THE ANGLICAN CHURCH OF KENYA

RESOLUTIONS OF THE 22ND SESSION OF THE PROVINCIAL


SYNOD HELD ON FRIDAY, 25TH SEPTEMBER 2015
The Provincial Synod in its meeting held today, 25th September at the All Saints
Cathedral passed the following resolutions:-

RESOLUTION 1

ON THE AUDITED FINANCIAL STATEMENTS

That the Audited Financial Statements of the Anglican Church of Kenya for the year
ended 31st December, 2014 be approved in their entirety.
RESOLUTION 2 ON ACK AUDITORS
Messrs. K.K.CO Certified Public Accountants of Kenya be reappointed as Auditors of the
Anglican Church of Kenya for the following Financial Year 2016.
RESOLUTION 3

ON CAPACITY BUILDING FOR FINANCIAL STAFF IN


DIOCESES
THAT the Provincial Finance Director organizes a capacity building session for all
Diocesan Accountants and Finance Officers to update them on statutory deductions i.e
P.A.Y.E, N.H.I.F, N.S.S.F and attend to other related matters that came up from the
Provincial Office Survey conducted in August 2015.

RESOLUTION 4 ON POST-RETIREMENT MEDICAL COVER


THAT the Finance and General Purpose Committee looks into viable and sustainable
options for financing of post-retirement Medical Cover for Bishops, Clergy and other
Church workers and to consider using the services of an appropriate expert on the
duration and other related matters. It is important that the Committee learns from
experiences already acquired by existing Schemes from:
- Adonai of Nairobi Diocese
- Senior Citizens Scheme
- Other insurance experts
RESOLUTION 5 ON A VISIT TO THE COMMISSIONER GENERAL OF KRA
THAT the Provincial Office organizes a team led by His Grace the Archbishop to visit the
Commissioner General of KRA of Kenya Revenue Authority to lobby on Anglican Church
tax related matters.
RESOLUTION 6 ON 2016 BUDGET
The budget for the year ended 2016 was approved in totality subject to;
a) Changes in terminologies in some lines

b) Reallocation from already existing sources of income towards climatic change vote
head.
c) Increasing the vote on Bishops retirement, endowment from the current Kshs
100,000 to Kshs.200,000
The amended copy of the budget to the presented at the next Finance and General
Purpose Committee for their adoption and guiding management on implementation
RESOLUTION 7

BUDGET FOR THE RETIREMENT AND ENTHRONEMENT OF


THE ARCHBISHOP
This Provincial Synod approves an amount of up to Kshs 12.8 Million to meet the cost of
retirement and enthronement of the Archbishop. The budget is to cater for transitional
costs including catering for up to 3000 visitors, purchase of a vehicle for retiring Primate,
acquisition of vehicle for the incoming leadership (net of proceeds from sale of existing
vehicle) and dioceses to contribute towards the same.
RESOLUTION 8

RETIREMENT AND ENTHRONEMENT COMMITTEEE

This Provincial Synod resolved that a Transition Committee be appointed to manage the
Retirement and Enthronement of the Archbishop and his successor. The committee shall
comprise I.

RESOLUTION 9

SECRETARY TO THE HOUSE OF BISHOPS

This Provincial Synod is requested to note that The Rt. Rev. Julius Wanyoike is the
Secretary to the House of Bishops.

RESOLUTION 10 RETIREMENT & ENTHRONEMENT SERVICES


This Provincial Synod resolves that the date and time for the retirement and
enthronement services for Bishops will be determined by the Diocesan Synod in
consultation with the Archbishop. However, the Standing Committee of the Provincial
Synod advises that the retirement service be done at least a month before the
Consecration and Enthronement of their successors.

RESOLUTION 11 SUFFRAGAN BISHOP TO TAKE CARE OF KISII AREA


This Provincial Synod resolved that the Diocese of Southern Nyanza appoints an Area
Bishop to take care of the needs of Kisii Area and the costs to be met by the said
Diocese.

