Union Government announced names of 98 smart cities
The Union Government on 27 August 2015 declared the names of 98 cities for its ambitious smart cities project. The
aspirant cities were selected by the States and Union Territories on the parametres set by the Centre. Name of the
selected cities were announced by Union Urban Development Minister M Venkaiah Naidu in New Delhi. The selected
cities include 12 cities from Uttar Pradesh, 12 from Tamil Nadu, 10 from Maharashtra, 7 from Madhya Pradesh, 3 each
from Bihar and Andhra Pradesh. All other states have also got one or two cities for the purpose, except Jammu and
Kashmir. Nearly 13 crore population across 98 cities, which constitute 35 percent of urban population, will be covered
under the mission. Government will release two crore rupees each for the cities for the preparation of the smart city
plan in the next few days. Union government proposes to give financial support to the Mission to the extent of 48000
crores rupees over next five years. Of this amount, two hundred crore rupees will be released during the first year.
Usain Bolt won 200 meter title at 2015 World Championships in Athletics in Beijing
Jamaican sprinter Usain Bolt on 27 August 2015 won the 200 meter title at the 2015 World Championships in Athletics
held at Beijing in China. Bolt completed the race in 19.55 seconds surpassing his American rival Justin Gatlin who
completed the race in 19.74 seconds. Earlier, on 23 August 2015, he also won the 100 metre gold against the same rival
Justin Gatlin.

Rajendra Singh conferred with 2015 Stockholm Water Prize
The Waterman of India Rajendra Singh on 26 August 2015 was conferred with the 2015 Stockholm Water Prize.
King Carl XVI Gustaf of Sweden, Patron of the Stockholm Water Prize presented the prize at a Royal Award
Ceremony during World Water Week in Swedish Capital Stockholm.
Singh was named for the prestigious award for his innovative water restoration efforts, improving water security in
rural India, and for showing extraordinary courage and determination in his quest to improve the living conditions for
those most in need.
Contributions of Rajendra Singh
Singh has invested several decades of his life to defeat drought and empowering communities of Rajasthan through his
organisation Tarun Bharat Sangh (India Youth Association). He addressed the problem of waters in villages of
Rajasthan through building Johads or traditional earthen dams. These Johads, by now about 8600 in number, helped
1000 villages of the state in revival of water. His efforts also helped in increasing the forest cover in the state, which
helped the return of antelope and leopard in the state.
About Stockholm Water Prize
The Stockholm Water Prize is a global award founded in 1991 and presented annually by the Stockholm International
Water Institute (SIWI) to an individual, organisation or institution for outstanding water-related achievements. The
Stockholm Water Prize Laureate receives 150000 US Dollars and a specially designed sculpture. King Carl XVI Gustaf

Rajasthan Government and FCEL inked agreement to launch Annapurna Bhandar Yojana
Rajasthan State Food and Civil Supplies Corporation (RSFCSC) and Kishore Biyani-led Future Consumer Enterprise
Ltd (FCEL) on 20 August 2015 inked an agreement to launch the Annapurna Bhandar Yojna, which is a Public Private
Distribution Scheme, the first-of-its kind in India. The agreement was signed in presence of Vasundhra Raje, Chief
Minister of Rajasthan in Jaipur. The agreement was signed with an aim to provide better quality multi-brand consumer
goods at competitive prices to the public of the state through Fair Price Shops (FPS). Under the Yojna, Annapurna
Bhandars will emerge as malls in rural areas of Rajasthan and in the first phase, the scheme would be operational
through five thousand Fair Price Shops in the state. As a pilot run, this scheme was launched through five shops in
Jaipur city and one at Udaipur by supplying multi-brand daily consumption products. The PPP agreement enables
Rajasthan State Food and Civil Supplies Corporation in implementation of its function of providing non-PDS (Public
Distribution System) items at affordable prices to general public through Fair Price Shops. Chief Minister Vasundhra

Raje said this scheme will become Indias biggest entrepreneurship drive with five thousand fair price shop dealers
turning into entrepreneurs with Annapurna Bhandars.

