This letter created by the USACE (attached) is to be recreated on OBP letterhead to be sent back to
the landowner/lawfirm. OBP would like review from CBP Real Estate before putting a signature to it.
1) Could you advise who will review and 2) Can an OBP Chief (probably a Sector Chief) sign this type
of letter. We will have more in the future. Thanks. We would like a process to follow for these issues.

With your concurrence, I will direct the Corps to coordinate with OBP to release the response.
We need to improve our turnaround time in the future, hence the below proposed mod to the Support Agreement.
"USACE will field all landowner correspondence. They will immediately notify CBP of receipt, provide CBP
copies of said correspondence, draft an official response, allow three working days for CBP to comment on that
response, and promptly issue that response once any comments are integrated."

This brings up an important point in the execution of PF225. In addition to the letters we are required to provide to
landowners during the acquisition process, we will be receiving potentially hundreds of inquiries, complaints and
related mail during the property acquisition phase. Some may be directed to BP/CBP and some to the Corps realty
staff or other officials. Does the scope of work/delegation of authority you are working cover a process or authority
for this sort of effort? If all correspondence has to be processed through reviewers within CBP or SBI, I can't see
how we can keep the real estate effort on schedule.
Also, is there still a policy in place that all of our real estate instruments and offer letters and other correspondence
we know we need must be pre-approved by CBP/SBI? If so, besides the already agreed upon ROE for C, there are
several other documents we will need to get approved in the next few weeks. Has there been any determination on
the use of the FHWA booklets on federal land acquisition procedures and relocation assistance? Sorry for all the
questions, but I'm trying to figure out what we still need to get in place that is critical to our success.
