them being increase in the share
of divisible tax-pool from 32 per
centto42percent,asperrecommendations of 14th Finance

raiseinnon-statutorysharefrom
21percentto26percentandabout57.6percentofgrosstaxreceiptstobetransferredtothestates.
These imply that more than
half of the total receipts, includingnon-taxreceipts,ofUniongovernment will be transferred to
states. Larger transfers to states
are accompanied by significant
reductionincentralschemesand
rationalisationof remainingschemes to give greater flexibility
and control to states, he added.

Aayog, he said: Inclusion of the
CMs...and their regular interactions with Union government for
policy formulation would help
better facilitate Union-State policycoordinationandcoherencein
formulation of schemes, he said

A PATNA district court on
Wednesday accepted the Bihar
governments application to
withdraw a bandh case against
RJD chief Lalu Prasad, Deputy
CM Tejashwi Prasad Yadav, Road
Construction Minister Tej Pratap
Yadav and 262 other RJD functionaries. The BJP slammed the
NitishKumargovernment,alleging that it buckled under RJD
pressure as it is the senior partner in the ruling coalition.
The case, lodged at Patnas
Kotwali police station, pertained
to a bandh called by RJD on July
27,2015toprotestagainstCentre
notreleasingthecastecensusreport. The case was lodged under
IPC sections of 147 (rioting), 148
(unlawful assembly), 323 (causing hurt voluntarily), 341 (wrongful restraint) and 353 (stopping public servants from doing

their duty). Kotwali police had


filed a chargesheet in the local
courtagainstthe265accusedon
October 13, following which the
court had summoned the accused.Policesaidtheyhadmade
a strong case.

WITH THE launch of IRNSS-1E
satellite Wednesday morning,
Indiamovedastepclosertocompleting its network of satellites
that will form a space-based regionalnavigationsystemproviding location services over India
and neighbouring areas.
The IRNSS-1E, which was launched on Polar Satellite Launch
Vehicle, PSLV-C31, from Sriharikota,isfifthof thesevensatellites
that will make the constellation.
Theremainingtwoarescheduled
to be launched before March.
IRNSS stands for Indian RegionalNavigationSatelliteSystem.
Oncethesystemiscompleteand
comesinuse,itwillprovideanalternative to the US-developed
GPS,thatissocommonlyusedin
a variety of applications.
TheIRNSSisregionalandwill
cover the area over India and
1,500kmfromtheIndianpolitical
boundaries, unlike GPS which is
global.However,becauseitisspecific to Indian region, it is expected to be more accurate than
GPS.TheGPSsystemuses24satellites at present, though it can
support a constellation of 30 satellites. Actual number of satellites in use at a given time varies.
