Establishing COTTAGE (Non handicraft) Industrial clusters based on existing


locations and new prospective areas
Establishing Industrial Handicraft clusters at existing locations and new
prospective areas
Coordination with IDA, IALA, TIF, TECCI association that represent Telangana
region and also with CII, FICCI, NASSCOM type of organizations that are
working at national level
Coordination with DIC (Dist Ind centre), DRDA, MSME, NSIC, FISME, Design
clinic scheme (Joint initiative between Ministry of MSME and National Institute
of Design, Ahmedabad)
As a strategic move and long-term focus on the area of organizing EVENTS,
we should establish a (JV) organization with IGCC, Indo-German Chamber of
Commerce, Messe Dusseldorf & Messe Frankfurt (worlds leading
exposition organizers) for conducting periodic EXPOSITIONS OF
INTERNATIONAL STANDARD
With a documentary film / short-film on Telangana (something similar to
SWADES movie), we should announce TELANGANA CALLING slogan to all
Pravasee Telanganites (TNRIs) out-side India as well as within country but in
other states, to come back with all their possessions (Dollars, Dirhams,
Pounds, Sterlings, Yens and most importantly with their invaluable

experiences) and re-dedicate (GIVE-BACK to mother-land) in the process of


creating a model TG state!!
Our own Telangana brothers - Weaving experts from bhiwandi, Gems/jewelry
experts from surat, construction experts from gulf countries, IT/BT/Teaching
experts from US/Canada/UK/Australia/Far-east countries.. These are just few
examples / tip of ice-berg!
The new government should NOT ONLY welcome them at air-port on arrival,
but also should ensure full-fledged , smooth/comfortable relocation and
transition so that at no point the decision to come back is regretted as
happened in the past to some NRI aspirants
The exhibition centre at HITEX/HICC built in collaboration with L&T is up for
sale now, and our new Government should buy the stakes, immediately after
coming into power so that TG should have its own event venue on par with a
PRAGATI-MAIDAN of Delhi, NSE grounds of Mumbai if not better!!
Delhi Mumbai cities have international level infrastructure BUT have
limitation on the seasons for conducting events due to their poor weather. We
are blesses with BEST CLIMATIC condition to manage the shows in 2 seasons
Jan/Feb/Mar cycle and again in Sep/Oct/Nov periods.
With this PLUS Nampally exhibition grounds, NSIC expo complex at
Kushaiguda, the new government should fully leverage the exhibition
activities to show-case our vision on Industrial growth plus future prospects
and attract investments in the state. EXPOs are back-bone for vibrant
growth and we should extend this capability to each district (like a periodic
FEST and on rotation basis) for deeply penetrating usages in many other
departments / sectors beyond Industry domain.
Handicrafts brand Lepakshi may be rechristened to Nakkashi OR Kalaakaar /
Kareegaar name. During Nizam period filigree handicraft was known as
Taar-ka-shaan and had global recognition!!
E-commerce facility with latest and fool-proof technologies should be
provided to all craft locations for marketing their products and avoid/reduce
the middle-men commission losses incurred by them now!
Arrange every critical support to crafts community i.e. Raw material
procurement Latest Designs / Prototypes Marketing facilities
Similar support is needed by MSME sector industries and it has become
regular phenomenon that they incur huge losses whenever there are USD
fluctuations, Crude oil /LME price changes impacting heavily on their
increased costing Vs orders committed/taken at old costing!!
Our future vision is to create a typical infrastructure that can withstand ALL
TYPES OF NATIONAL AND INTERNATIONAL ECONOMIC TSUNAMIs AND/OR
EARTHQUAKES!!
Telangana govt should consider these major aspect as primary focus area and
either enter into a co-operative warehousing model to stock their RM /
process consumables (for ex: Industries in & around Hyd churn out 5 lac tons
of Polymers every year and this sector is growing at 11 to 14%!!)

Every new / future project in our state must withstand any tests on ECOVALIDATION and pollution/emission characteristics and might even accrue
CARBON credits under proper vetting.
Proper legislation should be brought into force to protect FORESTS and would
indirectly trigger huge prospects for environment friendly materials. Ex:
entire consumption of PE-Polyethylene in India is less than Chinese
consumption of PE in greenhouse films, agricultural films. Similarly our entire
PVC consumption less than Chinese PVC usage in Doors and windows instead
of cutting trees and using wood!!
We should encourage the usage of such materials in Canal linings, pond
linings, greenhouses, mulching, agro-produce packaging which should save
huge amounts of money, natural resources like water (avoidance on ground
water seepage and evaporation as well). Similarly modular furniture for
schools made of roto-moulding is not only safe but also will last very long!

