This writing is about a complaint I made in regard of Harvey Norma Preston location and
to point out that this is also a compliment to Harvey Normal Thomastown venue. My complaint
also relates to the comments I understood you made in regarding of Dick Smith (A Current
Affair) where I view you engaged subsequently yourself (that is Harvey Normal) in
deceptive/misleading advertising. As well as some other relevant issues. But let me explain first
some issues.
As a CONSTITUTIONALIST my first concern always is the true meaning and application of
the constitution, and by this I challenge legislation that I view violates the true meaning and
application of the constitution!
Never mind my self-professed Crummy English as what it is about is what the Framers of the
Constitution stated:

I am a senior citizen who retired some years ago. The last case in which I represented a party (on
4 occasions free of charge) was a lawyer who was a barrister for more than 20 years. Yes,
despite my crummy English and not being a lawyer myself I still represented/assisted lawyers in
court, and so FREE OF CHARGE, not even charging for my out of pocket expenses! For sure
there are some or better to state many creeps who are in the legal profession (including judges)
but there are also some good once around.
As Author of books in the INSPECTOR-RIKATI series on certain constitutional and other
legal issues, I not only take on Governments for their rot but also expose what I view
deceptive/misleading/fraudulent conduct by companies. My trademark MAY JUSTICE
ALWAYS PREVAIL was the motto under which I since 1982 conducted a special lifeline
service assisting people who contemplated suicide/murder/mass murder. And without any
government or business financial support!
I have been in management and knows too well that if you desire to run an effective business you
need to look after the wellbeing and interest of the workers. The attitude of a staff member, in
particularly in sales can determine if a potential customer will become a customer and spread by
word by mouth the good of your business or you end up with losing this potential customer and
end up with negative word by mouth advertising.

Society requires profitable businesses as that is where employment relies upon. Regretfully you
too may overlook vital issues how your profit margin is eroded, not because of the conduct of
your staff, not because of you lack of intention to do the right thing to (potential) customers but
because of the rot our politicians are involved.

Let me give you an example.

As a business man you have your overhead cost and your staff will calculate the past overhead
cost of your business and considering the budget what possible increases of taxation and other
charges will be to you as to determine the sale price of items. Well, we then have a treasurer who
hands down a mid-term so called mini budget and well you may find yourself losing monies
because of the increase of taxes/charges makes it uneconomical to sell the product for prices as
was contemplated. One may suggest to get rid of your so to say incompetent lawyers and replace
them but then who do you replace them with if others are also incompetent? Did any lawyer ever
alert you to it that the so called mid-term budgets are in fact unconstitutional?
Dont answer, I have no doubt they never did. You see the Framers of the constitution debated at
length the constitution and how the appropriation Bills and Taxation Bills must be locked in at
commencement of the financial year and cannot be altered!

Why on earth should you have to compete against some religious body that claims not-for-profit
status only to send out millions if not billions of monies of profits overseas? And they are
obviously not paying GST on it either!
As I indicated when Mr Peter Costello was still Treasurer, why is it that for example Kmart sells
a pack of toilet rolls for $3.99 and has to pay huge overhead cost, etc, while someone on the
market sells the precise same brand name pack of toilet rolls but for $4.00 and can generally keep
the GST collected? Why should your business have to provide GST taxation receipts but not
those who turn over millions of dollars on a Sunday market? (I make clear that as a
CONSTITUTIONALIST I hold the GST itself is unconstitutional but will not enter into those
details as they are published on my blog extensively at www.scribd.com/inspectorrikati)
I had this worker who well I held was a darn good worker but it was a huge amount of problems
to communicate with him due to his lack of English. So, I got the company to agree to send him
for English classes while being paid by the company not only his wages but also is average
bonus he earned. I then approached the worker and well he had problems to understand the
company willing to do this for him. To me it was a worthwhile investment and in the end this
proved to be. After all I learned this as an apprentice when I was working in The Netherlands for
Cincinnati, who paid half my hotel bill, that if you look after your employees as if you are one
gigantic family enterprise they then will look after you.

