12. According to the Revised Guidelines on the Naming and Renaming of Streets,
Public Schools, Plazas, Building, Bridges and other Public Structures, public places
under the jurisdiction of the local governments with the exception of barangays
may be named or renamed by the local government unit concerned (e.g. a
provincial road cannot be renamed by a municipal or city government.)
Recommendation
13. This Committee recommends the approval of this legislative item and it further
recommends that a resolution be passed entitled A RESOLUTION TO ENACT AN
ORDINANCE RENAMING THE PORTION OF TULIP DRIVE FROM MCARTHUR
HIGHWAY TO QUIMPO BOULEVARD AS CARLOS L. VILLA ABRILLE DRIVE.

WHEREAS, he helped develop the Matina area. In 1946, Carlos, along with his sonin-law Fermin T. Abella and other Davaoeo golfers, founded the Davao City Golf
Club. It was the first golf club in Davao;
WHEREAS, in 1947, Carlos negotiated with Jesuit priests to provide a campus for
Ateneo de Davao University. Six (6) hectares of the Matina property was sold to
Ateneo while one hectare was donated to the same. Subsequently, Ateneo de
Davao elementary and high school was opened to the young boys of Davao and
other nearby provinces in 1948;
WHEREAS, in 1950, one hundred (100) hectares of the Matina property was
envisioned to be Davaos first residential subdivision.
Juna Subdivision was
established and residential lots were initially sold in 1952. The establishment of
Juna Subdivision became a turning point for Davaos early families to move from the
commercial downtown area to an exclusive residential community;
WHEREAS, a part of Juna Subdivision became the campus of Philippine Womens
University (PWU). Once again, six (6) hectares was while one hectare was donated
by the family. In 1953, PWU opened its elementary, high school and college levels
for
the
young
girls
and
ladies
of
Davao
and
Mindanao;
WHEREAS, Carlos envisioned a road starting from MacArthur Highway through
Quimpo Boulevard to provide an easier and shorter route for those coming from
South. This road later became known as Tulip Drive;
WHEREAS, in 1965, Carlos passed away at the age of eighty (80);
WHEREAS, the Villa-Abrilles developed and opened the road to the public. Later,
the Heirs of Carlos Villa Abrille donated to the City of Davao the portion of Tulip
Drive from McArthur Highway to Quimpo Boulevard. The name Tulip Drive was also
given by them;
NOW THEREFORE, be it resolved as it is hereby resolved, by the Sangguniang Panlungsod
in session assembled, to enact an Ordinance renaming the portion Tulip Drive from McArthur
Highway to Quimpo Boulevard as Carlos L. Villa-Abrille Drive;
RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of the
Secretary to the Sangguniang Panlungsod, the family of Carlos L. Villa-Abrille, the Traffic
Management Center, PNP Highway Patrol and all other offices/departments concerned, for
their information and guidance.