IT/ITES/ITIR:
Collaborative research and development
Assessing consumption levels and focus on trigger points for recurring
business
As our IT poised to take huge leap from mere service business avenues in
IT/ITES to a mammoth product business (Hardware and much beyond) we
should create proper linkages between mutually dependant entities,
complementing sectors. TO name a few here:
o Fab city, this needs to be taken up on war footing basis. Should get into
full swing production by the time ITIR is inaugurated, to yield perfect
and synchronous results
o CAD/CAM/CAE/CIM/SIMLUATION/RAPID PROTOTYPING COMPANIES
o Material research, process research labs
o TMTC setting up a TELANGANA MACHINE TOOL CORPORATION (in
possible collaborations with Japanese co NISSIE ASB or German co.
Battenfield / Reiffenhauser) and with Rs 500 Crore investment that will
be the mother industry for all future mfg companies in the zone
o Will conduct a machinery census and material consumption audit to
assess prospects
o New industries are nothing but capacity additions for machinery
makers and recurring consumption businesses in material making. We
should involve both entities from the beginning to establish a proper
foundation and sustained growth of our TG industries
o ITIR should not only create lacs employment directly for IT
professionals, but also the set-up itself will pave way for our own
industrial infrastructure corporation with direct / indirect employment
to thousands of workers, managers.

Apart from computers/printers etc essential peripherals there should


be need for switches, routers, cables and furnitures in millions and it
should throw open huge opportunities for those who see business
potentials in every initiative from ITIR authorities

CLUSTERS
Similar to the beautifully made industrial gated colony type Estates in
Selanqui, Himanchal and Sidcul- Haridwar in Uttarakhand states, we too
should initiate a mechanism for setting-up ready to install the machine &
produce the goods industrial clusters and estates in Telangana.
In this endeavor, we should involve the expertise of our civil engineers,
architects from the REAL ESTATE business segment and provide them a
mega scale business opportunity.

We have 3 air-ports within 100-150km radius from Hyderabad. With

Aerospace / Aviation cluster near Mamnoor OR Dindigal (in less than 10
yrs from now, we may have to bring back Begumpet airport into usage
for domestic civil aviation, as air-traffic congestion at Shamshabad
airport will get constrained)
We have best quality artificial leather mfg company exporting to 20
countries; we should encourage a cottage ind cluster to make end
product using this synthetic leather
We want our state to be in the leading position in the area of
creativity, which is the ONLY secret for surviving, in future
businesses. Therefore, we should also initiate an INNOVATION
CLUSTER for patentable output/produce by knowledge workers,
innovators, designers, material researchers (example of Light wt
material invented by defense labs is innovatively extended by Dr. APJ

Kalam for making calipers for the disabled; currently our labs here
have a group of scientists who have invented materials that can
withstand very high temperatures and another group have invented
materials that can charge batteries by applying load / pressure on the
material; and they are looking for extending this into mass products of
usage)
We should set-up an auto component cluster to collaborate with auto
industries in the country as well as exports. The set-up should
complement mega automobile units at Pune, Nasik and Chennai
Will invite CAR/BIKE/SCOOTER/CYCLE manufacturing companies to
explore setting facilities here
With established bulk-drug and pharma packaging industries already in
& around Hyderabad, we should go-reach out and make attractive
propositions for global pharma majors to set-up factories in TG (our
weather being non-humid, suits highly for pharma molecules that are
hygroscopic in nature)
Should identify packaging industry as key-focus area and should
establish a specific cluster for it within accessible direction / vicinity to
IIP, Indian Institute of Packaging-Sanathnagar and IIP-Hyd looking for
a 10 acre land to expand their educational facility. We should provide
the land to them with MoU to help TG industries.

Industrial Corridors out-side city region and close to under developed


areas:
Newly notified (Cluster specific) Industrial Corridors based on natural
resources, historic perspectives and allied Industrial infrastructure. These
should encompass entire telangana region in a TRIANGLE and will be set-up
complementing to the already established major industrial estates in Hyd /
RR region, Medak and Nalgonda Districts.

