WCDMA RAN
Adaptive Adjustment of HSUPA Small Target
Retransmissions Feature Parameter Description

2 Overview

Overview

The hybrid automatic repeat request (HARQ) entity for High Speed Uplink Packet Access
(HSUPA) is located on the NodeB side and used to receive MAC-e protocol data units (PDUs).
When a cell cannot correctly receive MAC-e PDUs from a UE, the HARQ entity requires the
UE to retransmit MAC-e PDUs. The average number of retransmissions on the NodeB side
needs to converge to a target number of retransmissions on the RNC side. This target number
on the RNC side is dynamically adjusted by the feature HSUPA Adaptive Retransmission.
With the HSUPA adaptive retransmission feature, a small target number of retransmissions is
used under normal circumstances. When the uplink load or the UE transmit power is limited,
one UE is selected to use a large target number of retransmissions during each period. Without
this feature, a small target number of retransmissions is always used. For details about the
HSUPA adaptive retransmission feature, see HSUPA Feature Parameter Description.
In versions earlier than RAN14.0, the small target number of retransmissions is specified by the
EdchTargetLittleRetransNum(BSC6900,BSC6910)parameter and cannot be adaptively
adjusted. When the uplink load is limited, a small target number of retransmissions will require
a high signal-to-interference ratio (SIR) on the Dedicated Physical Control Channel (DPCCH),
and the DPCCH must have a higher power. This leads to decreased available power on the
Enhanced Dedicated Channel (E-DCH) and Enhanced Dedicated Physical Data Channel (EDPDCH), a lower UE throughput, and a lower cell throughput. The feature Adaptive Adjustment
of HSUPA Small Target Retransmissions supports an alternative small target number of
retransmissions for each typical type of service. The actual small target number of
retransmissions can dynamically shift between the original fixed number and the alternative
number based on the cell uplink load and UE rates, which are configured by the
EdchTargetLittleRetransNum(BSC6900,BSC6910) and EdchAltTarLittleRetransNum
(BSC6900,BSC6910) parameters, respectively. This improves the system capacity when the
uplink load is limited.
This Adaptive Adjustment of HSUPA Small Target Retransmissions feature is only intended
for the HSUPA services of the non-DC-HSUPA UEs.
Figure 2-1 shows the relationship between the features HSUPA Adaptive Retransmission and
Adaptive Adjustment of HSUPA Small Target Retransmissions.

Retransmissions Feature Parameter Description

2 Overview

Figure 2-1 Relationship between the features HSUPA Adaptive Retransmission and Adaptive
Adjustment of HSUPA Small Target Retransmissions

The features HSUPA Adaptive Retransmission and Adaptive Adjustment of HSUPA Small
Target Retransmissions are independent of each other. With the HSUPA Adaptive
Retransmission feature, only one UE is selected to use the large target number of retransmissions
during each period. With the Adaptive Adjustment of HSUPA Small Target Retransmissions
feature, when the uplink load is limited, multiple UEs are selected for adjustment to the small
target number of retransmissions. This further improves the cell throughput.

Adaptive Adjustment of HSUPA Small Target
Retransmissions Feature Parameter Description

3 Technical Description

Technical Description

Without the feature Adaptive Adjustment of HSUPA Small Target Retransmissions, the RNC
sets different target numbers for different typical types of services through the
EdchTargetLittleRetransNum(BSC6900,BSC6910) parameter. This feature is intended to
further improve the cell throughput. An alternative small target number of retransmissions is
available for each typical type of service. This alternative small number is configured by the
EdchAltTarLittleRetransNum(BSC6900,BSC6910) parameter. The original small number is
configured by the EdchTargetLittleRetransNum(BSC6900,BSC6910) parameter. The small
target number of retransmissions dynamically shifts between EdchTargetLittleRetransNum
(BSC6900,BSC6910) and EdchAltTarLittleRetransNum(BSC6900,BSC6910).
The Adaptive Adjustment of HSUPA Small Target Retransmissions feature dynamically adjusts
the small target number of retransmissions for each individual BE service over HSUPA. There
are two adjustment algorithms: RTWP-based Adjustment of HSUPA Small Target
Retransmissions and RSCP- and RTWP-based Adjustment of HSUPA Small Target
Retransmissions. The BASE_RSCP_RTWP_LITRETNUM_AUTOADJ_SWITCH under
the RscpEffectAlgoSwitch(BSC6900,BSC6910) parameter controls which adjustment
algorithm is used.

