SITE SERVICES
Introduction
Kimberley Site Services have worked extensively in the mining and civil industry
since 1998 and are fully conversant with all environmental requirements in relation
to the Mining Act and Environmental Protection Act.
In addition to these requirements, each client has additional license conditions and
commitments and Kimberley Site Services make every endeavour to comply with
each individual requirement.
This Environmental Management Plan outlines the management strategies to
address significant environmental aspects of Kimberley Site Services operations.
Specific environmental hazard of work activities will be identified during Kimberly
Site Services and Excavation risk assessment processes (workplace risk assessment,
task hazard analysis) and be managed appropriately.

The Managing Director is accountable for:
The implementation of Kimberley Site Services Environmental Management Plan and
ensuring Kimberly Site Services meets all legal requirements.
The allocation of sufficient resources for the implementation of the environmental
management plan
Annual review of the operations environmental performance.

SITE MANAGEMENT / SUPERVISION


Responsible for:
incorporating environmental controls into all facets of project activities
the implementation of Kimberly Site Services environmental management plan in
their areas of responsibility

EMPLOYEES
All Kimberley Site Services personnel are responsible for:
Undertaking their activities in accordance with Kimberley Site Services procedures
work instructions
Their individual actions and implementation of Kimberley Site Services duty of
care culture.

Environmental Policy
Kimberley Site Services has an Occupational Health / Safety and Environment Policy
which identifies the commitment to achieve the highest performance in EHS in the
workplace through five key objectives:
Legal compliance
EHS to be given equitable priority to quality, morale, cost and production
Elimination of unsafe acts and hazards
Effective training of supervisors and employees
Regular monitoring and review of EHS performance.

Legal Obligations
Kimberley Site Services is committed to meeting legislative requirements as a minimum
standard of operation.
Kimberley Site Services activities are subject to conditions, commitments and licence
conditions, (both directly and indirectly through the client), set by various Western
Australia statutes including, but not limited to, the following:
Mining Act, 1978.
Mines Safety & Inspection Act, 1994
Dangerous Goods Act
Poisons Act, 1914
Environmental Protection Act, 1986
Rights to Water and Irrigation Act, 1914
Wildlife Protection Act, 1950
Conservation and Land Management Act, 1984
In addition Kimberley Site Services is committed to meeting the obligations and
responsibilities of:

Industry Codes of Practice
Kimberly Site Services ensures all environmental obligations are met by applying a risk
management strategy with the full support of Kimberley Site Services employees. All
Employees of Kimberley Site Services and persons under the control of Kimberley Site
Services during the performance of work shall be made aware of the environmental
obligations and responsibilities through the induction and awareness training.
Any environmental damage caused as a result of an act or omission of Kimberly Site
Services, its Employees or sub-contractors shall be rectified by Kimberley Site Services at
its own cost and to a standard satisfactory to the client.

Environmental Risk Assessment
Kimberley Site Services has completed a high level environmental risk assessment of
work activities undertaken and identified the significant aspects and controls required to
manage the risks.
Day to day management of environmental risks are achieved by all employees applying a
Job Hazard Analysis (JHA) approach prior to commencing work which is not covered by
a procedure, standard work practice or a task checklist.
Refer to Appendix 1 Environmental Risk Assessment

Management of Significant Environmental Aspects


HABITAT PROTECTION
Land Clearing

Kimberley Site Services on behalf of clients in completing work projects maybe required
to clear land for the work or for lay down areas. The areas to be cleared may be of
environmental or ethnographic sensitivity due to the existence of rare or endangered
plants or animals, heritage or indigenous significant sites.
Kimberley Site Services employees will ensure all reasonable efforts are taken to
minimise the area of disturbance and will obtain formal written approval from the client
prior to undertaking any clearing. Clearing includes the removal or damage to plants or
significant sites.

Controls to be implemented include (but not limited to):


Site survey and inspection by relevant expert (environmentalist, community
relations officer)
Permit to clear, showing area and restrictions signed by Kimberley Site Services
Supervisor and Client representative.
Regular inspections by supervisor and client representative
Any damage or destruction of flora and fauna deemed to be in excess of approved
clearing limits, will be rehabilitated to a level acceptable by the client.
Kimberley Site Services shall ensure that all tree, shrub and wood material removed is
stockpiled at locations and to standards required by the client for use in future
rehabilitation.