Similarly, leveraging the ORR as back-bone, within 50 to 75 Km proximity to


ORR, we should acquire prospective industrially suitable lands for establishing
Industrial estates under TGIIC Telangana Industrial Infrastructure
Corporation.
Unlike APIIC approaches, we should NOT sell the lands to industrialists. We
should only lease them for a specific period and after that if the industry
owner & the Govt decide to transfer the land rights it should be at prevailing
market prices.
Another option should be Telangana government should remain as invested
partner in the company and should chip-in for hand holding in case the
company faces turbulent situations
We should also publish a white paper on the land allocation carried by APIIC
to various industrialists and assess the number ACTUAL jobs created by them
for the local youth. Failure to use the land for the assigned purpose might
result in taking back the land
Similar to Himachal Pradesh and Uttarkhand, we should rationalize the
percentage of manager/supervisor/worker category share of employment
creation in TAX FREE ZONES/ SEZs

Establishment of TICA Telangana Institute of Craftsmen & Artisans.


This should work on the grounds of GURUKUL system of our ancient times
OR the Apprentice system adopted by Muslim/minority persons engaged
in self-employment for livelihood in various streams. A methodical
validation and certification is the main aspect of this method for
recognized and trusted mode of employment for the youth after
completion of course.
Bringing back NID to the location of foundation-stone with 30 acre land
allotment. The injustice story of losing NID is too long so, immediately
after the formation of NEW government at centre, we should put all
efforts to either bring it back OR utilize the allocated land for setting NIDextension centre (similar to NID-Delhi, NID-Blore) OR in worst case
scenario we should set up our own TIDE Telangana Institute for
Design Education with a tie-up with globally famous leading design
schools + Industrial design studios like Ideo etc.
TIDE will create such waves of innovation that ITIR will be one of the
major beneficiary of its creation (NID Bangalore has specific courses
tailored for UI / UX / Retail experience etc considering the relatively much
smaller than our ITIR companies of Blore / Karnataka)
We should also lobby with centre to set-up a campus of IIM, AIIMS, IICD
and EDI
Similar to the popular educational institutions on Rural empowerment and
rural management such as CDRT / IERT established at Allahabad, IRMA at
Anand, we too should soon have a rural empowerment University, TRTU
Telangana Rural Technologies University
Polymer, Aluminum, Copper, Stainless steel, Asbestos, Fiber, Rubber are
some of the key raw materials of process industry and our government will

set-up ADC Application dev centers to promote right materials for right
usage policy.
This downstream development project would involve the expertise of
scientific and industrial experts working at various academic / R&D
institutions in TG with a CHAIR appointed for research work at Hyd
based IIT/IICT type of centers for each material
Establishing proper TIE Telangana Industrial Ecosystem to ensure
environmental protection with due consideration on REDUCE-REUSERECYCLE concept (slogan of ICPE: Indian centre for Plastics &
Environment).
We should encourage the industries to set-up CSIR accredited laboratories
for realistic & in-depth research works so that not only they can avail tax
benefits, but also use the outcome results for being competitive
There are several experts from various domains, who participated
directly/indirectly in the formation of Telangana state and with the state
being a reality now; they are invited to join us in next level tasks. Those
who wish to Mentor and aid in Incubation process are welcome to
particulate. We should soon set-up a mechanism to enroll such enthusiasts
and roll-out the plan for execution.
Experts who are associated, on the panel OR retired professors who
contributed immensely on the incubation activities at IITs, NDBI at NID,
DLabs at ISB should be invited to be part of proposed TIL -Telangana
Incubation Labs and the experts should be accorded with respect /
recognition on par with IAS/Class1 executive stature. Needless to mention
these are honorary posts till the full-fledged recruits join-in, and those
who do NOT care for powerful titles, portfolios, high-payments nor the
bungalows and Cars-with-a-Bulb will only get in!!
The motto thus should be Leadership in Industrial domain & Humbleness
in service

Layers and paths prospects of growth


There are several people in our state who are connected with the word
Industry as they are connected closely with it. If they wish to help the
new government we should identify a layer / role for them and encourage,
inclusive volunteering.
The system should be designed in such a manner that it shall encapsulate
a 4 layered approaches / distinct paths. While in the process of helping TG
industry in their own capacity, we should also encourage them to pursue
reaching the NEXT level in their career path by the unique Part-time
study / distance learning options

L This path is for political clan willing to associate with Industry domain;

