placedresolutionsuponinanattempttostoptheirnuclearprogram,
Fully
aware
thatthepastresolution825failedtochangethemindsofNorthKoreaagainst
leavingtheNonProliferationTreatyandrestartingtheirnuclearprogram,
Recalling
thatthepasttwo(2)resolutions(1718,1874)wereunsuccessfulinpreventing
NorthKoreafromdevelopingmorenucleartechnologyandconductingtestsshowsthata
moredramaticapproachisneededtodiscontinuetheirnuclearprogram,
Noting
withdeepconcern
thatNorthKoreafeelsthattheyhavetherighttodemand
humanitarianaidunderthethreatofnuclearmissilestrikes,specificallyinthepasttwo
(2)years(2013,2014),
Keepinginmind
thatthesupportofothercountriestoencourageNorthKoreatoeducate
themselvesonnuclearweaponsandtheriskstheyposeisrecommended,
Affirms,
asquotedinresolution2207,Determiningthatproliferationofnuclear,
chemical,andbiologicalweapons,aswellastheirmeansofdelivery,continuesto
constituteathreattointernationalpeaceandsecuritywrittenbySecurityCouncil,
Emphasizing
theneedfordiplomaticandeconomiceffortstofindaguaranteedsolutionto
thedenuclearizationofNorthKoreaandtotaketheirsovereignrightsintoconsideration,
and
noting
thatsuchasolutionwouldbenefitanonproliferationtreaty,
Taking
intoconsideration
NorthKoreaisacountrydesperateforsovereigntyandto
defendthemselvesfromthreatstotheirpeople,
Observing
thattheSecurityCouncilandtheGeneralAssemblyarestillsearchingfora
viablesolutiontothenuclearprograminNorthKorea,
1. Further
recommends
theGeneralAssemblyandtheSecurityCounciltoremainopen
mindedaboutforginganewpeacetreatythatwilldenuclearizeNorthKoreainexchange
forhumanitarianaid
2. Draws
totheattention
thatNorthKoreamaytakethisasanopportunitytostartanuclear
programinsecret,butbearinginmindthatifnocountriesopposeofatreatywithNorth
Korea,theareunlikelytousesaidweapons:
(a) Withapreresolutionofferinplaceforallnations,notablybetweentheUnited
StatesandNorthKorea
(b) Withpreparednesstodisregardthisresolutionifapeacetreatybetweenatleast
theSecurityCouncilandNorthKoreaisnotsigned
(c) WithauthoritytosentinmilitarytroopstomonitorNorthKoreanbordersand
communications
(d) WithjurisdictiontoencouragefurtherpeacetalkswithNorthKoreatoshutdown
theirnuclearprogram
3. Accepts
thatsanctions
must
beplaceduponNorthKoreatopreventthestartofanuclear
programandtopreventanythreatstointernationalpeace:
(a) WitheconomicsanctionstoallowallexportsandimportstoandfromNorth
Koreatobehaltedandexamined
(b) Withassistancefromothercountries,especiallytheUnitedStates,toeducate
themonnuclearweaponryandbyrecommendingtheinvestmentofnuclear
energy
(c) Withrespecttotheirsovereignty,allowallnationstomonitorNorthKorean
shipmentsforuseofnucleartechnology
(d) Withmilitarypresencefromallcountriesallowedtopatrolbordersforthemisuse
ofnucleartechnology
4. Furtherreminds
thatNorthKoreaisasovereignnationandtheSecurityCouncilshould
notbetryingtodisregardtheirrights
5. Emphasizes
thatifsaidresolutiondoesnotpass,continuedeffortswillbemadetoensure
thesafetyofallcountriesagainstNorthKorea'snuclearprogram
6. Authorizes
thatalloftheabove(signingoftreatybetweenNorthKoreaandUnitedStates
andtheacceptanceofNorthKoreabeingmonitored)arecompletedwithinthefollowing
yearofthisresolutionpassing
7. Requests
thatallalliesofNorthKoreahavefullaccesstoplacelimitedmilitarypresence
withinNorthKoreaforthefirstthirty(30)daysofthisresolutionpassing
8.
Proclaims
thatanycountriesopposedtosigningthepeacetreatywillnotbeactedupon
inanywayfortheiractionsandwillnotgaintheapprovaltomonitoranyandall
shipmentsimportedandexportedfromNorthKorea
9. Solemnly
affirmsthatifNorthKorearefusesanypeacetreatypresentedtoanycountry,
especiallytheUnitedStatesofAmerica,thisresolutionwillnotbepassedandall
countrieswillstillbeaccountableunderpreviousresolutions(825,1718,1874)asaresult
oftheiropposition.