RTWP-based Adjustment of HSUPA Small Target Retransmissions

retransmissions based on the RTWP.

When the UE attempts to access the network, the larger value between
EdchTargetLittleRetransNum(BSC6900,BSC6910) and EdchAltTarLittleRetransNum
(BSC6900,BSC6910) is used as the small target number of retransmissions if
PC_HSUPA_LITRETNUM_INIT_SEL_SWITCH under the PcSwitch
(BSC6900,BSC6910) parameter is selected, or EdchTargetLittleRetransNum
(BSC6900,BSC6910) is used if PC_HSUPA_LITRETNUM_INIT_SEL_SWITCH under the
PcSwitch(BSC6900,BSC6910) parameter is not selected.
After the UE accesses the network, the following rules apply if
PC_HSUPA_LITRETNUM_AUTO_ADJUST_SWITCH under the PcSwitch

The upper threshold equals the maximum bit rate (MBR) of uplink services multiplied by
an unconfigurable factor.

If the UE rate is below the lower threshold, the RNC adjusts the small target number of
retransmissions to the larger one between EdchTargetLittleRetransNum
(BSC6900,BSC6910) and EdchAltTarLittleRetransNum(BSC6900,BSC6910) in order to
raise the cell throughput on the uplink. The lower threshold equals the MBR of uplink
services multiplied by an unconfigurable factor.

In other cases, the RNC does not make any adjustments.

Figure 3-2 Procedure for dynamically adjusting the small target number of retransmissions
based on the RSCP and RTWP

When a UE attempts to access the network, the following rules apply if

PC_HSUPA_LITRETNUM_INIT_SEL_SWITCH under the PcSwitch
(BSC6900,BSC6910) parameter and
BASE_RSCP_RTWP_LITRETNUM_AUTOADJ_SWITCH under the
RscpEffectAlgoSwitch(BSC6900,BSC6910) parameter are selected:
l

If the uplink load of the cell is smaller than MaxTargetUlLoadFactor

(BSC6900,BSC6910) multiplied by RelRatioforUlRTWP(BSC6900,BSC6910) and the
UE coverage is not limited, the smaller one between EdchTargetLittleRetransNum
(BSC6900,BSC6910) and EdchAltTarLittleRetransNum(BSC6900,BSC6910) is used as
the small target number of retransmissions.

In other cases, the larger one between EdchTargetLittleRetransNum

(BSC6900,BSC6910) and EdchAltTarLittleRetransNum(BSC6900,BSC6910) is used as
the small target number of retransmissions.

The UE's uplink coverage is determined based on the P-CPICH RSCP, which can be obtained
from the periodically reported intra-frequency measurement reports. The RrcRscpPeriodTimer
(BSC6900,BSC6910) parameter in the SET UCHLQUALITYEVALUATE command
specifies the measurement period of the P-CPICH RSCP. A UE's uplink coverage is not limited
if the following conditions are met:
l

If the duration between the current time and the time the RNC receives a measurement
report containing information about P-CPICH RSCP does not exceed the value of
EcN0EffectTime(BSC6900,BSC6910), the calibrated P-CPICH RSCP calculated based
on the reported P-CPICH RSCP meets the following conditions:
For UEs using the 2 ms TTI, the calibrated P-CPICH RSCP is greater than the value of
BeTTI2msRscpUpThd(BSC6900,BSC6910).
For UEs using the 10 ms TTI, the calibrated P-CPICH RSCP is greater than the value
of BeTTI10msRscpUpThd(BSC6900,BSC6910).

If the duration between the current time and the time the RNC receives a measurement
report containing information about P-CPICH RSCP exceeds the value of EcN0EffectTime
(BSC6900,BSC6910), the P-CPICH Ec/N0 in the RRC CONNECTION REQUEST
message, CELL UPDATE message, or traffic volume-based event 4A/4B measurement
report must meet the following conditions:
For UEs using the 2 ms TTI, the P-CPICH Ec/N0 must be greater than the value of
EcN0ThsFor2msTo10ms(BSC6900,BSC6910).
For UEs using the 10 ms TTI, the P-CPICH Ec/N0 must be greater than the value of
EcN0ThdForBaseCoverE2D(BSC6900,BSC6910).