Access Roads

Kimberley Site Services plant and equipment and light vehicles shall be restricted at all
times to established roads and work areas.
Kimberley Site Services shall not develop new roads or access roads without the prior
written approval.

DUST MANAGEMENT
Dust Suppression

Crushing and the movement of material and plant generates dust which has the potential
to impact on the surrounding environmental and the health of Kimberley Site Services
employees. Kimberley Site Services will apply dust suppression technology to minimise
dust emissions from the work. This may include water sprays on hoppers, conveyors as
well as water trucks.

Kimberley Site Services shall control dust emissions during the performance of the work
and as a minimum, dust emissions shall be maintained below any applicable regulatory or
licence requirements. Kimberley Site Services will participate in and facilitate the
implementation of, client personal and environmental dust monitoring programs as
required.

Hypersaline Water

The use of hypersaline water for dust suppression will be minimised where practicable.
Where hypersaline is used Kimberley Site Services will:
Ensure transfer from the standpipe to water carts in a manner that diverts spillage
back into the holding dam.
Limit the application of hypersaline to those areas specifically requiring the
addition of moisture to assist compaction of the tailings dam embankment or the
suppression of dust.
Not apply, or allow the leakage of hypersaline to areas of the site outside those
areas specified or agreed.
Ensure any machine used to store and/or apply hypersaline shall be free of leaks
and be capable of applying the liquid in a manner that prevents overspray or
spray drift. Where wind conditions promote spray drift Kimberley Site Services
shall apply the hypersaline in a manner that limits potential spread beyond the
intended area of application.
Client Authority

During work the client representative shall at all times have authority to instruct
Kimberley Site Services to stop work if dust emissions are excessive or have the potential
to create a safety or environmental hazard. Kimberley Site Services shall forthwith make
all necessary arrangements and provide all required equipment to remedy the situation
and comply with the client requirements and the relevant legislation.

HYDROCARBON MANAGEMENT
Hydrocarbon contamination of workshops, service facilities and storage sites is a
common environmental hazard, which has the potential to pollute the soil, groundwater
and stormwater. Kimberley Site Services will store, utilise and dispose of hydrocarbons
to prevent contamination and meet legal requirements as a
minimum.
Fuel

Where practicable Kimberley Site Services will utilise client


fuel facilities to minimise ground disturbance and limit the
potential for further site contamination. If Kimberley Site
Services requires to install a fuel facility it will be constructed
to meet AS 1940 1993, including appropriate bunding,
hydrocarbon sump and recovery system.
Fuelling shall be undertaken from a properly constructed fuel truck or other equipment
acceptable to the client, who will designate and provide a fuel storage area and will
determine conditions under which fuel may be stored and distributed.

Other Hydrocarbons

Kimberley Site Services shall install hydrocarbon storage facilities (oil, lubricants,
degreasers) which conform to AS1940, 1993 and Dangerous Goods regulations. The
facilities will include appropriate bunding, waste oil recovery systems and recycling
strategies.
Kimberley Site Services will dispose and / or recycle hydrocarbons and other workshop
hydrocarbon wastes ( oil filters, oily rags ) offsite through a reputable waste management
company. All waste disposal records will be made available upon request.

Inspection and Maintenance

All hydrocarbon management facilities will be subject to regular workplace inspections.


All remedial actions will be addressed to ensure prompt completion and minimise
potential environmental impacts.

Facility Drainage

All hydrocarbon facilities constructed by Kimberley Site Services will be designed to be


internally draining to ensure contaminate runoff is collected and treated prior to
discharge. Perimeter diversion drains will be constructed to direct stormwater away from
potentially hydrocarbon contaminated areas.

HAZARDOUS GOODS & CHEMICAL MANAGEMENT


Kimberley Site Services will store and manage hazardous goods and chemicals in
accordance with all legal requirements and ensure the facilities are maintained and
inspected as per the processes described in Section 5.3 Hydrocarbon Management.
Kimberley Site Services will maintain an active hazardous goods register which includes
Material Safety Data Sheets, storage requirements and location and disposal processes for
all chemicals and other hazardous goods used on site.

