NAGA CITY Some 30 participants from regions in
Luzon representing business, academe, civil society, media,
and local government units are expected to attend the firstever 2-day conference on risk reduction efforts to be held at
Naga Regent Hotel here, on February 18-19, 2016.
The conference will be spearheaded by the Asia Pacific Alliance for Disaster Management (APAD) which has its network
in the Philippines, other Southeast Asian countries, and Japan.
Maricris Binas, APAD Luzon coordinator, said participants
and partners are expected to share knowledge and experiences,
and forward recommendations on how stakeholders from various sectors can improve and harmonize disaster risk reduction
efforts.
The Luzonwide conference forms part of the formal launching in March 2016 of the APAD National Platform in the Philippines, Binas added.
The theme of the conference is Enhancing Community
Disaster Resilience through Public and Private Sector Cooperation.

Varicolored Hues
If electorates will be more discerning,
the sleight-of-hand tricks being played
by candidates these days are, to put it
in Tagalog, garapalan na.
Consider the political line-ups and
one will see the kind of Philippine
politics we have.
Patronage,
concessions, and accommodations
are the operative words. No principle,
no ideologies. It is still the sickening
politics of the elite that we have.
Imagine a red lady mayor candidate
supporting a yellow candidate for vice
president who is also supporting a red
governor who is an erstwhile political
foe, and you can see the blurring of
colors in the political spectrum.
This is outright opportunism. This
is an inveterate invertebrate virtuosity
in political machinations.
Of course, this is not all their fault.
The fault my dear Brutus is not in
our stars but in ourselves that we are
underlings. Take it from the Bard.
Yes, it takes two to tango.
As Rizal also says, there are no
tyrants where there are no slaves.
These molluscian Moloch are the
voters creation.
They hang their monstrosity in tarps
because that is the kind of image we
want to see.
Is there a way out of this seemingly
hopeless one-directional road of
Philippine politics?
Of course there is.
Our suns
energy will not burn out until after
several more billion years, i.e. not in
our lifetime.
So go, read their tarps and lips. Do
they say something that is giving hope
to our countrys perennial poverty?
If not, just dont vote for them.

The Philippines will
likely accelerate its economic expansion
this year, according to Moodys Investors
Service. It will put our country in a more
robust position in the region to weather
any further global economic and financial
market volatility. In the analysis, Phls
growth shows resistance to global
slowdown, which is a credit positive. GDP
growth is expected to pick-up to 6% (from
5.8% as of 2015).
Analysts said the increased government
spending from infrastructure projects,
particularly those under the public-private
partnership (PPP) scheme, as well as
higher private consumption (as a result of
the national elections in May) would boost
Phls economy. The PPP partnership
program for infrastructure development,
plus a pickup in economic activity as the
country gears up for midyear elections
will insure the expected growth, Election
spending is beneficial!
INTEREST: Our monetary policy wont
be adjusted despite the stimuli adopted by
Japan and the USA financial authorities.
BSP reiterated that the countrys monetary
policy is still appropriate. Key officials said
there is no urgency for the Monetary Board
to tweak its policy stance after a surprise
move by the Bank of Japan when it took its
interest rates into negative territory to kickstart its struggling economy. Depositors
of the Bank of Japan will pay (instead of
receiving) interest!

The US Federal Reserve finally tweaked
its near-zero interest rates for the first time
in almost a decade through a 25 basis
point hike last Dec.16. Our government
will wait-and-see closely watching
how business and industry will react to
developments, as well as to inflation
trends,
POLITICS: Soon the campaign
period for national positions and later for
local posts will be on!
This early campaign speeches are
heard, but COMELEC seems impervious
to the violations. Posters greeting voters
on certain occasions are masqueraded,
but the real purpose is to spread the
message that the greeter is a candidate.
We are warning candidates and leaders
on the campaign spending limits. The
sad experience of the unseated Laguna
governor is a stern reminder.

more known candidates and incumbents
have the advantage. Nakakalamang

he has a good track record of service to

they have the public service VP Binay
and his family like free education, free

City? All accusations against VP Binay are
just accusations and has to be proven in
court. Until today, VP Binay has not been
convicted in court. Well, this is only my

