5 - Call specific questions


Open Research Data Pilot in Horizon 2020
If selected, all applicants will participate in the Pilot on Open Research Data in Horizon 20201 , which aims to improve and
maximise access to and re-use of research data generated by actions. Participating in the Pilot does not necessarily mean
opening up all research data. Actions participating in the Pilot will be invited to formulate a Data Management Plan in which
they will determine and explain which of the research data they generate will be made open.
Applicants have the possibility to opt out of this Pilot and must indicate a reason for this choice.
Participation in this Pilot does not constitute part of the evaluation process. Proposals will not be evaluated favourably
because they are part of the Pilot and will not be penalised for opting out of the Pilot.

Excellence

Objectives

The project aims at supporting web entreprenuers to intoduce new web-based services with high
potential for business success by developing an online communication and collaboration platform
for stratup recruitement, incubation, acceleration and market introdcution of new web-based
services and products.
Creating synergy among different stakeholders (startups, medium sized businesses, big European
ICT companies, indivisual freelance consultants, experts and organisations supporting the
incubation process) will be key in the project. The platform will be open to host any web-based
services, and for especially those offering innovative ICT-supported solutions in less frequent
services like developing local agrobusiness, servicing disadvanteged communities and revitalizing
the aging society.
By creating a new online platform that can serve as a one-click route into Europes vibrant ICT
startup ecosystem for practicing and aspiring entrepreneurs high numbers of new startups will
appear in four focus countries of the project.
The project is aiming at contributing to the reputation of Budapest being among the top ICT startup
hubs in Central Europe.
This new platform would fill in the basic needs in terms of Startup Europes ambitious goal to
create an environment in Europe that encourages more web entrepreneurs and to start a business in
Europe and grow internationally. (WP1)
By means of (a) the integrated services of the new platform, (b) the involvement of incubation and
acceleration actors, (c) building a network of coaches and mentors a supportive environment will be
established for startups with strong professional capacities to guide them when entering the market.
(WP2).
The new methodology composed as a result of a European partnership of experienced organisations
with international reputation will be the core of the new know-how developed jointly by the
Consortium. (WP3)
Increasing the number of student entrepreneurs and identifying the best ideas with high business
potential will be handled with special care in the seed period so that the highest number of newly
enrolled startups can be ensured in the project. The current services of university based student
organisations, eg. career offices, student entrepreneurship organisations will be developed by means
of the opportunities of the online platform, and the project activities offered and provided for young
adults. (WP5-explotation).
A new network of big European ICT companies will be connected to the startup network, so that
European multinational companies gain new energies to collaborate with young enterprises and
receive new competences, skills and ideas for their own R & D activities. The participation of big
European ICT companies are key when analysing market potential of new business ideas and
models.
Objectives of the seven work packages are defined in a way to integrate the different development
elements in a comprehensive project structure.

The newly built professional community site and online collaboration platform that will be aiming
at promoting and accelerating web entrepreneurship will open up a new dimension in the European
ICT start-up ecosystem. (WP1)
Introducing massive open online courses based on unique online educational curriculum and
training/mentoring methodology focusing on the web entrepreneurs and innovators will be key in
the incubation period. Mooc will help to establish and implement ICT innovations and launch
successful web/mobile based enterprises in Europe. (WP2).
The assessment and recruitment techniques aiming at involving a large number of new web
entrepreneurs and the event management platform as part of the complete solution will contribute to
a professional management of the startup network, and also keeping regular contact with members
of the ecosystem. (WP3)
The number of targeted partners and participants to involve is a moderate estimation proportional to
the development needs so that management of the ecosystem is effective aiming at valued
deliverables at the end of the cooperation. Medium sized businesses will also be involved in the
project to work closely with startups. A separate, very well-defined communication and
collaboration platform will be developed dedicated exclusively for encouraging this cooperation.

Testing and continuous monitoring of the platform will ensure proper quality and gradual
fine-tuning of the online platform before opening it to the public. (WP5).
Consortium partners are experienced in disseminating and expoliting project results, their activities
will include the development and implementation of a dissemination strategy, partnership building,
continuous communication with members of the ecosystem, and differentiating between internal,
operational and external, marketing messages. (WP6)
Collaboration among Consortium partners will be performed according to the organisational
learning concept, based on transparent internal communication, effective IPR management,
professional project management and mutual respect for all individuals involved in the project.

Relation to the work programme

Over the last 30 years, the Internet has become a major infrastructure for growth, job creation and
social progress. Internet must continue to foster and support development and to accommodate all
the diverse usages for which it was not initially foreseen. The aim is therefore to address the most
critical technical and use aspects for the Internet to be apt to support the huge future expectations of
society at large. The Future Internet topics will therefore i) address the limitations of an Internet not
designed to support the very large set of requirements imposed by an ever more diversified usage;
ii) support the advent of more efficient computational and data management models responding to
the challenges posed by increased device / object connectivity and data-intensive applications; iii)
leverage the Internet to foster innovative usages of social and economic value also benefiting from
the geospatial capabilities of the Future Internet. The area strategy is based on a complementary set
of technology push usage pull actions. The technology perspective primarily addresses the

limitations of communication networks and cloud computing infrastructures and services when
moving towards a hyper connected world with hundreds of billions of devices fuelled by ambient
and pervasive services. The usage perspective is supported by the early availability of testbeds for
experiments and research validation (FIRE+) and by innovative social and business collaborative
usages with users in control and taking advantage of advanced technologies. This is complemented
with actions towards web entrepreneurs to leverage downstream business opportunities.
Our project set the ambitious goal of connecting the members of the European ICT start-up
ecosystem through specific activities and methods on a platform in order to form a supportive
environment for the web entrepreneurs of Europe, in which they can rapidly appear, develop and
enter the global market.
Our project focuses on businesses and innovators who operate in the ICT sector and build their
innovations on web or mobile technologies, applications.
Our goal is to develop an innovative online platform, methodology and related services all of which
can serve as the backbone of the European ecosystem for web-based businesses. The online
platform links local web-innovators to an integrated European platform, by connecting and
providing services for running enterprises and other members of the platform it supports and
accelerates them all.
The platform introduced in this proposal will be a community space for practicing and aspiring web
entrepreneurs where they can learn, network, innovate collaboratively, introduce/promote
themselves and their projects, and have access to high-quality curated content. Our basic approach
is that we have to create a widespread, unitary European platform, on which we can connect and
channel every member of the ICT sector to create adequate synergy and develop the supportive
environment for web-entrepreneurs, resulting in fast paced relative improvement of businesses.
Our project aims to help promising web startups to efficiently launch and scale up their operations
across Europe, to create exposure to new financing opportunities, to link potential web
entrepreneurs with key actors, located anywhere in Europe and to link acceleration programmes
from several locations - providing real EU added value.
As indicated above our project has a really strong relation to the Work Programme.
1.3

Concept and approach

Background and justification


According to the fact sheet on ICT in Horizon 2020 the sector represents 4.8% of the EU economy,
it generates 25% of total business expenditure in Research and Development (R&D), and
investments in ICT account for 50% of all European productivity growth. Having these numbers
on the table it is essential that we carefully look at any white sports or missing services that could
still contribute to this momentum. This is how the idea of the platform outlined in this tender was
born.
The ICT2013 event organised by the European Commission in partnership with the Lithuanian
Presidency of the Council of the EU published a report of the online survey conducted among the
4882 delegates who attended the event. The results of the survey serve us with great insight in terms
of what ICT entrepreneurs are looking for, what are their needs actions like this could better serve.
When asked about their objectives for attending the event, 75% said they wanted to learn more

about sector specifics, 74% came to the event to network. 57% wanted to find international partners
for their projects, and the only other reason mentioned by at least the half of attendants was the
promotion of their project or organisation (50%). These findings give us a good feedback on what
services are needed in higher quantities.
In 2012 a study was conducted in Germany titled Start-Up Dynamics in the ICT Sector. The
results show that the source of added value for young ICT companies mainly stems from the skills
of their founders and employees. This finding underlines the need for the platform to focus on
supporting the startupper instead of the startup. Furthermore the study found that compared to
start-ups in the remaining high-tech sector and in all sectors young ICT companies are characterised
by a strong orientation towards innovation. The platform needs to take this into account, placing
special emphasis on providing necessary conditions for collaborative innovation.
The fact sheet on ICT in Horizon 2020 highlights the fact that despite the high level of
unemployment in Europe, many ICT vacancies cannot be filled. While the demand for employees
with ICT skills is growing by around 3% a year, the number of graduates from computing sciences
fell by 10% between 2006 and 2010. What this means for our proposal is that the idea of becoming
an ICT entrepreneur needs to be made more attractive, and obstacles for becoming aspiring
startuppers need to be dealt with already on the high-school level by welcoming students with
entrepreneurial ideas into the community at an early age.

So that this phenomenon could be widely spreaded not only in one or two centres in Europe (Berlin,
London, Paris), we need more business-ready ideas and involving them in the pre-seed process in
an early phase. To massively increase the number of new ideas we need new type of synergies:
defining comprehensive strategies to support business creation, innovation and growth, eeping pace
with the rapid technological developments: need for continuous investments, for quickly adapting
products and creating new ones.
Any web-based ICT development in Europe can onlybe successful by means of a proper
recruitement platform.
Key action in this respect are: synergy of start up ecosystem, investment, enterprenurial education,
student entrepreneurship, startups and spin-offs at universities. Universities act as crucial players:
while other ICT sectors often born and grow in industrial clusters and research labs, web enterprises
mainly born around top class Universities. Coaches, mentors and incubation experts play a key role
in creating facilities and events that allow the natural networking to flourish amongst, incubators,
clusters, and venture capitals owner. Establishing a pro-business environment needs strong
government support.
ICT based business requires a European network of service and cooperation
Key activities in relation to network building are: accelerators and hubs to be able to function as
pump prime, regional economies, seeding them with potentially high-growth businesses,
cooperation among local and regional support centres. Although there are many technology-focused
innovation programmes in the EU, very few are directly relevant to Web entrepreneurs. Academic
institutions tend to stay away from entrepreneurial innovation activities because of the risk attached.

