Anginette Italian Cookies--Genevieve Spinelli?My Mother?

This is the recipe that my mother made for our family?Enjoy?

The oven will be set at 350 degrees fahrenheit and the cookies
will bake for approxomately 15 minutes..Once done and the cookies
are cool you will ice them with recipe that follows?
6-1/2 cups all purpose flour unbleached.
6-teaspoons baking powder.
1-teaspoon baking soda.
Mix all dry together...
1-cup of unsalted butter or two sticks..
1-cup sugar..
4-eggs.
1-teaspoon lemon extract.
1-teaspoon orange extract.
1-cup melted orange juice concentrate.
Mix well then blend with flour graduallu until incorporated.
Place by teaspoon on lightly greased cookie sheet or parchment
paper.Bake for 15 minutes or until slightly golden.
Once cool ice them and put candy sprinkles on top.
Use 2 cups confectioners sugar plus 1 teaspoon vanilla extract
plus two tablespoons warm milk?Use more milk if needed for
proper consistency.Keep mixture warm with double boiler pan
on bottom...
