To provide relevant data, in real time, to law enforcement
Agencies maintain their individual records management systems
(RMS)
Contributing agencies control data to be shared
Select data are automatically uploaded to central core server
Data is available for search only by authorized users.

department not widely available and time-consuming to
implement
Adoption = Peer pressure works
More difficult & expensive integrating the remaining
smaller departments than anticipated
