Welcome to Yokohama
Yokohama is a city of approximately 3.4 million people, the second largest

city in Japan.
In 1859, it was the first port to open in Japan, and since then it has continued
development as a window open to international exchange. Today, Yokohama,
an international port of great historical significance, is a modern city with high
rise buildings, an industrial area that supports the development of Japan and
rich green residential areas. It is also a city steeped in culture and natural
beauty, with a vibrant multicultural population.
Yokohama has forged friendships with 8 cities and 6 ports around the globe.
As a Peace Messenger City, Yokohama continually strives for world peace.
Yokohama also boasts a Secretariat for International Organizations, and holds a
variety of international events and conferences; perhaps most notably the 2002
FIFA World Cup will be held in Yokohama.
If you live here for three days, you become a Yokohama native! (Mikka
sumeba hama-ko) is the phrase that encapsulates the warm welcome that
Yokohama extends to all people.
We have prepared this booklet to introduce, among other things, a variety of

Please call 119 for emergency medical assistance (kyukyusha), in
the event of serious injury or illness, or the fire fighting services
(shobosha) on the occurrence of a fire. This service is free and
calls can be made in English.

Earthquakes are a natural occurrence. They occur when the earths
surface suddenly shakes. In Japan, earthquakes occur frequently.
It is advisable to be aware of basic preparations and evacuation.
Be Prepared
Keep emergency provisions on hand.
Use metal fittings to keep your furniture in place to prevent
collapse or damage.
Metal fittings are generally sold in department store Disaster
Prevention Corners (Bosai Kona) etc.
Find out from your local ward office (P.86-94) which local
schools or areas are to be used as evacuation sites. Also discuss
with family members how to contact one another in the event
that you become separated.

In the Event of an Earthquake

If you are indoors
Crouch under a sturdy table.
Open a door for an escape route.
Turn off and close gas valves.
If you are outdoors
Stay away from narrow streets, garden walls, cliffs and
embankments.
If you are driving
Stay calm. Pull over and park on the left side of the road or in a
vacant lot. Turn off your engine.
If you need to escape from your car, leave the key in the
ignition and do not lock the doors (this allows emergency crews
to move your car more easily).
When to evacuate
When a fire breaks out nearby and there is a risk of flames
spreading.
When there is a risk of a tidal wave (tsunami) or flooding.
When the authorities or the police instruct you to do so.
When you evacuate
Go directly to a safe open area
Evacuate to nearby schools, parks or safe open spaces.
When your house collapses or has become dangerous
If your house has collapsed or has been damaged by fire and you
are unable to stay there, then evacuate to your previously
designated junior high school.
When the evacuation shelter has become dangerous
Evacuate to a City Designated Evacuation Site (Koiiki Hinan
Basho) such as a large park or large expanses of land. When it is
safe again, return to your evacuation shelter.

Receiving Medical Treatment

Medical facilities come in the form of hospitals and clinics. For
more information on medical facilities, visit an International
Lounge/Corner on a day when consultations in your language are
being offered (p.7-9).
Upon first visiting a medical facility, please bring your health
insurance card (kenko hoken-sho). It is best to find a local family
doctor practicing in your neighborhood. A family doctor will
refer you to a general hospital if necessary.

Household Garbage
Yokohama City collects household garbage three times a week
(Mon., Wed., & Fri or Tue. Thur., & Sat.) at specified collection
points. Please ask your neighbors about collection days and
collection points, or ask your local Environmental Services
Bureau Waste Collection Office (p.97). On collection days, make
sure that your garbage is in semi-transparent bags and left at the
collection points before 8:00am. Do not put your garbage out on
days other than your collection days.
Important Points
Remove as much water as possible from kitchen garbage.
When throwing away glass, porcelain, fluorescent lights etc.,
separate and label with [] or [WAREMONO] on a
thick card/paper
Make sure that spray canisters are completely empty.
Ensure that diaper contents are flushed down the toilet and the
diaper is rolled into a small ball. Keep disposal as hygienic as
possible.
Used Batteries
Put all used batteries in a semi-transparent bag. If you household
garbage collected is on Monday, Wednesday and Thursday,
please put the used batteries out in a separate bag on
Wednesday, or if it is collected on Tuesday,
Thursday and Saturday, please put your used
batteries out in a separate bag on Thursday.