Attracting and pooling together the most skilled-people, capitals, information, hi-tech
infrastructures
Create practical networking opportunities so that aspiring entrepreneurs can learn from other
business in other regions. Access European and global networks, where stakeholders can
learn, network, innovate collaboratively, introduce/promote themselves and their projects,
and connect with supporting services.
Provide usefull and validated information about: to access to finance, innovation and
entrepreneurial culture, human resources, skills and training.
Strengthing the basic pillarts of education and training.
Developing and disseminating pre-seed tools to massively grow networks ICT start-ups and
web entrepreneurs.
Personalized services are needed int he incubation/acceleration phase of supporting web
entreprenuers in Europe.

Besides fostering global cooperation the following tasks shall be handled with special care:
Sharing core business ideas to in an early phase to receive the proper support,

effective communication and customer pitch
identifying and encouraging market-leads right from the initial phase of product
development
preparing the new entreprise to arrive in a seed phase with self-confidence and proper
training background understanding what is needed in the market, what investors may
help for proper business success.

Involving medium-sized entreprises and Connect R&D to commercialization


R&D is a great opportunity for Europe to leverage one of its most powerful assets,
infrastructure, to create new tech startups from innovative ideas. Many responders noted the
vast separation between the Research and Development in academia, and the commercialization of
said products. Creating a closer relationship between R&D professional and web entrepreneurship
community in general, would result in more natural creation of tech startups.
IDEA and CONCEPT
The main idea behind the project is to create synergy among different stakeholders active in
variuos fields of education and economy: start-ups, universities, big ICT companies to foster
collaboration through the web.
Creating synergy among different stakeholders of web entrepreneurship aims at providing
opportunities for the widest potential scope of business ideas. Web based services can be developed
in such underdeveloped or unusual markets like serving an ageing society, serving socially
disadvantaged groups and remote areas. Some established business areas like agrobusiness, cultural
and health tourism or software could play a special role too taking into account the strong potential
of the countries participating in the project.
The concept of networking. Network is handled in a complex way: (a.) network (web) as a
communication and collaboration platform, (b.) network (partnership) as a group of different
organisations working closely (c.) network (social communication) as a new opportunity for
building better services in a web-based environment using new ways of communication and
marketing techniques.
The methodology. Trans-disciplinary considerations have been applied when developing the
methodology of the project. The online platform will serve different purposes based on a complex
metodology, which is the joint know-how of the consortium. The EH Non-Profit LLC aims to
create a supportive environment for the European ICT start-up ecosystems, by helping ICT start-up
companies advance to the seed phase of development, increasing the number of new start-ups, and
developing educational services to help support start-ups during the pre-seed phase. The biggest
bottlenecks in the education sector are spin-off enterprises directly capitalizing on the research
results of universities and the practical, direct application of business knowledge. It is obvious that
courses are needed which provide young people launching start-up enterprises with up-to-date and
practical business knowledge outside of higher education. The two most important elements needed
for the creation of this support structure are to establish the support services for the young ICT
entrepreneurs during their universities studies and to initiate high school entrepreneurship programs.

The formation of a successful ICT start-up ecosystem is dependent on the market participants,
however, the government and large companies play significant role in the acceleration of early stage
ventures. A biological ecosystem is a community of many species, where all are mutually
interdependent and can only survive together. An ICT or any start-up ecosystem can only be
maintained permanently if every component is present, and more importantly, the components
support and strengthen one another. The other point of the analogy is that a biological ecosystem
grows organically; a start-up ecosystem is similarly created through grassroots, organic processes. It
is also evident that the government does not play a direct role in the development of a start-up
ecosystem, but rather, acts as a catalyst. Our vision is to serve as the connection that advances the
young innovators from the formation of an idea to the creation of profitable businesses. EH, the
Consortium Lead is active in Hungary as an umbrella organisation for start-ups and operating with
the ambition to become a leading Central European start-up hub. In this respect Budapest performs
very well in European comparison and this Consortium aimst at capitalizing on this position.
Budapest is among the emerging startup hubs in Europe. (a.) EH will contribute to developing the
new methodology with its experience in organisational learning (personal mastery, mental models,
shared vision, team learning and system thinking) as well as developing the professional framework
of the project from the idea to business success.
The main concept is to establish a network of networks where (b.) universities help identifying
the most brilliant students and adults with promising business ideas, recruite web-entrepreneurs
and provide networking and marketing support for young entrepreneurs under the leadership of
TUKE. (c.) Establishing effective working relations with big and medium size ITC companies
operating in Europe is one of the strongest factors of the innovation. They will help the consortium
identifying market potentials for web businesses, participate in the incubation period, especially in
the product and business development phase, and support market introduction of new web-based
products and services. Budapest can provide most of the Forbes 500 IT company for the network.
(d.) The incubation and acceleration model is the core of the methodology which is based on longterm experience in Hungary, Spain and in the Netherlands, and will also be tested in Slovakia.
During the time of incubation web-entrepreneurs will receive various support services and training
packages composed applying an inter-disciplinary approach: identifying promising business ideas,
product and business development, financial and operational management, learning organisation,
marketing and design, open source and commercial ICT tools and web-based solutions, analysing
market potentials in the ICT industry in Europe, ICT wins and best practices etc. BDF is a full
member of the EBN network with 250 incubators in Europe, an accredited BIC, a Business
Innovation Center, as recognized by the EC-label, therefore the success of this project element is
ensured by their participation. Mentorhip and coaching will be developed based on massive open
online courses (MOOC), which is another key deliverable of the project. Here the experience of
TUKE will be key again. (e.) It is very important not to stop the project after the incubation phase
but to ensure follow-up activities and consultancy opportunities when web entrepeneurs are
entering the market, starting a new business, and launching web-based services. The online
communication and collaboration platform, which will be developed during the project will provide
the opportunity for community building and keeping working relations during and also after the
project. New customers, investors, business angels and other supporters of any young business will
turn up continuously. Information provided through the open platform, workshops and events
organized at the end and also after the project will foster establishing new business relations. The
mission of KIM is to improve the businesses competitiveness and technological progress by
offering them specialized services and executing projects related to innovation and transfer of
technology and knowledge. Their vision is to position and consolidate KIMbcns model of Transfer
of Technology and Knowledge at an international level. Therefore their support in dissemination
and exploitation will be very helpful.

MOOC. The consortium is very excited about and committed to develop digital learning content
within the framework of the project. MOOC is considered to be a great opportunity to bring the
project to a European level and promote networking through education as well. The new English
language courses will support long term sustainability. Massive open online course (MOOC) is a
very good model for delivering learning content online to any web enterprise who wants to join the
incubation and acceleration process with no limit on attendance. MOOC has an important role in
involving crowds and massive communities in the incubation phase and also when developing
pre-seeding tools.

The Ecosystem. All members of the ecosystem will recieve high-quality support services with the
opportunity to join training programs using the newest ICT technologies (webex, telepresence,
social networking, web-based communication and collaboration). Members of the ecosystem will
be coordinated and managed in a systemactic way, using the organisational learning methodology
and creating a strong synergy among different stakeholders. Targeted groups of the ecosystem are
pre-start-ups with good ideas, startups, spin-off clubs, carrier centres of universities, professional
organisations, ICT associations, ICT industry representatives, ICT smbs, business angels,
consultants, coaches, professional teams of incubation and acceleration experts, technology-transfer
organisations, etc.
Online platform. The platform will be built and programmed using the newest ICT technologies as
described in Work Package 1.

Events. Communication and group work will also be handled with special care. One of the
elements of the new online platform will be the event management tool to ensure systematic
management of data, registration, agenda, outputs, and follow-up activities, eg. sharing professional
content and integrating them into mooc.

European Dimension. The Consortium members are representatives of leading organisations


working with start-ups and ICT entreprises in the focus countries. When composing the consortium
expertise was the first aspect so that we can ensure proper European dimension of the project.
Geographical coverage also ensured in the project for better dissemination and full European
coverage in the different regions: Europe North, Europe South and also in Europe Central. Each
organisation of the consortium agree on delivering a joint, transparent solution, which is open for
any European web-entrepreneur who is ready and happy to join the initiative. The project is also
targeting start-up Credo 2020.