RESOLUTION 12 SUB-DIVISION OF ELDORET AND MASENO DIOCESES


After receiving reports on the sub-division, this Provincial Synod resolved that the two
Dioceses become effective from 1st January, 2016.

RESOLUTION 13 MT. KENYA CENTRAL ELECTORAL PROCESS


Due to the prevailing circumstances regarding the election process of Mt. Kenya Central
Diocese, this Provincial Synod resolves that the election date originally scheduled for 3rd
October, 2015 be deferred to allow His Grace the Archbishop and the Chancellors the
opportunity to bring the contesting groups together pastorally while observing the legal
systems that govern the Church.
On further consultation, the Synod approved the formation of a Tribunal comprising 2
persons, one from ACK Bishops and the other one from the Diocese of Mt Kenya Central.
The two persons will agree on the third person to be co-opted. The Synod unanimously
agreed to appoint Bishop Ole Sapit to represent ACK Bishops
For the time being, this Provincial Synod further guides that leadership of the Diocese
and its structures are intact and should guide the diocese into ways of peace and
reconciliation.

RESOLUTION 14

CHURCH MARRIAGE

This Provincial Synod mandates Bishop James Ochiel, Bishop Joel Waweru and Bishop
Robert Martin to draft a paper addressing the challenges encountered by Christians and
Clergy in the process of solemnizing marriage in Church. This paper is to be shared with
and deliberated upon by the relevant Parliamentary Committee of the National Assembly.

RESOLUTION 15

ON MISSION

15.1 That ACK takes chaplaincy seriously by redefining the Churchs role covering
chaplains in Schools, Universities, Hospitals, Airports, Disciplined Forces which includes
Prisons, KWS, NYS, GSU, Police and KDF
15.2 That a Chaplaincy Committee be set with relevant structures to coordinate
chaplaincy affairs across various institutions within the Province.
15.3 That the ACK urgently identifies all its sponsored schools and gets involved in
management of such schools as well as offering chaplaincy services as a matter of
urgency
15.4 That the Child Protection Policy developed by the Mothers Union in draft form be
studied by all Diocese before the final copy is printed and circulated for application by
all ACK Institutions and Dioceses. In order to facilitate the process, the Synod guided
that a committee be formed to ensure that the draft policy is in line with best practice
and our ACK values. The same Committee should facilitate clear timelines for the
implementation of Policy.
15.5 That the Provincial Synod approves Church Army Africas plan of setting up Church
Army Kenya as a cooperate body to work with and through the ACK in upscaling
Evangelism and church planting
15.6 Arising from the Archbishops Charge, and given the due prominence attached to
mission, the ACK Synod resolves that:
a) Plans are put in place to review the current ACK Constitution
b) ACK provides for appointment of Axillary or Assistant Bishops to serve in the office
of the Archbishop in specialized areas of the Church.
c) The ACK continues to disassociate with the Episcopal Church of America which
has now officially sanctioned a liturgy for same sex marriages.
d) The Anglican Church of Kenya supports the Global South and the arms of the
Anglican Communion to exclude TEC from all activities in the Communion as a
measure of discipline.

RESOLUTION 16

EDUCATION

On the Capacity Building:


16.1

Following the completion of the development of the discipleship manual,


Fundaments of Faith, aimed addressing basic issues of the Christian faith of who is
God, the authority of Scriptures, the Church and cultural influence on Christianity, this
Provincial Synod approves the use of the said Manual by the whole church as a tool
of strengthening the faith of church members in Christ. The Synod appreciates the
contribution of Barnabas Fund, through the Mission Department, in facilitating the

development and dissemination of the Manual.