VP Binay said that he will be a healing
president and he will do to the entire country

months ago that if given the chance to be
President, he will appoint his running mate

be a father of the nation and not who will
divide the nation or discriminate against

Delivery of Social Service (KALAHICIDSS) Project as the Compact Program closes this year.
Aimed to communicate the gains
from the KALAHI-CIDSS Project and
share lessons and best practices among
stakeholders, the Closing Activity, also
called KALAHI-CIDSS Learning Forum was held at Villa Caceres Hotel,

Historical Commission of
the Philippines (NHCP) Executive Director Ludovico D.
Badoy personally graced the
unveiling of a Bicolano martyrs historical marker in a
simple ceremony held today
at the Naga Central School
grounds here.
The historic marker belongs
to Jose Maria Panganiban Y
Enverga, a Bicolano propagandist, poet and a prolific writer
who wrote stories for La Solidaridad under the pseudo name
Jomapa or JMP. His writings tell tales of a sought-after
educational reform during the
Spanish period and raise the
importance of press freedom,
among others.
The momentous piece of
edifice is in response to Resolution No. 01-14, series of

2014 crafted and passed by


the Parent-Teachers Association (PTA) of the Naga Central
School (NCS) 1 on January 30,
2014 requesting the NHCP and
the National Museum to put
up a marker inside the school
ground where Jomapas statue
is located and declare it as a national cultural treasure.
Seeing its importance to the
Bicolanos cultural heritage,

the Sangguniang Panlungsod


spearheaded by Vice Mayor
Nelson S. Legacion also passed
Resolution 2014-15 backing
the said PTA resolution. The
joint effort got the nod of the
NHCP, realizing the Naguenos
request for a historical marker
that would exemplify the great
deed of one Bicolano hero.

Wi-fi project covers Bicol towns

LEGAZPI CITY The
government's
soon-to-berolled-out free wi-fi Internet
access in public places project
will cover most of Bicols poor
and outlying municipalities,
the Department of Science
and Technology (DOST) said.
This developed as the
DOSTs Information and Communications Technology (ICT)
Offices has included in the
project first- and second-class
municipalities across the country so that the free wi-fi Internet
access in public places will better reach the third to sixth-class
municipalities that are in a dire
need of such services.

Montejo, in the same statement, expressed optimism that
with the increased budget, industry will better participate in
the program as we are looking
forward to providing connectivity through our private sector partners especially in the
rural areas.

to weather information, education, agricultural resources,
commerce, e-government services, as well as employment,
through online jobs, Montejo
said.

access points in public places

project will serve 105,000 concurrent users with 256 kbps
each, which is the lowest prevailing speed requirement for
broadband service.
The concept of managed
services shall be leveraged all
throughout the project, not only
ensure rapid rollout, a responsive service, allow economies,
and other aggregation derived
benefits, but also to create
commercial opportunities for
private sector participants that
would redound to greater economic benefit through expanded services for all.
World Bank studies have
shown that every 10-percent
increase in broadband Internet
penetrations translates to 1.38
percent increase in a countrys
gross domestic product (GDP)
growth.
The Philippines currently
has a modest 52-percent Internet penetration rate, nearly
doubled in the past four years
from 27 percent in 2010.
The average connection
speed is about 2.1 Mbps, with
a little above eight percent of
the users enjoying connection
speeds faster than four Mbps.
According to the large telecommunication
companies,
about half of the 1,490 municipalities are connected using pre-Internet technologies
that limit the services they can
deliver, which includes broadband Internet.
When asked if these cannot
be upgraded, the general reply
is that the market would not
support the necessary return on
investment (ROI).
The deficit in the available
services, however, prevents
opportunities and benefits, including those from online public services, from reaching the
people in those areas.