Ambition

In our project we set the ambitious goal of connecting the members of the European ICT start-up
ecosystem through specific activities and methods on a platform in order to form a supportive
environment for the web entrepreneurs of Europe, in which they can rapidly appear, develop and
enter the global market.
Web entrepreneurs worldwide have an enormous impact on human society, by using innovative
technologies and platforms to create products, services and solutions that improve and enrich our
everyday lives, whether that means better informing, entertaining, protecting or educating us.
From an economic perspective, the importance of web-based businesses for economic growth and
jobs creation (especially among the youth) is increasingly obvious. Start-ups create the majority of
new jobs and a significant part of the new start-ups are web start-ups.
There is a strong consensus on the link between ICT and Economic Growth. The current market in
ICT is estimated to be worth around 660 billion Euro, however, Europe only owns a relatively small
share (23%) of the World Market. More importantly, the ICT sector has a strong influence on all
other sectors of the economy, on public services and on the social system. We carried out a detailed
research on the state of the art, the main statements and conclusions linked to our project are
indicated below.
State of the art
The platform introduced in this proposal will be a community space for practicing and aspiring and
web entrepreneurs where they can learn, network, innovate collaboratively, introduce/promote
themselves and their projects, and have access to high-quality curated content. As far as we know
there is no such service in the European market, although many elements of the envisaged platform

exist in different forms. Bellow we will showcase some of these with the intent to show the reality
of the need for such an innovative platform.
For community functions forums have long been used, but in recent years social networks started to
take over. Facebook is the greatest success story of all. Users can create personal profiles, connect
with friends, groups and pages, share content, engage with others content, message each other and
set up events. Lately smaller, thematic social networks have also emerged, the closest to our
concept being LinkedIn, which focuses on the professional lives of its users. If we come closer to
the ICT sector and the EU, The Accelerator Assembly Forum is utilizing the widely used private
social network, Yammer. This, although being a very handy solution for companies, lacks many
features that would serve such sector-specific needs. Having the goals of our proposal in mind,
instead of using these solutions with a lot of compromises, it is worth building a specialized social
network and integrate the above mentioned services in the login system, linking the platform
account to other social media accounts.

solutions and projects. It is only available in German language. It links its services to
localities in Austria, organizes competitions and runs a nice blog.

ideaswatch.com The site gathers startup ideas from the crowd. Anybody can post a
business idea on a post-it-like paper, which might be voted on and followed by others, and
users can also team up for an idea. The service integrates nicely with social networks, letting
users use there already existing accounts for login.

gust.com The #1 platform in startup funding. Its profile building tool for startups is a
remarkable feature, as well as its deal flow management tools for investors.

startuplive.in It is the site where ideas are launched, creative teams are formed and
valuable connections made. Their methodology is widely used in different European cities,
and they host the biggest startup event in Europe, the Pioneers Festival.

kickstarter.com Probably the best-known crowdfunding platform, where anybody (who


resides in the US) can share a project and receive crowdfunding for it. Their education
efforts in teaching users how to create successful profiles are worth learning from.

seedrs.com A website linking investors and entrepreneurs, and working also in Europe.
Remarkable is the way they present company profiles.

ed.ted.com Lessons worth sharing. TEDs educational website, where everyone can create

Based on the above its clear, that the economic growth and competitiveness of Europe is highly
influenced by its focus and support on increasing the number and pace of growth of web-based
businesses.
In favor of long term sustainability, similar to a working biological ecosystem, every component
must be present and they have to form an adequate synergy in the ecosystem of web based
businesses. A biological ecosystem is a community of many species, where all are mutually
interdependent and can only survive together. An ICT start-up ecosystem can only be maintained
permanently if every component is present, and more importantly, the components support and
strengthen one another. According to this conclusion we thoroughly examined which missing
components are necessary to install in order to form an optimal, rapidly growing ICT ecosystem in
Europe. One of our primary conclusions is that although there are many Tech start-up Hubs present
in Europe, the synergy is completely missing between the individual hubs and member states.
The growth of the European web-based enterprises and the entirety of the ICT sector can only
accelerate if in the early stage of the business life-cycle (idea, pre-seed, seed) we attach webentrepreneurs to a supportive environment that ensures the potential for continuous development.
The biggest challenge for web/mobile-based start-ups is to survive the riskiest stages of the lifecycle, the pre-seed and seed (death-valley) sections. In the light of this information our developed
concept and related methodologies are focused on resolving the hardship of these sections in a way
that advances the young innovators from the formation of an idea to the creation of profitable
businesses.
Our proposal is to develop an innovation online platform, methodology and related services all of
which can serve as the backbone of the European ecosystem for web-based businesses. The

During the selection of the members of the consortium serving the needs of the project, the most
important standpoint was to bring together states whose ICT industries are all on different
development levels. The main reason for this concept is that through the online platform we intend

Overall the primary goal of the set concepts is to contribute in spreading and developing web
based businesses in the future all across Europe.
To achieve this purpose we absolutely require linking as many young innovators as we can to a
common European support system, which helps them to achieve the realization of their ideas and
form profitable businesses.
We strongly believe that by creating an innovator platform we could connect members and
achieve synergy in the ICT sector and by utilizing the presented methodologies and services we
can increase the number of web based enterprises all across Europe.

Expected impacts

Our main expected impact of the project is to create a widespread, unitary European platform, on
which we can connect and channel every member of the ICT sector to create adequate synergy
and develop the supportive environment for web-entrepreneurs, resulting in fast paced relative
improvement of businesses. By creating this innovator platform we could connect members and
achieve synergy in the ICT sector and by utilizing the presented methodologies and services we
can increase the number of web based enterprises all across Europe. Our proposal aims to help
promising web startups to efficiently launch and scale up their operations across Europe, to
create exposure to new financing opportunities, to link potential web entrepreneurs with key
actors, located anywhere in Europe and to link acceleration programmes from several locations providing real EU added value.

The aim of the project is to provide a supportive on-line platform in order to increase the number of
start-up enterprises, and to establish new innovative counselling services between the students'
services and the education services. The project wishes to connect the global services and the HRbased, local services.
The online platform links local web-innovators to an integrated European platform, by connecting
and providing services for running enterprises and other members of the platform it supports and
accelerates them all.
In terms of numbers, we expect at least 2.500 user registrations in the runtime of the project and
5.000 unique visitors per month. We would like to see 25+ service and content providers
partnering with the platform in some way.
UNIVERSITY:
2. Ten (10) higher education institutions in the program, which initiates local start-up business

3. In the two year project, a minimum of 500 business ideas from student must be submitted
and 200 will be advanced to the seed stage (by way of piloting)

2.2

Measures to maximise impact

2.2.1 Dissemination and exploitation of results


The dissemination of the results of INNOVA WEB will be an important action once the intellectual
property has been protected, in order to reach the widest possible impact to facilitate the take-up of
the new methods developed. The selection of the exploitation manager in the consortium has been
carefully performed, based on the existence of competences and know-how in the institution related
with the challenges to face when assuming such responsibility. The purpose of the Dissemination
Plan will be to provide a formal planning document for using and disseminating knowledge
throughout the project. The plan will facilitate the common understanding of the aims of the
dissemination activities, and will assure the dissemination do not interfere with the IPR
management but serves it. It will represent a key tool in order to take advantage in an effective and
planned way of the dissemination channels to be used within the project, avoiding improvisation
and over expenditures. The purpose of this chapter is not to develop the dissemination plan,
although we can advance the plan will highlight the key messages, potential audiences, roles and
responsibilities and methods of communication to be used.
The results of the project will be presented at different events (workshops, fairs and exhibitions)
organised by the members of the consortium with the support of the Exploitation Manager
and in other potentially interesting events.
In relation to the dissemination workshops organised by the consortium members, the aim will
be to spread the INNOVA WEB objectives, expected results and achieved progresses to the
scientific and industrial communities.
In addition, a series of written materials (scientific papers, brochures, leaflets and press releases)
and a public website will be created in order to spread the project concept and results to the
general public. It is assumed, in fact, that the results will be interesting to a great number
entrepreneurs that need new online services. The dedicated website will produce an
extensive record of all publications and communications originated by the project.
Obviously, no confidential information will be published. Finally, the interactions with
relevant technology platforms will allow the consortium to widen the potential applications
and the dissemination of the results.
In order to prepare the exploitation of results, technology assessment tasks will be performed. With
this regard, project results with particular regard for industrial processes and implementation results
achieved during the project execution, namely that inherent research, integration and development
production of existing technologies will be evaluated, in order to establish the most appropriate
commercialization strategy.
Commercialization strategy will include following aspects:

Selection of target markets and related partners (actors of the market; actors of the value
chain; partners in research projects; partners in development and/or commercialization). A
first approximation of price setting for final applications will be also considered;

Definition of the various options for technology solutions protection (through patents, brand,
industrial property, etc);

Definition of possible commercialization options: IP selling; co-development; licensing


(through payment of exploitation rights and or royalties); creation of companies: start ups;
spin outs.

In order to develop the most important business opportunities in relation with this project, the
performed actions will be:

Evaluation of the potential diversification of the knowledge outcome of the current project.
Evaluation of creation of possible clusters as a result of the project.
To become a reference of the industrial printing industries in Europe.

KIM as the Exploitation Manager will have a key role in coordinating the various exploitation
activities. It is the task of the Exploitation Manager to manage and analyse possibilities for
protecting project results before dissemination. Protection should be combined with dissemination
and not compete with it, and they both should contribute to exploitation, for this reason both the
Dissemination Manager and Exploitation Manager role have been assigned to the same person. The
Exploitation Manager with the contribution of the whole consortium- will be the responsible for
the development of a rolling exploitation plan, which will be presented to the Management
Committee. At month 14 the Exploitation Manager will present a first draft made on the basis of all
partners contributions and suggestions, as well as on the specific research process on existing
models and legislations. Such draft will be voted and approved by the Management Committee and
reviewed half yearly at least. The final version of the Exploitation and Business Plan will include all
the decisions taken within the scope of the project related with intellectual property rights, and will
specify in detail for each result both joint and individual exploitation strategies in terms of
technology roadmaps, finance requirements and commercial opportunities and related business
roadmap.
2.2.2 Business Plan
The objective of this document is to present the various exploitation possibilities for the INNOVA
WEB project. The business plan will start by presenting the obtained products and developed
methods.
For a successful project lifecycle, careful dissemination and exploitation strategies are essential.
While dissemination activities will be performed from the founding of the INNOVA WEB project,
the exploitation strategy will concentrate on the projects results during the last phase and afterward
to reach sustainability after the project ends.
To enable the transition from an R&D setting to corporate use, important stability, language
dependencies, and ease of adaptation requirements should be met. During validation, specific
activities will be undertaken to create a complete picture of all these requirements. The results
should clarify the best way to exploit each result, including any need for further R&D.