16.2 This Provincial Synod approved the programme to enhance biblical exegesis in line
with culture watch last year, the Synod approved the plan to launch residential
trainings at St. Julians Centre from September 2015
17 On Liturgy, This Provincial Synod emphasised that the ownership and use of Our
Modern Services and its translations should be enhanced in all Dioceses. Following
completion of the music edition of Tumsifuni Mungu hymnal, the Synod reemphasizes
the need to train choirs and conduct music festivals that will popularize the use of the
book.
16.4 On Formal Education
This Provincial Synod approves the establishment of Chaplain Programmes in all
the Provincial Colleges to meet the present demand for qualified school chaplains.
Carlile College was requested to share with other colleges its experience in
chaplaincy training.
16.5

THAT the Anglican Institute of Theology and Development in Africa be registered


as a coordinating Academic body in the development of Theological and
Developmental programme for the Anglican Institutions.

16.6 On Establishing an Anglican Broadcasting Station


This Provincial Synod resolves that the Anglican Church should move with speed,
bearing in mind on-going attempts to start a broadcasting stations by various
sectors of the church to cover both Radio and T.V broadcasting. It is important
that Uzima Press coordinates the process in coordination with All Saints Cathedral
Parish, given the latters strategic location and financing capacity

RESOLUTION 17 ON SOCIAL SERVICES


This Provincial Synod resolves that: 17.1

The Church/Dioceses to agree to an ADS Sunday to support ACKs development


work
The Church to establish a vibrant Peace Building program for the youth to deal
with radicalization and the threat of terrorism.
ACK reaffirms her commitment to engage in climate change and disaster risk
reduction programs as a way of conserving Gods Creation.

ADS to build the capacity of Church leaders, women and youths to understand and
influence climate change policies and practices. And Bishops to be climate change
adaptation in champions and Ambassadors in their respective Sees.
ADS to support the Church to form a movement of Green Anglicans volunteers to
deal with the effects of climate change, disaster risk reduction, respond to
humanitarian and other development needs.
The Anglican Church of Kenya (ACK) cautions the implementation of proposed
GMOs directive by the government before all stakeholders are sensitised on pros
and cons of GMOs.
This Provincial Synod mandated the existing systems to provide the ADS Board
and the related institutions technical capacity to intensify all ACK ADS Boards
collaboration with the respective County Governments on areas the former have a
niche. The Synod further guides that such collaboration should be in line with our
ADS Development Philosophy and Values.
This Provincial Synod guides ADS Board to create awareness raising on extractive
industry and how the benefits will be harnessed for collective benefit of our
communities all over the country.

RESOLUTION 18 ON STRATEGIC PLAN 2015-2019


18.1

This Provincial Synod approves the Strategic Plan 2015-2019 for implementation,
and use to guide the Dioceses and related Provincial Institutions. The Synod
further guides that the ACK Vision should be used by all ACK Diocese and
Institutions to ensure harmony and coherence in our purpose and identity.

18.2

The Synod further guides that in keeping with the spirit of strategic planning and
learning, that all ACK institutions should embrace a performance culture whereby
all staff not only operate under clear performance contracts, but that these are
used to assess their progress

RESOLUTION 19: ON PERFORMANCE OF HIS GRACE THE ARCHBISHOP


This Provincial Synod appreciates the sterling performance of His Grace the
Archbishop Most Rev. Dr. Eliud Wabukala and take this opportunity to wish him
well together with his family in retirement.
RESOLUTION 20: ON PERFORMANCE OF HIS GRACE THE ARCHBISHOP
This Provincial Synod appreciates the great contributions made by the following
retiring Bishops Robert Martin, Dr. Samson Mwaluda, Dr. Zakayi Iteba Epusi,
Joseph Kanuku and take this opportunity to wish them well together with their
families in retirement.

RESOLUTION 21 ON PROVINCIAL BOARDS AND COMMITTEES


This Provincial Synod approves the following changes leadership in Provincial Boards and

Board of Mission Chairman changing from Bishop Joseph Kanuku who retires next
year to Bishop Joel Waweru.
Education Committee Chairman is Bishop Timothy Wabunya after Bishop Were
retired last year.
Children ministry Chairman changing from Bishop Joel Waweru to Bishop Joseph
Muchai.
ACK Uzima Publishing House Rt. Rev. James Ochiel added to the existing
Committee.