The Bureau of Fire Protection
(BFP) stations in Jose Panganiban and Mercedes towns
in Camarines Norte recently
acquired a fire truck each
from their respective local
government units during the
last quarter of 2015.
Municipal fire marshal Insp.
Adonis D. Osea said that Jose
Panganiban local government
has provided the BFP station a
new fire truck to augment the
existing one now stationed at the
municipal hall
"We are waiting for the official turn-over of the local
government to our bureau. We
are grateful to the LGU for the
fire truck because this would be
of big help to the station where
other towns are far to extend assistance during fire incidents in
the area," Osea said.
Osea furthered that the station has recorded no fire incidents during the last yuletide
season, perhaps due to their

Napa Jr., head of Barangay Sumlang.
He told guests from the Department of Environment and
Natural Resources in Bicol
(DENR-Bicol), which chose the
lake as site for the observance of
World Wetlands Day and National Wetlands Day on Feb. 2, that
currently a total of seven hectares
have been cleared of water lilies
by the villagers.
Owing to the villagers hard
work, bamboo rafts are now able
to take tourists on a cruise around
the lake for a panoramic view of
Albays iconic emblem, the Mayon Volcano.
Tourists pay Php25 each for
an hour-long ride at a bamboo
raft manually steered by three
village men with long bamboo
poles that push the watercraft as
it glides along the lakewaters said
to be as deep as ten feet. The raft
could seat as many as ten passengers.
Napa said a food-for-work
program was started in 2011,
whereby villagers worked bayanihan- style each Sunday to ensure clearing of the wetland area
of the water lilies in exchange for
several kilos of rice.
The provincial government
of Albay donated around 100
sacks of rice for the program,
recounted Napa.
Barangay Sumlang, which is
located 300 meters away from the
poblacion of Camalig, has a land
area of 20 hectares with a population of 2,003 -- mostly engaged
in handicraft work, farming and

of the eight wetland sites in Bicol, she said.
Sa-ong said a management
plan will take into account the
kinds of species endemic within
and around the lake and help
preserve the lake as a habitat for
these species.
Around a hundred villagers
attended the lake-side audio-visual presentation of DENR-5 which
highlighted the theme of the celebration of World Wetlands Day
in 2016--Wetlands for our Future:
Sustainable Livelihoods.
The presentation cited the
Ramsar Convention on Wetlands
on Feb. 2, 1971, which identified
wetlands as any land area saturated or flooded with water, either
permanently or seasonally, along
with all beaches and shallow
coastal areas, that provide natural
sponges against river flooding,
and store carbon dioxide to regulate climate change.
There is a need to protect
the worlds wetlands, 64 percent

of which have disappeared since


1900, while freshwater populations have declined by 76 percent
between 1970 and 2010, the
same presentation said.
Gilbert C.Gonzales, DENR
regional director, said he gave
instructions to the City Environment and Natural Resources Officer in Guinobatan, Albay to serve
as a liaison or coordinator in the
assessment and management plan
for Sumlang Lake."
He said it was the first step in
the development and protection
of Sumlang Lake.
Napa said gathering the community together for World Wetland Day observance is important.
In five years, Sumlang Lake
could deteriorate if there is no
management plan to take care of
garbage segregation and disposal, he said.
Caring for the environment
is a shared responsibility. The
people around Sumlang Lake
have a responsibility to take care
of the lake, he added.
Napa said there is need to increase public awareness in protecting the lake, as they did not
expect it would generate this big
number of visitors, especially in
recent months.
Records from the municipal
tourism office showed that in
2015, there were around 90,000
tourists who came to Camalig
town. Of this number, 50,000
came to visit Sumlang Lake.
Last month (January), there
were around 8,000 tourists who
came to visit Sumlang Lake, no
doubt now a fast-rising star of
Camalig town, which is more
known for its enticing pinangat, a native delicacy consisting
of gabi leaves (natong in Bicol)

Sampaga said the shooting incident took place inside the residence of Ecabo in Barangay Bartolabac early Saturday evening.