The development of a professional community site and online collaboration platform that will serve
as the online component of our new methodology aiming to promote and accelerate web

Before designing the platform, best practices of web services that serve at least one of
the above mentioned objectives need to be collected and analysed. By this we achieve a
double goal: 1) We make sure that the platform created in the framework of this action is
innovative and ahead of the state of the art. 2) We may identify numerous services and
providers that can still be involved as partners and service/content providers. This subtask will be implemented by EH, asking for inputs from all other participants as well.

The platform intends to operate as a hub, integrating educational, supporting, content
and event-related, and other services from providers into one place. Before the actual

platform(start-up seeds, accelerators, incubators, UnisTech-Transfer Offices, Carrier
Centres and Entrepreneur Development NGOs etc.) .After the compilation of the list we
will reach out to these organizations with a brief introduction of the plans, asking about
their intent to participate and their introductions and concept for participating, and
partnerships will be formed. These organizations and initiatives will definitely include
other EU-funded services.
Task 1.2 Designing

The results of Task 1.1 will provide us with the knowledge and confidence to design the
platform

To ensure the innovative edge of the platform, the design process will be built upon the
philosophy of the lean startup method. Designing the platform will not only be a one[InnovaWeb]

time task, but an ongoing process needs be put in place that

4) continuous measurement, and as a result of measurement collects

This cycle needs to be in place throughout the duration of the platforms operation. The
theory put in practice also means that the platform will be introduced with the minimum
viable services (maximizing user feedback on minimum investment) which than will
continually be upgraded thus creating a need for a core editorial team.
This team, unlike traditional platform operating teams, will continually develop new
content and services, search for and bring in new solutions and partners into the
platform. This core team will minimally need to consist of a designer, a business
developer and sales officer, a coder and a communications key account.
The result of the initial designing willbe a document that will explain the exact functions
that need to be in place on the platform. This will cover page structure, navigation,
homepage build-up, sub-page functions. It will define all profile types (personal, startup,
incubator, investor, event etc.) and service types(consulting, webinars etc.) in detail. The
document will set expectations on search engine optimization (SEO), cross-screen
usability, data security measures, clean access measures, web analytics, etc.Expectations
and suggestions for the functionality of the site are described in more detail in Section 1.
This specification will derive into two other specifications, one used by coders, the other
to be used for graphic designing. The completion of the sub-task leaderEH, strongly
involving TUKE in the process.
o Sub-task 1.2.2 IT specification and sample content

The functional specification needs to be translated into coders language. This document
will be elaborated in cooperation with the WP leader EH and its subcontractors in charge
of the programming. Every aspect and detail of the platform needs to be decided about
and set, so that as soon as the graphic design is ready coding can actually begin. Also,
sample content, and basic texts will be provided in this document.
o Sub-task 1.2.3 Graphic design

Graphic designing begins with creating a good brief, incorporating all the messages and
communication goals, but also the full functional description of the website. The design
process starts off with choosing the visual identity (colours, fonts, symbols etc.) to be
used on the platform, and it continues by planning page layouts. Once the design is
approved, the graphic designers will render all elements for the coders to work with.

At this phase of testing ongoing content curation and community management need to
be in place. By content curation we mean pulling-in blog posts, articles, videos, events

to spark conversations or initiate relationships between users (e.g. teaming entrepreneurs
or linking them with investors or consultants).

users. Responses will be expected within a two-week window. After the response period

When creating the optimization plan we will contrast users feedback with the objectives set for the
platform and identify points needing development. The optimization plan will be a very practical,

The dissemination of the project will include the development and implementation of a
dissemination strategy as well as communication planning activities. The dissemination
activities, both internal and external will aim to ensure:
1) that all actors communicate with one another and
2) that the relevant stakeholders, such as universities, student networks, mentors, career and
business centers, technology transfer centers or innovation firms and beyond are informed about

the project activities in order to give the project the necessary feedback and international

Exploitation of project results and wider project dissemination to enable partners to maximize
the commercialization of results post-project through workshops, information sessions and
roundtables. Any foreground IP that is developed in this project will be first fully protected prior
to any dissemination actions. The partners have joined this project to develop the technology
and to commercially benefit from its wider uptake and commercialization; as such they will all
be actively involved in this work package. Use will be made of latest guidance from the EC on
how to maximize the impact of research, development and demonstration projects to ensure that
the results are effectively used, through exploitation and dissemination.

The exploitation activities will be managed by the Dissemination and Exploitation Manager

o No IP is disclosed to the public before it has been formally assessed and protected as

o The IP is as clean as possible i.e. the ownership is very clear.

Task 6.2 Dissemination of project results

The dissemination activities will be led by KIMBCN. All other partners will contribute to a greater
or lesser extent to the sub-tasks below. In accordance with the EC grant agreement, dissemination
of project results will specify that the project has received support from the EC Framework Program
and will display the European emblem with appropriate prominence.
o Sub-task 6.2.1 Creation of a Dissemination Plan

At the beginning of the Project, a Dissemination Plan will be defined by KIMBCN. This plan will
then be presented and discussed with all the partners and will include the following parts:
- A dissemination strategy defining: business objectives, communication
objectives, objective publics, value proposition, speech communication
(communication and message routes) and a media plan.

A plan of action that will include: a plan of action detailing the


communication actions to be carried out during the project (it includes: basic
description, target audience(s) and partner in charge of its implementation), a
content plan detailing the contents/materials to be created in each
dissemination action, a timeline, indicators, estimated budget and
dissemination protocols. These protocols will include the confirmation from
the Project Executive that any given project result has been adequately
protected before any publication, the definition of processes for the creation

and validation of dissemination actions and materials and definition of the


quality standards required in each material: basic contents (background, project
description), formats, measurements, mandatories (elements that must appear:
logos, information on EC support, etc.) and special features (dies, etc.).
o Sub-task 6.2.2 Dissemination amongst the project participants and their close local
ICT start-ups.

Prior to dissemination to the industries and to the wider public, the project results will first be
published amongst the participants constituent organisations were appropriate (workshops,
conferences, etc.), adhering to the Dissemination Plan developed in Sub-task 6.2.1

hubs: incubator/accelerator organizations, investors, learning communities and closeto-market actors.

In order to ensure the widest dissemination of project results, a comprehensive set of materials will
be designed, printed and/or electronically posted, for its distribution in various occasions. In fact, it
is assumed that the results will not only be interesting to the entrepreneurship community but also to
a great number of organisations. Promotional activities and advertising materials will include:
- A project website (developed in Sub-task 6.2.4)
- Marketing materials: informational factsheet (month 4), leaflets and posters
(within the first 12 months), folders and USBs (will be prepared for specific
events if appropriate), newsletters (multilingual, describing biannually the
latest developments of the project and providing information on related topics),
1 video presenting the projects results (month 24).
- Community Management: profiles in Twitter, Facebook, LinkedIn (company
profile and participation in related subjects networking groups) and Youtube
will be created and updated every month.
- Events: conducting a webinar to present the results of the project (month 24),
assistance to third-party events such as workshops, information sessions and
roundtables.
- Project dissemination materials: the results of the project will be published in
specialised or technical papers and in publications or conference proceedings.
o Sub-task 6.2.4 Design and up-dating of project website

The project website will be developed and maintained by KIMBCN and it will include two sections:
- Public section dedicated to general non-confidential information, including:
project description, consortium information, links to project dissemination
events, non-confidential information about exploitation results, relevant

The site will be periodically updated and sections will be changed according to the needs arising
during the project execution. The web platform of the consortium will play a central role for
communication, training, and the dissemination and exploitation of the results. A subset of the webbased technological platform will integrate results, guidelines, training tools, reports and databases
developed in the framework of the project, which will be accessible to both, private and public
institutions, under specified conditions and facilitate decisions about the technology up-taking. The
website visitors statistics will be included in annual reporting to the Commission. The website will
be linked to multiple other websites so that search engines can lead to the project website for new
comers. It will be kept updated with the results of the project, its acquisition, use status and the
implementation experiences of those organisations already using them.
o Sub-task 6.2.5 Dissemination to the wider public
(Sub-task leader: KIMBCN, Duration: M1-M24)
KIMBCN, together with all Partners, will find dissemination opportunities to the wider public
through the: participation in scientific events for the general public and appearing in the generalist
press (appearances in section "Entrepreneurship and Innovation"). The project will also be
disseminated in events taking place within the partner countries that are relevant to the project.

Task 6.3 Exploitation of project results

All of the partners will participate in this Task, subject to the nature of the results of the project and
their individual roles in the development of Foreground IP. As required by the EC, a draft Plan for
Use and Dissemination (PUD) of the project results will be created by KIMBCN at the middle of
the project and a final PUD at the end of the project.
A final conference will be organized by KIMBCN in Barcelona, inviting speakers, government
authorities, European Commission and other institutions.
o Subtask 6.3.1 Technology evaluation

An evaluation of all the outputs will be carried out during the project in order to assess the market
need and potential of each result. In order to prepare the exploitation plan, Technology assessment
tasks will be performed. With this regard, project results will be evaluated, with the support of
KIMBCN, for their potential for innovation and its ability to reach the market.