WATER MANAGEMENT
Water is a valuable resource to be conserved, reused and recycled wherever practicable.
Kimberly Site Services has implemented water management policies to:
Optimise water usage (include conservation of good quality water)
Minimising water wastage, and
Where required by the client, ensure water resources and redirection of water are
managed to the standards required.
Kimberley Site Services shall ensure that any water, other than potable water, used in
construction or encountered in drilling or any other activity is controlled in a manner to
limit its distribution and where necessary is directed to designated collection points.
Kimberley Site Services shall ensure that all process construction waste-water and any
storm water is controlled so as to limit its impact on rehabilitation works and the local
environment.
Stormwater will be diverted from construction and workshop areas to minimise potential
for contamination and where necessary, storm water shall be directed to designated
collection points as part of the sites stormwater harvesting strategy.

WASTE MANAGEMENT
Kimberley Site Services will implement appropriate waste management strategies, which
comply as a minimum with legal requirements and compliment existing site waste,
recycling streams.
The waste management strategy will aim to reduce waste generated, and where
practicable recycle waste products.
Recycling

Kimberley Site Services has implemented recycling programs for tyres, batteries, oil
filters and is constantly reviewing existing practices for further recycling opportunities.
Waste Disposal

All non-toxic waste will be disposed to an approved landfill (as designated by the client).
Hazardous waste will be appropriately stored onsite, prior to removal by a licensed
hazardous waste disposal contractor. Disposal records will be maintained and available
for review upon request.
Sewage

Kimberley Site Services will utilise existing ablution facilities where practicable. During
long term works appropriate ablution facilities will be installed in accordance with the
WA Health Act and sewage will be disposed through licensed contractors.
Chemical toilets will be installed and maintained by licensed contractors as required.

SOURCING ROADBASE - ACID GENERATION


Material sourced by Kimberley Site Services for road base may be potentially acid
generating. In liaison with the client all material will be screened for acid generation
through geological and geochemical assay prior to use as a roadbase material. The
material identified as suitable will be surveyed and designated by appropriate signage for
Kimberley Site Services use as a construction source.

TAILINGS STORAGE FACILITY CONSTRUCTION


Construction of TSFs involving additional hazards to general earthmoving operations
due to the fluidity of the tailings within the existing structures. Failure of the TSF wall
has the potential to flood the surrounding environment with tailings and the associated
chemicals, heavy metals and in some instances hyper saline fluids.
Kimberly Site Services liaises with the client representative to monitor the wall integrity
of the existing structure, internal water levels of the TSF and movement to ensure the
construction activities are not impacting on the stability of the TSF.
Prior to construction Kimberly Site Services completes a full risk assessment to detail the
EHS hazards for the construction and final design and ensures action plans to manage the
hazards are implemented. Specific management strategies are also developed for tailings
deposition, water management, stormwater diversion and material placement during the
construction and the final operational design.

CONTRACTOR MANAGEMENT
All Kimberley Site Services contractors are subject to the Kimberley Site Services EHS
management plan, standards of operation and behaviour. Kimberley Site Services selects
contractors on their proven performance including a strong environment, health and
safety culture.
Contractors are subject to regular inspections and audits by the site supervisor and client
representative as required by Kimberley Site Services EHS standards.

SITE SERVICES
REHABILITATION
All areas disturbed by Kimberley Site Services during the term of the contract will be
rehabilitated to an acceptable standard. The specific scope of the rehabilitation will be
discussed with the client at the beginning of the contract and completion criteria
established. The rehabilitation will include:
Removal of Kimberley Site Services infrastructure (no longer required by client)
Removal of all temporary bunding, diversions or other structures installed by
Kimberley Site Services for operation at the site
Removal of all wastes and contaminated material under Kimberley Site Services
waste management strategy
Topsoiling and ripping of the disturbed areas as directed by the client
Upon completion of the site rehabilitation Kimberley Site Services will inspect the area
with the client representative to ensure the rehabilitation meets the completion criteria.

Reporting Environmental Incidents


Kimberley Site Services requires all incidents (actual and potential) be reported and
investigated to eliminate similar events recurring. Environmental incidents include, but
are not limited to:
Spills of chemicals, hydrocarbons, hypersaline or process water
Clearing without approval, clearing of wrong area
Deposition of acid generating material inconsistent with material movement
requirements
Excessive dust generation, uncontrolled dust emissions
Destruction of flora or fauna
Burning of tyres or wastes
Incorrect waste disposal, littering
Driving vehicles off designated access roads / tracks
All Kimberly Site Services personnel are instructed to report hazards and incidents and
notify their supervisor immediately in accordance with Incident Reporting &
Investigation procedures.
All incident reports and investigations will be made available to the client representative
as required under the contract.
