical
properties.ThishasledtotheauthenticationofmaterialcertificaterequirementsunderthestandardEN10204:2004.
EN10204:2004hasitsoriginintheGermanstandardDIN50049,whichspecifiedcertificatetypes.ThesetypeswereadoptedwhenEN
10204wasfirstpublishedin1991.
TheEuropeanCommissionrevisedthestandardin2004andsimplifiedtherangeofthosecertificatetypes.Thesearenow:
Type2.1:Documentissuedbythemanufacturer,statingcompliancewiththeorder
Type2.2:Testreportissuedbythemanufacturer,
Type3.1:Inspectiondocumentendorsedbythemanufacturer'sauthorisedrepresentativestatingcompliancewiththeorder
Type3.2:Inspectiondocumentendorsedbythemanufacturer'sauthorisedrepresentativeandeitheraninspectionrepresentativenamed
bythepurchaseroranindependentthirdpartyinspectionbody

WhatisatrueType3.2certification?

AnEN10204type3.2certificatedeclarestheproductsormaterialsuppliedbythemanufacturerareincompliancewiththerequirements
oftheorder.Accordingtothestandard,aType3.2certificateisa:
"Documentpreparedbyboththemanufacturersauthorizedinspectionrepresentative,independentofthemanufacturingdepartment
andeitherthepurchasersauthorizedrepresentativeortheinspectordesignatedbytheofficialregulationsandinwhichtheydeclare
thattheproductssuppliedareincompliancewiththerequirementsoftheorderandinwhichtestresultsaresupplied."

The"authorizedinspectionrepresentativeortheinspectordesignatedbytheofficialregulations"isfulfilledbyanindependent
thirdpartyinspectionbodylikeLloyd'sRegisterEnergy.
Amanufacturerisanypartywhichcarriesoutoperationsaffectingthematerialpropertiesofthefinishedproduct.Examplesare
steelmakers,foundries,smelters,forgers,andpipe/platemills.
Therefore,trueEN10204:2004Type3.2certificationisproducedbythemanufacturer,withtestresultssupplied.Theindependentthird
partyinspectorwillhavewitnessedthetestresultsandverifiedthematerial'sidentificationandtraceabilitythroughobjectiveevidence.

Whatiscertification"totheintentofType3.2"?
Acommonpracticeintheindustryisforthepurchasertoordermaterialfromanintermediatematerialhandler.Thathandlermayselect
materialthathasonlybeencertifiedbythemanufacturerusingaType3.1certificate.Inthestandard,thishasnotbeenverifiedbyathird
partyinspector.

However,itiswidelyacceptedthatmaterialwithaType3.1certificatecanbe"validated"totheintentofType3.2.Thishappenswhenthe
materialhandlerusesanindependentthirdpartytovalidatethematerialbywayofverificationtests.

Lloyd'sRegisterEnergycanprovide"intentof"Type3.2certificationbyvisitingthematerialhandlertoidentifythematerialtobeverified.
Thisincludes:
Visualexamination
Sampledimensionalchecks
ConfirmationthematerialistraceablebacktotheladlechemicalanalysiswhichmaybeintheformofaType3.1certificate.
Oursurveyoralsovisitsthetesthousetowitnessalladditionaltestingofthematerialnecessarytoconfirmcompliancewiththe
specification.

Ifalloftheabovemeetwiththerequirements,thesurveyorcarriesoutafinalvisittotheintermediatematerialhandlertoreview
documentation,verifythatthematerialmeetstheproductspecificationandthecustomer'spurchaseorderrequirements,theninspectand
hardstampthematerial.

Thismaterialthencarriesan"intentofEN10204:2004Type3.2"certificate,andmustnotbepassedofftocustomersasbeingcertifiedin
accordancewithtrueEN10204:2004Type3.2certification.Thisiswhyitisimportantthatthepurchaserknowsandacceptsan"intentof"
Type3.2certificate.