A study of actual market needs and size in order to define better the approach for commercialization
will be carried out. Through the study and definition of the possible scenarios, we analyze all

This will be the central part to define the Plan for Use and Dissemination document that will
incorporate the inputs from Subtasks 5.3.1, 5.3.2, 5.3.3 matching them with a tailor made
methodologies for commercialization of project results, with scenarios for each partner incorporated
as well as possible solutions for sharing the foreground generated jointly. Different scenarios will
be presented and evaluated by Steering Committee (SC) after each year of the project duration. The
feedbacks from SC will determine decision points for choosing market paths most effective for
consortium interests.
PUD will be set up through the Dissemination strategy, IPR Management strategy and the
exploitation strategy.

The project management structure was designed and agreed by the consortium members to ensure
an effective and straightforward project management mechanism. The main principles were to set
up and maintain an organisational structure that ensures the highest level technical and financial
implementation of the project and the efficient exploitation of the project results, supporting R&D
process focusing on product develepoment activities, an effective decision making structure, a
simple but accurate communication flow among the partners and between the consortium and the
Commission.
Taking these principles into consideration a detailed project management process description was
tailored to the special needs and characteristics of the consortium including levels and boards of
decision making, competences of the boards, communication processes, conflict resolution
processes. Project Management activities, which have a specific Work Package, are included in all
individual tasks as well and the developed structure and mechanisms will ensure a satisfactory plan
for the management of these activities.
3.2.1

Organisational structure

The Management Structure will be run in a similar manner to any competent industrial organisation,
with a clearly defined command structure, a communications strategy, democratic decision making
processes, methods for monitoring and reporting progress, and a well-defined work programme
with achievable and measurable deliverables.
Consortium Agreement, signed by the partners prior to the commencement of the project, will
further refine the internal structure and procedures on dissemination and use.
Two levels were implemented in the Management Structure: tasks are performed on the Operational
Level, while project decisions are reached on the Steering Level. The Operational level is divided to
general operation and technical operation. The aim of the technical operation part is to maintain the
development processes, to link the participants involved int he development processes and to
contribute to the knowledge sharing.

The Management Structure is based on two governing bodies:

The Executive Board (Steering level) is the main decision-making body in technical and
management questions. All participants are represented on the Board and each member of the
Board shall have one (1) vote. The Board shall not deliberate and decide validly unless a

majority of its Members are present or represented (quorum). The decisions shall be taken by
simple majority vote (more than half of votes cast). The Executive Board will meet regularly, at
least 6 occasions during the project lifetime. Meetings will be chaired by the Technical Manager
on behalf of the Coordinator.

The Exploitation Board (Steering level) coordinates all tasks related to prospective exploitation
of project results. All participants are represented on the Board and each member of the Board
shall have one (1) vote. The Board shall not deliberate and decide validly unless a majority of its
Members are present or represented (quorum). The decisions shall be taken by simple majority
vote (more than half of votes cast). The Exploitation Board will meet regularly, min. 6 times
during the project. Meetings will be chaired by the Exploitation Manager.

Daily operation (General operation part) of the project is organized by the Work Package Leaders
(WPLs), who are responsible for coordinating and managing single work packages. They will lead
day-to-day coordination and control of respective project activities. Their tasks are crucial, as they
will lead and monitor task execution, delays, and performance quality. They control planning and
provide reminders for deliverable deadlines, coordinate plans for the subsequent work periods,
analyse risks and collect data for Commission reports. To carry out the their work properly the
WPLs will get technical support from the so called content managers (Technical operation part).
Each WP will have a content manager, they will provide the WPLs information on technical related
questions. The Coordinators content manager is the lead content manager. The WPLs will prepare
an assessment of scientific, technical and management progress and report it to the Executive Board
at the end of each 3-month period. WPLs and content managers have been selected based on proven
expertise in their fields. WPLs should also have the capacity to coordinate tasks assigned to each
WP.
Appropriate communication is the key to successful project implementation. Regular project
meetings are particularly important as it is an excellent plat-form for Consortium members to react
and control project progress. Therefore the Coordinator will convene both technical and
management meetings on a regular basis, as agreed by the Consortium members. In addition to the
general project meetings, other relevant internet-based communication and management tools will
be implemented. Within the consortium, the private section of the project website will serve as a
platform for document management and forum function will be implemented. A project e-mail
address is provided to all participants to facilitate communication within the Consortium. Technical
meetings will be held every 3 months with the WPLs and content managers, chaired by WPLs and
open to all consortium members. Theese mettings will review work progress and plan upcoming
work of WP execution, and analyse possible delays and conflicts. Two Reporting Tools will be
used. Theese tools based on Microsoft Excel will enable project participants to register and monitor
task compliance in terms of effort, time needed and costs incurred. The first tool will be used
monthly linked to the WPs, updated by the WPLs (simple status report), the second tool will be
used every 3 months involving all the partners (detailed status report). The goal is to help
participants deliver excellent performance and facilitate reporting. Project Reporting at month 9 and
month 24 by the WPLs will provide Coordinator with all information necessary to comply with
Commission reporting requirements.
The Coordinator will be the Chairman of the Executive Board. As Idea Originator, Enterprise
Hungary was chosen by the other beneficiaries to coordinate the project. Enterprise Hungary, being
the developer of the project proposal, has proven the ability to coordinate this Consortium which is
unanimously supported by the other participants. Moreover, Enterprise Hungary set up a team with

outstanding project management skills and knowledge of technical, financial and administrative
aspects of European research and development projects to deal with arising scientific, technical,
contractual, financial and administrative issues. Therefore besides the technical knowledge it
possesses also administrative resources crucial for effective organization of high value development
through integration of numerous performers. The team will consist of the Project Manager, Project
Coordinator, Technical manager and the Exploitation Manager. The Project Manager will help the
partners prepare reports, declare costs appropriately, keep records of administrative documents and
fulfil Commission requirements, among many other tasks. The Project Coordinator as the contact
point between the Commission and the consortium, will guarantee smooth and efficient
communication and information flow. Primary tasks of the Project Coordinator:
Acts as an Intermediary between consortium members and the Commission
Acts as intermediary between Consortium members and the rest of the consortium
Manages documents, collects and delivers legal, technical and financial documentation from
the consortium to the Commission, and vice-versa.
The Technical Manager will facilitate optimal project management and quality task implementation.
Primary tasks of the Technical Manager:
Monitors and coordinates tasks assigned to the Executive Board
Coordinates the execution of decisions made by the Executive Board
Acts as a Banker responsible for making payments approved by the Exploitation Board
Fosters consensus building among Consortium members
The Exploitation Manager was elected at the preparatory meeting of the Exploitation Board.
His primary tasks will be:
Responsible for the development of a rolling exploitation plan and business plan
Monitors and coordinates tasks assigned to the Exploitation Board
Coordinates the execution of decisions made by the Exploitation Board
Management related to IPR
3.2.2

Project Management Procedures

Several procedures have been initially agreed upon, which will serve as the basis for the preparation
of the Consortium Agreement: Monitoring the projects progress & Communication Strategy
Monitoring and reporting progress will be carried out through a series of reports and meetings,
including regular visits by the Project Coordinator to Task leaders. To ensure that project results are
accurate and correctly reported, the Coordinator will ask all partners to keep detailed records of
input into the project using logbooks or a timecard system.
Technical Meetings will take place every 3 months in person or via web, with representatives of the
partners involved in the current tasks for that period. The partners will make presentations covering
the progress on each of the active tasks and the actions to be carried out for the following 3-month
period. The content of these Technical meetings will be recorded in minutes and circulated to all
partners, to ensure that there is a 3-monthly written record of progress. At M1, M3, M9, M12, M18
and M24 an Executive Board Meeting will take place with all members of the Executive Board and
both strategic and technical issues will be discussed. It will include a project progress review where
the WPLs will inform the Board about any relevant issue included in the review and assessment
forms. A report will be prepared and circulated to each of the partners, detailing the progress on
each of the tasks carried out in the previous phase and the performance against the project
milestones. At month 9, this report will be extended to detail progress during the first 9 months, the
achievement of key milestones, and will include a breakdown of the effort by each of the partners
during that period. Additionally, the results of the project, in terms of proof of principle. At

month 24, a periodic and a as well as a final report will cover the entire project, again including a
breakdown of the input of each partner.

3.2.3

Month

Risk assessment

The risk in this ambitious project has been managed initially by breaking the work programme into
an achievable set of smaller developments, thus enabling the partners, as well as the Coordinator, to
monitor progress and measure the progressive reduction in risk. Inter-relationships between
individual and in particular, high-risk Work Packages and tasks have been evaluated. A periodic
review and assessment form will include the results of the risk analysis. Enterprise Hungary has
implemented a quality management system to ensure quality and transparency of the project
coordination and execution related tasks as per their usual business routine.