PNP provincial post last Jan.

province of armed political goons
and shield Masbateos from the
raging local political climate by
way of giving the best of public service the local police force
could offer in reintroducing peace
and order in every locality.

days as PNP officer-in-charge

but the regional police office said
investigations being conducted
by municipal police stations are
in progress.
Elsewhere in the province,
Elmer Sampaga, a Masbate City
government employee, died on
the spot when gunned down by
a still unidentified assassin early
evening of last Jan. 22 in Barangay Nursery at the citys downtown while on his way home.

Investigators believe that the


killing was politically motivated
as the victim openly supported a
local candidate.
Last Jan. 16, barangay captain
Jonathan Sullera of Cabangcalan, Placer, Masbate was shot
dead early morning in front of his
house by a lone gunman armed
with a cal. 45 pistol.
These are only a few of the
latest bloody incidents believed
to be motivated by intense rivalries among political camps that
claimed the lives of not only
a few local personalities and
tainted with bloodshed the image of the province, which is rich
in cattle ranches, that wears the
moniker Marlboro Country,
being the land of cowboys as in
the Wild West.
We are not new to these killings, especially when election
seasons comes, even as peace
and order and security authorities
have been doing their best to reverse this culture of violence that
the province has been known for
since time immemorial, Efren
Cardio, a retired police officer
who is native of the island and
now residing in this city, said.
For so long a time, Masbate
elections have been decided not
by ballots but by guns, goons and
gold (3Gs) no matter how peaceloving Masbateos seek to put an
end to this with the extensive support they have been realizing not
only from fellows but also from
people and institutions outside
the province, Cardio said.
He recalled as worth musing
in this case the lines delivered by
the late Department of Interior
and Local Government Secretary

Jesse M. Robredo when he was


guest speaker in a Masbate City
school graduation ceremonies
months before his death.
In his speech, Robredo said
as recalled by Cardio: Prosperity has eluded Masbate over
the years. In lieu of it has been
the vicious cycle of violence and
bloodshed that has placed the
province on the Comelec's list
of electoral hotspots for decades.
Mayors, congressmen, councilors, barangay chairs, traders,
teachers, and police officers have
been murdered in cold blood in
broad daylight.
Masbate has been dominated
by powerful families for as long
as anyone can remember and patronage and murder have become
accepted facts of political life.
In that occasion that took
place about five months before
his death in a plane accident,
incidentally off the shoreline of
the same city, Robredo, however,
pointed out that in spite of the image of Masbate as a province torn
by political violence, the government has been doing all it can to
improve the social and economic
well-being of Masbateos to liberate them from poverty, according to Cardio.
The National Statistical Coordination Board (NSCB), in its latest estimate, says, Masbate has a
poverty incidence of 42.5 percent
-- making the province the poorest in the country.
Nonetheless, we, Masbateos, should also do our share, and
one way to do this is for us to continue seeking and doing things to
end these social maladies, the
retired policeman stressed.

meaning if we Filipinos dont use
our mind and heart. Let us emulate the life of our heroes, let us
live like Jomapa.

was not a square meter of water to be found
in Sumlang Lake, the newest ecotourism destination in the town of Camalig, Albay that has
recently been seeing an inux of visitors.

NIA Bicol completes 77 projects,


earns P56.7 millions in 2015

NAGA CITY --- The


National Irrigation Administration (NIA) Bicol regional office has completed
77 projects representing a
74.24 percent physical accomplishment and collected
P56.7 million in irrigation
fees and other income in
2015.
Director Vicente R. Vicmudo, NIA Bicol regional
manager said the 77 completed irrigation projects are
located in: Albay (25); Camarines Norte (7); Camarines
Sur (17); Masbate (5); and
Sorsogon (23).

These finished projects irrigated 197 hectares of previously rainfed areas, restored
irrigation service to 1,093

hectares of rice farms, and repaired irrigation facilities and


structures in 1,576 hectares of
ricelands.

Last year, NIA implemented a total of 158 projects with a total allocation of
P490.2 million. Aside from
the 77 completed projects, 75
projects are still ongoing construction and expected to be
finished by end of March this
year, while works in 6 projects
have not yet started.
NIA Bicols physical accomplishment in 2015 of
74.24 percent is higher than
the 62.06 percent accomplishment in 2014.