BRIDGE programme: Building Regional Intercultural Dialogue and Growing Engagement programme
Australias BRIDGE Programme was in news in August 2015. The programme that is run by Australian Schools in
collaboration with Indian Schools came in news on 24 August 2015 after Australia agreed to include Jawahar
Navodaya Vidyalayas (JNVs). The agreement was reached during the 3rd Australia-India Education Council (AIEC)
meeting held in New Delhi chaired by the Education Minister of both the countries. The Australia-India BRIDGE
school partnerships project, which is currently confined to private schools, will connect Australian and Indian schools
and focus on building teacher capability across key learning areas, including science, technology, engineering and
mathematics, information and communication technologies, intercultural understanding, values and inclusive
education.
Rajasthan Government approved Arogya Rajasthan campaign
Rajasthan State Cabinet chaired by Chief Minister Vasundhara Raje on 25 August 2015 approved the launch of Arogya
Rajasthan campaign. The campaign will be held from December 2015 to March 2016. The three-month campaign will
help in collection and compilation of health data of the rural population in the state. During the campaign, the rural
residents would be issued health cards based on spot diagnoses. The cards would be used for further treatment and
follow-up of patients. The cabinet also approved a drive to collect health information of citizens to build an online
datatbase, which will be held between 15 September and 31 October 2015. The campaign Health camps will be
organised at gram panchayat level and every citizen will be issued a Health Card.

Union Government launched 'Sehat' to provide healthcare facilities in rural areas
The Union government on 25 August 2015 launched a telemedicine initiative 'Sehat' in collaboration with Apollo
Hospitals to provide healthcare facilities in rural areas. The initiative was launched by Union Communication and IT
Minister Ravi Shankar Prasad at a function in New Delhi. Under the initiative people will be able to consult doctors
through video link and also order generic drugs. It will also help in providing quality and affordable healthcare is one
of the emerging needs for citizens in rural areas. The Common Service Centres (CSCs) have been delivering teleconsultation services with support from Apollo and Medanta Hospitals in some areas. These CSCs will also provide
diagnostic services and promote sale of generic drugs through collaboration with Health Ministry by setting up Jan
Aushadhi Stores. Now, with this initiative, the tele-consultation services are being extended to 60000 centres across the
country.

Roger Federer won Cincinnati Masters Mens Singles tennis title for record seventh time
Roger Federer of Switzerland on 23 August 2015 won the Cincinnati Masters Mens Singles title by defeating Novak
Djokovic of Serbia. The final match was held at Cincinnati in Ohio State of the USA. Federer defeated the reigning
world champion 7-6 6-3 to win the title for record seventh time. He won in all his appearances in the finals held in
2005, 2007, 2009, 2010, 2012, 2014 and 2015 out of which he defeated Djokovic in 2009 and 2012. For Djokovic, it is
the fifth appearance in the finals and so far he did not win a single title. The title is considered as one of nine elite
Masters 1000 tournaments on the ATP World Tour and Federer won it most of the times till date. With Serena
Williams and Roger Federer of Switzerland winning, it was the first time both the men and women champions have
successfully defended their titles since Bobby Riggs and Virginia Hollinger in 1937 and 1938.
Serena Williams won Cincinnati Masters Womens Singles title for second time
World number one ranking Serena Williams on 23 August 2015 won the Cincinnati Masters Womens Singles title by
defeating the third seeded Simona Halep of Romania. Having won the 2014 title, it was the third appearance in the
finals (2013, 2014 and 2015) and the second Cincinnati title win for the American player. Also, it the 69th singles
overall title for the American player. In the Womens category, the title is considered only next to the four Grand slam
titles. With Serena Williams and Roger Federer of Switzerland winning, it was the first time both the men and women
champions have successfully defended their titles since Bobby Riggs and Virginia Hollinger in 1937 and 1938.
In early 2015, Serena won all the three Grand Slam titles in Australia, France and the UK and will take part in the
upcoming US Open in September 2015.