Many years ago I attended to Harvey Normal at Thomastown and was indeed impressed with the
service I then received but as Preston store is closer by I usually venture in that store. Hence,
yes we finally are getting to it, I mentioned to my 83 old wife Olga (She doesnt like to mention
her age but well I always explain to her she ought to be proud upon reaching every age she can!)
to go to Harvey Norman Preston as I just happen to notice in the newspaper about a G40 laptop
going for about $346.00. My wife was grumpy (then again she usually is) but ion the end
relented to go along as after all she is struggling with the small laptop she has been using and
while I commenced a few years ago to start to use the laptop and onto the Internet, she still
cannot manage to use a mouse, do copy and paste, etc.
Do note that in the quotation the word Normal should be Norman and that stick should be
stock.

I (and my 83 year old wife Olga) went to the Preston store on 11-12-2015 as I noticed in the
Herald Sun an advertisement of G40 Lenovo laptop for $346.00, this as my wife is learning on

the internet and the small laptop she has is nothing but causing frustration to her. At the
store the G40 was there but not as G40 but as with G40-45 for $597 (80E1007YAU) as was
the advertised number, and I was assured that those also would be selling for $346 but only
as from Saturday and so we would have to come back the next day. Albeit the Harvey Normal
computer showed there was only one item in stick and that was the one on display. The other
G40 was also marked for $597 but as I was advised that Thomastown had still 5 on the
records I indicated I would order it from Thomastown. I was advised that I would have to wait
until Saturday but that there was Internet facilities. I obtained from the internet the details
below.

I like to have 2 of those laptops reserved for purchase, and will on Saturday Morning collect
them from Thomastown at a cost of $346.00 each as advertised.
I will forward a copy of this email also to Thomastown.
I understand that this week Mr Harvey had a say about Dick Smith promoting the sale of items
only for customers to discover there was no stock. Yet, I view this complaint should be passed
on to Mr Harvey that Harvey Normal actually appears to do the same, at least at Preston.

I then as Harvey Norman: Online Query Confirmation [284168] forwarded the same to Harvey
Norman Thomastown, albeit not as a complaint intended but merely so they would be aware of
matters
In short at about 12.09am, I in two separate orders ordered the laptops. (One for my wife and one
for myself as while I generally only use my laptop for writings material for my books/articles on
my blog and litigation it start showing problems and so better while I can at a cheap price get a
back-up.) when one is retired and have limited income one has to seek to obtain items at a
reduced price, in particular where I refused to charge those for even my out of pocket expenses
and so didnt build any cash reserves. Still no regrets. Albeit my wife justifiably complaints that I
never finish the renovations because of all my legal conquest fighting for justice for others.
At about 9.10am I attended to Harvey Norman Thomastown and what I understood to be the
department manager who attend to me I explained matters. He politely explained that they had
received the complaint and were wondering what this was about Thomastown. I explained it was
against the Preston store, not against Thomastown store. Shortly thereafter it was another person
who attended to me also, I understand to be the store manager, and he explained that as it was
filed as a complaint it could be deemed against Thomastown store. I explained that was not my
intention and I would certainly make this clear, and write about this in a compliment.
As a matter of fact I would rather prefer to drive further to Thomastown then to attend to the
Preston store, this as I view management of the Preston store should have been aware of the
Herald Sun advertisement campaign and should have had sufficient stock.

The Herald Sun (newspaper) 11-12-2015 advertisement refers to a G40 (80E1007YAU) and
refers to 2GB RAM, whereas in the Preston store the sticker on the bench showed $GB, and I
altered my wife to this. It was upon the unit on display that communication with Preston staff
wanting to pay then for the laptop (but advised they only had 1 display and no other stock) and I
would have to wait until after midnight before the sale applied it eventuated and I was informed
that after midnight on 11-12-2015 the $597 show in on the display would revert back to $346, as
it did but no mention that the 4GB on the display in the store would be (as the advertisment
indicated) go to 2GB RAM.

While the advertisement did show 2GB Ram and so the website the details in the Preston Store
was about 4GB RAM. Again, I pointed this out to my wife at the store!

