Charge Description: That on or about 1/3/2016, in Hennepin County, Minnesota, TICORTIER RAHIEEM
COLLINS,assaultedVictimandinflictedgreatbodilyharm.
STATEMENTOFPROBABLECAUSE
Complainanthasinvestigatedthefactsandcircumstancesofthisoffenseandbelievesthefollowing
establishesprobablecause:
OnoraboutJanuary3,2016,MinneapolispoliceofficersweredispatchedtotheHennepinCountyMedical
CenterinMinneapolis,HennepinCounty(HCMCherein),Minnesota,regardingtwenty-montholdchild,
lateridentifiedasVICTIM,DOB4/5/2014,whohadlifethreateninginjuriesfromsuspectedchildabuse.
Victimwasbroughttothehospitalbyherfather,TICORTIERRAHIEEMCOLLINS,Defendantherein.
DefendantreportedtotheemergencydepartmentstaffthathehadtakenVictimtoasiblingshouse,where
Victimbumpedheadswiththeotherchild.Defendanttoldasocialworkeratthehospitalthatheputher
downforanap,heardherwheezingandsawherlipswerepurpleincolor.
OfficersspokewithVictimsmother,R.H.,whostatedDefendantisVictimsfather.R.H.statedDefendant
recentlycamebackintotheirlivesandtheywerelivingtogetherat9thStreetandParkAvenueSouthin
Minneapolis,HennepinCounty.R.H.statedshehadtoworkonSunday,January3rd,andleftVictimhome
inDefendantscare.Nooneelsewashome.Whileatwork,shereceivedaphonecallfromDefendantwho
toldherhehadbeenplayingvideogamesandtheirdaughterwaswheezinginhersleepandherlipswere
turningpurple.Defendantsaidhegrabbedthechildandaneighborhelpedtakethemtothehospital.R.H.
statedthatwhensheleftforwork,Victimseemedfineanddidnothaveanyinjuriesbutexhibitedsymptoms
consistentwithteething.
VictimwastreatedatHCMC,whereshewastakenimmediatelytothestabilizationroombecauseshewas
unresponsiveandrequiredintubation.DoctorsobservedVictimhadextensivebruisingthatbecamemore
apparentthroughthecourseoftheirexaminations,suggestinginjuryoccurredshortlybeforeVictimwas
broughtintothehospital.Therewasbruisingtoherrightear,multiplepatternedbruisestoherchestwall,
andabdomen,andextensivebruisingtoherthighsandaboveherpubicbone.DoctorsdeterminedVictim
sufferedextensivetraumathatisnotconsistentinactiveambulatorytoddlersortraumaasaresultof
simplehouseholdfallsorinjury.DoctorsfoundinflictedtraumaonVictimincluding:
1)Traumaticbraininjury
2)Subduralhemorrhages
3)Retinalhemorrhages
4)Laceratedspleen
5)Adrenalhemorrhage
6)Kidneylacerationandcontusion
7)Acuteribfractures
8)Multiplepelvicfractures
Doctorsstatedthepelvicfracturesaresignificantandmultipleandwouldhavemadewalkingpainfuland
limited.Doctorsdeterminedherbreathingdifficultyandunresponsivenessarehighlycorrelatedwith
traumaticbraininjuryandwouldbeexpectedtooccurshortlyafterthetrauma.Doctorsconcludedthatgiven
thefullextentofherinjuries,VictimsufferedthesevereabusiveheadtraumaonSunday,January3,2016.
Victimremainsinthehospitalincriticalcondition,andherneurodevelopmentalprognosesremains
guarded.
OfficersspokewithB.B.,anadultfemalewhohadbeenwithVictimonSaturday,January2,2016.B.B.
statedVictimlookedfinethatmorning.Victimwasrunningaround,smiling,appearedhappyandshowed
nosignsofpain.

OnJanuary3,2016,OfficersspokewithDefendant,whoadmittedhewaswatchingVictimbecauseR.H.
hadtogotowork.HeinitiallyclaimedhebroughtVictimtohisuncleshouseat11:00a.m.tovisitoneofhis
otherchildren.Heclaimsthechildrenbumpedheadsfromrunningintoeachother.Defendantsaidhe
tookthechildhome,tookherjacketoff,andshebeganwheezing.DefendantlateraddedthatheleftVictim
athisuncleshousewhileherantothestoreformarijuana.Defendantsuggestedtherewasasexoffender
athisuncleshousewhohadahistoryfordoingthingstochildreninthepast.
OnJanuary4,2016,officersspokewithwitnesseswhostatedDefendantwasclaiminghetookthebabyto
thehomeofagirlhewasseeingandleftherthere.Defendanttoldanotherwitnessthatheleftthebaby
homealoneforthreehourswhilehewenttobuymarijuana,andreturnedhometofindherinherinjured
conditionandimmediatelytookhertothehospital.
OfficerslearnedthereweresurveillancecamerasinDefendantsapartmentbuilding.Therewasacamera
thatcoveredthedoortoDefendantsapartment.OfficersrecoveredthevideofromJanuary3,2016,which
showsR.H.leavingtheapartmentatapproximately9:51a.m.Nooneisseenleavingtheapartmentuntil
2:05p.m.,whenDefendantleavesbyhimself.At2:10p.m.,Defendantreturnstotheapartmentalone.At
3:12p.m.,DefendantisseenashefranticallyexitstheapartmentwithVictimandmakescontactwitha
neighbor,whothentransportsDefendantandVictimtothehospital.
OnJanuary7,2016,officersspokewithDefendantagain,whostatedhedidntknowwhyheliedbefore,
butadmittedhehadbeenhomealonealldayonSunday,January3,2016,watchingVictimwhileR.H.was
atwork.DefendantstatedhewasplayingvideogamesandVictimwasrunningaroundtheapartment.
Defendantstatedhetoldhertostop.HeclaimedVictimranintothebathroom,wheresheslippedandfell.
Defendantstatedhelaidherdownonthebedandobservedshewasactingdifferent.Hestatedhewent
outforacigaretteandreturnedtofindshewasturningcolors,atwhichpointheranforaneighbortotake
themtoHCMC.
TheStateintendstoseekanupwarddurationaldeparturebasedonVictimsparticularvulnerability,
particularcrueltytoVictimandDefendant'spositionofauthority.
Defendantisincustodyforthisoffense.

determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendants arrest