The duration between the current time and the time the RNC receives an RRC CONNECTION
REQUEST or CELL UPDATE message is recorded as duration 1. The duration between the
current time and the time the RNC receives a traffic volume-based event 4A/4B measurement
report is recorded as duration 2. If both duration 1 and duration 2 are greater than the value of
EcN0EffectTime(BSC6900,BSC6910), the P-CPICH Ec/N0 is replaced by FakeEcNo
(BSC6900,BSC6910).
NOTE

The RNC uses the P-CPICH Ec/N0 in a traffic volume-based event 4A/4B measurement report only when
the DRA_PCPICH_ECN0_ON_RACH_UPDATE_SWITCH check box under the DraSwitch2
parameter in the SET UCORRMALGOSWITCH command is selected.

After the UE accesses the network, the following rules apply if

PC_HSUPA_LITRETNUM_AUTO_ADJUST_SWITCH under the PcSwitch parameter
and BASE_RSCP_RTWP_LITRETNUM_AUTOADJ_SWITCH under the
RscpEffectAlgoSwitch(BSC6900,BSC6910) parameter are selected:

smaller one between EdchTargetLittleRetransNum(BSC6900,BSC6910) and
EdchAltTarLittleRetransNum(BSC6900,BSC6910) in order to raise the UE throughput
in the uplink. The upper threshold equals the MBR of uplink services multiplied by an
unconfigurable factor (see Table 3-1 for details).

If the UE coverage is not limited and the uplink load of the cell has not reached
MaxTargetUlLoadFactor(BSC6900,BSC6910) multiplied by RelRatioforUlRTWP
(BSC6900,BSC6910), the RNC adjusts the small target number of retransmissions to the
smaller one between EdchTargetLittleRetransNum(BSC6900,BSC6910) and
EdchAltTarLittleRetransNum(BSC6900,BSC6910) in order to raise the UE throughput
in the uplink.

If the UE rate is below the lower threshold, the RNC adjusts the small target number of
retransmissions to the larger one between EdchTargetLittleRetransNum
(BSC6900,BSC6910) and EdchAltTarLittleRetransNum(BSC6900,BSC6910) in order to
raise the cell throughput in the uplink when either of the following conditions is met: The
uplink load of the cell has reached MaxTargetUlLoadFactor(BSC6900,BSC6910)
multiplied by RelRatioforUlRTWP(BSC6900,BSC6910); the UE coverage is limited. The

WCDMA RAN
Adaptive Adjustment of HSUPA Small Target
Retransmissions Feature Parameter Description

3 Technical Description

In other cases, the RNC does not make any adjustments.

The UE's uplink coverage is determined based on the P-CPICH RSCP, which can be obtained
from the periodically reported intra-frequency measurement reports. The
LittleRetranRabRscpPrd(BSC6900,BSC6910) parameter in the SET
UCHLQUALITYEVALUATE command specifies the measurement period of the P-CPICH
RSCP.
A UE's uplink coverage is not limited if the following conditions are met:
l

For UEs using the 2 ms TTI, the calibrated P-CPICH RSCP is greater than the value of
BeTTI2msRscpUpThd(BSC6900,BSC6910).

For UEs using the 10 ms TTI, the calibrated P-CPICH RSCP is greater than the value of
BeTTI10msRscpUpThd(BSC6900,BSC6910).

A UE's uplink coverage is limited if the following conditions are met:

l

For UEs using the 2 ms TTI, the calibrated P-CPICH RSCP is smaller than or equal to the
value of BeTTI2msRscpUpThd(BSC6900,BSC6910).

For UEs using the 10 ms TTI, the calibrated P-CPICH RSCP is smaller than or equal to the
value of BeTTI10msRscpUpThd(BSC6900,BSC6910).

Calibrated P-CPICH RSCP = Reported P-CPICH RSCP (Transmit power on the P-CPICH
33dBm) (RTWP (-105.2 dBm))
If the features HSUPA Adaptive Retransmission and Adaptive Adjustment of HSUPA Small
Target Retransmissions are both enabled and the air interface resources or UE transmit power
on the uplink is limited, the Adaptive Adjustment of HSUPA Small Target Retransmissions
feature selects one UE to use the large target number of retransmissions during each period. If
the selected UE later meets the conditions for using the small target number of retransmissions,
EdchTargetLittleRetransNum(BSC6900,BSC6910) or EdchAltTarLittleRetransNum
(BSC6900,BSC6910) is used based on the setting for the initial access of an HSUPA UE. For
details about these conditions, see the HSUPA Feature Parameter Description.
This function also takes effect in the following scenario: PTT + single BE (carried on the EDCH) combined services. When RESERVED_SWITCH_14_BIT3 under the RNC-level
switch RsvSwitch14(BSC6900,BSC6910) is selected, the function of RSCP- and RTWP-based
Adjustment of HSUPA Small Target Retransmissions takes effect if there is no data transmission
for PTT services.