3.2.4

Decision-making mechanisms and conflict resolution

It will be the responsibility of Enterprise Hungary, as Chairman of the Executive Board, to seek
consensus on project steering; however, in case of disputes, decisions will be made by a majority
vote. Every party has one vote. Special decision-making procedures have been agreed upon to
ensure the work performed is of the highest quality. The partners will be subject to general practices
for outsourcing contractors and mechanisms for monitoring, for taking remedial actions or even for
the replacement of a defaulting contractor, responsibilities that will be detailed prior to the starting
date of the project through the Consortium Agreement. Management structure and business
implementation procedures have been clearly defined and agreed upon to preclude conflicts among
consortium members. Potential conflicts have been identified by the partners and a conflict
resolution strategy has been initially agreed on and is briefly defined below (and further be detailed
in the Consortium Agreement):
Disputes of a scientific nature (to be detailed in the Consortium Agreement): If a conflict
arises that cannot be resolved after consultation with the partners, all partners will submit, in
writing, to the Executive Board, details of their technical approach and solution to the
conflict. Should it be deemed necessary by the Executive Board, an independent Third Party
will be contracted to review the different solutions suggested. The Third Party will be
independent of the patners and selected by them, who will provide feedback to the conflict.
A course of action will then be decided by the Executive Board.

3.2.5

Innovation management

The project will follow the ECs guidelines for intellectual property (IP) management and will also
keep up to date with all EC recommendations on IP management. The EC has identified in the
[InnovaWeb]

policy initiative on key enabling technologies; It may be relatively easy for competitors or
imitators to catch up and take many potential profits from the original inventor, if intellectual
property rights are not effectively protected and enforced internationally. Intellectual Property
Rights (IPR) are legally enforceable rights over the use of inventions or other creative works. They
confer the right to exclude others from their use. They are valuable in helping businesses
differentiate themselves from competitors and to create revenue generating opportunities. Common
protection methods are; patents, trademarks, design protection and confidentiality agreements.
According to EC guidelines there are two types of IP: Background and Foreground.
The exploitation activities will be managed by the Exploitation Manager, whose activities will
therefore be to ensure that:
All Foreground IP is identified as it is created through liaison of the Exploitation Manager
with the appointed representative of each partner in the consortium;
All Foreground IP is assessed by the Executive Board and its future is determined;
All Foreground IP is protected, as appropriate, before any public disclosure;
An Innovation Notification System (INS) will be used which will be in the private section of the
project website and which will be open to all partners. Each idea/project result notified through the
INS will be initially assessed by the Exploitation Manager who will make recommendations to the
Executive Board concerning the need/strategy for protection of each output. The Executive Board
will decide on the appropriate protection strategy coming to an agreement with the partner/partners
involved in the foreground. The identification of the Foreground IP, its assessment by the Executive
Board and its protection as appropriate will be reported to all partners by the Exploitation Manager
at annual intervals throughout the project. At the end of the project a protection analysis report will
be included in the PUD (plan of Use and Dissemination).
IP Protection Analysis report: relevant (un)covered aspects of the technologies under development
will be identified, in order to ensure competitive advantages once the final applications will be
proposed to external end users, for market exploitation.
The organisation and management of Foreground IP will be through the following recognised steps:
1. Identify: The Exploitation Manager will have overall responsibility to identify protectable
Foreground IP and to build on existing IP searches, in particular patents, both from within and
outside the consortium. The Exploitation Manager will be supported by the WPLs, who will
regularly inform about opportunities for the generation of IP. All records associated with this
Foreground IP identification will be available to other consortium members through the dedicated
project website.
2. Assess: The Executive Board will agree on the most appropriate strategy for the protection of
each individual item of Foreground IP identified. The Exploitation Manager will report in every 6
month progress on any identification activities and the Board will assess the IP identified and agree
on actions to be undertaken in the period after the meeting. In addition and where appropriate board
members will communicate on progress between these meetings.
3. Protect: Protection of Foreground IP emerging from this project will be the responsibility of the
Explittaion Manager. All consortium members will be required to retain full records of the design
and development process in order to facilitate the protection of this Foreground IP and new
opportunities for their respective Background IP. In the project budget, subcontracting costs are
planned for patent agent consultancy and IPR protection.

4. Exploit and Disseminate: Once IP protection has been assured; dissemination will then take place
as described in section 2.2 of this proposal. Dissemination is a very useful mechanism for engaging
the wider community including potential customers. Fundamental to the Exploitation Strategy of
this project is that dissemination activities will only take place after the IP has been protected.
3.2.6

Financial issues (to be detailed in the Consortium Agreement)

During realization of the project, all payments must be authorized by the Exploitation Board. These
preventive measures will fully protect partners against any underperforming participant. The
Coordinator would simply act as a banker for the consortium, responsible for executing payments
following the Exploittaion Boards decisions.
3.2.7

Defaulting Parties (to be detailed in the Consortium Agreement)

The Executive Board may decide to declare a Partner to be a Defaulting Partner if that Partner fails
to carry out project tasks agreed upon in the Grant Agreement. If the Executive Board identifies a
Defaulting partner, the Coordinator will give written notice stating reasons for concern to the nonperforming partner and requesting corrective actions within 30 calendar days. If corrective actions
are not taken and non-performance remains evident, the Executive Board may declare the partner to
be a defaulting party and decide to terminate and/or replace that party. It will then be the
Coordinators task to accomplish the required amendments to the Grant Agreement.

3.3

Consortium as a whole

The composition of the Consortium reflects the complexity of the project. Each partners have
different professional background and different expertise, which match nicely.

The five partners of Innova Web are from 4 different member states and include one university, an
incubator, business representation organisation and to other non profit organisations. All the
partners are non profit organisations.
In the center of the partnership there are intellectual sparks of talented students of research
universities, young adults and startups web entreprenuers as targeted groups the Consortium
members have been supporting for many years.
To achieve the objectives of the project, the collective partnership of the consortium requires high
level expertise and experience not only for the local but also for European representation of the
project .
For the tasks in Innova Web outstanding experts in their field have been assembled. A key success
factor for this integrated project is to cover the complete value chain to be able to come up with a
new generation of platforms with integrated services for web entrepreneurs. The project is set-up in
a way that all participants are closely linked to each other but carry out complementary tasks.
Partnership members are carefully selected to perform tasks and deliver services with the highest
possible value both from professional and operational capacity aspects. Management of the project
is based on team logic, meaning that each partner has different strength and together we can achive
more with added values using the interdisciplinary appoach.

The applied knowledge is connected not only locally but also at a European level, while thinking
globally, as reflected in the composition of the consortium. Geographical coverage is also taken into
consideration with special care for both the economically advantaged and disadvantaged areas of
Europe.
The fact that there are documents attached to the project proposal as written evidences of support
coming from other external partners, eg. 22 Network and Business Europe is a string added value to
the partnership. Through these large international networks a massive number of web entreprenuers
will be reached and involved int he project.
In the center of the partnership there are intellectual sparks of talented students of research
universities, young adults and startups web enetreprenuers as targeted groups the Consortium
members have been supporting for many years.
The Consortium is the right partneship for transforming sparks to business ideas and then into
products equipped with all the necessary IRP and marketing mechanisms. Partners possess all core
competences needed for this nurturing process.
This partnership is composed in a way to ensure a professional innovation chain by involving
different networks of organisations with different profiles that are involved in different stages of
innovation (research, product and business development, training/digital learning
incubation/innovation, market scanning, dissemination and exploitation).

Mission
The EH Non-Profit LLC aims to create a supportive environment for the European ICT startup ecosystems, by helping ICT start-up companies advance to the seed phase of development,
increasing the number of new start-ups, and developing educational services to help support
start-ups during the pre-seed phase.
The biggest bottlenecks in the education sector are spin-off enterprises directly capitalizing on
the research results of universities and the practical, direct application of business knowledge.
It is obvious that courses are needed which provide young people launching start-up
enterprises with up-to-date and practical business knowledge outside of higher education. The
two most important elements needed for the creation of this support structure are to establish
the support services for the young ICT entrepreneurs during their universities studies and to
initiate high school entrepreneurship programs.
The formation of a successful ICT start-up ecosystem is dependent on the market
participants, however, the government and large companies play significant role in the
acceleration of early stage ventures. A biological ecosystem is a community of many species,
where all are mutually interdependent and can only survive together. An ICT or any start-up
ecosystem can only be maintained permanently if every component is present, and more
importantly, the components support and strengthen one another. The other point of the
analogy is that a biological ecosystem grows organically; a start-up ecosystem is similarly
created through grassroots, organic processes. It is also evident that the government does not
play a direct role in the development of a start-up ecosystem, but rather, acts as a catalyst.
Our vision is to serve as the connection that advances the young innovators from the
formation of an idea to the creation of profitable businesses.
We believe that the key factors of an optimal start-up ecosystem are:

Synergy creation and sustenance between the different elements of the ecosystem

Establish a thoughtfully developed and coordinated university innovation student


network system, which forms the basis for start-up inception

Bring together the market participants, who support the young entrepreneurs around
the universities (student networks, career and business centers, technology transfer

Introduction of the proposed project


Seed Program
Our aim is to create a comprehensive service network based on universities career and
business development centers that supports entrepreneurship and the student enterprises and
will be directly accessible for the partner organizations and all the prospective European
young entrepreneurs as well.

During the project we will set up education and consulting services first in Hungary in nine
(9) educational institutions to support the start-up initiatives as a pilot to demonstrate and
validate the operation of the proposed concept. Through these activities and services the
project will provide an opportunity for start-ups to get from the pre-seed phase to the
seed phase.
The platform will utilize the knowledge, technologies and best practices assembled in close
collaboration of all the project partners during the previous phase and will be available for all
the European young entrepreneurs.