Union Government launched web portal Vidya Lakshmi for Students Seeking Educational Loans
The Union Government on 15 August 2015 launched a web portal named Vidya
Lakshmi (www.vidyalakshmi.co.in) for the benefit of students seeking Educational Loans. It is the first portal of its
kind that provides single window for students to access information and make application for educational loans
provided by banks as well as for government scholarships. The Portal was developed by NSDL e-Governance
Infrastructure Limited (NSDL e-Gov) under the guidance of Department of Financial Services under Union Ministry of
Finance, Department of Higher Education under Union Ministry of Human Resource Development and Indian Banks
Association (IBA).
Highlights of the Portal
# It provides information about educational loan schemes of banks
# Common educational loan application form for students
# It has facility to apply to multiple banks for educational loans
# It allows banks to download students loan applications and upload loan processing status
# It offers students to email grievances/queries relating to educational loans to banks
# It has dashboard facility for students to view status of their loan application
# It provides linkage to national scholarship portal for information and application for government scholarships.
So far, 13 Banks have registered 22 Educational Loan Schemes on the Vidya Lakshmi Portal and 5 Banks including
SBI, IDBI Bank, Bank of India, Canara Bank and Union Bank of India have integrated their system with the Portal for
providing loan processing status to students. This initiative aims to bring on board all Banks providing Educational
Loans.
Ranil Wickremesinghe sworn in as Prime Minister of Sri Lanka
Ranil Wickremesinghe was sworn in as the Prime Minister of Sri Lanka. He was administered the oath of office by
President Maithripala Sirisena at the Presidential Secretariat in Colombo. Wickremesinghe, a lawmaker since 1977, had
served the country as its Prime Minister on three occasions. He held the post from 1993-94, 2002-2004 and since
January 2015. Apart from this, immediately after the swearing-in, the General Secretaries of the two main parties in the
country, the Sri Lanka Freedom Party (SLFP) and the United National Party (UNP) signed a Memorandum of
Understanding to work together in the parliament and form a National Government. The historic MoU was signed by
SLFPs Acting General Secretary Duminda Dissanayake and UNP General Secretary Kabir Hashim. The SLFP Central
Committee on 20 August 2015 agreed to the proposal of Wickremesinghe to join the National Government to be
formed by the UNP. Earlier on 18 August 2015, Wickremesinghes United National Party won 106 seats, seven short
of a majority in the 225-member parliament. This agreement between the UNP and Sirisenas SLFP will enable
Wickremesighe to secure a majority in Parliament.