WCDMA RAN
Adaptive Adjustment of HSUPA Small Target
Retransmissions Feature Parameter Description

5 Network Impact

Network Impact

System Capacity
This feature improves the uplink performance. The performance is affected by the uplink
throughput and uplink load and the gain depends on the environment of the commercial network.
It is recommended that this feature be enabled if the uplink load of the cell is restricted and there
are a large number of HSUPA UEs using a 10 ms TTI. If some UEs in the cell are engaged in
continuous uploading, this feature improves the uplink throughput by 10% to 15%. If all services
in the cell are burst services, this feature lowers the RTWP by around 0.5 dB.
When the uplink load of the cell is not restricted and a large number of UEs are processing lowspeed HSUPA services, the RSCP- and RTWP-based Adjustment of HSUPA Small Target
Retransmissions function increases the uplink throughput of the cell by up to about 5% compared
with the RTWP-based Adjustment of HSUPA Small Target Retransmissions function, if some
UEs are continuously performing upload services.

Network Performance
No impact.

6 Engineering Guidelines

Engineering Guidelines

6.1 When to Use Adaptive Adjustment of HSUPA Small

Target Retransmissions
To improvement HSUPA uplink throughput and reduce uplink RTWP, it is recommended that
the RTWP-based Adjustment of HSUPA Small Target Retransmissions function be enabled in
the scenario where a large number of HSUPA UEs (more than two) use the 10 ms TTI.
It is recommended that the RSCP- and RTWP-based Adjustment of HSUPA Small Target
Retransmissions function be enabled in a cell that meets the following conditions:
l

The uplink load of the cell is not restricted.

More than 30% of HSUPA UEs have a low throughput.

6.2 Required Information

Collect the following information to determine whether to activate this feature:
l

VS.HSUPA.UE.Mean.TTI10ms (HSUPA UEs using a 10 ms TTI)

VS.MeanRTWP (Mean Power of Totally Received Bandwidth for Cell)

VS.HSUPA.MeanChThroughput.TotalBytes (Number of total bytes received in uplink of

all the HSUPA MAC-d flows)

Proportion of UEs with a low HSUPA throughput

The proportion of UEs with a low HSUPA throughput equals the number of HSUPA UEs
with a low throughput divided by the value of the VS.CellDCHUEs counter. Generally, if
the proportion exceeds 30% in a cell, the proportion of UEs with a low HSUPA throughput
is considered as large. The number of HSUPA UEs with a low throughput equals the sum
of all of the following counters:
VS.HSUPA.LowRateTTI2msUserNumber, VS.HSUPA.TTI2msUserNumber.0, and
VS.HSUPA.TTI2msUserNumber.1

LittleRetranRabRscpPrd
(BSC6900,BSC6910

If this parameter is
set to a large value,
the RSCP
measurement period
is long during the
RAB setup, and the
RNC cannot receive
the RSCP in time
during RAB setup.
As a result, the small
target number of
retransmissions
cannot be adjusted in
time when the uplink
load of the cell and
cell coverage are not
limited. The UEs'
HSUPA throughput
is decreased. If this
parameter is set to a
small value, the
RSCP measurement
period is short during
RAB setup, and the
RNC can receive the
RSCP in time.
However, the CPU
usage of the RNC is
significantly
increased.

Step 1 (Optional) In the RAN sharing and MOCN scenario, run the RNC MML command SET
LICENSE. In this step, set the value of Adaptive Adjustment of HSUPA Small Target
Retransmissions-kbps for the primary and secondary operators.
Step 2 Run the RNC MML command SET UCORRMALGOSWITCH with
PC_OLPC_SWITCH under Power Control Switch selected to enable outer-loop power
control.
NOTE

You need to activate outer loop power control before activating the Adaptive Adjustment of HSUPA Small
Target Retransmissions feature.