Things that the City will NOT collect
Items such as motorcycles, tires, gasoline and pianos are not
collected by the City. For disposal of items, you must consult a

Power Failures
When you use lots of electrical appliances simultaneously one or
more breakers will trip automatically. Reduce the number of
electrical appliances that you are using and set the breaker switch
to on, . If the electricity still does not come back on, then
contact a TEPCO Branch Office.
Gas

Gas used in Yokohama City is principally city gas and partly
propane gas. It is dangerous to use appliances that are not
compatible with this type of gas. In the event of an earthquake,
shut off all gas valves immediately to prevent a fire.
Moving into a House
Contact Tokyo Gas (as above) and they will arrange for your
supply to be connected. Also contact them on moving out.
If You Smell Gas
Quickly turn off all gas valves and do not light a flame. City gas
is lighter than air, so open a window or a door. Propane gas is
heavier than air so you will need to sweep it out. Contact Tokyo
Gas regardless of the day or time (as above).

Paying Public Utilities Charges
Charges for public utilities such as electricity, gas, water, and

telephone must be paid by the date specified on the bill.
Convenient account transfer payments
Payments are automatically withdrawn from your bank or post
office account. After a payment is withdrawn, you will be sent a
notice similar to the example below stating the details of the
current transfer (receipt) and of the transfer to be made next time.
This is not an invoice. NHK fees, taxes, and national health
insurance and pension insurance premiums can be paid by
account transfer in the same way. First open an account (p.33)
and then follow transfer procedures.
Invoices
If you do not pay by account transfer, an invoice will be sent to
you. It is to be paid by the specified date at a bank, post office, or

Private Housing for Rent
In general, searches for apartments and housing are made through
real estate agents. It is advisable to visit the agent with a
Japanese person or a Japanese speaking person. On contracting,
you will need to pay a Deposit (shiki-kin), Key Money (rei-kin),
the Agents Commission (chukai-ryo) and rent advancement,
which in total will amount to approximately 5 - 6 months rent.
You will also need a guarantor (someone who will be responsible
for your rent in the event that you default on payment).
Important Points
Leases are generally for 2 years and on renewing the lease there
is a fee equivalent to 1 month rent.
You must receive the owners permission before furnishing the
apartment or house with appliances such as air conditioners, or
carrying out electrical or gas construction. Hooks etc., should
be attached to walls and pillars without causing any damage.
Unauthorized persons are not permitted to live in the apartment
or house.
In general, pets are not allowed in apartment buildings.

Motorcycle and Automobile Driver Licenses

You must carry a valid driver license when driving in Japan.
International Driver Licenses
Those visiting Japan who hold a valid international driver license
can drive in Japan. Valid international driver licenses can be used
for one year from the date of your arrival in Japan.
Japanese Driver License Conversion
Put the necessary documents in order and go to the driver
licensing center (Unten Menkyo Shiken-jo). You will then take a
written test (in some foreign languages) and a driving test (in
Japanese).
Learning to Drive in Japan
In general people learn to drive at a driving school and then go to
the driver licensing center (Unten Menkyo Shiken-jo) to take their
written (English and Hiragana versions available) and driving
tests.

No Bicycle Parking

In accordance with Yokohama regulations, parking of bicycles,
scooters and motorcycles in and around train stations is
prohibited. If you park in a no parking area (there will be a sign)
then your bicycle, scooter or motorcycle may be removed and
impounded. In this case you will have to go to the bicycle pound
(Hochi Jitensha Hokanbasho) and pay a fee (bicycles 1,500,
scooters and motorcycles 3,000). When you want to park near a
train station use a bicycle parking area (Jitensha Chusha-jo).

InterFM
InterFM radio station broadcasts a wide variety of programs and
public service announcements (M-F, 7:56-7:59pm) in English and
other languages and will provide special bulletins in the event of
an earthquake or other disaster. Tune in at 76.1 MHz.
MEWvision
MEWvision offers access to English, Chinese, and Korean
databases of information on city administration services.
Installed in the Minato Mirai 21 district, around Yokohama
Station, at City Hall, and in the Nishi, Naka, and Kanagawa ward
offices.
Chonaikai (neighborhood associations)
Many cities and towns in Japan have neighborhood associations
called chonaikai (or jichikai or chokai). They are operated on
dues from the members, and they organize crime and fire
prevention activities, collection of waste materials (recycling old
newspapers and so forth), and social events such as festivals, the
O-Bon dance festival, and athletic meets. Participation is
voluntary but many residents are members. Ask a neighbor for
more details.

