To answer Paul Rabe's question:

AFWAlXP (Col Elkins) is the AFW representative on the CCB. however on a day-to-day basis Capt Matt
Taylor vets the CCRs through appropriate parties at AFWA. consolidates input, and responds via the IPO's web
interface. The other 000 reps to the CCB are the two other 000 centrals: FNMOC and NAVO (FNMOC: Jim
Vermeulen and Lt Col Gibbons, NAVO: Bob Coulter). The change pages for the referenced ECR are available

excerpt below is a comment by Gary Mineart (IPO) on this ECR as a short inbrief on its detail.

For all assessors: Please note that this ECR only addresses (1)
decoupling of CMIS + APS threaded products; and (2) removal of the
2130 orbit plane, per N-M directed changes to the system architecture.
Thus, the EDR performance parameters associated with this ECR are an
interim "snapshot" of the specification changes expected as part of
the program restructure. Subsequent modifications to these
performance parameters will build on the interim state of the
appendices described in this ECR, and are expected to be encompassed
within ECRs 529, 531, and 546.

Hi All --

We have been asked to provide an assessment of the subject NPOESS ECR.

This ECR is needed because of the NPOESS restructured baseline.
Appendix D and G of the System Spec require modification to:
- decouple de-manifested CMIS threaded products from affected EDRs
- decouple de-manifested APS threaded products from affected EDRs
- revise revisit times due to new satellite manifests and removal of
2130 orbit plane.

Please see the attached documents for more details.

NOAA has been requested to provide an assessment by December 1, 2006, so

if you could provide me with your thoughts/comments by November 30, I
would appreciate it. Thank You.