Step 3 Run the RNC MML command SET UCORRMALGOSWITCH with

PC_HSUPA_LITRETNUM_INIT_SEL_SWITCH and
PC_HSUPA_LITRETNUM_AUTO_ADJUST_SWITCH under Power Control Switch
selected to activate the algorithm for selecting an initial small target number of retransmissions
for HSUPA UEs.
Step 4 (Optional) Adjustment of HSUPA Small Target Retransmissions function is required, perform
the following operations:
l Run the RNC MML command SET UCHLQUALITYEVALUATE with
BASE_RSCP_RTWP_LITRETNUM_AUTOADJ_SWITCH selected under Switch for
Use Periodical Reported RSCP.
l Run the RNC MML command SET UCHLQUALITYEVALUATE and set the RSCP
Interval in RAB for Small Target Retrans parameter.
Step 5 (Optional) To activate the function of Adaptive Adjustment of HSUPA Small Target
Retransmissions for PTT UEs, run the RNC MML command SET UALGORSVPARA. In this
step, select RESERVED_SWITCH_14_BIT3 under the RsvSwitch14 parameter.
----End
NOTE

When configuring the parameter Alter Edch Little Target Number of E-DCH PDU retransfer, the default
value for this parameter is recommended. An inappropriate value for this parameter may lead to decreased cell
throughput. For services with a 5.44 Mbit/s MBR and a 2 ms transmission time interval (TTI), the default value
of this parameter is 0.02. For other services with a 2 ms TTI, the default value of this parameter is 0.01. For
services with a 10 ms TTI, the default value of this parameter is 0.1.

6.3.4 Activation Observation

Step 1 Start a UE trace task on a UE that supports HSPA but not DC-HSDPA. That is, start a UE trace
task on a UE that does not belong to HS-DSCH category 21 or higher. On the RNC LMT main
page, click Trace. In the displayed Trace Navigation Tree pane, choose Trace > UMTS
Services > UE Trace. The UE Trace dialog box is displayed. In this dialog box, set the related
parameters, and then click Submit. Check the RRC_RB_SETUP message in the tracing results.
Step 2 Use the UE to establish a PS BE download service and enable the uplink of the UE to use a 10
ms TTI, so that the UE rate is smaller than the lower threshold (for details, see 3 Technical
Description).
Expected result: The HSUPA service is carried on the E-DCH and uses a 10 ms TTI, as shown
in Figure 6-1.

Step 3 On the RNC LMT main page, click Monitor. In the displayed Monitor Navigation Tree pane,
choose Monitor > UMTS Monitoring > Connection Performance Monitoring. The
Connection Performance Monitoring dialog box is displayed. In this dialog box, set Monitor
Item to OLPC, and set IMSI to the same value as that in step 1. Then, check the average number
of transmissions on the E-DCH.
If the average number of retransmissions on the E-DCH (equals the average number of
transmissions on the E-DCH minus one) is close to the larger value between
EdchTargetLittleRetransNum(BSC6900,BSC6910) and EdchAltTarLittleRetransNum
(BSC6900,BSC6910), this feature has been activated. For example, the average number of
transmissions on the E-DCH is 1.0821, the average number of retransmissions on the E-DCH
is 0.0821, and the default values of EdchTargetLittleRetransNum(BSC6900,BSC6910) and
EdchAltTarLittleRetransNum(BSC6900,BSC6910) are 0.01 and 0.1, respectively for UEs
using a 10 ms TTI. In this case, the average number of retransmissions on the E-DCH is close
to the value of EdchAltTarLittleRetransNum(BSC6900,BSC6910), and this feature has been
activated.
Step 4 Observe the following counters to see if the feature goes into effect.
l When the RTWP-based Adjustment of HSUPA Small Target Retransmissions function is
enabled, this function has been activated if the values of the counters listed in Table 6-4 are
greater than zero.
l When the RSCP- and RTWP-based Adjustment of HSUPA Small Target Retransmissions
function is enabled, this function has been activated if the values of the counters listed in
Table 6-4 are greater than zero.

6.4 Performance Monitoring

When the uplink load is limited and there are multiple HSUPA UEs, this feature improves the
cell throughput or reduces cell RTWP. To verify the effect of this feature, check the value of the
counter VS.HSUPA.MeanChThroughput.TotalBytes, which indicates the number of bytes in
the HSUPA MAC-d packets received in a cell and the value of the counter VS.MeanRTWP,
which indicates the average received total wideband power. With the traffic pattern unchanged,
this feature is supposed to increase the value of
VS.HSUPA.MeanChThroughput.TotalBytes or decrease the value of VS.MeanRTWP.