Provides information on midwifery as well as services that you

The Maternal and Child Health Handbook (Boshi
Kenko Techo)
If you become pregnant, report to your local Public Health and
Welfare Center (Fukushi Hoken Senta) and you will receive a
copy of the Maternal and Child Health Handbook (available in
English, Chinese, Korean, Spanish, Portuguese and Vietnamese).
The Handbook has a pregnancy progress record, birth registration
(p.61), child vaccinations and check-ups. It also contains coupons
for free pregnancy examinations. Even those who have come to
Japan after having given birth are eligible for the coupons.
Birth Financial Support System
There are certain institutions designed to provide financial aid to
those who are having difficulty with the birthing costs.

Mothers Classroom and Newborn Visits
The Mothers Classroom teaches about pregnancy health, the birth
and child rearing. Alternatively, on birth of the child, send off the
postcard in the Maternal and Child Health Handbook and you will
receive a child rearing guidance visitation. Both of these services
are in Japanese.
Check ups for Children under three
Check-ups for babies and children at 4 months, 18 months and 3
years. Registered non-Japanese residents will receive a schedule
of days. Alternatively you can have 3 child rearing consultations
at medical institutions up to 13 months after the birth. The
Maternal Child Health Handbook (Boshi Kenko Techo) is
necessary for both.
Mothers Gatherings (Gaikokujin Mama no Kai)
Held in Public Health and Welfare Centers in Tsurumi, Minami,
Isogo, Kanazawa and Totsuka Wards, it is a child rearing class
aimed at non-Japanese mothers with infants. It also encourages
exchange between the members. Applications to enroll in classes
can be made at all Public Health and Welfare Centers (Fukushi
Hoken Senta).

care certificates which can grant a fee exemption when presented
with your health insurance card at the hospital reception desk.
Financial aid calculated in relation to income, is given to children
from 1 year of age to graduation from junior high school.

Day Care Nurseries

Public Health and Welfare Centers (Fukushi Hoken
Senta), Service Division (Sabisu-ka) of your local ward
office
Day Care Nurseries look after children who cannot be cared for at
home in the daytime as a result of both parents working, falling
ill, etc. Children aged from 0 up to school age are accepted by
the nurseries. However, accepted age varies depending on the
nursery. There are 71 Day Care Nurseries in the city that can take
care of children on/after the expiration of maternity leave (57
days following childbirth). Many nurseries provide meals but no
transportation.
Municipal Nurseries and Officially Licensed Private
Nurseries:
8:30am - 4:45pm; long stay care 7:30am - 6:30pm Sat., until
3:15pm. (private nurseries hours may vary)
Fees are based on your previous years income tax or citizens tax,
costing between 0-58,100 (monthly fee).
Applications: Applications for enrollment in the upcoming year
(from April - 1yr.) are taken in the first 10 days of January.
Enrollment after this period is dependent upon vacancies.
Yokohama Care Rooms:
Over 110 in the city including those that provide care on holidays
and evenings. An upper limit of 58,100 for Day Care Room fees
is fixed. Information on locations and other relevant details is
available at your local Ward Office Service Division. You must
go directly to the Nursery for enrollment applications.
Temporary Care:
Care available: for a maximum of 3 days a week for the purpose
of part-time employment or education; if the guardian becomes ill
or wishes to attend a ceremonial occasion; for guardians who
wish to rest and refresh. Detailed information is available at your

Yokohama Kindergarten Association
Kindergartens accept children from 3 years of age until
elementary school age. Kindergartens provide care for a
maximum of 4 hours. Kindergarten buses are provided. Many
kindergartens do not provide meals. Kindergarten fees differ,
although the average enrollment fee is about 120,000 and the
average monthly fee is about 25,000. All of Yokohamas
kindergartens are private. Applications for the following year
begin from the 1st of November. For enrollment halfway through
the year, please go directly to or contact the kindergarten.

