MANIFESTO FORINSTITUTIONAL SUPPORT TO

NETWORK FOR FLOOD EARLY WARNING SYSTEM


(NETFLOWS) FROM DEPARTMENT OF THE INTERIOR
AND LOCAL GOVERNMENT (DILG)
We, the undersigned Local Flood Early Warning System (LFEWS) Operators, coming
from different local government unit in the Philippines threatened by perennial
flood, form cooperation called Network for Flood Early Warning System to work hand
in hand in combating natural hazards and disaster that threatens the lives,
livelihood and properties of our constituents.
Based on our personal experiences, LFEWS helps us in the early preparation and
provide timely effective and efficient warning to general public.
During the devastation of Typhoon Frank in June 28, more or less 400 people were
saved when Mayor Rico Rentusatriggered the evacuation resulted to the preemptive evacuation for possible flash floods.
March 17 2011 on the height of southeast monsoon, several barangays in Palo and
Tanauan were threatened by possible flooding, because of the regular rainfall and
water data sent hourly by LFEWS, the preposition of disaster response support from
provincial down to the community level was properly executed. The community are
well informed because of readily available information provided by the LFEWS.
In Dumaguete City, more or less 1400 lives was save in less than an hour during the
occurrence of tropical depression Queenie early morning of November 27, 2014.
Again LFEWS plays a significant role in providing timely and efficient information not
only to the LDRRMOs but also to the general public.
These are few of the living testimonies the LGUs have on how important the EWS
was mounted at the frontliner of the disaster and not only centralized at the
national level.
We, the LGUs are the one who tests first the bitterness of disasters; therefore this is
right that we first should take the first steps in building of preparedness and
readiness to face those natural challenges.
German Development Cooperation (GIZ), take the initial step by establishing 16
LFEWS operation centers in 12 Provinces in the entire country since 2007. They
have provided as equipment, LFEWS hardware and capacity to independently
monitor our very own and localized EWS. But this support by GIZ, is nearly comes to
an end, because they are now closing its program on the LFEWS in the Philippines.
In order for us to sustain this commendable initiative by GIZ, the NetFLOWS needs
support from a national government agency like DILG, not only by providing the
existing and established LFEWS sustainability support, but by encouraging also
other LGUs to established own localized warning system.

Therefore, we are humbly asking for institutional support from Department of the
Interior and Local Government (DILG) in the form of following:
1. After the German Development Cooperation (GIZ) support, continue the
conduct of the conference for Network for Local Flood Early Warning System
(NeFLOWS) in a yearly basis by organizing the event regularly and compel all
local government unit threatened by flooding to attend the said yearly
conference;
2. Issues a memorandum circular requiring all local government unit vulnerable
to flood to establish a local flood early warning system and regularly join the
conference to update the new technology and experiences of other LGUs in
combating the flooding problem in their locality; and
3. Put LFEWS/ NetFLOWS capability building activities in the regular program of
DILG and coordinate with DOST-PAGASA for technical support.
To manifest our sincerity and respect to the Department of Interior and Local
Government (DILG) we affix our signature in this document.