PC_CFG_ED_POWER_INTERPOLATION_SWITC
H: When the switch is on, E-DPDCH power
interpolation formula is allowed. Otherwise,
interpolation formula is not allowed. When the
interpolation formula is used, E-TFCI and PO is
involved in the calculation of transmit power for block
transmission on the E-DPDCH. In addition, the
extrapolation formula is also used. the interpolation
formular is used for high-speed services, whereas the
extrapolation formula is used for low-speed services.
For details about this parameter, see 3GPP TS 25.214.
2. PC_DL_INNER_LOOP_PC_ACTIVE_SWITCH:
When the switch is on, the status of inner loop DL power
control is set to "Active." When the switch is not on, the
status is set to "Inactive." 3.
PC_DOWNLINK_POWER_BALANCE_SWITCH:
When the switch is on, the RNC supports DL power
balancing. During soft handover, TPC bit errors cause
DL power drift. DL power balancing is enabled to
balance the DL power between links, thus achieving the
optimal gain of soft handover. 4.
PC_EFACH_ECN0_DYN_ADJ_SWITCH: When the
switch is on, the target value of Ec/No can be
dynamically reconfigured on the E-FACH. When the
switch is disabled, the minimum value of Ec/No is
directly configured for the NodeB. 5.
PC_FP_MULTI_RLS_IND_SWITCH: When the
switch is on, the RNC informs the NodeB of the current
RLS number through the FP inband signaling. 6.
PC_HSUPA_COVER_EN_AT_POLIMIT_SWITCH:
When the switch is on, the HSUPA Coverage
Improvement Under Limited UE Power algorithm is
used for the RNC. 7.
PC_HSUPA_DATA_CH_PO_ADAPTIVE_ADJ_SW
ITCH: When the switch is on, the Power Offset
Adaptive Adjustment on HSUPA Data Channel
algorithm is used for the RNC. 8.
PC_HSUPA_HARQNUM_AUTO_ADJUST_SWITC
H: When the switch is on, the HSUPA service can use
a smaller target number of retransmissions than the
typical value when the uplink is not congested. If the
uplink is congested, the HSUPA service needs to use
the typical target number of retransmissions. 9.
PC_INNER_LOOP_LMTED_PWR_INC_SWITCH:
When the switch is on, the limited power increase
function is used for DL inner loop power control. 10.

PC_OLPC_SWITCH: When the switch is on, the RNC

updates the UL SIR TARGET of radio links on the
NodeB side through IUB DCH FP inband signaling. 11.
PC_RL_RECFG_SIR_TARGET_CARRY_SWITCH:
When the switch is not on, a new initial SIRTarget
value, during radio link reconfiguration, is based on the
converged SIRTarget value of current outer loop power
control. In addition, the UL SIRTarget value is not
included in the radio link reconfiguration messages to
the NodeB. This switch is only valid when the OLPC
switch is ON. 12. PC_SIG_DCH_OLPC_SWITCH:
When the switch is on, SIG DCH is involved in UL
OLPC as service DCH is. If the current link has only
SIG DCH, SIG DCH is always involved in UL OLPC.
13. PC_UL_SIRERR_HIGH_REL_UE_SWITCH:
When the switch is on, the UE is unconditionally
released if the SIR error is high and the cell is
overloaded. Otherwise, the UE is not released. 14.
PC_HSUPA_LITRETNUM_AUTO_ADJUST_SWIT
CH: Whether the RNC adjusts the target number of
times that a UE processing a single PS BE service
performs retransmission in the E-DCH small
retransmission state. When this switch is turned on, the
RNC chooses between "EdchAltTarLittleRetransNum"
and "EdchTargetLittleRetransNum" as the target
retransmission number based on the throughput
measurement. When this switch is turned off, the target
retransmission number is always "EdchTargetLittleRetransNum". 15.
PC_OLPC_FASTDOWN_OPTIMIZE_SWITCH:
Whether to support the optimized algorithm for Outer
Loop Power Control (OLPC). When this switch is
turned on, the optimized OLPC algorithm is supported.
SIRtarget is adjusted in an optimized manner when
interference bursts out, UE transmit power is limited,
OLPC is being set up, modified, or restarted. When this
switch is turned off, the optimized OLPC algorithm is
not supported. 16.
PC_HSUPA_LITRETNUM_INIT_SEL_SWITCH:
When this switch is turned on, the number of the initial
target retransmission attempts for UEs in the E-DCH
little retransmission state equals the value of
"EdchAltTarLittleRetransNum" or "EdchTargetLittleRetransNum", whichever is larger. When this switch
is turned off, the number of the initial target
retransmission attempts for such UEs equals the value
of "EdchTargetLittleRetransNum". 17.