Elementary Schools and Junior High Schools
Kyokara Hamakko guidebook of school life in Yokohama is available at schools in English, Chinese,
Korean, Portuguese, Spanish, Cambodian, and French.
According to the Japanese education system, compulsory

education consists of 6 years of elementary school beginning at
the age of 6, and 3 years of junior high school beginning at the
age of 12.
The school year begins in April and ends the following March.
At public elementary schools, the school in which students enroll
depends on the area in which they live. Schooling expenses and
textbooks are free. Parents or guardians pay for school trips and
miscellaneous expenses. Elementary school students pay for
school lunch. Junior high school students bring their lunches to
school.
Enrollment in public elementary and junior high
school
Registration Subdivision of your local Ward Office
To enroll in a public elementary or junior high school in
Yokohama, an application for permission to enter a municipal
school must be made at the Registration Section (Toroku-kakari)
of your local ward office.
There are Japanese classes at four elementary schools in Naka,
Totsuka, Tsurumi, and Izumi Wards for students not fluent in
Japanese, and a system in which teachers travel to each school
and teach Japanese. Inquire at your school.
Temporary school experience
Students staying in Japan for a short time such as 1 week or 1
month can experience school activities at the school nearest to
where they are staying.
Transferring schools
Notify your school if you move and your school district changes.
You must also submit the documents you have received from the
school and follow procedures for transferring schools when you
change your registration address at the local Ward Office
Registration Section (Kuyakusho Toroku-kakari). Be sure to
notify the school before moving overseas.

Elementary school enrollment

School enrollment information (Japanese, English, Chinese,
Korean, Spanish, and Portuguese) is sent in the beginning of
September to registered foreign parents and guardians of children
who will be of school age the following April. If you would like
to enroll your child in school, follow the appropriate procedures
at your local Ward Office Registration Subdivision (Kuyakusho
Toroku-kakari) before the designated date.
Junior high school enrollment
A Notification of Junior High School Enrollment (Chugakko
Shugaku Tsuchisho) is sent at the end of January to parents and
guardians of children expected to graduate from elementary
school. No procedures are necessary.
International Schools
There are 8 international schools in Yokohama offering education
in English, Chinese, Korean, and German (p.98). Consult the
schools for information about enrollment. There are also
kindergartens at each school for children too young to begin
school.
After-school childrens clubs
Children whose parents or guardians are not home after school
can enjoy themselves safely. Information is available at Ward
Office Lifelong Learning Support Sections (Kuyakusho Shogai
Gakushu Shien-kakari) and various schools. Applications are
made directly to the facilities.
Hamakko Fureai Schools
Children can play freely after school at their elementary school
while staff members look after them. Register at your school.
There are a few schools that do not offer this service.
Monetary Assistance
You can apply for monetary assistance if you are having
difficulties meeting expenses for school supplies, transportation,
lunches, and school trips. Apply at your school.

Higher education
Students in Japan wishing to further their education generally
continue with 3 years of high school following graduation from
junior high school. That may be followed by 4 years of
university or 2 years of junior college. There are also various
vocational schools (age restrictions differ, but they are usually
entered within 2 years following high school graduation). Each
requires an entrance examination (usually in Japanese).
Senior high school
Junior high school teachers provide advice regarding continuing
education. There are special measures for non-Japanese
concerning processes and examinations. There is also a citizens
group that offers guidance in the fall for non-Japanese concerning
entering senior high schools (English, Chinese, Korean, Spanish
and Portuguese). For details, consult the YOKE Community

Part-time high schools and correspondence high
schools
There are also daytime, nighttime, and correspondence high
schools. The time limit for completion is 3 or 4 years for parttime schools and 3 or more years for correspondence schools.
There are no age restrictions for people who have graduated from
junior high school and meet academic levels.

Taxes
Non-Japanese residents must pay the same taxes as Japanese

residents. In Japan, there is national tax and local tax. Local tax
involves municipal tax and prefectural tax. Additionally,
consumption tax is added to all purchases.
Income Tax (Shotoku-zei)
This tax is based on your annual income. Generally, income tax
will be deducted directly from your wages. Work details are
usually passed on in December and the necessary adjustments are
made. There are cases when the tax is returned depending on the
deduction made. For more information ask your working place.
Self-employed people should file a Final Return by themselves
and make payments.

