PROPOSED RESOLUTION TO ENACT AN ORDINANCE RENAMING
TULIP DRIVE AS CARLOS VILLA ABRILLE AVENUE
Background
1. There is a proposal to rename Tulip Drive in Matina as Carlos Villa-Abrille Drive.
Highlights
2. Carlos L. Villa-Abrille was born on January 3, 1985 to Lim Chuan Juna also known
as Francisco Villa-Abrile and Tan Sipo also known as Maria Loreto.
3. During the advanced years of his father, Carlos became the heir-administrator of
Junas vast landholdings. Among those landholdings he managed were the Bucana,
Matina and Maa properties comprising six hundred (600) hectares. The Matina and
Maa properties were confiscated by the Japanese colonial government.
4. The leadership of Carlos was not limited to the management of their familys
estate, he also led in the development of the Matina area. In 1946, Carlos, along
with his son-in-law Fermin T. Abella and other Davaoeo golfers, founded the Davao
City Golf Club. It is the first golf club in Davao.
5. In 1947, Carlos negotiated with Jesuit priests to provide a campus for Ateneo de
Davao University. Six (6) hectares of the Matina property was sold to Ateneo while
one (1) hectare was donated to the same. By the succeeding year, Ateneo de
Davao, elementary and high school, was opened to the young boys of Davao and
nearby provinces.
6. In 1950, one hundred (100) hectares of the Matina property was envisioned to be
Davaos first residential subdivision.
Juna Subdivision was established and
residential lots were initially sold in 1952. The establishment of Juna Subdivision
became a turning point for Davaos early families to move from the commercial
downtown area to an exclusive residential community
7. A part of Juna Subdivision became the campus of Philippine Womens University
(PWU). Once again, six (6) hectares were purchased while one hectare was donated
by the family. In 1953, PWU opened its elementary, high school and college levels
for the young girls and ladies of Davao and Mindanao.
8. Carlos envisioned a road starting from MacArthur Highway through Quimpo
Boulevard to provide an easier and shorter route for those coming from South. This
road later became known as Tulip Drive.
9. Carlos died in 1965 at the age of eighty (80).
10. The Villa-Abrilles developed and opened the road to the public. Later, the Heirs
of Carlos Villa Abrille donated to the City of Davao the portion of Tulip Drive from
McArthur Highway to Quimpo Boulevard. The name Tulip Drive was also given by
them.
11. To honor the generosity of the Villa-Abrille family, especially Carlos Villa-Abrille,
who contributed a lot to the development of Davao City and who donated the
subject road to Davao City, the committee proposes that Tulip Drive from McArthur
Highway to Quimpo Boulevard be renamed as Carlos Villas-Abrille Drive.

12. According to the Revised Guidelines on the Naming and Renaming of Streets,
Public Schools, Plazas, Building, Bridges and other Public Structures, public places
under the jurisdiction of the local governments with the exception of barangays
may be named or renamed by the local government unit concerned (e.g. a
provincial road cannot be renamed by a municipal or city government.)
Recommendation
13. This Committee recommends the approval of this legislative item and it further
recommends that a resolution be passed entitled A RESOLUTION TO ENACT AN
ORDINANCE RENAMING THE PORTION OF TULIP DRIVE FROM MCARTHUR
HIGHWAY TO QUIMPO BOULEVARD AS CARLOS L. VILLA ABRILLE DRIVE.

A RESOLUTION TO ENACT AN ORDINANCE RENAMING THE PORTION TULIP DRIVE


FROM MCARTHUR HIGHWAY TO QUIMPO BOULEVARD AS CARLOS L. VILLA-ABRILE
DRIVE
WHEREAS, this pertains to the renaming of the portion of Tulip Drive from McArthur
Highway to Quimpo Boulevard as Carlos L. Villa-Abrille Drive;
WHEREAS, Carlos was born on January 3, 1985 to Lim Chuan Juna also known as Francisco
Villa-Abrile and Tan Sipo also known as Maria Loreto;
WHEREAS, during the advanced years of his father, Carlos became the heir-administrator of

NOW THEREFORE, be it resolved as it is hereby resolved, by the Sangguniang Panlungsod
in session assembled, to enact an Ordinance renaming the portion Tulip Drive from McArthur
Highway to Quimpo Boulevard as Carlos L. Villa-Abrille Drive;
RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of the
Secretary to the Sangguniang Panlungsod, the family of Carlos L. Villa-Abrille, the Traffic
Management Center, PNP Highway Patrol and all other offices/departments concerned, for
their information and guidance.

AN ORDINANCE RENAMING THE PORTION OF TULIP DRIVE FROM


MCARTHUR HIGHWAY TO QUIMPO BOULEVARD AS CARLOS L. VILLAABRILLE DRIVE
Be it ordained by the Sangguniang Panlungsod of the City of Davao, in
session assembled that:
Section 1. TITLE This ordinance shall be known as the AN ORDINANCE
RENAMING THE PORTION OF TULIP DRIVE FROM MCARTHUR HIGHWAY TO
QUIMPO BOULEVARD AS CARLOS L. VILLA-ABRILLE DRIVE.
Section 2. DECLARATION OF POLICY According to Section 13 (b) (5) of
R.A. NO. 7160 (the Local Government Code), the Sanggunians of highly
urbanized cities and of component cities may, in consultation of the National
Historical Commission of the Philippines, change the name of any public
place or building owned by the City government within its territorial
jurisdiction. Furthermore, paragraph 2 of the Revised Guidelines on the
Naming and Renaming of Streets, Public Schools, Plazas, Building, Bridges
and Other Structures 2. Public places under the jurisdiction of the local
governments with the exception of barangays may be named or renamed by
the local government unit concerned (e.g. a provincial road cannot be
renamed by a municipal or city government)
Section 3. AUTHORITY The Sangguniang Panlungsod of the City of Davao
has the power to name rename Tulip Drive pursuant to the above-mentioned
provisions of the Local Government Code (LGC).
Section 4. DESCRIPTION OF THE ROAD The road to be renamed as
Carlos L. Villa-Abrille Drive is that portion of Tulip Drive from McArthur
Highway to Quimpo Boulevard.(see attached map)
SECTION 4. SEPARABILITY CLAUSE If for any reason, any section or
provision of this ordinance is declared unconstitutional or invalid, other
sections or provisions hereof not affected by such declaration shall continue
to be in full force and effect.
SECTION 5. EFFECTIVITY CLAUSE This Ordinance shall take effect
immediately upon approval.
ENACTED, ___________, by a majority vote of all the Members of the
Sanggunian present.