uplink load in the cell is heavy, and BE services are
carried over the HSDPA. 18.
PC_CQI_CYCLE_BASE_COVERAGE_SWITCH:
Whether to activate the coverage-based algorithm for
the CQI feedback period. The CQI feedback period is
equal to the value of "CQIFBckBaseCoverage" in the
"SET UHSDPCCH" command when this switch is
turned on, the UE moves to the edge of the cell, and BE
services are carried over the HSDPA. 19.
PC_CQI_CYCLE_BASE_CS_PLUS_PS_SWITCH:
Whether to activate the combined-service-specific
algorithm for the CQI feedback period. The CQI
feedback period is equal to the value of
"CQIFBckBaseCsCombServ" in the "SET
UHSDPCCH" command when this switch is turned on
and the UE is processing CS and PS services. In
addition, CS services and PS services are carried over
the DCH and HSDPA, respectively. 20.
PC_BLER_TARGET_BASE_CELLLOAD_SWITCH
: When this switch is turned on, the target BLER of the
DCH is equal to the value of "BlerTargetBaseCellLoad"
in the "SET UOLPC" command if the uplink cell load
is heavy and only PS BE services are carried over the
DCH. 21.
PC_HSUPA_DATA_CH_PO_INIT_SEL_SWITCH:
When this switch is turned on, the RNC sets the power
offset between the E-DPDCH and DPCCH to the value
of "HarqPOLitRetrLRate" in the "ADD
UTYPRABHSUPAPC" command after a UE is
transited from a state to the CELL_DCH state. The
function controlled by this switch also takes effect
during an RAB setup process. When this switch is
turned off, the power offset is determined by the
algorithm controlled by the
PC_HSUPA_DATA_CH_PO_ADAPTIVE_ADJ_SW
ITCH. If the
PC_HSUPA_DATA_CH_PO_ADAPTIVE_ADJ_SW
ITCH is turned off, the power offset is 0. 22.

PC_OLPC_SWITCH: When the switch is on, the RNC

updates the UL SIR TARGET of radio links on the
NodeB side through IUB DCH FP inband signaling. 11.
PC_RL_RECFG_SIR_TARGET_CARRY_SWITCH:
When the switch is not on, a new initial SIRTarget
value, during radio link reconfiguration, is based on the
converged SIRTarget value of current outer loop power
control. In addition, the UL SIRTarget value is not
included in the radio link reconfiguration messages to
the NodeB. This switch is only valid when the OLPC
switch is ON. 12. PC_SIG_DCH_OLPC_SWITCH:
When the switch is on, SIG DCH is involved in UL
OLPC as service DCH is. If the current link has only
SIG DCH, SIG DCH is always involved in UL OLPC.
13. PC_UL_SIRERR_HIGH_REL_UE_SWITCH:
When the switch is on, the UE is unconditionally
released if the SIR error is high and the cell is
overloaded. Otherwise, the UE is not released. 14.
PC_HSUPA_LITRETNUM_AUTO_ADJUST_SWIT
CH: Whether the RNC adjusts the target number of
times that a UE processing a single PS BE service
performs retransmission in the E-DCH small
retransmission state. When this switch is turned on, the
RNC chooses between "EdchAltTarLittleRetransNum"
and "EdchTargetLittleRetransNum" as the target
retransmission number based on the throughput
measurement. When this switch is turned off, the target
retransmission number is always "EdchTargetLittleRetransNum". 15.
PC_OLPC_FASTDOWN_OPTIMIZE_SWITCH:
Whether to support the optimized algorithm for Outer
Loop Power Control (OLPC). When this switch is
turned on, the optimized OLPC algorithm is supported.
SIRtarget is adjusted in an optimized manner when
interference bursts out, UE transmit power is limited,
OLPC is being set up, modified, or restarted. When this
switch is turned off, the optimized OLPC algorithm is
not supported. 16.
PC_HSUPA_LITRETNUM_INIT_SEL_SWITCH:
When this switch is turned on, the number of the initial
target retransmission attempts for UEs in the E-DCH
little retransmission state equals the value of
"EdchAltTarLittleRetransNum" or "EdchTargetLittleRetransNum", whichever is larger. When this switch
is turned off, the number of the initial target
retransmission attempts for such UEs equals the value
of "EdchTargetLittleRetransNum". 17.