R Gandhi panel recommended conversion of UCBs into Regular Banks
The Reserve Bank of Indias (RBIs) High Powered Committee on Urban Cooperative Banks (UCBs) headed by RBI
Deputy Governor R Gandhi in its report has recommended conversion of UCBs with business size of 20000 crore
rupees or more into regular banks. This will allow them to grow and proliferate further for financial inclusion.
RBI on 20 August 2015 placed the panels report on its website and invited suggestions and comments from public on
this report by 18 September 2015. The important recommendations made by the HPC are briefly as under:
1. Business Size and Conversion of Multi-State UCBs into joint stock bank: A business size of 20000 crore rupees or
more may be the threshold limit beyond which a UCB may be expected to convert itself into a commercial bank. The
conversion need not be de jure compulsory. However, the types of businesses to be undertaken by those choosing not to
convert may remain within the limits of plain vanilla products and services and hence, growth will be at a much slower
pace. Their expansion in terms of branches, area of operations and business lines may thus be carefully calibrated.
2. Conversion of UCBs into Small Finance Banks (SFBs): Smaller UCBs with business size of less than 20000 crore
rupees willing to convert to SFBs can apply to the Reserve Bank for conversion provided they fulfil all the eligibility
criteria and selection processes prescribed by the Reserve Bank and further provided that the licensing window for
SFBs is open.
3. Issue of fresh licences: Licenses may be issued to financially sound and well-managed co-operative credit societies
having a minimum track record of 5 years which satisfy the regulatory prescriptions set by the Reserve Bank as
licensing conditions. For providing banking access in unbanked areas, the Reserve Bank may put in place an
appropriate set of incentives for existing banks to open branches there.
4. Board of Management (BoM) in addition to Board of Directors (BoDs): Putting in place a BoM as suggested by the
Malegam Committee has to be one of the mandatory licensing conditions for licensing of new UCBs and expansion of
existing ones.
5. Entry Point Norms: The new Entry Point Norms (EPNs) may be as under:
# To operate as a Multi-State Urban Co-operative Bank- 100 crore rupees
# To operate beyond two districts and as a State level UCB - 50 crore rupees
# To operate as District level UCB (upto 2 districts) - 25 crore rupees
# In case of conversion of co-operative credit societies in unbanked areas and in the north-east, suitable relaxation may
be made by the Reserve Bank.
6. Depositors as voting members: The depositors ought to have a say on the Boards of UCBs. For this, a majority of the
board seats may be reserved for depositors by making suitable provisions in the bye-laws.
Background
The High Powered Committee on Urban Co-operative Banks (UCBs) under the chairmanship of RBI Deputy Governor
R Gandhi was constituted on 30 January 2015. The committee was formed to examine and recommend permissible
business lines and appropriate size, and examine the issues with regard to conversion of UCBs into commercial banks
besides determining whether the time is opportune to issue new licenses to UCBs as recommended by the Expert
Committee on Licensing of New UCBs (Malegam Committee). The committee was formed in accordance to the
recommendation made by the Standing Advisory Committee (SAC) on UCBs in its meeting held on 20 October 2014.
Bangladesh became first country to receive funds from UN for Solar Home Systems
Bangladesh on 20 August 2015 became the first country to receive funds from the United Nations (UN) for its fast
growing solar home systems. The UN Framework Convention for Climate Change (UNFCCC) issued 395286 carbon
credits worth 3.56 million US Dollar to two Bangladeshi organisations. Infrastructure Development Company
Ltd (IDCOL) and Grameen Shakti are the two organisations that won the carbon credits. The UNFCCC has issued
212482 carbon credits to the IDCOL and 182804 credits to Grameen Shakti. The IDCOL is a state-owned development
financial institution dedicated to promote and finance infrastructure and renewable energy projects, while Grameen
Shakti, set up by Nobel Laureate Prof Muhammad Yunus, aims to take clean solar power systems and communication
technology to villages.
Solar home systems of Bangladesh
Supported by various international organisations like the World Bank and Global Environment Facility (GEF),

Bangladesh has installed around 6 million small solar home systems covering over 10 percent of its 160 million
population. Being one of the lowest carbon emitters and one of the most climate-change vulnerable countries,
Bangladesh has emerged as one of fastest growing solar energy users with rural households using renewable energy for
lighting, running fans and TVs and charging mobile phones. Solar home systems are helping Bangladesh cut carbon
emissions by reducing use of kerosene in rural areas.
Kerala Government inaugurated a 12 MW solar power project at Cochin International Airport
Kerala Chief Minister Oommen Chandy on 18 August 2015 inaugurated a 12 MW solar power project at the Cochin
International Airport. Spread over 50 acres, the project is reportedly the single largest solar project which has been
constructed in an airport in India. With this project, Cochin airport became the first airport in India to run on solar
power. This project is estimated to generate approximately 50000 units of electricity daily. Through this project, the
airport will technically become grid power neutral. The project comprises 46150 solar panels laid across 45 acres near
the cargo complex. The project is executed by Bosch Energy and Building Solutions (BEBS) team in India.
YouTube tied-up with Whistling Woods International to set up YouTube Space
Slated to open in late 2015, the YouTube Space Mumbai facility will allow YouTube creators and students at WWI to
learn about video production and collaborate with other creators.