Through the endpoints:

Providing entrepreneurship training for participants embedded into the curriculum as


well as extra-curricular activities. Popularizing Entrepreneurship Education with the
involvement of university departments (initiating courses, trainings, putting more
emphasis on the topic through faculties)

Creating a system of online societies and real, on-site meeting points: establishing
forums, competitions and other events with the involvement of local partners, start-up
workshops and incubators. Providing constant presence and appropriate information
for the target group.

Engaging university and business networks to support marketable ideas to reach


investment phase (internship programs launched in cooperation with large enterprises,
involving university technology transfer offices to engage investors)

Attaching the country-wide university based start-up ecosystem with professional


politics and support areas (higher education, employment affairs, youth politics, direct
economic development)

Training activities in start-up support programs

2 Business Development Friesland (Netherlands)


Business Development Friesland (BDF) is active on both on a regional and international
scale. We support start-ups (incubation, investments), companies (via trade missions,
matchmakings), we support European exchange and cooperation between schools and
universities, and facilitate G2G policy exchange for instance through the INTERREG
programme.
The legal status of BDF is a foundation, from its origin it serves the needs of the supporting
the regional economy and employment.
BDF cherishes start-up companies. Since our establishment in 2002, we actively supported
over a 150 start-up companies during their first steps. Our strength is our proactive approach
and 1 on 1 coaching. We have set up our own incubator for start-up entrepreneurs
(www.inqubator.nl). Most start-ups originate or spin-off from of one of the vocational schools
or Universities in the city of Leeuwarden.
BDF is a full member of the EBN network with 250 incubators in Europe, and therefore an
accredited BIC, a Business innovation Center, as recognized by the EC-label. BDF is the only
one in the Netherlands.BDFs director Lennard Drogendijk has been Vice-president of the
EBN Network for 3 years now.Furthermore, BDF is an active memberof the Dutch Incubator
Association (DIA).
BDF has established its own incubator in the city of Leeuwarden. In the Inqubator
Leeuwarden, BDF focuses on helping starting companies to firmly establish their business
and to help them maximize their growth over a maximum period of three years.BDF uses the
Business Model Canvas for all their start-ups to help them develop all aspects of their
business (idea). For this purpose, BDF has developed 10 modules connected to the Building
Blocks of the Canvas model.
To further support start-ups and SMEs, Business Development Friesland Foundation has set
up investment funds and platforms. For instance, theFrysln Development Fund, a revolving
investment fund. It involves both public investment capital (by the Province of Friesland) and
private capital (by Rabobank). The fund acquires stakes in prosperous and rapidly growing
innovative Frisian SMEs. The Fund does not only invest, but supplies knowledge, coaching
and a network for the benefit of the entrepreneur and the SME. (www.fryslanfonds.nl)
BDF is involved in crowdfunding via the CrowdAboutNowconcept. Key to this is the
approach to combine the strengths of a local incubator with close ties to the target group with
the force of a large national network (www.crowdaboutnow.com)
Regionally, BDF also works closely with the Municipality of Leeuwarden and the Province of
Friesland to try to implement the results of our activities in local and regional policies.
Current plans BDF and the Municipality of Leeuwarden have together is setting up a regional
platform for start-ups and signposting them to the most suitable sources of investment for
their specific start-up case. A portal for every SME or start-up looking for investment and
direct them to the best suitable financing option for their specific case.

Project example: Ent-teach


Business Development Friesland has set up www.ent-teach.eu, an online platform with 7
units on entrepreneurship specifically for vocational school teachers. The Ent-teach course
provides teachers and trainers with practical materials and tools to educate, inspire and
motivate students for entrepreneurship. It is designed in a modular way, meaning it can be
completed from start to finish but also individual stand-alone units or learning activities can
be used. All 7 units are supported by videos, learning activities and case studies to be used by
the vocational school teacher in and outside the class room. The materials are free to
download and available in 5 languages.

3 Business Hungary (Hungary)


The origin of the Organisation goes back to 1902, where the first Federation of
Industrialists (GYOSZ) was formed as a result of a concrete need of an independent body to
represent the interests of the industrial sector. In 1948 similarly to other CEE countries the
organisation was suspended, and could only recover its status and function in 1990.
In 1998 the Federation of Industrialists and the Hungarian Employer's Association merged,
creating
the
largest
employers
representative
organisation
(MGYOSZ).
The Confederation is based on the principles of voluntary decisions and the freedom of
association and it operates independently from the government. The relationship between the
members and the Confederation is based on a co-ordinated co-operation. The Confederation
counts among his members around 50 sectoral professional associations and 16 regional
employers' associations. Beside these members many large corporations have joined the
Confederation directly.
Through its functions of mediating and representing the member interests, the Confederation
influences economic and labour policy-making. It represents the interests on a macro level
and passes on the proposals worked out by its members. It maintains contacts with the
Parliament, the government and state administration and makes every effort to represent the
entrepreneurs' interests. It also prepares analyses, expresses opinions and prepares proposals
on corporate and the current economic policy concepts.
The Confederation is present in the following major consultation forums the National
Reconciliation Council (OT), the National ILO Council and the Social Council. In terms of
economic importance of enterprises belonging to the member organisations, the
Confederation can rely on the widest base among employer's federations on the employer side
of the National Council. The Confederation holds forums, consultations and publishes its own
newsletter, "Magyar Gyripar", to inform and promote entrepreneurs.
Following Hungarys accession to the EU, on 1st January 2005 MGYOSZ gained full
membership in the European employers federation, in the Union des Industries de la
Communaut europenne (UNICE) since 2007 BUSINESSEUROPE. Thus the interest of the
Hungarian medium-sized and large enterprises, as that of Social Partners is represented and
protected also at European level. In order to pursue an effective lobbying in favor of its
members, MGYOSZ as the only Hungarian employers organisation, has been running a
representation office in Brussels since 2002.
Since 2005, is member in the International Organisation of Employers (IOE). Where it
promotes and defends the interests of employers, particularly within the frame work in the
International Labour Organisation (ILO).
Business representation is extended to such global spheres as the Business and Industry
Advisory Committee to OECD (BIAC) where MGYOSZ experts have been expressing the
Hungarian opinion and position since 2006.
Within the framework of the International Congress of Industrialists and Entrepreneurs
(ICIE), the Confederation maintains active partnership with industrialists organizations of the
former CIS countries and CEE. The

Confederation is elected to the presidium of the Hungarian National Committee of the


International Chamber of Commerce (ICC).
MGYOSZ is proud of its wide-spread bilateral relations and has signed several agreements of
mutual assistance with partner federations in the EU and in third countries.

KIM is a reference entity in innovation, knowledge transfer and implementation of scientific
technological structures worldwide, whose mission is to improve the competitiveness
and the technological progress of companies through specialized services, positioning
and consolidating a knowledge transfer model at global level.
Headquartered in Barcelona, KIM BCN has consolidation its expertise with developed
projects in Barcelona, Madrid, Galicia, Andalusia and other regions of Spain. KIM BCN is
also growing worldwide, boosting its activities in European countries, Latin American and
Asian countries.
KIM BCN has developed a portfolio of services focused on satisfying the needs of all actors
in the innovation system of the regions in which it operates, from science and technology
parks, companies and business associations, to universities, research centers, including public
institutions and public administrations. The aim of KIM BCN and its network of collaborators
is to cover all phases of the value chain of implementation of dynamization models on

European countries. During this period he has been responsible for a wide range of tasks,
from detection of funding opportunities to financial and administrative management of large
multinational research projects. At present, he is working in KIM BCN., where he is
responsible for the effective functioning of the European Project Area.
Lidia Aguilera - Knowledge Transfer Manager in KIM BCN. In KIM BCN, initially as
Head of the valorization group and currently as the responsible of the Knowledge Transfer
projects, she has been involved in over 150 projects, including technology valorization
processes, assistance as an expert in European Projects and negotiation and commercialization
of new technologies. Dr. Aguilera has been chosen as coacher for the COMMERCIALISE
project by CdTi, being part of the team that will give coaching and mentoring activities to
SMEs during the pilot project. She also has been part of the Steering Committee in INTASS
PROJECT - intangible assets management European training (FP7).
Miquel Angel Perez- Innovation transfer Manager. He is a graduate in telecommunication
engineering and has over 12 years experience in Marketing and Trade Marketing in new
industrial markets technology-based companies. Currently, responsible for innovation projects
KIM BCN, Miquel Angel develops his career providing knowledge in project
conceptualization and development of new products, new business models and exploitation of
intangible assets and corporate entrepreneurship. As innovation expert is responsible for
building partnerships with business associations and clusters. His experience includes
participation in European projects and speaker at conferences on innovation management.
OriolPla - Legal & Corporate Manager. He has a degree in Law and Master in
International Business Law and Master in Corporate Finance & Law from ESADE Business
School. The last 7 years he has worked in a technology center and local consulting firms
specializing in legal advice, protection and management of intellectual property rights and
corporate transactions. He specializes in management of IP-oriented technology transfer and
economic benefit as well as corporate transactions.
Xavier Goi - Communication Manager. He is translator (french/english/spanish/catalan)
and journalist. He has worked in some of the main media (radio &tv) at regional level and
also has experience in corporate communication as he worked for a sports marketing agency.
In KIM BCN he is in charge of issues related to events, communication and marketing. He
has collaborated in the organization of networking events.

