Outline Terms of Reference for

Program Agenda of the Seoul Professional Personnel Dispatched in line with Seoul and
Bandung City Cooperation
Support for the Development of Transportation Infrastructure and Public Transport
System in Bandung, Indonesia
(Tentative by December 2015)
I. Introduction
The Seoul Professional Personnel will conduct activities in accordance with required
outputs/outcomes described in the working plan. The purpose of this staff will support The
Bandung City Government (BCG), in Indonesia, to conduct data collection, monitoring
evaluation and provide policy recommendation, related to the public transport system and
infrastructure. Bandung and many other cities in Indonesia have serious traffic problems and air
pollution, which caused by in-sufficiency of transport capacity such as lack of transport supply,
mismanagement of the utilization of transport facility, sprawling of land use and travel demand
pattern.
Thus, BCG is stepping up to put public transportation at the core of Bandungs
transportation infrastructure in order to provide convenient and well-organized public
transportation and infrastructure to passengers. In this regard, The Seoul professional staff can
provide some activities which can support integrated public transport system and implementing
them. Efficient and well-organized transportation and infrastructure are critical elements for
sustainable urban development that could mitigate the urban traffic congestion and its impact on
economy, human, and environment.
II. Detailed Tasks
Following activities will be conducted by the professional personnel are:
1. Activity 1: Preparation and Data Collection. The preparation and data collection will consist
of: (a). Need assesment of Bandung's public transport systems and infrastructure, (b) Data
Collection for Bandung's BRT System (Trans Metro Bandung), (c) Data Collection for Angkot
(City & Provincial licensing)
2. Activity 2: Monitoring & evaluation for Bandung's public transport systems performance.
Based on data collection, The Seoul professional staff will conduct: (a) Monitoring & evaluation
for Bandung BRT system (TMB) Corridor 1, Corridor 2 and Corridor 3, in respect to the certain
criteria, such as: number of fleet, head way and facilities. Also monitoring and evaluation will
include the performance of The BTR system in terms of load factor and revenue.
3. Activity 3: Based on the monitoring and evaluation, the professional staff will provide policy
recommendations for (a) Develop a Integrated public plan for transport system including BRT,
(b) Collection data of willingness to pay and creating automatic fare collection system, (c)
Identify policy implications for Bandung's public transport systems and infrastructure.

III.

Outputs/Deliverables and timeline

The following outputs/deliverables are expected in a designated schedule:


Need assesment report of Bandung's public transport systems and infrastructure (March 2016)
Data Collection report for Bandung's BRT System (April 2016)
Data Collection for Angkot, both City & Provincial Licensing. (May 2016)
Monitoring & evaluation report for Bandung BRT system (TMB)
o Corridor 1 (July 2016),
o Corridor 2 (August 2016), and
o Corridor 3 (Sept 2016)
Develop a Integrated public plan for transport system including BRT (Des 2016)
Collection data of willingness to pay and creating automatic fare collection system (Okt 2016)
Identify policy implications for Bandung's public transport systems and infrastructure (Nov
2016)