Time period: Feb.16 - Mar.15. File with the taxation office in

Income Tax Return (Return Claim/Kanpu Shinkoku)
Salaried workers who have to pay expensive medical costs or
home purchase costs may receive a return by completing a return
claim. The claim is applicable to the payment dating up to five
years prior.
Municipal Tax/Prefectural Tax (Shimin-zei/Kenmin-zei)
Resident tax is based on the previous years income. As a general
rule salaried workers will be subject to direct collection
(deduction). Others should receive a Notification of Tax Payment
in early June to be paid in Jun., Aug., Oct. and the following Jan.,
via banking facilities or at the post office.

If you plan to stay in Japan for more than 90 days you must
register in the ward in which you live.
Applying for a Non-Japanese Registration Card
You must submit an application for a Non-Japanese Registration
Card (Gaikokujin Toroku Shomeisho) within 90 days of moving
to Japan. Children under 16 years old may be registered by a
member of the family who is living in the same household. To
apply, you will need your passport and 2 recent photographs size
4.5cm by 3.5cm (photographs not required for children under the
age of 16).
Your Registration Card is indispensable
The Non-Japanese Registration Card issued to you is used as a
method of identification. Please carry it with you at all times.
5 Year Renewal of a Non-Japanese Registration Card
The period of registration is 5 years (7 years in the case of
permanent residence). Those over the age of 16 years must renew
their card within 30 days of the expiration of their existing card.
You will need your passport, 2 recent photographs (size 4.5cm by
3.5cm) and your existing Non-Japanese Registration Card
(Gaikokujin Toroku Shomeisho).
Non-Japanese Registration Card Application Facts
The Registration Card is necessary for registering marriages,
entering school and gaining employment. When application for a
Non-Japanese Registration Card is made by someone outside of
the family then power of attorney must be given to that person.

Seal Registration
Contact the Registration Section (Toroku-kakari) of
A seal that has been registered at ward office is known as a jitsuin
(registered seal) and the document certifying that a seal is a
jitsuin is known as an inkan toroku shomeisho (seal registration
certificate). Jitsuin and inkan toroku shomeisho are necessary in
Japan for important contracts such as those involved in buying
and selling land, houses, and automobiles.
Registration
Registered foreigners age 15 and older can register seals.
One seal can be registered per person. The print of the seal
must be between 8 and 25 mm in diameter and seals made of
easily bendable materials such as rubber cannot be registered.
A seal with a first name only, letters of a foreign alphabet, or a
nickname may be used if they are listed on your passport.
Registration is done at the local ward office by applying in
person with your registration card.
Registration may also be done by proxy. Inquire for further
details.
Seal Registration Certificate
A Seal Registration Certificate can be obtained at the
Administrative Service Corner (Gyosei Sabisu Kona) (p.95) of
any ward office by presenting the Seal Registration Card issued
upon seal registration (300 per seal). The certificate may also be

Pension plans are a system of reserve funds made by fixed

insurance contributions to provide economic security in the event
of old age and illness, disability through injury as well as in the
death of a family member.
In Japan, employed persons are covered by the Employees
Pension Plan (Kosei Nenkin), and the rest join the National
Pension Plan (Kokumin Nenkin). Those living in Japan who are
between 20 and 60 years old, must be a member of a pension
plan. This applies equally to non-Japanese residents in Japan.

National Health Insurance is designed to reduce the burden of

medical treatment costs through a cooperative system. You will
be expected to pay between 20 and 30 percent of the cost for
medical examinations. (Notice: The cost of pregnancy
examinations/procedures and certain medical treatments is not
covered). If you do not enter the National Health Insurance plan,
then you will be liable for the full cost of all medical treatment.
Both company health insurance (ask your employer for details)
and National Health Insurance exist in Japan.
All those planning to live in Japan for more than a year must
enroll in a health insurance plan.