PC_CQI_CYCLE_BASE_CELLLOAD_SWITCH:
Whether to activate the load-based algorithm for the
CQI feedback period. The CQI feedback period is equal
to the value of "CQIFBckBaseCellLoad" in the "SET
UHSDPCCH" command when this switch is turned on,
uplink load in the cell is heavy, and BE services are
carried over the HSDPA. 18.
PC_CQI_CYCLE_BASE_COVERAGE_SWITCH:
Whether to activate the coverage-based algorithm for
the CQI feedback period. The CQI feedback period is
equal to the value of "CQIFBckBaseCoverage" in the
"SET UHSDPCCH" command when this switch is
turned on, the UE moves to the edge of the cell, and BE
services are carried over the HSDPA. 19.
PC_CQI_CYCLE_BASE_CS_PLUS_PS_SWITCH:
Whether to activate the combined-service-specific
algorithm for the CQI feedback period. The CQI
feedback period is equal to the value of
"CQIFBckBaseCsCombServ" in the "SET
UHSDPCCH" command when this switch is turned on
and the UE is processing CS and PS services. In
addition, CS services and PS services are carried over
the DCH and HSDPA, respectively. 20.
PC_BLER_TARGET_BASE_CELLLOAD_SWITCH
: When this switch is turned on, the target BLER of the
DCH is equal to the value of "BlerTargetBaseCellLoad"
in the "SET UOLPC" command if the uplink cell load
is heavy and only PS BE services are carried over the
DCH. 21.
PC_HSUPA_DATA_CH_PO_INIT_SEL_SWITCH:
When this switch is turned on, the RNC sets the power
offset between the E-DPDCH and DPCCH to the value
of "HarqPOLitRetrLRate" in the "ADD
UTYPRABHSUPAPC" command after a UE is
transited from a state to the CELL_DCH state. The
function controlled by this switch also takes effect
during an RAB setup process. When this switch is
turned off, the power offset is determined by the
algorithm controlled by the
PC_HSUPA_DATA_CH_PO_ADAPTIVE_ADJ_SW
ITCH. If the
PC_HSUPA_DATA_CH_PO_ADAPTIVE_ADJ_SW
ITCH is turned off, the power offset is 0. 22.
PC_PILOT_PO_OPTI_SWITCH: Sets small pilot
power offset and small number of bits for pilot bits in
case of downlink cell non-HSPA power congestions to
decrease power congestions. When this switch is turned

cell are in a congestion state specified by
"LoadStateForPilotPwrAdj"("SET UFRC"/"ADD
UCELLFRC") or higher, "NonCsOptiPilotPo"("SET
UFRC") or "CsOptiPilotPo"("SET UFRC") specifies
the pilot power offset on the DPCH. When the spreading
factor (SF) is 256, "DlDpchSf256OptiPilotBit"("SET
UFRC") specifies the number for bits of pilot bits on the
DPCH. Regardless of the switch state, when the
downlink non-HSPA power resources of the cell are in
a lower congestion state than the state specified by
"LoadStateForPilotPwrAdj"("SET UFRC"/"ADD
UCELLFRC"), "PilotPo"("SET UFRC") specifies the
pilot power offset on the DPCH. When the SF is 256,
"DlDpchSf256PilotBit"("SET UFRC") specifies the
number for bits of pilot bits on the DPCH. 23.
PC_HSUPA_LOWRATE_FLEXPC_SWITCH:
Switch controlling the Flexible Power Control for
Uplink Low Data Rate Transmission feature. When this
switch is turned on, this feature is activated. When this
switch is turned off, this feature is not activated. 24.
PC_COMB_HSUPA_LOWRATE_FLEXPC_SWITC
H: Switch controlling the Flexible Power Control for
Uplink Low Data Rate Transmission feature for
combined services. When this switch is turned on, this
feature is activated for combined services. When this
switch is turned off, this feature is not activated for
combined services. 25.
PC_FP_MULTI_RLS_IND_SEND_TIME_OPT_SWI
TCH: Time at which the FP control frame that carries
the "Multiple RL Sets Indicator" is delivered. When this
switch is set to on, the RNC delivers the FP control
frame that carries the "Multiple RL Sets Indicator" to
the NodeB in any of the following scenarios: A
handover is complete, the UE initially enters the
CELL_DCH state, or the RNC sends an Active Set
Update message during a single-to-multiple RLS
switch. When this switch is set to off, the RNC delivers
the FP control frame that carries the "Multiple RL Sets
Indicator" to the NodeB only after a handover. The
function provided by this parameter is unavailable in the
current version.

used for determining whether UEs are under weak
coverage in the following algorithms: coverage-based
BE service initial TTI selection algorithm, the algorithm
for determining whether BE services on the UE will
switch from HSUPA channels to R99 channels, the
coverage- and load- based algorithm for dynamic
configuration of the channel mapped to downlink SRBs
in access mode, and the algorithm for Small Target