I must make clear that the staff member at Preston store was very courteous and helpful but it
was the total lack of any new units for sale that I view is unacceptable and is in my view false
and misleading advertising, as to possibly attract potential customers and then so to say flog
more expensive laptops to them.

I was able to see Harvey Norman stock holding screen that only 1 unit was in the Preston store,
which was the display model. (So to say a worn out model used by potential customers!)
Considering your interviews with A Current Affair (Channel 9) regarding Dick Smith and its
much boosted advertising campaign, then I view it as very serious where it appears to me you
engage in similar conduct.
Another problem is that where such a sale is published it is reasonable for readers to assume that
Harvey Norman will have in place a system to ensure sufficient units are available, if not in one
particular store then in general. However, the fact that for me to obtain a unit was to order it from
a different store, in this case Thomastown store, I view is not appropriate. Neither should a
customer be bound to have to drive around to collect a unit from a different location.
In my view an order should have been possible from Preston store and then it would have been
an internal administrative issue for the store to obtain a unit from another store, but so that the
customer can still collect it from Preston, if not wanting to incur cost for postal/parcel delivery.
There is also the problem of Internet ordering facilities, this as if I had so to say ordered 5 units
it would have depleted the entire stock that Thomastown held and then any customer physically
attending, not having internet access, would turn up without having any units left available. In
fact I was surprised that I was able to succeed to purchase the 2 units just after midnight, using
the internet, as I never do so unlet I deal with internet service related companies only, such as
Vistaprint.

And while on the issue. I basically use only word program and seldom XL or PPS and my wife
yesterday for the first time used a PPS (Because of a Christmas wish sent by a relative) and this
begs the question why on earth is there not some simplistic program on sale that doesnt include
all of the latest gadgets but just serve the so to say elderly to get on with the minimum of fuss?

Microsoft Office is comprehensive but most of it is never going to be used by a person who only
desires to use Microsoft Word and occasionally a PPS or XL because someone happens to send
it. With such an aging population it seems no assault is done on the aging population market to
harness their interest to sell software more suitable to them. Indeed, having to install the one
month free Microsoft Office was to my wife burdensome, just for her to watch and asking me
why all that when she just wanted to watch the Christmas wish!
I also noticed that A Current Affair had this program about Muslims and you seemed to have a
staff member who was in charge of a store for 25 years. I didnt get she was a Muslim. I have
published extensively on my blog about Islam/Muslims and view that I present a better way to
address any extremism by making those who run the Mosque responsible for anything that goes
on is a mosque. If they allow firebrands clerics or others to promote violence/aggressiveness
then they should cop the legal consequences.

There is no such things as a Muslim Australian or Dutch Australian. We are all first and foremost
Australians. I have no Muslim friends but I have friends who are Muslims, Hindo, Catholic, etc.
Self-inflicted racism starts when a person claims to be something before being an Australian.
We have so called Aboriginal Australians when in fact it should be Australians which happen
to be also Aboriginals. You cannot have that a person claims to be part of some race and when
others do so likewise they are called racist! A person is not born by choice on a particular
location (country) nor as to which race the person belongs to. One can be proud upon once
heritage but it should never dictate your status as you are.