Enrollment procedures are carried out at your local Public Health
and Welfare Center (Fukushi Hoken Senta). New residents of
Japan will be enrolled from the day of their non-Japanese
registration. You will need your non-Japanese registration card
(Gaikokujin Toroku Shomeisho) (if it is still being processed then
your passport is satisfactory) and your seal (hanko), although a
signature is also accepted. If the staying period stamped in your
visa is less than 1 year, then you must show proof, such as a
student registration certificate, research schedule, or other
document, that you will be living in Japan for more than one year.
Health Insurance Premiums
Insurance premiums are calculated on a basis of income and
number in the household. Accordingly, health insurance
premiums vary in relation to the previous years income. Please
note that the rates may change every year, so the premiums also
may change regardless your income. In Japan, entrance into a
health insurance plan is mandatory and begins from the day when
you have completed non-Japanese Registration. This is the date
from which payments are calculated. Those between 40-65 years
of age must also enter the Long Term Care Insurance System
(Kaigo Hoken) (p.66).

dont set up a bank transfer, then you will receive bills that can be
paid via banking machines or at the post offices.
Visiting doctors
One copy of the National Health Insurance Certificate is
distributed to each household covered by the National Health
Insurance, and you must take it whenever you visit a doctor.
Your National Health Insurance Certificate can be used as an
identification card. You should not lend it to other people. You
will be charged 30% of medical treatment costs. Medical
treatments for children under one year (of age) and dental
treatments for children under five years (of age) are free.

domestic violence. First contact your local Service Division. If
you need help with Japanese use the Volunteer Interpreter Service
(p.10).
Services for Incurable Diseases
If you are stricken with an illness such as tuberculosis or mental
disability, the treatment of which is fixed by law, then you can
receive medical expense assistance. Apply at your local Public
Health and Welfare Center, Service Division.
Services for Physical Disabilities
This service provides medical treatment fee assistance as well as
medical care allowances to those with physical disabilities,
learning difficulties, and mental disabilities.
Senior Citizens Services
The Long Term Care Insurance System provides services for
senior citizens with disorders such as dementia or being
bedridden. To receive services you need a Certification for
Long Term Care (Yokaigo Nintei) which states that long term
care is necessary.
Livelihood Subsidies
Livelihood Subsidies might be available to refugees in need of
financial support, provided that they have been granted
permission to stay in Japan by Immigration Control or on the
basis of refugee laws.

Anyone may use the libraries free of charge, although registration is required to borrow books. Foreign books
are also stocked (generally over 100 books and over 5 types of magazine in every library)
Book loan: Open to anyone living, working or studying in Yokohama. 1 person can borrow up to 6 books for
2 weeks. You will need to bring your Non-Japanese Registration card (Gaikokujin Toroku Shomeisho) so
that a library registration card can be made up. Books may be returned to any of the libraries not just the
one you borrowed it from.

Yokohama Archives of History (Yokohama Kaiko

Shiryo-kan)
This antiquated hall was originally the British ConsulateGeneral. Here you can see the unfolding of a part of
Yokohamas history, beginning with the opening of the
port to the world, and ending in the early part of the Showa
Era (1850-1920).

Yokohama Hakkeijima Sea Paradise
One of Japans biggest aquariums and a variety of

amusement rides for young and old, can all be found at
Hakkeijima.
Hours: Aquarium 10:00am-7:00pm (Sat. 9:00am-9:00pm,
Sun. & National holidays 9:00am-8:00pm). Hours for
other attractions vary.

This Japanese garden is beautiful in all seasons, featuring

old buildings that have come from various pats of Japan.

A great sightseeing spot in Yokohama, with the Port of
Yokohama right before your eyes and the mooring site of
the Yokohama Port symbol, the Hikawa-maru.

Umi no Koen Park (Umi no Koen)
This 1km stretch of sandy beach is ideal for shell

collecting in the spring, swimming and sunbathing in the
summer and water sports throughout the year. BBQ area

Kodomo Shizen Koen Park (Kodomo Shizen

Koen)
This rich green park, encompassing a natural environment

of hills and lakes, is a famous blossom viewing beauty
spot. A BBQ area is also available (reservations required
tel. 351-0050), as well as a small petting zoo, where one
can pet rabbits amongst other things. The playground
facilities are also very popular with children.

Maioka Park (Maioka Koen)
A traditional landscape of fields and gardens, Maioka Park

has many rice and vegetable fields. You can even try your
hand at rice farming!