The Union Government on 14 August 2015 announced the awardees for the Rajiv Gandhi Khel Ratna award and
Arjuna Award for the year 2015. The selection of awardees was based on the recommendations of the Selection

The Prime Minister Narendra Modi on 15 August 2015 launched a new campaign Start-up India, Stand up India to

launched during the celebrations of 69th Independence Day at Red Fort, Delhi. The initiative is aimed at encouraging
entrepreneurship among the youth of India. As per the initiative, each of the 1.25 lakh bank branches should encourage

Egypt unveiled New Suez Canal expansion
Egypt on 6 August 2015 unveiled a major expansion of the new Suez Canal. It was inaugurated by Egyptian President
Abdel Fattah al-Sisi in a ceremony held at port city of Ismailiya, located on west bank of canal. This new waterway is
expected to boost the traffic that passes through the canal. The project got completed in one year span with an
estimated cost of 8 billion US dollars.
About Suez Canal expansion # The project was started in August 2014 for the expansion of the Ballah Bypass from 61 metres to 312 metres. This
expansion was named as the New Suez Canal.
# Expansion will ensure smooth handling of traffic that passes by the canal in order to boost Egypts economy and
global standing by turning the Suez Canal zone into a global logistics and trade center.
# It allows ships especially larger vessels to transit the canal in both directions simultaneously, thus increasing canal
traffic and revenue.
# The expansion is expected to double the ship capacity of the Suez Canal from 49 to 97 ships a day by 2023.
About Suez Canal Suez Canal was opened in 1869 after ten years of construction. It is an artificial waterway in Egypt that connects
Mediterranean Sea and Red Sea. The canal allows traders and ships to navigate between Europe without passing

India in fifth week of July 2015 foiled a British Companys bid to patent use of turmeric, pine bark and tea for treating
hair loss and succeeded in protecting its traditional knowledge. The UK based company Pangaea Laboratories
Limited had filed patent application at European Patent office in February 2011 on a medicinal composition containing
turmeric, pine bark and green tea for treating hair loss. Indias Traditional Knowledge Digital Library (TKDL), a unit
of Council of Scientific and Industrial Research (CSIR) filed pre-grant opposition along with prior-art evidences. It
proved that turmeric, pine bark and green tea, are being used as a treatment for hair loss, since long in Indian systems
of medicine like Ayurveda and Unani. CSIR-TKDL Unit filed evidences from TKDL on 13 January 2014 after the
patent application got published on website, pursuant to which the patent application is finally deemed to be withdrawn
by the applicant on 29 June 2015. Recently, CSIR-TKDL also foiled an attempt of Colgate-Palmolive Company to
patent a mouthwash formula containing herb (Nutmeg- Jayaphal) extract used in Indian traditional systems of medicine
to cure oral diseases. CSIR-TKDL, headed by Dr. Archana Sharma, submitted proof in the form of references from
ancient books in this case, which said the herb and its extracts of Myristica Fragrans were historically used for oral
diseases in Indian systems of medicine. Till date CSIR-TKDL has achieved success in about 200 such cases without
any cost.

1974 Land Border Agreement between India and Bangladesh came into effect
162 enclaves of India and Bangladesh were integrated with the main land with the execution of Land Border
Agreement, 1974 between the two countries at midnight on 31 July 2015. According to the agreement, 51 Bangladeshi
enclaves situated at Indian soil in Coochbehar District of West Bengal amalgamated with India, while 111 Indian
enclaves in Bangladeshi territory integrated with that country when the clock struck 12 at night. Also, as the clock
struck midnight, the boundary pillars known asBritish Pillars which demarcated enclave lands was dismantled.
National Flags were hoisted in all the enclaves in both sides of the border at midnight Friday night. With this, a history
of enclave exchange at midnight was created, in which dreams of thousands of enclave dwellers came into reality after
68 years of struggle. Those who have decided to move have been promised safe and secure passage with personal
belongings & movable property till 30 November 2015. Ban on property sale imposed since 6 July 2015 will be lifted
to allow those moving, to sell their land. The transfer helped about 50000 people to get citizenship of either country,
bringing them access to all legal rights and civic amenities. This enclave exchange under the 1974 Land Boundary
Agreement was effected during Prime Minister Narendra Modis Bangladesh in June 2015 visit and it helped in
redrawing the maps of the two countries.