Those who promote Islam also in that regard support discrimination such as against women, this
as women are not deemed equal as men and are to be in certain religious/non-religious context to
be covered up. My wife feels it offensive when she has in a store a female attending to her who is
covered up because to her we are living in a Western society where facial expressions are
relevant and she should be able to see the identity of the person she speaks with/attend to as
much as that person can see her face. Indeed, she is finding it uncomfortable that women in to
public toilets are often totally covered up (That is if they are women and not men as some
terrorist proved to be men using female clothing.) and as much as a person is required at certain
locations to remove a helmet so should other remove head coverings (other than for medical
reasons) so that we maintain a Western society environment.
But lets look at a matter so to say more closer to home. I noticed that the Victorian Police is
pulling over drivers pretending to be for a vehicle check but really for then the driver to be
directed to the Sheriff who then check for any outstanding warrant, etc. While the police may
ordinary direct a motorist for a vehicle check and for if the driver is permitted lawful to drive, I
hold that it becomes unlawful when the Sheriff gets involved. Worse is that I noticed them to use
Bunnings Preston (Northland) car park for this also. This means a private property. Also it
appeared to me that the Victorian Police is checking cars such as those parked at Masters
Northland for any alleged unregistered vehicle. I have a warrant allegedly outstanding since 2011
(allegedly speeding by 5 kilometres) but challenged its validity even before it was issued but the
police simply doesnt want to engage in a court case because I challenged as a
CONSTITUTIONALIST the validity of the Infringement Act 2006 and the Infringement Court.
Not uncommon also Infringement Notices are wrongly issued as I proved in the past myself as
well as once about 2,000 N.S.W. motor vehicles were found to have been wrongly subjected to
Infringement Notices. I do not know if Harvey Norman car park also is subjected to police
checking motor vehicles and then have the Sheriff wheel clamping the vehicle and/or have a
notice of being unregistered on the windscreen, but consider that one of your employees may be
the subject of this in a Harvey Norman car park and then the employee is unable to use his
vehicle. The employee may not be able to have another form of transport and well may even lose
his job, being unable to attend to his job due to the lack of transport to and from work, and well
the employee challenge the validity of the way that was used against him and finally after many
months it is discovered that they had the wrong vehicle! Do not say this is not going to occur
because a friend of mine was issued an Infringement Notice that appeared to show her vehicle
and number plate. She had been driving that day in Queensland but had a day pass and it was
charged. When she looked closer at the photo she discovered that the numberplate actually was
not a Victorian number plate but from a different state. She did contact the department/private
operator and explained that she was working for the Victorian Department of Justice and wanted
them to check details. And well they discovered that indeed they had the wrong motorist, It just
happened two vehicles with the same number plate albeit from different states on the same toll
way but only one had paid. The issue is that if the Victorian Police, even without your
knowledge, is using any Harvey Normal car parks for purposes not being as a customer, then I
view this is an unlawful conduct. I for one will seek to avoid using Bunnings because I have this
court litigation going on but I know the police couldnt give a darn about what is lawful when it
comes to them misusing/abusing their powers. As such they can deter potential customers to
Harvey Normal stores and I view business owners should make clear they do not desire nor
accept that the Victorian Police/Sheriff Office uses their carpark for ulterior purposes. Those who
seek to enforce the law must do so themselves in a lawful manner.
For the record, on 19 July 2006 I comprehensively defeated the Commonwealth on FAILING
TO VOTE where I proved in both appeals that COMPULSORY VOTING was
unconstitutional in the County Court of Victoria. And this may just underline that while you may
go along in the view that voting is compulsory by law, reality is I defeated the Commonwealth in
this! I appear to be the only person who ever did defeat the Commonwealth upon this issue! Still

I proved it and as such you may just consider what I have written, if anything also because you
may just realise that if you desire to make a profit worthy to run a business then perhaps you may
have to consider that there are avenues to do so you never may have been aware existed, nor so
your legal advisors, and you may do so without needing to slug any customer for more monies.
Never accept that taxation must be done no matter the cost to society as that would be to betray
the provisions of the constitution and as a sentry you too are bound to protect the constitution
against unlawful inroads and so the true meaning and application so you as well as your
descendants and others may enjoy the freedoms and benefits of the constitution as we were able
to do.
There is a lot more to state but my blog has more than 800 documents and so enjoy reading
what our constitution is really about, however be s entry and take on the government
improper use of mini-budgets, etc, and do try to make sure that when you do an expensive
advertising campaign you at least have sufficient units for sale to warrant the expenses of
the advertising campaign, as not doing so I view it is a deceptive/misleading campaign just
to snare potential customers but can backfire in the long run.

As an afterthought, increasing the (unconstitutional) GST only will leave people like Prime
Minister Malcolm Turnbull of the hook, by investing it in off-shore heavens avoiding to pay
GST. When customs demands from me more than a $1,000 GST I responded in writing and well
they immediately released my goods without any GST payment! Proves a point!