T This path is for teaching experts; those who are retired from Eng/Mgmnt/
R&D/Science streams and are willing to help the government, we should
create a channel for them with freelance / part-time opportunities, Weblearning courses / course curriculum design etc. ALL THIS FOR INDUSTRIAL
WELFARE!!
Creating and sustain a culture of self-employment / Entrepreneurship
Our own SONS-OF-SOIL shall be the rulers now as we have come long
way from being ruled by outsiders for several centuries to self-ruling
(POLITICALLY, THOUGH)
Similarly, our youth should transform completely (paradigm shift) towards
person with capability to create MANY JOBS, from the OLD/habituated
concept of searching, begging or fighting for A JOB!
Fortunately/unfortunately, our educational system has provided us with
thousands of young Engineers seeking employment. We should convert
this adversity into opportunity by selecting 10 to 20 dynamic
candidates from a lot of every 100 job seekers, and train them in
entrepreneurship!!
We should bring-in a new word/concept called INDUSTRY-VOLUNTEER!!
We have heard of volunteers working in the areas of Education and
Health sectors, and this shall be pioneering step towards progress in
Industrial sector!!
Government should take the role of a SERIAL ENTREPRENUER as well as
ANGEL INVESTOR as far as micro scale industry creation is concerned.
The BOOT model or PPP method!!
Those who fear getting into un-treaded path BUT have (capabilities/skills
and)no option but to start own set-up, there the government will handhold the young businessman for a desired period till he/she can sail by
himself/herself
Plumbers, Carpenters, Masons, Electricians, Drivers, Fitters, Helpers,
Welders, Machinists, Eqpt operators, Cobblers, Tailors, Master tailors,
Dyers, Printers are a large pool of skill oriented jobs and a certification
oriented training at TICA will enable them professionally!!
Security guards, Office boys, Data entry operators, accountants, store
keepers, office assistants are another category of people, in which current
industrys are looking for all-rounded abilities, that should be addressed
under a separate training centers, may be we should look at Polytechnics.
TISU Telangana Institute for Skills Up-gradation.

We should upgrade our ITIs, Polytechnics, Engg colleges with night study
facilities as well with latest technical + teaching resources so that BEST
training is provided there!
It is a must to encourage periodic workshops, seminars at every level and
that indeed shall result in a VIBRANT educational model for industrial
domain

Leveraging the presence of large-scale ACTIVE establishments in


Telangana
Large scale industries allow the growth of ancillary units around them
Sometimes creation of several small units based on available resources
too will encourage the setting of large companies
We should leverage the already established BHEL, ECIL, NTPC scale
companies with several possible options
Ancillaries and Mega scales are always mutually dependant and
complementary units
Few more random thoughts
Telangana people within our state and world over are much more than 3
crore (more than several countries population) and as consumers their
power cant be ignored. TG brand on products should encourage widespread consumption amongst such consumers. HLL company several yrs
ago launched few products for women with a tag-line saying that by
purchasing this product - you are helping a child from so and so
underprivileged category for education. This kind of campaigning for
cottage industrial products from Telangana shall encourage our expats
and native citizens to help our cottage industry, immensely!
Further - products are encouraged for production + consumption at every
populated town and the quality checks are done by Telangana government
and supermarkets are run by govt
Resultant benefits include
o Full utilization of local resources materials, manpower
o Reducing / Avoiding process, transit losses
o Maximum value-addition to goods at production location
o Cut on undesired expenses (loading/unloading, shipping,
rejections/re-work)
o Example: Grains, millets largely produced at certain locations can
have food processing units to the fullest / last mile conversion
o Similarly tourist / pilgrimage spots in TG should be assessed to
check the volumes and values of items procured from out-side Vs
local made (Goods, food, facilities)

CONCLUSION:
1. All above are achievable goals. Any sincere and committed government
can achieve most of these growth parameters in their term of 5 years IF
NOT within 3 years.
2. For this the Industrial minster, Industry Secretary and the last mile officer
in the department should work like a professional from any successful
Industry
3. There should be a MISSION STATEMENT* as well as a VISION DOCUMENT
and if need be a QUALITY POLICY too, for this department
4. Sector based on Material, location, Value, Volume, end-use categories can
be made and specific targets should be assigned each sector for periodic
monitoring / review of progress.
5. Working with a team of highly passionate & motivated group shall
eventually enable the Industries department into a RESULT ORIENTED
organization where good work/hard work/commitment will be rewarded
and poor performers are warned
*For example the mission statement could read something like:
Telangana state shall purchase/procure/import ONLY THOSE
materials, capital goods/tools, process machinery, test equipments
that CAN NOT be made using our own resources; i.e. NOT GIVEN by
Mother Nature to us. Everything ELSE we shall aspire to make,
tomorrow if not today!
We shall produce in our state maximum variety of goods in
maximum production capacities with highest quality standards and
export OR barter the surplus production for future needs/goods
We shall adapt / adjust our industrial eco-system to our own natural
resources (ex: Coal) and shall also educate our consumers to
patronize locally produced goods
