CHAPTER 6
POLITICAL CULTURE
This is the sum of fundamental values, sentiments, and knowledge that give form an substance to a
political process. It helps us identify the root of a certain significant history or event. For example, we
can distinguish the reason behind the attack of the terrorist towards the United States by determining their
values and sentiment. It is the orientation of the people towards political system.

The civic culture


According to Almond and Verba there are three types of political culture; the parochial, subject, and
participant political culture.
Parochial Culture
In this culture the citizens are not that really aware of the government and they not so much affected to
the decision that was made. Usually they can be seen in rural areas where government activities rarely
reach them.
Subjective Culture
Citizens see themselves as living under a dictatorship.
Participant Culture
Citizens involve themselves and believe that they can and be influence by the government.
As stated by Almod and Verba the formula for having a stable democracy is the combination of three
political cultures and that would be the civic culture.
POLITICAL TRUST
In relation to the study political trust is the confidence of the people towards the institution and the
system. And people doubt more on the political institutions rather than the system itself. Surveys from
number of European democracies shows that the public put more trust in the institutions of law such as
the Military and Police compare to the representative such as parties.
SOCIAL CAPITAL
This is the political trust and cooperation that leads to collective actions. Having social capital within a
community enables them to build a social trust that solves problems. In Putnam studies, successful
regions has fund of social capital. In contrast least government lacks the tradition of social capital.
POSTMATERIALISM
In this time people are inclined in freedom of expression, their environment and policies instead of order
security and fixed rules in which the prewar generation had put more value.
POLITICAL CULTURE IN NEW DEMOCRACIES
The political culture present smaller amount of support in the government because people are unaware of
the new system. The new rulers lack authority which is a requirement of a successful society.
POLITICAL CULTURE IN AUTHORITRIAN STATE
Authoritarian rulers face characteristics problems arising from their unwillingness to confront challenges
Lacking the legitimacy which flows from free election, such rulers must find other ways of responding to
the political culture of the societies they govern.

They have three choices:


1. Ignoring political culture
2. Manipulating political culture
3. Seeking to transform political culture
ELITE POLITICAL CULTURE
Definition: Consist of the beliefs, attitude and ideas about politics held by those who are closest to the
centers of political power. The values of elites are more explicit, systematic and consequential than are
those of the population at large.
POLITICAL SOCIALIZATION
Serves to replicate the status quo. As a result, political culture becomes a stabilizing force, providing a
major barrier against planned change.