KIM BCN, as the Dissemination and Exploitation Work Package leader in 6 ongoing FP7
projects,has overall responsibility for all the exploitation and dissemination related activities,
from the initial Consortium Agreement (signed prior to project start), through to the
generation of the projects business strategy as defined in the Plan for Use and Dissemination
(PUD); ensuring the exploitation and dissemination activities are undertaken to maximize the

ECOWAMA

The aim is the development of a prototype of a water treatment system


based on the sequential combination of three technologies: electrocoagulation, electro oxidation and a technology, for energy saving and
the reutilisation of the resulting regenerated water for different
applications: more efficient in terms of wastewater treatment and selfsustaining in terms of energy needs.
The ECOWAMA Project proposes a new eco-efficient closed cycle
management model for the treatment of effluents of the metal and
plastic surface processing industry (STM). Such STM waste water is
extensively contaminated with oils and greases, organic loading, a salt
fraction and especially with heavy metals. Therefore an environmental
friendly, effective and innovative system will be developed.

NanoCaTe will develop a more efficient thermoelectric- and storage

NOSHAN

The main expected result of NOSHAN project is the creation of a broad


portfolio of valorised wastes for feed production. In this sense, a
selection of wastes according to their potential nutritional properties,
quantities produced, seasonality, possibility of stabilisation, safety and
regulatory issues, cost and logistics will be performed during the first
phase of the project.

5 Technical University of Koice (Slovakia)


Legal entity and main tasks
TheTechnical University of Koice (TUKE)was established in 1952. The content of education
and research at University includes the entire complex of sciences and economics. The TUKE
seeks to maintain a cohesive and interdependent relationship between their teaching, research
and service activities in accordance with European state-of-the-art. The TUKE has 9 faculties
with up to 15 000 students (Bc., MSc. and PhD.) and approximately 900 academic and
research staff, 800 other staff working for the University. As 2 largest technical higher
education provider in Slovakia it is a dominant in the region of Eastern Slovakia.The TUKE
has been the first and so far the only university in Slovakia to meet the criteria of the
international standard EN ISO 9001:2000. We received the quality certificate in the area of
providing educational and research processes and enterprise activities within a public
university (certification by TV SD Slovakia s.r.o.). Complex and efficient infrastructure
for an innovative research and knowledge and technology transfer is completed nowadays
mainly by support of the Structural funds of EU. The infrastructure is relevant to the EU
state-of-the-art in this field, and among other things the infrastructure includes University
centre for innovation, intellectual property rights and technology transfer (UCITT) integrated
with the University Science Park TECHNICOM.
UCITT centre provides the tasks and the services that include cooperation with industries in
the field of applied research, innovations and technology transfer (ITT) from academy to
industries, support for research, scientific and innovation projects, support for intellectual
property rights (IPR) of results of the scientific activities conducted at the TUKE. Moreover,
it supports human resources development and methodology of services for the
abovementioned fields, promoting achievements in the field of ITT using a portal information
system. The mission of the UCITT centre is to create a relevant virtual environment at the
University that permanently supports R&D in terms of cooperation between scientists and
practice, and to ensure efficient transfer of knowledge, products and technologies into society
and economy, including support entrepreneurship/ spin-off creation, spreading the best
practice of scientific entrepreneurship/spin-off creation and; strength sustainability of
university-business cooperation, make innovation to university style of teaching and to build
entrepreneurial capacities of university managers and teachers; And at the same time to
involve existing university industrial parks into pilot spin-off projects in the form of student
master thesis.
TUKE has extensive experience in the use of innovative technologies in a variety of
disciplines Theinstitution will focus on the following project objectives:
1. Participate in the network of training and advisory centre by offering specific advice
from its staff in a number of IT related fields.
2. Focus on spin-off projects in collaboration with its current network of organisations
that have supported placement students and graduates in the past as well as by
investigating mentoring opportunities with partner organisations.
3. Engage in project specific collaboration with industrial partners and share good
practice in innovative teaching methods.
4. To evaluate the training and course materials in entrepreneurship.
5. To participate in ICT technology training.
6. To participate in spin off projects as an advisory stakeholder.
Moreover, recently there is start-up centre established with first students/graduates
participating in process of incubation. There are research activities within the project

University Science Park TECHNICOM running in cooperation with other 2 universities in the
region of eastern Slovakia. The specific research areas: Information and communication
technologies; Electrical engineering, automation and control systems; Mechanical
engineering; Civil engineering and Environmental engineering, including its social and
economic dimension.

characterization, EPIC-T Entrepreneurship lab development, Technology ICT platformand

The Technical University of Koice will have the role of partner of the project and brings to
the project a model of an modern East-European university that has transformed itself to
international standards (up to ISO 9000 accreditation). Its profile as technical university fits to
needs of Partner countries and the partner universities. TUKE brings strong expertise in
networking, connects science with practice, support research and innovation projects that will
promote the dissemination and sustainability in collaboration with practice, applied research,
innovation and transfer of knowledge and technologies. TUKE will also be main responsible
for project internal quality control. In project TUKE will play role of an expert in given area
and will manage start-ups training.
The TUKE as partner Institution will be actively part of all the processes and activities within
the proposal and the implementation of the project. TUKE is deeply interested in fostering
cooperation among the partnership, both in terms of best practice sharing and research
collaboration. More specifically, TUKE is interested in the design, implementation and
validation of online course content materials on entrepreneurship for master students. TUKE
will be actively involved in supporting students in creating new firms, facilitate the growth of
existing small and medium size companies (SMEs). TUKE is going to gain from this project
further experience in implementing knowledge alliances between academia and enterprises. It
is particularly interested in increasing its knowledge in the collaboration with enterprises in
order to provide up to date content to its students.
TUKE can participate in the project by:
1. Being part of the advisory board for the proposed training activities.
2. Offering training in best practice of scientific entrepreneurship in the field of
Information Technology.
3. Participating in project specific collaboration with industrial partners.
4. Being involved in setting and running start ups on the Internet with the provision of
case studies and advice.
5. Offering opportunities for online ICT technology training.
6. Providing guidance in the spin off projects proposed.

Anton Lavrin, Assoc. professor.
Assistant manager of the University Centre for Innovation, Technology Transfer and
Intellectual Property Protection (UCITT) Technical University of Kosice. Managing
and participation in several international (mainly European) projects supported by Tempus
Phare, Leonardo da Vinci, Socrates, 5FP, 6FP/ICT and 7FP/ICT and CIP. Evaluator in the
framework of the Specific Programme Collaboration - NMP and People from the 7FP as
well. Member of the Programme Committee for Research Infrastructure and expert in ICT
Committee on behalf of Slovak Republic in the framework of 7 FP. Member of the
Programme Committee for Research Infrastructure in the HORIZONT 2020

Frantisek Jakab
Assoc. prof., Director of University centre for innovation, technology transfer and intellectual
property protection http://ucitt.tuke.sk. He graduated from St. Petersburg Electro technical
University (MSc. In System Engineering, Russia, 1984). He has extensive experience in
networking and utilization of ICT in education (more than 30 years teaching experience at the
TUKE), where he established the well-known Computer Networks Laboratory (www.cnl.sk).
He has extensive experience in managing research projects including large international
research and educational projects financed by EC, and coordinated of several national wide
ICT projects and research activities. His published work includes more than 150 journal and
conference papers in the fields of e-learning and using ICT in education and has several PhD
students and current research activities in emerging networks.He is the head of the
Application Section of the Communication Technology Forum Association in Slovakia;
coordinator of the Networking Academy program for Slovakia since 1999 and regional lead
for 11 CIS countries since 2008 until 2014. Awarded as an IT person of the year 2006 in
Slovakia and leads the committee on Industry/Academic cooperation in American Chamber of
Commerce.
Zlatica Dolna
Assistant of vice-rector for International Relations, Public Affairs and Marketing at the
University rectorate, member of team at the Marketing Department of the UCITT centre and
person responsible for international agreements at the TUKE. She has graduated Faculty of
Mechanical Engineering at the TUKE and continued in study in the field of Biomedical
Engineering and Biomechanics. She has graduated doctoral studies in 2010 in Human Motion
Analysis. During her research career she was actively involved in the project related to
biomechanics, rehabilitation, inclusion, ambient intelligence, assistive technologies for people
with disability, etc. mainly within FP7 projects, Leonardo Da Vinci, Tempus and projects
funded by Slovak R&D agency.She worked both in academic sector and in the research. In
past 3 years she specialized more in project administration, e.g. EU Structural funds supported
project UCITT aimed on building new centre at the TUKE, starting the Erasmus Mundus
(project THELXINOE) at the university, and she provides advice to project department. In
addition, she organizes event for visitors from abroad and conferences.

5.1 Ethics
Protection of personal data
The project will collect the data containing username, contact details, locality, linking to startups,
projects and companies, fields of interest, project and idea profiles (commenting, teaming up,
crowdfunding functions), business ideas (title, description) and data arising from collecting best
practices.
The project will not collect and process any sensitive personal data revealing racial or ethnic origin,
political opinions, religious or philosophical beliefs, trade-union membership, health condition or
sex life.
Data will be processed fairly and lawfully and will be in line with international standards (MySQL,
XML, CSV, ASCII).
Data will be collected for specified, explicit and legitimate purposes and not further processed in a
way incompatible with those purposes.
Data will be processed only if the data subject has unambiguously given his consent or processing is
necessary for the performance of a contract to which the data subject is party or in order to take
steps at the request of the data subject prior to entering into a contract.
We will provide a data subject with the identity of the controller or his representative and the
purposes of the processing for which the data are intended.
Any data collected and generated in the project will be made public on the online platform. Users
will be able to set publicity preferences for data linked to them.
